daniel and alexander meitiv are gained attention for the free range parenting style. they found their 10 and 6-year-old children walking home. she said her children are happy and safe and are not the one that c worried about. >> they have taken on more responsibi. they get themselves the bus in the morning and the afternoon on time, right? >> the findings of child services basically means that evidence of child neglect may have been found but there isn't a firm conclusion. she'll continue to let her children walk home from the same park alone. a developing story right now. apparently hillary clinton used her personal e-mail account exclusively during her four years as secretary of state, which may have violated federal requirements. that's according to the new york times. the u.s. state department said clinton turned over 55,000 pages of e-mails that requested last year. in an effort to comply with updated laws. the department asked that john kerry is the first secretary of state to rely primarily on a state.gov e-mail account. spring is now just weeks away. the cherry blossom festival is nearly here too.

you might be inviting families to see the blossoms. richard jordan is live about the announcement that is happening today. let's go to richard. >> reporter: good morning. the branchs are bare right now, but in time at all the cherry blossoms will be abloom. today we'll find out when the peak prediction date will be. it's going to be here before you know fire department cherry blossom festival has been set. it's march 20th through april 12th. everyone wants to know when the peak bloom will be. when are 70% of the cherry trees be abloom. it's the best time to come out here. typically it is that first week of april on april 4th. last year it was about a week after that about april 10th. today we will hear from the cherry blossom festival organizers about what they believe it will be peak bloom.

breaking news right now. bw parkway we have three big problems. here we go northbound bw parkway at 50. chopper 4 got over the crash. it's a mess for us. slowing things down at 50. as we're coming southbound to the beltway, you can see a four mile back up here. your speed 10 miles per hour. take 95 if you can. i don't say that often. that's for sure. 295 north at benning road an issue there. kind of a mess here this morning. take a look at travel times 270 south outer loop from 95 to 270 those looking good. when you look in virginia 66 east at 95 north quantity koe to the beltway. 95 north five minutes behind. i'm back in ten minutes. >> thank you. an investigation is underway in prince william county after a police officer's gun was stolen. the handgun was stolen from a locked police vehicle. it was stolen last week but

police aren't sure exactly when. they say between wednesday and friday. the the university of virginia is looking for recommendations to prevent sex assaults on camera. the local paper reports that uva will hold a response working group meeting today. it will happen at 9:30 this morning at the great hall. what is important is not really how much but the timing it can make for an interesting ride home this afternoon. chuck bell from the storm team had 4 x 4 joins us live with the computer forecast. how is it looking? >> so for a so good. nobody wants an interesting ride home. that's for sure. temperatures outside this morning we're about 31 degrees here at the tidal basin. there's not much of a wind but the little breeze we have has windchills in the mid 20s.

the system you see here rolling out of the midwest will be in our area in the coming hours and likely means a longer trek home from the office tonight. meteorologist tom kierein tracking when will arrive in your neighborhood. >> you may enjoy the snow days from school but now school systems like montgomery county public schools need to figure out how to make up at least one of those days. it's one of a handful of systems across the region that exceeded their snow days. megan mcgraltth is live at bethesda school. >> reporter: the snow and the ice we've had it's been a long and difficult winter. it meant a lot of school delays and cancellations, and in many jurisdictions in maryland school systems have actually used up all of their snow days and then some. in fact, they're in the hole. here in montgomery county a spokesperson is telling parents and teachers to plan on an

extended school year. they may have to add delays to the end of the year and go longer into june. take a look at the situation around our region. montgomery county prince george's county and charles county have four snow days built into their calendar. however, all three of the jurisdictions have used five days at this point. frederick county they have five days built into their calendar and they've used five. they're basically even at this point. winter of course is not yet over. we're not sure whether we're begin to see any cancellations that put school systems further into the hole or not. the state requires schools to have 180 days of instruction. the state board could waive some of the snow days. remains to be scene whether it will happen this year or not. we'll have to wait on that. in montgomery county they're telling parents and staff to just be prepared. that it is possible that may go as late as june 15th this year and that everyone needs to plan

accordingly. reporting live in bethesda. megan mcgrath. thank you. we're getting a better indication whether your taxes will go up. right now there's a $25 million budget shortfall between those two groups between what supervisors would give. the new tax rate would be $1.15 per $100 of assessed value. in fairfax county a prominent parent group is asking school officials for tax hikes. it wants to help with educational funding. the fairfax county council of pta's is asking the average tax bill be raised by $100. superintendent cairnkaren is asking to help cover a $14 million gap. lines are growing in moscow

as they pay their respects to boris nemtsov. thousands came. take a look at the video. many of them carrying those flowers. nemtsov was shot friday near the kremlin. several ambassadors are visiting his casket there laying flowers on it. this is in the central part of the city. he was arrested several times before his murder often criticizing vladmir putin's government. putin condemns this killing. a developing story today as congress is poised to approve the spending bill that fund homeland security. they sent the bill to the house without restrictions on president obama's immigration actions. the president prevented deportation of hundreds of thousands of undocumented immigrants a few months ago. house republicans say they want those restrictions included in order to pass the bill. but democrats stopped them from

happening in the senate. the deadline to pass the bill before the money runs out is friday. this morning a former cab driver from northern virginia accused of helping terrorists is in custody in somalia. the associated press reports that former cab driver liban mohamed was wanted for helping terrorist groups. the fbi believes he left the u.s. in 2012. we may see a delay in the murder trial for jesse matthew. according to our affiliate matthew's lawyers said they need time to hire a dna expert. prosecutors said they plan to use dna analysis matthew. defense lawyers want their own expert to look at the ev. matthew is charged w murdering uva student graham. his trial is slated to b june 29th. we can tell you why former virginia governor bob mcdonnell said he deserves to win his appeal case. his appeal case starts in may. we went through the opening briefs for the case. he said it was built on a definition o

>> that storm is that's is hitting chicago now is going to be passing north of us. just brushing by us and coming close enough to give us a little bit of a wintery mix later today. right now we're getting the snow in chicago and the upper midwest. south of that the pink zone a little bit of sleet and freezing rain. leading edge into west virginia. right now a few scattered flurries off to the north and west. they're trying to reach the ground. otherwise clouds are moving through for the morning commute. should be fine. it's later this afternoon this is as of noontime. here is the timing of sleet and maybe a little bit of snow between winchester and haggerstown. sleet elsewhere in the pink zone. in the green zone maybe rain. it moves farther east and gets into the metro area around 1:00. maybe a brief dusting of snow and coating of sleet on top of that. that's in the pink zone there. then by 4:00 p.m. that may transition to light rain falling. ane bit of light icing on top of that. the green zone is rain. as we get warmer by 6:00 p.m. that changes to rain. we'll have the melting of the

coating that moves through and then that rain pretty much gone after 9:00 p.m. this evening. more comes in after that. what to expect? sleet and snow between 1:00 a ebb 4:00. light icing after that a until around 8:00 p.m. a coating to an inch in the blue zone in the snow and sleet in montgomery county and howard and north and west. and only a small chance of a coating in the metro area farther to the south. temperatures warming as we get into the afternoon and getting above freezing by late afternoon and then continuing to warm into the evening hours. in fact we'll be down into the just low 40s by dawn on wednesday and rain likely tomorrow off and on and highs low 50s. chance of mixed of sleet and to snow on thursday. maybe accumulation still cold friday into the weekend. highs 40s on saturday and sunday. a bit warmer on monday near 50. breaking news on the roads now. melissa as anup date. >> southbound bw parkway. brand new crash.

back in ten minutes with travel times. >> see you then. thank you. and today we'll learn the names of the people who will be on the new fairfax county commission to look into police policy. this is in response to a controversial police shooting in the county. the washington post reporting 25 people from law enforcement, academia neighborhood leadership and the media will make up the commission. the chairman said the commission will maintain public trust after a man was shot and killed by a county police officer in 2013. john gear was in standoff with police when he was shot outside his home in springfield. he had his hands up and unarmed a the time. a developing story out of l.a. now. sources telling nbc news that audio from two body cameras worn by l.a. police officers seen in the video suggest that the homeless man who was shot dead did try to take the officer's weapons. billions have viewed and shared the cell phone video posted on sunday by a witness. you can see a man wrestling with

welcome back. a lot of us have been averaged by the recent cold snap and the toll it's taking on the region's water mains. the washington suburban sanitary commission said crews repaired more than 400 broken water mains last month. it's the second most breaks in february ever behind the 479 in february of 2007. it fielded more than 17,000 calls. more than double the number during the same time last year. the utility company continues to ask for your patience as it expects more mains will break. you are probably hitting them each time you head out on the roads. those potholes. road crews are scrambling to get some potholes filled before water starts to refruz tonight.

good morning. we're going to find out when the peak bloom prediction will be. this is when organizers of the cherry blossom festival believe that 70 percent of the cherry trees down here at the tidal basin will be in bloom. it's what everyone wants to be here. it is picture. it's from march 20th to april 12th. it's the first week of april that is typically the peak bloom. usually on april 4th. last year it was a little behind. was on april 10th. we have to wait to see when things unfold this year. it is still cold out this morning. we still have some ice and the water, the branchs are bare. so we'll have to wait and see if the weather that we've experienced so far this winter will have any effect on when these cherry blossoms will bloom. of course the cherry blossoms the gift from japan more than 100 years ago. the 3,000 cherry trees.

little bit of sleet. a little bit of freezing rain now in the high land of west virginia. now the timing on that arriving in the shenandoah valley is going to be generally northern part of the valley around noontime 10:00 this morning. in the northern and eastern edge of that likely going to be a little bit of light snow. it tracks farther to the east as sleet and maybe a little light snow initially coming to the metro area generally around 1:00 to 4:00 p.m. it tracks farther to the east. maybe a little bit of icing near the pennsylvania border. the green zone is rain. could get rain as we get warmer weather moving in. warmer temperatures by 6:00 p.m. through 9:00 p.m. changes over to rain. we'll have a lot of melting of the coating to an inch or so. that will come through between 1:00 and 4:00 p.m. and light iceing after that. generally a coating to an inch. montgomery county howard frederick, washington northern loudoun, pan handle of west virginia. south of there just a chance of a very light coating of that snow and sleet as it initially

comes through early afternoon. right now mid to upper 20s. what did melt yesterday has frozen. watch out patchy ice this morning. there's the last of the sun we'll see today. maybe a few flurries this morning then the sleet snow combination this afternoon. the temperatures will be warming up quickly. keep up with the wintery mix when you're away from the tv with the storm team 4 weather app. near 40 by midnight. holding today by dawn with light rain tomorrow. occasional light rain into the low 50s then colder wednesday night into thursday when we could get the changing back to sleet and maybe accumulating snow on thursday. sun back friday into the weekend and warming into the first part of next week. and things are looking bad on the roads now. what is going on? >> nasty. chopper 4 over the problem. northbound bw parkway at 50. you can very slow here. as you're approaching 50 there. also bw parkway southbound as you approach the beltway. that is still slow from the

schools posted a similar message online. students in maryland may need to make up at least one snow day. students in montgomery county already maxed out the snow days built into the calendar. news 4 megan mcgrath is live. >> reporter: a lot of those students loving the snow days while they were able to sleep in. they may not be so happy at the end of the year. they may be going to school a little bit longer. certainly it's been a tough winter. lots of school delays and cancellations. and in maryland many jurisdictions have used up all of their a lotted snow days and they are now in the hole. here in montgomery county a spokesperson is telling parents and teachers to plan on the possibility of an extended school year. they may have to add days to the end of the year. now montgomery county prince george's county and charles county they have four snow days built into their calendar.
