rapes and believe that he is responsible for two more. police today focused on cottage city maryland after issuing an arrest warrant for 48-year-old james william diggs of bladensburg, charging him with first-degree rape. then late this afternoon, there was a break in the case. >> within the last hour our fugitive squad captured diggs in waldorf. he was arrested without incident and he is currently at headquarters being interviewed. >> reporter: two nights ago a woman was grabbed from behind a knife put to her throat in a secluded area of cottage city. police are tieing this most recent attack to one that happened the night of february 25th on 54th street. and they hope to link the suspect to two more assaults from last fall. >> he is charged in the rape that occurred this past wednesday and the rape that occurred on february 25th. the previous two he is a strong person of interest.

>> reporter: on october 20th a vick imwas able to give police a description of the suspect who attacked her in the 5800 block of annapolis road in cheverly. this vicious series of assaults began on september 8th with a rape of a woman walking on a wooded trail in the 5100 block of quincy street in bladensburg. here's why police think all four sexual assaults are related. >> the proximity of the sexual assaults that took place, the fact that most of -- all of the sexual assaults occurred between 6:45 p.m. and 8:45 p.m. and the physical descriptions that were given were similar in all of the cases. >> reporter: police say that diggs has a criminal record, that he lives alone and apparently has no family. now, coming up on news4 at 6:00 could digs be responsible for any other unsolved sexual assaults in our area? that's coming up at the next

news hour. live tonight at prince george's county police headquarters back to you. now to a story that you're only going to see on news4. a child pornography investigation. it stretches across the country and it is linked by a popular app. police believe prime suspect is just 14 years old, lives with his family in fairfax. our northern virginia bureau reporter david culvert is live outside police headquarters. david? >> reporter: wendy, we first learned about this case from this search warrant, which we pulled here from fairfax county court. the details are disturbing, and the young suspect that you mentioned, he's in jail here tonight facing several serious charges. police believe it started in this fairfax townhome community, one we're not i'd iffying because all those involved from the young victims to the suspect are under age. but the allegations are far from childish. from this search warrant, we learned a detective in tempe, arizona, fist reached out to fairfax county police investigating a 12-year-old who's submitted nude images to a

screen name called aaaproductions transferred through the kik social app. aaaproductions claimed the chance to win $30,000 based on images of child pornography. you may know kik as the app some of your kids use. the company advertises it has more than 200 million subscribers. just using screen names the app lets you share messages photo, and videos to others. >> a predator and kik is pond that's stocked with the fish. >> reporter: we spoke with fairfax county police lieutenant james way bayh continue who works in the child exploitation unit. >> the kids say my parents are on facebook so we don't use facebook anymore. they use kik. >> some of its users create the problems. in this most recent case police tracked aaaproductions to a fairfax home. the parents turned two of their

children's phones over the police. on the 14-year-olds they found numerous images of child pornography recorded in fairfax county according to the warrant. the suspect was allegedly sexually abiesing his younger brother and another unknown young male. if you join us ahead for news 4 at 6:00 we're going to walk you through why it's so difficult for fairfax county police to track down these predators from that kik app. more importantly we'll equip you parents with the tools you need to keep your kids safe. live in fairfax tonight, david culvert, news4. the icy mix on the road that likely led to that crash along i-95 in virginia chopper 4 flying over the scene this morning where a tractor-trailer jackknifed near the exit for occoquan in prince william county. several other cars wound up spinning out on that ice but no injuries. and d.c.'s department of public works says more than 2,700 cars were ticketed during yesterday's snow emergency.

each car receiving a there are 250 ticket. another 235 cars impounded. those owners are going to have to pay at least 370 bucks. snow emergency was in effect until 9:30 this morning. for many the day after a snowstorm can be difficult, perhaps painful. shoveling, clearing the sidewalks is hard work. for some it can be just too much. that's where a team of snow angels comes in. news4's kristin wright joined them today. kristin, what a group of kids out there you found. >> reporter: most certainly are special. no question no matter where you go throughout our area you'll find sidewalks that look a lot like this one, whether it's here in southeast washington or takoma park maryland, where we met the snow angels. simon, jacob, rory decided not to take this snow day off. >> they're pretty happy.

one guy said we were a blessing and gave us some oranges. yeah he was really sweet. >> reporter: the takoma park middle school students are snow angels. they shovel sidewalks and driveways for those who can't, every winter. >> some of them are really thankful. one of them was just making sure we did a hidden sidewalk behind their house. >> reporter: the city's lifelong program connects residents to the team of snow angels. they're part of an after-school community service club and nonprofit called difference makers. sponsored by science teacher ryan garing. >> we have a lot of man pouer to help out where people have a need. it's kind of what we do. >> reporter: the home on boston avenue is this snow angels' seventh today. they did the house across the street too. >> an outpouring of appreciation and blessings and praise. >> reporter: it's a tough job, but somebody's got to do it. >> the sun melted a lot of the ice but in the beginning it was actually pretty cold. >> reporter: residents in takoma park signed up in advance for

abhimanyu janamanchi turned himself in to police today. janamanchi is a wesleyan student from rockville. four other students are charged in this case. it began when nearly a dozen people overdosed on the drug molly last month. a man listed online as the operator of a child care center in virginia is now in jail because of sexually abusing children. prince william county police arrested thomas ferrantino. it's not clear if the victims attended his child care center. the case heads to a grand jury. he's being held without bond. the owner of a popular maryland restaurant who's accused of secretly recording women in the bathroom is taking a long-term leave of absence. kyle mulehauser is accused of putting a cam kra ra in the bathroom at ram's head tavern last year. he was charged earlier this month. his father, who founded the ram's head group, says his son

wants to focus on himself, his family and the legal road ahead. snow is causing a delay in the hearing for a man who's accused of shooting at an nsa building. hong young had a bond hearing scheduled today, but the coats are closed for weather. he's charged with attempted murder and asalt in a separate highway shooting. court documents show he told police voyless in his head told him to shoot at a random driver last week. a bill aimed at keeping foster children out of abusive homes is headed up. a a little girl spent 18 months in foster care after suffering skull and prib fractures. her law would modify the reunion process of foster kids and parents. it was passed by the general assembly this week. a marion barry tribute unveiled. new at 5:00 we'll meet the artist behind the painting and

today would have been marion barry's 79th birth dap. city leaders marked the occasion by revealing a mural in honor hoff his life. >> ward eight, a community he worked and lived in. as mark segraves reports it's the first of many tributes to come. >> reporter: as friends and family gather for the memorial his son christopher barry, running for his father's council seat told the people why his father's legacy goes beyond ward eight and beyond the city. >> he was a leader and stood up for people across the globe who faced injustice. and through his 40-plus years of service and commitment he's left the mark and inspiration for all of us to follow. >> reporter: the mural is the work of a local artist who wanted to give back to his

with the justice department late thermoto present solutions to this discrimination. the report released on wednesday finds that police targeted black residents far more often than whites. it also uncovered racist e-mails among other town employees. we're getting our first up-close look at that jet that slid off the runway at laguardia. overnight cranes removed the delta airliner and brought it into a nearby hangar. more than two dozen people were hurt when that jet slid off the runway smashing into a fence yesterday and almost going into the bay. still ahead, we'll have reaction from a passenger and a report from new york. now to an unusual crime involving mail deliverfully virginia. a former mail carrier assistant is now facing charges akuszed of dumping bill letter and more into a lot. investigators tell us this happened at least four times in january and february. near the lafayette river in

no dlouds here. a few clouds coming at us. we're not going to see much in the way of clouds through the night. this is the front that came through the region yesterday bringing us all of that snow. temperatures are much colder than average, all the way towards florida. florida, they are shivering. they're in the mid-50s right now. they are really having a tough time down there. for us this is going to be our time. look at tomorrow morning. 18 in d.c. 11 in manassas. 10 in leesburg. the record tonight at dulles is 15 degrees. soy think we'll beat that easily. 15 degrees in annapolis and 13 down towards patuxent river. a very cold start. that's what we're dealing with. record cold again in some places. winter's last gasp. i think so. won't boen-chilling temperatures early, but we'll warm tomorrow with plenty of sunshine high temperatures will get into the 40s. 44 in gaithersburg 46 d.c. 50 in culpeper 51 down in fredericksburg. maybe even a little warmer than that in some locations. we're going to stay on the warm side. your xer sisz impact tomorrow get out and enjoy it. you're still going to have to

dodge all the snow and ice that's out there on some of the trails if you're thinking about running but give yourself some time, maybe not at 7:00 or 9:00 but look at 11:00, 35 with sunshine that's a pretty nice day, going up to 41 and eventually 46. tomorrow afternoon should be a great one to get out there. if you didn't get to do any sledding with the kids because you were working, tomorrow will be a good day for that. 50 degrees on your sunday. remember move your clocks forward one hour change the batteries in your smoke detectors, carbon monoxide detectors. we will see a storm move through and could see a lot of rain on tuesday. i think we see a lot of melting over the next couple of days and because of that and then the rain all the snow that's in our yards right now may be gone by wednesday. look at wednesday's high temperature, high temperature of 60 degrees there. cool a little as we make our way towards thursday and friday. but, guys this is the first time we've had six days in a row forecasted at 50 since november. yes!

a state department official says the review of a 5,000 pages of e-mails from hillary clinton is not being done for security reasons. a spokesperson says that review is being done using freedom of information act standard. the department is reviewing e-mails sent from her personal e-mail account during her tenure as secretary of state. some question whether it's all of them. >> how are we going to know that? how are we going to have verification of that? >> some democrats,ding many who are big supporters of her, are worried there might be something else. >> so far hillary clinton's only public comments on the matter have been this tweet say sheg asked the state department to release the e-mails. it was the turning point in the nation's civil rights movement and this weekend thousands will gather in selma, alabama, to reflect on 50 years since a march marked a defining moment in our history.

not careful. still we caught up with a man in arlington who is taking it in stride. >> i left arlington year ago and moved back home to england. good to be back good to be back visiting arlington. we don't get that much s the south of england so it's quite nice to be back here and seeing it. >> and they're seeing it in the neighborhoods as well. our news4 cameras spotted a lot of people tackling the job of digging out their cars and clearing the driveways. >> no easy task. the chemicals are actually blamed for making things worse. crews had to block part of 13th street to fix an underground cable. it sent huge plumes of smoke billowing from a manhole. fire officials say road treatment chemicals that had dripped onto the cable caused it to start smoking. a dump truck caused a big backup on the beltway this morning. chopper 4 flew over the inner loop when the truck got stuck under an overpass near georgia

avenue. lost its load. no one was hurt but at one point the backup stretched eight miles. that truck was eventually removed. bridge inspectors looked things over. didn't find any structural damage there. bitter cold this morning, more chilly temperatures on the way tonight. >> doug is in the storm center. we just need to make it through this night and the warm-up is on the way, right? rm-up, high five. paws up. that was a good -- anyway let's take a look and show you what's happening out there right now. we look towards our tower camera look at the streets. that's nebraska avenue in northwest and 42nd street. you notice a little bit in the way of snow still on the roadways and very wet roadways here nap's going to be the issue moving through the overnight hours. we have talked about refrez for the last month and it looks like we'll have that again. ice from refreeze. you know that's a use caution overnight into early tomorrow.e streets but i think travel should be okay. tomorrow evening really looking good. i think tomorrow's sunshine and temperatures in the 40s, the roads will improve big time.

going on, also lots of smiles and an overall beautiful day in northwest d.c. these young men just moved here from china. one as recently as a year ago. how is the transition going? i'll let you be the judge. >> when i was sledding i was crazy. i was going the fastest and his dad couldn't even stop me. >> reporter: reporting in northwest d.c. zachary kiesch news4. a prince william county man is in jail tonight for conspireing with a teenager to pull off a robbery. 22-year-old deonta gray is charged with robbery and delinquency of a minor in the case. he and a 14-year-old girl robbed a person in manassas earlier this month. that girl is also being held on robbery charges. the nation's top spy agency has a new strategy to handle the growing number of cyber hacks. steve handelsman is live on capitol hill to tell us about the cia's new digital espionage

>> reporter: that's why reverend anthony macklin will be participating in a first-ever domestic violence training being held specifically for pastors in prince george's county. >> we have a responsibility to make sure that law enforcement and the proper counseling agencies are involved so there's no hurt harm or danger that comes to people. >> reporter: she was moved to sponsor the training when a judge told her many domestic violence victims drop their cases when they set up counseling through their churches. >> we cannot simply pray. we must pray. but simply cannot pray about it. we have to do more than that as well. >> reporter: there were 19 domestic-related murders in the county last year. several victims were 3 and under. >> we have to do something. we have seven babies who were killed in this community. that's shameful. >> reporter: the training will be offered at the first baptist church of glenarden all day on monday. also brooke says it's important for pastors and church staff to know how to counsel domestic

violence victims and that it's handled differently from other relationship issues. >> doesn't always result in coming to the courthouse. there are many people who don't want to break up their marriages. i have nothing to do with that. but you have to be safe. it is my job to keep you safe and i think once you've been injured we have to do more. >> reporter: coming up on news 4 at 6:00 also brooke talks about why in the past the church was not seen as part of the solution to domestic violence. in prince george's county, darcy spencer, news4. it is amazing that after being struck by this car in this video, the young woman was only a little banged up. the whole thing was caught on camera. a few cars crashed along an icy street in rhode island as drivers tried moving out of the way and stopping another vehicle lost control. the girl who was hit was on her way to school when the car came right toward her and a few others. >> the police officer, thank god he screamed at everybody to get out of the road. >> turn around and saw her and i just moved as fast as i could to get out of the way. >> everyone involved in this incident walked away okay.

the dow jones industrials average will soon be home to the world's largest publicly traded company. apple is set to replace at&t later on the dow later the month. the tech giant has a market value of about $736 billion. this is the first big change to the dow since 2013. the ntsb has the black boxes from the delta jet that skidded off the runway at laguardia and the plane itself is in a hangar now so investigators can document the damage. our new york sister station has the latest from queens. >> reporter: this is the only video taken inside the hangar. in this photo you can see a crumpled nose cone that's smashed against a fence. the plane coming to rest.
