. here's what's happening right now. israeli prime minister benjamin netanyahu is on capitol hill to address congress. the speech surrounded by controversy called everything from damaging to a distraction. plus take a look all the the radar. everyone keeping an eye on this storm system. a wintery mix could cause problems this afternoon. and new information about when the famous cherry trees will be blooming. i'm barbara harrison. e we begin with the winter weather advisory set to begin at noon. rain is moveing our way. storm team 4 meteorologist tom kierei joins us with what we need to know. >> as that rain gets closer

it's coming into colder air aloft. some of that will be changing over to maybe a little bit of snow a little bit of sleet during the afternoon. accent on the little. as we look at the radar, you can see this advancing west to east out of the ohio valley and getting closer to us. we're getting this little gray zone here. maybe a few scattered flurries trying to reach the ground. farther to the west a few flurry us of the mountains. but this is very light. it is not going to be a major event by any means. there's the storm team 4 camera looking off to the west. the cloud cover is thickening up a bit. temperatures hovering near freezing. it does come on through. even though you may get above freezing the temperatures are cold enough for the moisture to be a little sleet or snow. i'll have the timing on that coming up at 11:30. with the winter weather moving in some schools are

canceling afternoon activities. several districts told us they would be monitoring conditions and we'll keep you posted on the platforms if any other schools close early or cancel anything today. right now, israeli prime minister benjamin netanyahu is speaking to congress. aaron gilchrist has more on what he's expected to say. >> the official escort to bring the prime minister into the chamber just gathered to begin that process. you're looking a at live picture e house. the two chambers of congress there. they were just gavelled to order as benjamin netanyahu is expected to begin speaking in just a few minutes from now as we understand it at this point. there are about 50 democrats who decided nod to be a part of this gathering. the prime minister will talk ab country's position on the idea that begin to change some of the nuclear practices. secretary of state john kerry meeting in switzerland with his

counterpart from iran talking about a plan to control iran's nuclear program and to put a stop to it. the prime minister from israel who is expected to say that he does not believe that the iranian nuclear program can in the way that is expected that they are trying to get out of this meeting in switzerland. we'll continue to watch the floor of the house there and listen in on the prime minister's speech and we'll have an update a bit later in the newscast. >> thank you, aaron. new at midday iran is now fighting isis. in an interview james clapper said iran is providing weapons to fight the terrorist group. he also said iran has the capacity to build a nuclear bomb but it's not clear whether the country will do that. recreational pot is legal in d.c. the council is holding an emergency vote to clarify that law. the council will vote on a pot club ban. the clubs allow to pay a membership fee like a gym and smoke inside.

under the law the clubs would be considered public places where it would be illegal to light up. and the national park service just announced its prediction for peak bloom dates for the cherry blossom e trees. richard jordan was at that news conference and joins us live from outside the museum. what are the dates? >> reporter: let's cut to the chase. april 11th through april 14th that is the prediction from the national park service on when the majority of the cherry trees will be in bloom. it is cutting it very close for this year's cherry blossom festival because the festival is scheduled for three weeks from march 20th until april 12th. again that peak april 11th through the 14th. so at the very end of the festival. so there's a lot of excitement surrounding the cherry blossoms.

1.5 million people are expected to come to see tn bl that means a lot of big business for hotels, restaurants visit to come check out the 3,000 cherry trees that were given from toek ekyo to the district 103 years ago. there's a lot of excitement because it means we're talking about spring coming soon. the national park service saying that their prediction is what they have right now is the best with the information they are given by experts and horticulturists, but they may change that prediction later on. >> we are always going to be having our experts out there taking a look at it. if we hit the date right on great. if the weather changes, we're going to make those changes and let the public know what those changes are so they can decide when they are going to come to the park and enjoy the blossoms. >> reporter: so the peak bloom dates could change. that's what happened last year. for now that prediction april

some absolutely amazing pictures from chile at this hour. this is a volcano erupting about 5:00 a.m. our time this morning. you can see the lava and ash coming from the volcano. there were 3,000 people in the village below who were evacuated when this started to happen. there were rumblings earlier in the week that something might happen and these amazing images of mother nature's fury all at once there. you can see there were touristn t nearby town to take paktures but they are evacuating the residents who live in the town. about 3,000 people, to getm t of harm's way as they wait to make sure it settles down. it's been 20 years since a major eruption. that's the latest. right now, the former suburban chicago police officer convicted of killing his third wife and suspected in his fourth

wife's disappearance in court today. drew peterson the 61-year-old has been in prison since being convicted in 2012 in kathleen savio's bathtub drowning death. his fourth wife disappeared in 2007. an investigation is underway in prince william county after a police officer's gun was stolen. a handgun, magazines and a holster were stolen from a locked police vehicle. they were stolen last week but lis are not sure when they say it happened some time bet wednesday and friday. the university of virginia is asking for recommendations to prevent sex assaults on campus. the daily progress reports uva as holding a series of meetings. this is all in response to a now discredited rolling stone article about a female student assaulted in a frat house. right now the israeli prime minister is speaking to congress. we're beench speech

maryland's former governor says he will not run for the u.s. senator. she would retire next year leaving the door open for martin o'malley. he's keeping his options open for the 2016 presidential race. he's not confirmed either way if he will run in 2016. ben carson is reportedly considering a run for president. the "wall street journal" reports the retired neurosurgeon formerly created an exploratory committee. he can raise money that he can transfer to his campaign once it begins. last month the 63-year-old said he could form a committee to explore a bid for the gop nomination and make a formal announcement in may. let's go to aaron gilchrist for some breaking news from the live desk.

>> we are watching now as the prime minister of israel has begun his remarks to a joint session of congress. you can see from the live pictur here the prime minister benjamin netanyahu speaking to congress and seeing some applause here. i can tell you that as he entered the room and started to speak about the relationship between the united states and israel ovation. he also took time very early on to acknowledge the controversy that has come from his coming to speak to congress for the third time saying that despite the controversy that has arisen the fact ha he was invited by the house speaker and not the president that he knows the united states stands with israel. the controverse sai they didn't think it was appropriate for him to speak at a point where he's campaigning for his job back at home but we also know as he speaks today, he will talk about -- he will make the case to why iran should not be trusted as the u.s. tries to work out a deal to curb some of its nuclear ambitions. we're going to listen into the

white house run of her own, a fresh look at this president with all of his shadows. >> that was peter alexander reporting. the artist says he's not heard from the clintons since speaking out about the portrait. nbc news reached out to president clinton for a comment, but they did not respond. a developing story right now, apparently hillary clinton used her personal e-mail account exclusively during her four years as secretastate, which may have violated federal requirements according to "the new york times". clinton turned over 55,000 pages of e-mails it requested last year in an effort to comply with updated laws. the department adds that john kerry is the first secretary of state to reply on a state.gov e-mail account. for more on the e-mail investigatio we're joined by mark murray our senior political editor. there's a lot going on in washington. let's talk about hillary clinton and these e-mails first.

any problem for her with this? >> it does feed a little nar narrative that the secretive clintons that they hav tha the potey skirting the rules. most cabinet secretaries end up having a government e-mail. but the clintons and their defenders are pointing out this morning that john kerry is really the first person to have the .gov e e-mail address. they are trying to say the stuff didn't start until john kerry. >> it's not easy to manage two e-mail accounts. >> it isn't. although this all goes to transparency. sometimes the easiest way to have the permanent record is on your official e-mail. we do know lots of politicians are sometimes using personal accounts to hide things from requests or other things but this is why this story ended up getting a big. er reaction than others because it involves the clintons and

everyone thinks they are up to secretive things and this is why she had this. >> let's talk about benjamin netanyahu, who is speaking right now at the capital. has he succeeded or has he failed or has he done both? >> it's important to note he's speaking right now, so we don't know the actual conclusion but he has an election two weeks from now. he's able to raise security in iran two issues in his party's wheelhouse that have helped him make his final argument with his election two weeks from now. where he hasn't succeeded is forting negotiations when it comes to iran. he's been making the point saying these negotiations are bad, this cannot stand but what he hasn't been able to do is influence the administration or forward. >> have to ask about homeland security. the republicans met this morning. any move on that getting a bill passed? >> a huge move. john boehner, the house speaker,

we now know the new card you'll need to pay for groceries at costco. citi will start next april. costco says it will provide more information in in the come inging weeks about how you can transition to the lady are announcing a partnership with the peace corps to expand educational opportunities for girls. it's called "let girls learn" initiative. it includes new funding, training and more volunteer recruitment to engage girls in learn learning. as part of the initiativ she

will travel to cambodia to highlight the priority both nations place on girls' education. meanwhile, one of mrs. obama's highest profile initiatives facing a growing backlash. 1,000 nutritionists are on capitol hill pushing back against the school nutrition requirements she's championed. tracie potts has this report on the latest battle to hit lawmakers' plates. >> the lunch professionals descending on capitol hill today have this message for congress that whats on paper new nutrition standards doesn't necessarily translate on the plate. you can see that yourself. pictures have been posted all over twitter with #thanksmichelleobama with food that kids can't identify. on capitol hill they are talking about how difficul to meet these standards given the budgets that they have. goi to cost another $1.2 billion this year to implement these new

prosecutors as it relates to his handling of classified information. we understand he will plead guilty to a misdemeanor charge in connection with with improperly retaining classified materials during his time as a four star general. . we understand that this relates to material that the fbi was in the possession of his former mistress back in 2012. e we all discovered this before he resigned from that job as director of the cia. at this point we don't know exact exactly what -- we know that the prosecutors have not sought prison time for the former general and cia director. "the washington post" reporting there could be a probationary period. we're still going through the information from the department of justice. we'll send it back to you as we continue to look for more information. right now, blizzard advisories are out today for parts of minnesota, iowa michigan north dakota south dakota and wisconsin.

these are live pictures out of minneapolis. the city is one of the few places that has been nearly snow free this winter. the last time the city received snowfall of at least three inches was back on january 8th. that's unusual for them. just into the newsroom some school schools are canceling school and of the weather. we're going to get some wintery mix. >> here we go ag are getting so weary of it. we're not canadians. we're not used to this at all. another chance for a light wintery mix later this afternoon. right now, the storm team 4 radar showing that system passing most of the moisture to the north. the area you see in pink that's a little freezing rain, maybe a little sleet.n green, that is rain. now that batch that we see there in ohio, indiana and kentucky, that's wha today. it's still a good six hours away

from getting into the metro area. right now the storm team 4 radar up close is scanning the sky. this area of gray i saw them when i was on the weather deck. you can see there's a bottoms of the clouds so there's some snow trying to fall out, but it's not reaching the ground yet. but it may over the next couple hours, getting a few scattered flurries and the upper levels are cold enough for snow and right now at low levels it's above freezing in washington. an inch in the suburbs accumulation later today. around the metro area a little light sleet and snow coming into our western suburbs. but after that maybe around 8:00 p.m. a little bit of that. then to rain by early this evening. and no accumulation around the d.c. metro area. this is not going to be a major event for us and a minor impact for the afternoon commute.

former mlb pitcher curt schilling says he's legal action against one person had who bullied his daughter online. he called out several bullies on his blog. they posted several offensive things about his daughter after she was accepted to play softball at college. he named several of the bullies and wrote "these boys have yet to understand one of life's most importan t real world you get held accountable for the things you say." in news for your health a protein found in some patients with alzheimer's may build up in as early as 20 years old. that's according to a professor at northwestern university.
