the latest now on the developments in a delgadoly police shooting that sparked protests peaceful protests in wisconsin. the family of 19-year-old tony robinson just spoke to reporters in madison, wisconsin. our scott mcfarlane is at our live desk with more on this. scott? jim, we've been expecting to possibly hear from tony robinson's parents. instead it was that teen's uncle who spoke out on the parents' behalf. robinson's mother andrea irwin, was there and her brother pointed out the fact that tony's mom is a white mother now coping with the death of her black son. he also stress ld he wants the protests which have drawn thousands of people to the streets of madison since saturday to remain peaceful. >> we are not proponents of anti-police. i encourage everybody to show support because this is a universal issue. >> matt kenny is the white

officer who shot robinson friday. police say kenny fired after robinson assaulted him in an apartment and also after robinson reportedly had assaulted someone else. madison's police chief has not accused the officer of any wrongdoing while offering his condolences to robinson's family saying everyone mourns the loss. the wisconsin department of justice is investigating. more police officers in our area are starting to wear body cameras. montgomery county police are the latest of the local police forces to test them. this pilot study starts in a couple months. details about how maryland's wiretap law may need to be changed in order for this to happen. dallas starsy? >> reporter: wendy, the chief says this pilot program is going to happen but moving forward there are a lot of questions. like you said, the wiretap law, questions about privacy and who can get a hold of that video.

this is video from a body camera being worn by a laurel police officer. the camera records the officer's interactions with the public. montgomery county plans to start a pilot program, but the chief says there needs to be an exemption to maryland's wiretap law, which requires someone's permission to be recorded. >> it's clear, you get their consent or you don't record. >> reporter: and there are privacy concerns. when can police use them? when should they be turned off? should they be used when police go into someone's home? and can these videos be released to the media or the public? >> the key is it's in the policy and making sure that it's always on that it's always recording. >> reporter: andre barnhart says he walked away from a life of crime but now as a homeless man living in a montgomery county shelter he's been brought up on various charges, all of them, he says, have been dismissed. >> every officer has to be responsible for his actions even 100% more than that because they're being filmed. >> reporter: police chief tom manger plans to start a pilot

unattended in her crib for 16 hours. police say it happened last october. when the couple finally went to check on the child, the girl was dead. new testimony revealed today that an adult-sized comforter was found in the crib with the child even though a medical examiner could not determine what caused the death, prosecutors argue that the baby was left in a dangerous situation for many much too long. there are new details tonight from police on the investigation into how a fairfax county inmate died while in custody. officers say they have interviewed more than 50 people about what happened to natasha mckenna last month. sheriff's deputies restrained mckenna and then used a taser on her when she resisted officers. they were trying to transport her to another facility. she died five days later. police also say they will not be releasing any video of that incident before their criminal review is thousands of felons who have

been described as the worst of the worst are off the streets tonight after a nationwide immigration sting. immigrations and enforcement officers arrested more than 2,000 undocumented immigrants. the department of homeland security says the sweep was calleded operation cross-check and that it caught people who posed the greatest danger to public safety. they include killer rapists, child pornographers and gangsters. >> we are a nation with a proud history of immigration, but if you come here uchb lawfully and you turn to crime, a different reception awaits you. arrest detention, and removal. >> felons who are not prosecuted will face deportation. traffic is flowing again on that busy commuter route in montgomery county after that deadly crash and it could be some time before we learn why a pickup truck smashed into oncoming traffic on darnestown

road. amy burdette riggs of adamstown, maryland, was killed in that crash and two others injured. they include the 19-year-old rockville man who was driving that pickup. he's not been charged. police are looking at whether icy roads played a role. no answers tonight about the cause of a crash that killed a prince george's county police officer. brennan rabain died on saturday morning while he was responding to a speeding vehicle. tracee wilkins has a look at how his death is having an imact on other officers. >> reporter: there is a wall that sits with all the names of the officers that have died in the linl of duty in prince george's county and it is never a happy thing or a -- officer rabain stood in this quiet space meant to honor officers who have made the ultimate sacrifice.

there it is. and there's a lot of it. down towards dallas houston, memphis, atlanta. we've seen this before the difference this time, there's no cold air in place. this will be all rain and it could lead to some flooding. we'll talk much more about that and show you when it moves in when it moves out and our next storm coming up late they are week in just a minute. former virginia governor bob mcdonnell is getting support in his appeal on his public corruption charges. a group of 44 former state attorneys general from across the country have filed a brief urging a federal appeals court to toss out his convictions. former maryland attorney general doug gantzler former d.c. attorney general are among those backing mcdonnell. they say the jury blurred the line between common political courtesy and corruption. appeal's arguments are set for may. this is not who we are and we won't tolerate it not for one minute from anybody.

hong young appeared by video in court today. he had a packed bag containing his passport and some energy bars and he was preparing to leave the country. he was accused of shooting in fife different places last week including the national security agency. defense attorneys say young was hearing voices urging him to carry out those shootings. no one was seriously hurt in any of them. a group of fraternity brothers at the university of oklahoma used vulgar racial language and referred to lynchings in a video that's gone viral. now that that fraternity has been banned from the university of oklahoma and the students who took part in it could be expelled.

jay gray is in norman oklahoma weather the latest. jay? >> reporter: hey, there, jim. the fraternity's letters have been fulled off of the house behind me by crews from the university. they are boarding up the windows as we speak. the president here says that he was sickened and couldn't sleep after seeing the video for the first time late saturday night. this evening there continues to be an investigation under way and the fallout continues here as wel >> reporter: anger and frustration continues to build on the university of oklahoma campus. >> honestly they need to be completely eradicated. >> reporter: after video surfaced this weekend showing members of the sigma alpha epsilon fraternity t shouting out a racist chant. >> reporter: the video was reportedly recorded this weekend and posted to youtube by unheard, a group that describes itself as an alliance of african-american students.

>> for that to be said and chanted and memorized by someone, a group of people that's so predominant on campus really hurts. >> reporter: the university has severed all ties and affiliations with the fraternity. >> we send messages that are very strong and very clear. >> reporter: members have until midnight tomorrow to remove their belongings from the sae house on campus and o.u.'s president hope theys don't stop there. >> i'd be happy if they left the university as students and were no longer students? you betcha. i bead happy. we don't have any room for racists and bigots at this university. i'd be glad if they left. >> reporter: this afternoon the sae national organization announced it's closed the o.u. chapter and suspended all of its members. >> as it relates to other sanctions for the individuals who are involved in the video, we completely support that and endorse that because there are repercussions for behavior like this which is completely unacceptable. >> reporter: while the university continues its

investigation. now the fraternity members in that video haven't been suspended at this point. the university is saying they are going to pursue every punishment possible under the law. that's the latest live here in morman i'm scott mcfarlane at the live desk. d.c. metro rail has resumed. normal operations at the l'enphant plaza metro station. metro saying reports were unfounded, single tracking is over trains moving has resumed. d.c. police saying they were checking out what ended up being brake dust at the station. back to you. 40 people are in the hospital tonight after an amtrak train headed for union station derails in north carolina. that train collided with a tractor-trailer that got stuck on the tracks while it was trying to make a turn. three train cars derailed and all of the injuries are considered minor. the train was traveling from charlotte to new york with a

i think some locations could pick up a half an inch to an inch of rain. take you through future weather. tonight, few clouds out there but not much. it's going to be a nice night, very mild night too. by 7:00 a.m. no problems. i think the rush hour tomorrow morning will be fine. it will be tomorrow afternoon and really around noon that we start to see the big problems. lots of rain some of that rain come do you think in the moderate to heavy side. look what happens around 5:00. that evening rush right around the beltway, you see those yellows, that's some heavier rain coming through parts of fairfax county loudoun county montgomery county prince george's county. down to the south, you may get out of this just a little bit but there will be a lot of rain from d.c. to the north. even through 8:00 tomorrow night, still seeing that rain come down pretty good across the region. high temperatures tomorrow 54 in d.c. 55 in fredericksburg. so not as warm as it was today. but not bad either. temperatures back to the north and west only in the upper 40s with some of that rain but we'll take that rather than 20s and 30s we saw just last week.

a bizarre case of rage over the weekend with a motorist and a jogger. >> it involved the runner ehning up on the top of the driver's hood. julie carey joins us live in 10th and barton to tell us what went down. >> reporter: that intersection was the scene of the crime, an incident that didn't end until the bmw driver drove off with that jogger on the hood of the car. much like the woman with this stroller the jogger had the signal when he entered this crosswalk just after 10:00 saturday morning. but a bmw turn ong to 10th street north had to slam on its brakes to avoid hitting him, stopping just inches short. >> as a reaction verbal exchange. the driver was not happy with that. >> reporter: police say that's when the road rage kicked in.

>> reporter: police say 65-year-old jeffry fisher reacted by pulling forward before the jogger had cleared his path. >> he's carried about 20 to 30 feet down the road, the driver slams his brakes to get him off his vehicle. >> reporter: luckily, police say, the jogger wasn't injured. a witness got the car license plate and police tracked the driver down. fisher is charged with attempted unlawful wounding. >> so this is a great example of how to be visible to a car. >> reporter: at the pacers running store up the street tails of near misses between joggers and cars aren't unusual. that's why they tell joggers this. >> never, ever assume the cars see you. you always want to be proactive as well. if it means trying to make eye contact with the car that's making a right-hand turn even if you have the right of way, that's a smart thing to do. >> reporter: it also means making sure you're visible wearing bright even florescent clothing and lights help too. >> as many chase plaiss you can outline yourself in light is the best thing to do. >> reporter: joanna russo runs 60 miles a week on d.c. streets. another rule even if a driver

a boy from virginia who was injured from a sledding accident could be going home as soon as this week. we spoke to the family of 6-year-old denston shump. they tell us that -- talked to his family. they tell us he's making great improvement. back in january, that boy was hit by a car while sledding down a neighbor's driveway in mclean, virginia. the injuries were so severe that doctors placed him in a coma. the future of streetcars in the district is in jeopardy even though the new system is not carrying passengers yet. there are concerns about how safe it might be and the cost. as our tom sherwood reports now, the mayor said she will decide soon whether that long delayed project can be saved. >> how are you? >> reporter: many district streets are choking with

traffic. for more than eight years the city has been developing a costly streetcar system that now may be abandoned before the first passenger rides it. mayor bowser was besieged today with media questions about the city's troubled streetcar system. new ddot director suggested friday the whole system could be canceled for safety and other reasons. >> what i don't support is a system that doesn't go all the places that it should that isn't safe or doesn't work. >> reporter: bowser and the ddot director said they would await a third-party transit review before bowser crushed her 2016 budget by april. >> they're going to give me a report out at the end of this week with their preliminary recommendations. i intend to have recommendation to the mayor before the budge set submitted to that we understand what the long-term requirements are for the streetcar. >> reporter: the d.c. streetcar is years behind schedule with more than $200 million spent on the first a street line alone, and it still can't pass safety

sign of the times in arlington, virginia that city moving to replace its old street signs with bigger ones that are more legible. the new lettering is upper and lower case. it's also reflective. new federal rules are requiring that change. each new sign costs about $40. hundreds have been installed. a toddler who survived 14 hours hanging upside down in a river is improving tonight. police say the 18-month-old little girl is expected to live. her mother died when the car she was driving crashed and then flipped into a river in utah on late friday night. the toddler was strapped in her car seat in freezing temperatures. a fisherman alerted police to the wrecked car on saturday afternoon, but when officers got to the river they couldn't believe what they saw inside that vehicle. >> just tried to get that seat belt undone.

ran into each other in the houston ship channel this afternoon. some flammable liquid has been leaking from one of the ships in the crash. you can see some of the foggy conditions that exist because of it. this is the second time in less than a two ships in that channel have crashed. back to you. some scary moments on a metro platform. a guy was stupid drunk and stumbled and fell into a moving train and got knocked back onto the platform. it is a troubling trend. passengers who metro are too drunk to ride. our transportation reporter adam tuss has our report. >> reporter: about 6:00 at night at the east falls church station march 26th. this intoxicated rider doesn't realize he's getting too close to the moving train. he hits the train then hits the platform. if that wasn't bad enough he got a ticket. >> he falls on the platform and was found there, you know, several minutes later by transit police and was clearly

intoxicated in public so he did get a citation. >> reporter: he's lucky that's all he got. he was not seriously hurt. then sunday march 1st right here at the mt. vernon square station, a frightening incident on the platform. look at the bottom left on your screen. a metro rider stumbling around the platform he cease seemingly trying to get on the train as the doors open but then he falls in between two trains. passengers try to get the attention of the train operator but within seconds the train starts moving. marco pierre is the man in the video waving his hands and putting his hands on his head in disbelief as the train pulls away. we showed him the video today, the first time he's seen it. >> i'm thinking the worst. i didn't want to step to the edge of the platform after and look down. >> reporter: turns out this rider was extremely lucky. he managed to crawl into a space known as the area of refuge under the platform. >> the train pulled away and seemed like it was taking forever to leave the station and we all walk up and look over the edge and somebody's like oh my

nebraska last night, 26 regular-season wins the most in program history. maryland finished tenth in the big ten, finished second in the conference. they're going to play the winner of indiana northwestern in the quarterfinals of the big ten tournament. that game on friday at 6:30. so we have to wait this week. on the women's side number 4 maryland wrapped up a perfect big ten season defeating ohio state to win the conference title. the terps now have won 24 in a row, matching the longest streak in program history. got to show you the team last night in the locker room. coach brenda frese surprising her team with silly string! that's the way to celebrate, ladies! some critics think tennessee, who's ranked lower than maryland deserve s to be the number-one seed of the terps because it preseeds the schedule. not thinking ak it. but brenda has something to say about that. >> i think our body of work speaks for itself. i think, you know, obviously we get in the room i don't have all the paperwork that they
