they found a window blown out of a tractor-trailer you see in this traffic camera picture. two men were inside but neither was seriously injured. police are still trying to figure out if a bullet or a pellet or something else caused the window to blow out and if it was a bullet or pellet where the shot came from. we have a crew minutes from the scene. also breaking right now, several students overcome by pepper spray at a local school. this is all happening at cesar chavez public charter school along sherman avenue in northwest d.c. 16 students had to be take on the hospital. one teacher was treated at the scene. it is not clear who or how that pepper spray was discharged. and more breaking news. the justice department says it's found patterns of racial bias in the ferguson missouri police department jail and court system. this was according to the associated press. the st. louis suburb was thrown into the spotlight last year after a white police officer shot and killed an unarmed black

teen. more as we get throughout the hour about that. turn og our weather today, a wintry mix is making its way across the area this afternoon. >> it's busy out there folks. some could see ice, others freezing rain but it's what happens after this round one that has our storm team 4 very busy. let's check in first with meteorologist veronica johnson with your first weather word. v.j.? >> that it has, guys. we'll go through a couple phases here. the first we continue with the winter weather advisory a little bit of icing falling now. next rain, then snow. it will all come over the next couple days. here's the latest on storm team 4 radar. we'll zoom in where there's some rain falling inside the beltway. the pink, that's the freezing rain and sleet and it will be hanging on for a couple more hours. there's another wave to the west that will be moving through. here's whey like for this evening. our temperatures will be going up. that advisory through the counties in purple mostly maryland loudoun county included too. temperatures rising from the low

and mid-30s in a few locations to our north and west to upper 30s by 9:00 10:00. all this ending and moving out around 9:00 p.m. to 10:00 p.m. that's round one. round two we get the heavy rain. that's tomorrow. then some colder air comes in late tomorrow. what that will do is allow this to change over from rain to the white that you see. that is snow. that is the transition that we'llweill be taking place. what will have a major impact on our area, this major system for late tomorrow into thursday. heavy rain we'll talk amounts and areas might see localized flooding. more important we'll talk about the heavy snow widespread this time throughout the area. i think this is this will be one of our biggest snowstorms of the season. it didn't take long for a lot of local schools to start changing their plans for the afternoon. these schools called off all activities for the afternoon and evening in maryland prince

george's county howard anne arundel, and prince george's county. >> so did alexandria schools in the city. you can get the latest delays and closings on news4 and on the nbc washington app. the ice and snow are taking a toll on area roads. transportation reporter adam tuss is live on fox hall road in northwest where potholes are the big challenge for drivers. >> reporter: that's right, pat. the swing in temperature definitely having an impact on the road. take a look at the massive pothole here on fox haul road in northwest d.c. this is actually directly in the middle of the southbound lanes and traffic in both directions now having to weave around the hole and each other, frankly. and this is what it looks like from down inside the hole an incredible crater here. we also found other streets across the city that are absolutely littered with potholes everywhere. now, we did notify the city of

the problems here and in other parts of the region. tell you what they did about it on news4 at 5:00. live in northwest, adam tuss, news4. i'm wendy rieger at the live desk. congress has avoided another showdown over funding homeland security. they passed a clean bill, 257-16 7. it will fund the department of homeland security through the end of september. every democrat and 75 republicans voted for this. republican leadership decided to strip the bill of riders that would have defunded the president's executive orders on immigration after that near shutdown this past friday. lawmakers were up against the threat of another shutdown this friday if they did not take action. this bill now goes to the president's desk for his signature. at the live desk i'm wendy rieger. i feel a profound obligation to speak to you about an issue

that could well threaten the survival of my country and the future of my people. iran's quest for nuclear weapons. >> israeli prime minister benjamin netanyahu in a historic and controversial address to a joint meeting of congress. he said a nuclear deal will make it easier rather than harder for iran to make a nuclear bomb. president obama and other critics pointed out mr. netanyahu did not offer any alternatives. the speech has sparked protests outside the capitol today with both for and against mr. netanyahu and his policies. steve handelsman is tracking the controversy surrounding the prime minister's visit and has a live report in our next half hour. the justice department confirms it has reached a plea agreement with former cia director david petraeus. under the agreement, petraeus will plead guilty to one count of mishandling classified information. if a judge approves the deal

he's likely to serve two years of probation and be spared jail time. retired general is accuse ld of improperly keeping top-secret and classified information in several personal notebooks. prosecutors say he shared those books with paula broadwell, the woman writing his biography and the woman he was having an affair with. a problem with a clothes fire is blamed for a fire in germantown this morning. it was at the zip's cli drive cleaners on wisteria drive off germantown road. no one was hurt. the damage is estimated to be around $75,000. the fire department tells us damage could have been worse if the business didn't have sprinklers. the search is on to find the person who endangered a fairfax county police helicopter. someone aimed a bright light at the cockpit last tuesday around 8:00 in the evening. the helicopter was returning to its base in herndon. the light made it difficult for pilot and the crew to see.

anger is growing in los angeles. there were more demonstrations today following sunday's police shooting of a homeless man on

skid row. a group of protesters marched from the scene of the shooting to the los angeles police department downtown where a police commission is needing to discuss the case. the incident was caught on various cell phone and surveillance videos. within the past hour we learned the homeless man was a french national who had served time for robbery. he allegedly tried to grab an officer's weapon during a struggle which led to the shooting. the men and women who will decide the fate of the boston marathon bombing suspect are now in place. the jury was seated today in the trial of dzhokhar tsarnaev. it took two months for the 12 jurors and six alternates to be picked. many people were dismissed because they had a close connection to the bombings. opening statements are set to get under way tomorrow. three people died. more than 250 others were injured in that april 2013 bombing. if convicted sarhe faces life in prison or the death penalty. a lot of people are talking about this online this afternoon. the next time you visit any

smithsonian facility you'll have to take a selfie the old-fashioned way. this afternoon the smithsonian announced that so-called selfie sticks are now prohibited in museums and gardens. earlier this year the smithsonian banned -- announced a ban at the hirsch horn museum. they say it's to protect visitors and objects especially on those crowded days. well finally it's almost here. when you should clear your calendar in order to see a washington tradition in full bloom. and you are going to want to see this forecast folks. a wintry mix tonight and an even bigger blast of winter.

we have breaking news happening in northeast washington. >> news4's zachary kiesch on the scene of a sinkhole that opened up after a water main break today. what's it like there now? >> reporter: well jim, i can tell you this. it's nothing pretty. we're here on 13th place northeast, typically a quiet neighborhood. not every day you see one of these, a sinkhole. check that out. that is not back water. that is some murky water. crews are trying to get this thing fixed. the road is closed and crews are trying to address this issue. as you mentioned, this is the root cause of a water main break out here today.

talked to a couple residents in the area who said they got up this morning and saw some water, you know and some standing water, department think it was a big deal but it was a big deal. take a peek at this picture. this is a picture one of my colleagues sent in today. i think that is a ford explorer there in the sinkhole. that car has been pulled out. neighbors here coming home from work realizing what happened here. if you take a peek over here and look at some of this buckling here the road has buckled again. the road is closed and crews are out here trying to get this fixed. they tell me that this is what happens when the weather changes. a lot of shrinking and expanding, but the result is this water main break. i'd say it's about the size of a volkswagen bus. live in northeast d.c. zachary kiesch news4. >> thanks zach. ford has added two more models to the list of vehicles being recalled because of faulty door latches. the recall now includes the 2013

ford fusion and the lincoln mkx midsize cars. the initial recall involved the 2011 through 2013 ford fiesta. the problem is the latches may not close properly. there have been at least 640 complaints about doors opening suddenly when the cars are moving. at least two people have been injured. well even though we are expecting more snow this week here is a sure sign that spring is on the way. >> here we go. the national park service tells us washington's cherry blossoms will be at peak bloom, get your calendars out, april 11th through the 14th. that's pretty short. >> we're taking notes. if the prediction holds true, the peak bloom will come at the very end of the cherry blossom festival. >> the festival runs march 20th through april 12th this year. >> keep in mind predictions of peak bloom are subject to change based on the weather over the next several weeks. those buds have to survive this week or those trees do. a rough up with ahead. >> for sure. really the focus is on thursday.

it's a one-two punch. the biggest challenge for the system will be figuring out how quickly the cold air gets in here. we'll show you the snowfall amount in just a bit. so hang on. first your evening planner forecast. if you are going to be going out we're at 34 degrees. again, temps go up tonight. that's, you know phase one with the big rains coming in for tomorrow. roads should be fine at 11:00 p.m. from 35 degrees at 7:00 to 39's the at 11:00 p.m. here's storm team 4 radar. in the pink, that's what's left of the sleet and a little bit of really more freezing rain than anything. you can see it building off to the west. that's because a big area of high pressure off the coast. it will be hanging on. these spotty areas with maybe some isolated slick conditions on area roads. don't think we'll be seeing that widespread. issues tomorrow will come with ponding on area roads and the heavy rain. let me show you that time line. this is at 6:00 a.m.

37 degrees in d.c. 35 gaithersburg 36 manassas. yes, showers are likely early. and especially at lunchtime, covering the area. here we are at noon. meanwhile we get into 4:00 5:00 6:00 tomorrow. slow go on area roads but mainly wet roads. by 8:00 look at that. that's yellow down here through culpeper charlottesville the more moderate and heavy rains that will start showing up that will go right into the evening. with all that moisture coming north out of the gulf of mexico the cold air will be coming in. but rainfall totals just over a half inch. the winter storm watch that starts tomorrow late and goes through thursday. because of the snow that we're expecting. how much? doug kammerer is in storm team 4. >> we've been tracking this the last couple days and just finished our first snowfall map. this is a first look of overnight tomorrow into thursday. these are some of the highest numbers we've come um with in

our region. the highest at the airport, 4.7 inches. we could get more than that at the airport. 3 through 5 in southern maryland parts of the northern neck 5 to 8 in and around the d.c. metro area. to the north and west this is the area that has the best chance of seeing more than 4 inches of snow. going 8 inches or more martinsburg, hagerstown frederick, winchester all these areas 8 inches plus here parts of loudoun county northern montgomery and howard county around damascus. 5 to 8 for d.c. metro area gaithersburg crofton, right towards warrenton and quantico. down to the south, there's our 3 to 5 inches. everybody looks like we'll get something. it's a matter of how much moisture is here and when that cold air moves in. v.j.? >> but at least we're not going to see the big spreads from a little to a lot. fairly uniform with everyone getting enough snow to shovel. time line for you on thursday colder air coming in we'll see the switch over from rain to snow starting at 2 to 4:00 a.m.

charter school in northwest. and in the past half hour congress gave the green light to funding that will keep the department of homeland security funded through the end of september. right now get ready for some wild weather. more winter. veronica? >> that more winter comes thursday not today, not tomorrow. what we're dealing with today, though this evening, still more pockets of rain showers and even in the area or two with some freezing rain. look at the temperature. 32 hagerstown 34 leesburg. 39 peters burg in west virginia 35 charlottesville. driving impact forecast for tomorrow at 6:00 a.m.burg in west virginia, 35 charlottesville. driving im rain showers will be hanging on till about 10:00. we'll gate bit of a break, then more rain for the morning rush tomorrow. could be a lot of rain by the afternoon rush 40 degrees between 6:00 a.m. and 8:00 a.m. between 4:00 p.m. and 6:00 p.m.

tomorrow. moderate and heavy rain and it only picks up after that as we get into 7:00 8:00 9:00 hours tomorrow. 46 degrees the high temperature. then that temperature starts falling as colder air makes its way in. we're at 42 to 48 degrees during the afternoon, but those temperatures will as i said drop in a hurry from the 40s to the 30s. look at this white up here. the pink that's more sleet and freezing rain. as we get into early thursday morning, say, around 1 to 3:00 a.m., the colder air starts coming in and we make our way from rain to snow throughout the area. heavy rain wednesday, heavy snow thursday. we'll take a look at the amounts of rainfall, the amounts of snow we're expect big the end of this system. again, a time line for your neighborhood again on just a couple minutes. new reaction now to a speech that has stirred controversy from the moment israeli prime minister benjamin netanyahu accepted the invitation to speak to a joint meeting of congress, the israeli leader argued that

president obama is working on a deal that would not prevent iran from building nuclear weapons. he said rather it would ensure it. news4's steve handelsman is live now on capitol hill with details. steve? >> reporter: pat, thanks. nobody up here can remember when another foreign head of state came to the capitol to campaign against an initiative by a u.s. president, but that's what this was. israeli prime minister netanyahu got a hero's welcome and a packed house chamber. only a few stayed away. >> i know that no matter on which side of the aisle you sit you stand with israel. he praised president obama but slammed the unfinished nuclear deal with iran. secretary of state kerry is working on a deal that netanyahu complained would keep some bomb-making machinery and expire in ten years. >> iran could get to the bomb by

keeping the deal. it doesn't block iran's path to the bomb. it paves iran's path to the bomb. >> reporter: he was forceful and charismatic, but key democrats were not swayed. >> the prime minister really didn't come up with any solutions. >> reporter: president obama defended his approach. >> this will be the best deal possible to prevent iran from obtaining a nuclear weapon. >> reporter: netanyahu's approach he said would mean iran does get nukes. >> the alternative that the prime minister offers is no deal in which case iran will immediately begin once again pursuing its nuclear program. >> reporter: netanyahu had declared israel can defend itself. >> but i know that israel does not stand alone. i know that america stands with israel. i know that you stand with israel. >> reporter: every lawmaker agreed including those who resent the israeli leader's pressure on congress. if the nuclear deal does get cut between iran and the u.s. and our allies in this about a

group of six nations allied with the u.s. it is not clear if congress gets to approve the deal. i'm steve handelsman news4. >> steve, thank you. martin o'malley will not run for the u.s. senate seat that opens up when barbara mikulski opens in 2016. the former maryland governor is preserving his option to run for the democratic nomination for the white house. within 24 hours of mikulski's retirement announcement o'malley released a statement today praising her service and saying he's confident that quote, very capable public servants with a desire to serve in the u.s. senate will step up as candidates. however, he adds i will not be one of them. new tonight, a government report out finds that crashes are the leading cause of on-the-job deaths among truck drivers. 700 lives were claimed in just 2012. the report also reveals that more than one-third of driver who is died were not wearing a seat belt. experts suggest that seat belts could have prevented 40% of those deaths.

about 14% of truck drivers reported that they do not use a seat belt on every trip. new revelations now about a presidential portrait. is there hidden meaning in a painting of former president bill clinton? you can see a shadow on the left side of the painting. pennsylvania artist nelson shanks says he added it as metaphor for the shadow of the monica lewinsky scandal cast on clinton's presidency. he also told the "philadelphia daily news" that the clintons pressured the national portrait gallery to take the painting down. the gallery says that claim is not true. the clintons have not commented. national acclaim today for downtown alexandria the new livability putting the city in sixth place among top downtowns in the entire country. the group considers housing values growing populations, new construction vibrant art scenes and walkable streets. pittsburgh came in number one followed by minneapolis and indianapolis. you saw the forecast.

still is building off to the west some into areas even loudoun county a little bit right inside the beltway. now we have rain showers just to the north, though stale lilt bit of freezing rain. very light, up around 270 and eastern side of 495 right now. we still need to take it easy this evening. but it is a minimal event for us that maybe low to moderate impact event for us. tomorrow which umbrella? you're going to have to have the big umbrella tomorrow. the drops will really be hitting hard by the time we get to 2:00 3:00 in the afternoon, and especially tomorrow evening. that's your wet day. then we get our wintry weather in here on thursday. in fact starting late tomorrow night, we're really going to be keeping a close eye on those temperatures because as the cold air comes in from northwest to southeast, we'll see the changeover taking place from rain to snow maybe a little bit of sleet and freezing rain mixes in for just a brief period of time. the big part of this second event will be the snow.

winter storm watch starts 7:00 p.m. tomorrow and runs through thursday and it covers the area. unlike some of our past event where is we had a big spread in snowfall from a little to a lot. i think this time we're going to see some fairly widespread high amounts throughout the area. it could very well be our highest snowfall of the season in many neighborhoods. here's a look at your snow time line for thursday. it starts around 1:00 a.m. to 2:00 a.m. on thursday, right, as the colder air comes in. morning rush snowy roads. that snow ends around 4:00 p.m. to 5:00 p.m. as it moves out of here. road conditions will quickly deteriorate by mid to late morning. we're going to see a lot of cancellations even i think early in the day or as early as wednesday night. here's another look at the snowfall map, 5 to 8 inches warrenton renton d.c. annapolis, higher amounts in frederick and hagerstown lower amounts extreme southern maryland pap look at that map coming up on news 4 at 5:00. and of course meteorologist doug kammerer he's in storm team 4

the information in new court documents about what the suspect said about being a, quote, god. we are tracking new moves tonight in fairfax county that could bring changes to police oversight. all in the wake of the deadly shooting of an unarmed man in front of his own home. >> reporter: i'm david culvert at the fairfax county government center where the board voted today to create this new police review commission. essentially they want to review and re-examine some controversial actions taken by local officers against residents here in the county. this new committee was park sparked by the 2013 shooting death of john gear. the 46-year-old shot in the doorway of his springfield home unarmed, but not every board member today supported this new police review commission. we'll explain what their concerns are ahead at 5:00. got some good news tonight about a nest of bald eagles on parkland near the manassas airport. trench work on power supply

the mother of the cleveland boy shot by police says the city's answer about his death was in her words very disrespectful. the family of 12-year-old tamir rice has followed a wrongful death lawsuit. in court documents the city died as a result of his own actions. yesterday cleveland's mayor publicly apologized for what he called a poor use of words. but today rice's mother says she wants an apology for her son. >> i have not received an apology from the police

department or the city of cleveland in regards to the killing of my son. and it hurts. >> tamir rice was shot in november when police responded to a call about someone with a firearm on a playground. they later learned the boy had a pellet gun. hillary clinton is coming under fire for allegedly relying solely on her personal e-mail account during her work as secretary of state. a spokesperson for clinton says she followed the rules but critics say it's another example of the lack of transparency. nbc's sarah dallof has more on this developing story. >> reporter: as hillary clinton considers entering the 2016 race for president, a potential political problem has emerged. according to "the new york times," the former secretary of state exclusively used a personal e-mail account to conduct official government business during her time in office. >> if she wasn't using a government account, then state department had no way of cataloging and retaining all of

are seeing freezing rain and sleet, but most of us are superstorm sandying temperatures above freeing right now. that's very good news. that means we'll just be dealing with rain. we still have that on the radar. rain moving through portions of northern virginia down towards southern maryland including right here in d.c. looks like possible freezing rain or sleet still happening in through portions of maryland but i've looked at some of the observations here and temperatures are above freezing for the most part in this area so watch out, there could be a few slick spots but not to worry tonight. there's still a winter weather advisory until 10:00 tonight. if you're along the potomac river toward charles county, if you're along the potomac toward the north and east, that's where we have the winter weather advisory. includes loudoun county fairfax county in the district but not seeing too many problems this evening. that's good news. now this storm system moves out. the next one then moves in. that's tomorrow night. with rain starting off but then that rain transitions to snow and we have a winter storm watch in effect for everybody. we have a very good confidence here that just about
