the two years before the shooting in 88% of the cases when police used force, the suspect was black. 93% of the people arrested were also black. the investigation also found specific examples of racial stereotyping. later this morning, the boston marathon bombing trial will begin. opening statements are just a few hours from now. three people died and hundreds were hurt from two bombs that went off at the marathon finish line. dzhokhar tsarnaev is facing three different charges and could face the death penalty if convicted. a montgomery county ambulance slid on ice and hit two pedestrians it was sent to help. it was heading to cameron hill court to help an injured woman who had slipped on the ice. that woman along with a second person were then hit by the ambulance and when hit a patch of ice and slid. theries. the other person is expected to be okay. we're talking about the weather once again. mild now but this is just the

the right taking a look at 95 into and out of town and bw parkway in and out of top, everything looking quite good. overall no major problems. do have this hunter mill road near dulles toll road have a car into a guardrail. sounds like that should be out of the way in a little bit. it is now 4:33. crews are working to fix a water main break in northeast washington. it opened up a sinkhole there. take a look at the scene. you can see the car was stuck there for a while because of that sinkhole. there is now a big hole in the ground on 13th the place around farragut place northeast. we're told about 25 homes don't have water in that area. later this morning, a man charged with abducting and killing a university of virginia student hannah graham is due in court for a hearing on pretrial motions. jesse matthew's defense team will ask for a continuance.murder trial slated to start june 29.

matthew is also facing sex assault and attempted murder charges in fairfax county. that trial set to start in early june. also today, a man accused and cleared of molesting two girls at his home in northern virginia will be back in court. a judge expected to set a date for michael gardner's retrial. he's accused of molesting the girls at his daughter's sleepover back in 2011. the state supreme court overturned his conviction because character evidence was wrongly excluded from his defense. today montgomery county man is facing involuntary manslaughter charges and he ladies to court. james chandler facing the charges after a fatal crash last week. police say chandler hit a car, drove off at high speed, the suv he was driving hit several things including a wall and then flipped over and rolled several philip snodgrass was crushed by the rolling vehicle.

new this morning, fairfax county board everof supervisors will make more money. chairman will make $95,000. support for the raise was luke warm. board member pat heraty says you you shouldn't have to fund board increases. congress will send the president a clean bill to fund the department of homeland security. the vote is a blow to house conservatives who tried to use the department funding as leverage to stop the president's action on immigration. house leaders canceled a scheduled press conference yesterday citing the need to prepare for the speech by israeli prime minister benjamin netanyahu. if you live in prince william county your taxes may go up nearly 4%. the board of supervisors voted to advertise the increase, but

they can vote for a smaller increase.s will face a shortfall of more than $2 million. the board has another work session on march 10th. they are slated to adopt the budget in late april, so you can still share your thoughts. right now it will cost you a little more if you use the dulles greenway to get to work. you'll have to pay an extra ten cents on every trip as of today. during peak hours, that's a $5.20 trip to travel the electric of the highway. off peak, $4.0.30. telegraph road widening project is now complete. and they will celebrate with a ribbon cutting ceremony. telegraph road is now four lanes between south van dorn street and south kings highway. you can also use a new trail and sidewalk. the project was completed ahead of schedule. so a fight over a health care law will play out in the supreme court today. >> how the decision could impact those of you signed up who are getting breaks on your insurance premiums. plus new pictures from the live

in just a few hours the supreme court will hear a second critical challenge to the president's health care law. at the issue who qualifies for the federal subsidies that help millions afford insurance. a ruling against the administration could be a death

blow for this law. tracie potts joins us live with more. >> reporter: good morning. especially in our area for people in virginia, because d.c. and maryland have their own exchanges. but the question the court will hear what about subsidies for people who use the federal exchange. there is a provision in the 1,000 page law that says that the subsidies are for people who buy their insurance in an exchange established by a state which means if you're using the federal exchange, should you really be getting that extra money to pay for your health insurance. that's what the court will take a look at today. >> so walk us through the politics here. who is bringing the challenge before the court is this. >> the challenge is coming from opponents who want to see obamacare go away. and the interesting thing here if the supreme court agrees with them president obama would be forced to go back to congress and say do you think we can twooek the tweak the law which of course now is republican controlled

congress who has tried to get rid of it. 14 before the hour. president obama pushed back against israeli prime minister benjamin netanyahu's speech about u.s. nuclear negotiations with iran. netanyahu said any agreement quote, paves iran's path to the bomb. according to the associated press, the president said the u.s. would never sign such a deal. president obama also criticized netanyahu saying the speech offered no useful alternatives. meanwhile democrats are fuming over moves to fast rack a bill giving congress oversight on any iran nuclear agreement. senate majority leader mitch mcconnell skipped the traditional committee process. the move came just after netanyahu's speech. this morning a man is charged with impersonating a police officer in fairfax county. 19-year-old tyler polkinghome turned himself in. there were a series of incident where is a driver tried to pull over cars and trucks in fairfax and montgomery counties.

the homeless man killed by los angeles police was living under an assume name and was wanted for violating probation terms for a bank robbery conviction. he was a french national convicted in 2000 for holding up a wells fargo branch and pistol whiling whipping an employee to pay for acting classes. he was released from federal prison back in hey. he died sunday after a confrontation with police. police say they shot him when he tried to grab a probationary officer's gun. a maryland woman now facing gun assault charges in d.c.. police say bridget robertson shot at a one handing out parking tickets. this happened around corcoran street. she was authorized to carry a bamg badge and gun. a group of more than 100 people is now saying it plans to

sue the u.s. army. everyone in the group says that someone they love has cancer and they're blaming chemicals at ft. detrick for the disease. the army denied 106 out of the 110 of those claims. the other four were unresolved. a lawyer for the group says it is now planning to challenge those denials in court. former secretary of state hillary clinton is steering clear of tough questions on a growing e-mail controversy. clinton is under fire for using a personal e-mail account instead of a government issued e-mail while she was secretary. many say she skirted federal rules, clinton did not mention that controversy when she spoke last night at emily's list gala. clinton did however add fuel to speculation about her 2016 presidential ambitions. she asked the crowd, quote, don't you some day want to see a woman president? emily's list works to elect women who support abortion rights. former cia director david

petraeus will plead guilty to a misdemeanor charge, he gave eight binders of classified information to his biography and mistress. he could face up to one year in prison. prosecutors are recommending two years of probation and no prison time. same sex marriage is on hold in alabama at rooes for now. the state supreme court ordered probate judges to stop issuing marriage licenses for gay couples. this goes against a previous ruling by a federal judge. same sex marriage was approved in the state last month, but only in some parts pft legal status of hundreds of same-sex marriage couples who have already married in the state is not the clear right now. so if you're worried about your kids getting enough exercise you may want to schedule a play date. researchers in cincinnati children's hospital say that kids and teens who regularly exercise with friends are twice as likely to be highly physically active than those who don't. apparently the group said that woulding out with a friend made

time tomorrow morning, we'll see the rain we're getting now transitioning to sleet and accumulating snow. but we'll get a brief break at least from the cold weather today as we're getting that rain announcing southwest to northeast. right now getting rain all that area in green is rain darker colors and yellows where it's coming down a little bit harder that's across northern virginia stretching from near charlottesville into southern fauquier and culpeper counties into stafford and spotsylvania southern fairfax getting that rain. and then a little bit farther south of washington right across charles county, moderate showers there. moderate rain right now around annapolis, northern anne arundel and eastern shore, those pockets of yellow. temperatures all above freezing. so any of the icing is all melted we're hovering near 40 in the metro area. mid-30s farther north and west. mid-40s farther south. there is a live view. pavement wet here in northwest washington. occasional showers through the day. but afternoon highs should make it into the upper 40s by

midafternoon and drop back down to near 40 through the evening. here is timing on snow arriving. 4:00 a.m. tomorrow white zone is snow, pink zone is sleet, green is rain. so it may still be raining in the washington metro area at 4:00 a.m. then by 5:00 to 6:00 we'll see it transitioning into sleet, snow gets closer. and then by around 8:00 in the morning, sleet zone passes south and east and the snow begins to move on in. the snow moves in by 10:00, 10:30. and then it stays snow all throughout most of the region through the afternoon and finally the snow tapers off and pds, pulls away by around 8:00 or 9:00. in the evening. so it will be a long term thing. we'll have eight plus inches of snow. north and west of the metro area. and we'll have a little bit less farther to the north up near the pennsylvania border. 4 to 8 inches in the metro area. and that blue zone extends down to southern maryland across much of north central virginia.

welcome back at 4:57. today you can learn more about virginia's move over law and a new message from state troopers drive to save lives. three virginia state police troopers were struck and seriously injured last month on the northern virginia interstate. today one of those injured troopers will talk about his experience and help you you stay safe on the roads. that will happen at 10:00 this morning. rain or shine. at the 95 northbound rest area at the dale city exit. that's in prince william county. police and vdot officials will be on hand to answer your safety questions. all three troopers are still recovering from their injuries. well, you can't bring your selfie stick to the smithsonian anymore. i love this story. these sticks are now banned.
