hundreds of gallons of fuel. let's go right to news4's pat collins live in laurel with the latest on that mess. pat? >> reporter: barbara, we're going to look down at the scene of that accident southbound 95 here in laurel. you can see two lanes are now open and moving freely but slowly here. the other lanes they're still cleaning up. it was quite an ordeal today. when you see pictures of this truck, when you see what happened to this truck, you'll see how lucky people were to walk away from this one. there it goes that tanker truck, the centerpiece of a massive interstate accident. towed down 95 the way it began its day, but it took some doing to get it moving. ever so carefully they righted this tanker truck.

this 7,500-gallon tanker truck that flipped over and blocked the southbound lanes of 95 in laurel. the traffic backup went on for hours and for miles and for a time it went on in both . there was a spill and aha mat hazmat alert. they took no chances. >> in the side of the tank was a golf ball-sized hole. we estimate it was about 400 gallons that had leaked out of thd to pump the fuel out of the other part of the tank? >> that's correct. the tank all total carries 7,500 gallons so they were able to bring another tractor-trailer in, pump the remaining biodiesel fuel out of that tank. >> reporter: there were four vehicles involved in the accident. thee cars and that tanker truck.

one woman take on the hospital her injuries described as minor. police say because of the type of the accident because of that fuel spill, they had to be extra cautious. what about all the people stuck in their car while all of this was going on down there? we're going to hear from them coming up at 5:00. live in laurel pat collins, news4. >> thanks, pat. to another story affecting so many people this afternoon. >> storm team 4 radar is tracking rain this afternoon, all part of a dramatic change in our weather over the last few days. we've gone from cold and snowy to sunny and now to rain. >> and that's causing some problems. right now transportation reporter adam tuss joins us with pothole problems all over the region. let's begin with storm team 4 meteorologist veronica johnson. how sit look veronica? >> right now we've got rain falling on most roads across our area right now.

we start out not only talking about the rain but the fog because that is going to be a big issue as we get into the overnight period. let me show you the forecast here going out this evening. yes, steady rain. we've had some occasional showers today, but that rain becoming more uniform and steady. 47 degrees the temperature. the mercury will be holding steady. fog starts thickening becoming dense by around 9:00 10:00. it continues throughout the overnight period. here's storm team 4 radar. rain all the way down i-95 up toward hagerstown 72 70 95 all wet, in fact moderate rain right inside the beltway between bethesda and clinton, all pushing off to the east to areas like west laurel and bowie right are where that accident is. a tenth of an inch of rain. we could pick up another quarter to a third of an inch. i'll tell you the impact this additional rain will have on area roads, on neighborhoods. we'll talk about how thick that fog could be by morning. we just checked with wssc on

a water main break that caused problems during the morning commute on-in college park. it's fixed and traffic the back to normal. work crews had to shut down two northbound lanes of route 1 to fix is six-inch main and repair the road. there's not a lot of fixing going on today when it comes to potholes. news4's transportation reporter adam tuss is in northwest washington where the weather is making a bad situation worse. adam? >> reporter: pat, the potholes are everywhere. this is 45th street at yuma and the potholes are several feet wide and they are deep. take a look at the road here. and these aren't the only ones that we saw around the region today. we saw some pretty big ones a tough ride for sure. take a look at some of the others we found all around the area today. yeah it is not a fun ride at the moment. some of them swallowing cones, others almost busting tires here around the region.

on news4 at 5:00, are the crews working today? we'll tell you what they are saying. live in northwest, does tuszadam tuss. hillary clinton says a matter of convenience led her to use a personal e-mail during her time as secretary of state. it didn't take long for hillary's e-mail to start trending after she started talking. scott mcfarlane is at the live desk with what she said and immediate reaction. >> mrs. clinton called her decision to use personal e-mail merely a matter of convenience, but she did admit she should have used a government account to conduct government business. she began her remarks late this afternoon saying at the time she took office there were no rules against using personal e-mail. she also said she thought she was sending e-mail to government accounts so a record would be automatically kept. she did, however, admit she deleted personal e-mails, things she had written about planning chelsea clinton's wedding and about yoga plans.

the carbon monoxide monitor going off and high levels of gas in the house. we're told that man is in serious condition right now. a stretch of railroad tracks in north carolina is clear and back in service after an amtrak train hit a tractor-trailer. another cell phone video has emerged showing the exact moment of impact. you can see the truck's blue trailer sitting on the rails. then the train slams into it. today transportation officials said the oversized truck got stuck while trying to make a difficult left turn. most of the 54 amtrak passengers taken to hospitals have now been released. new at 4, two students at the university of oklahoma have been expelled for leading that racist chant at a fraternity event. the university's president says they were dismissed for creating a hostile learning environment. the online video shows members of sigma alpha epsilon on a bus chanting about lynching and using the "n" word repeatedly.

man, a self-made legislator who inspired others to serve. just some of the word used today to describe the life and legacy of former u.s. senator edward brooke. lawmakers, dignitaries, family and friends attended brooke's funeral this morning at the national cathedral. brooke was the first african-american senator elected by a popular vote. he represented massachusetts for 30 years, but he grew up here in washington attended dunbar high school and graduated from howard university before serving in world war ii. >> and went on to become not only a public official but a historic figure. >> brooke died in january at his home in florida. he was 95. he'll be buried at arlington national cemetery. lawmakers in annapolis are discussing drones today. the senate finance committee is hearing a bill sponsored by a prince george's county democrat. the bill says only the state, not local governments, may enact

laws or take other actions about drones. this includes banning or restricting unmanned aircraft. lawmakers will also discuss privacy and public safety issues. and over the next few weeks the secret service will start testing drones over washington, d.c. according to the associated press, the drones will fly between 1:00 a.m. and 4:00 a.m. it's part of a government program aimed at finding ways to interfere with rogue drones and knock them out of the sky. back in january a government intelligence employee caused alarm when he crashed his drone on the white house lawn. he was off the clock at the time and said he had been drinking. a potential disaster waiting to happen. the startling discovery inside a local home and why the army had to be called in. we are in for a soaking. steady rain moving across the washington area this afternoon. veronica will be back to tell us when it dries out.

lanier said undercover vice and gun units use those tactics only when they spotted a weapon or saw a an illegal drug transaction. more protests planned in madison, wisconsin, and today the mayor of that city says he's pleased the demonstrations over friday's deadly police shooting have remained peaceful. >> the family of the young man who was killed said they have confident in the state's investigation, but as nbc's ron allen reports, emotions are still raw. >> reporter: a lot of the young people who were friends with tony robinson and many who weren't say this is a defining moment for them as they seek justice for the young man who died here friday night in this building right behind me. the investigation continues. it's now in the hands of the state department of justice, not the local police. the law here requires an independent investigator so there's more legitimacy more transparency as well to the investigation at the appropriate time. officials are now being very tightlipped about what they think might have happened. the family speaking out for the first time expressing their sorrow expressing their deep

feeling of pain for the loss of their son. they're also saying that at this point they believe the investigation will happen fairly. they're also saying that the entire madison police department should not be tainted by the actions of a single officer. they're also still planning robinson's funeral probably in the coming days, no doubt another emotional moment for this community trying to heal trying to move forward and also still trying to learn exactly what happened. >> thanks ron. >> rain falling out there. is that going to keep coming a while? >> it is. until at least around 3:00 a.m. this morning. i think we'll see the bulk coming through. >> how much will we get? >> additional quarter to a third of an inch. might not sound like a whole lot, but with the melting snow that we've had going on for a while now, all that could cause some isolated issues around the area. i don't think we're going to see any major problems but isolated. so what could we see? standing water for sure on area

roads. ponding, yes, isolated flooding and any poor drainage areas. you still have a lot of snow that is going to turn into a block of ice and gunk and everything all around the drainage areas blocking the flow. so we could see that on area road. take a look at all this rain that's been moving through the area from west to east and there's a lot more where this came from. again, we'll hang on to just past midnight. i went ahead and looked at the rainfall rates. around a quarter of an inch with this little line passing just on the other side of the beltway, northeast side of the beltway. making its way towards bowie and laurel could see that one little area with rainfall rates around a quarter of an inch. temperature at 46 degrees. i think we'll see the mercury fluctuate between 46 and 47 for the next few hours. so not a big change in what it feels like out there but what it looks like. rain then fog. again, you've got the melting

snow the warmer air that will continue to steadily come up over it. rainfall intensity forecast how much more we're going to see, again, pockets of moderate rain until just past midnight that could cause some issues. then as we get into early tomorrow morning i think that rain is going to ease up. still, though, some wet periods around. that will be just south of d.c. southern maryland and northern neck. lingering light showers, though going to be left. 36 to 43 your temperatures for early tomorrow morning. again, fog probably an issue up until 8:00 a.m. to 9:00 a.m. tomorrow morning. may issue a fog advisory for surrounding counties. in terms of warmth back into the 60s tomorrow. some areas south fredericksburg around stafford quantico 64 65 degrees, just south of d.c. 64 manassas and warrenton, even leesburg around 65 for a high temperature, gaithersburg germantown 63, 56, 57 from nap down towards pax river, just a little cooler near the water.

then as we get into the next couple of days sunshine is back on thursday. we'll drop to 56 degrees for a high temperature. yeah we're not talking about any snow anytime soon in the forecast folks. in fact i think going through a bit of winter withdrawal here. someone asked me today what's wrong with you? i said i don't know i feel like something is missing. that of course is talking about any big storms around the area. but the other big thing we're going to see are the overnight temperatures. those are going to be staying up. it's been ever since last christmas since we had a chance to see temperatures stay above the freezing mark. we deal that into the next couple days. 56 on thursday. friday rain returns to the area but not until late. that's is the setup for the weekend. we've got improvements for the weekend forecast. we'll talk about how much we'll see in a couple minutes.

nbc's chris pollone reports. >> reporter: on the forty day of testimony in the trial of dzhokhar tsarnaev jurors saw a scribble led note written by the suspect as he hid in a boat. some of the words were obscured by blood and bullet holes but todd brown testified the note written in pencil read in part "the u.s. government is killing our innocent civilians. as a muslim, i can't stand to see such evil go unpunished." in a sentence partially obscured by a bullet hole "now i don't like killing innocent people. it is forbidden in islam, but due to said it is allowed." the note continued, "i am jealous of my brother," referring to tamerlan "who died in a shoot-out with police the night before." on cross-examination, brown admitted he did not see tsarnaev being taken out of the boat and he did not find any weapons or bombs inside it. the defense trying to make clear for jurors that tsarnaev was

unarmed when he was arrested. earlier the defense tried to show jurors an fbi agent took several of sarn yech's social media posts out of context, asking agent steven kimble if pe he knew some of the statements were actually lyrics from rap songs. kimbel said he didn't. the judge ended testimony for the day at the lunch break and went with lawyers to examine the boat in which tsarnaev was captured. prosecutors want to cut out the parts of the hull where tsarnaev wrote the note to show to jurors while the defense wants jurors to see the entire boat including the blood and the bullet holes that riddle it. the prosecution continues calling witnesses on wednesday. chris pollone, nbc news boston. >> a slow go on area roads. this weather pushes into kentucky with the weather boundary. this will be ouring soiest rush hour from this system.

let's go ahead and zoom right on in to the area and i can show you exactly where we're seeing some of the more moderate rains take place across the area right now. we go ahead and step out of the way for a moment and advance that system for you. from moderate rains to just some lingering showers by early tomorrow morning. if we can switch over the other weather system i want to show you, yes, the other thing we'll have to deal with early tomorrow morning and that folks, is the fog. the fog could be dense throughout the area. in fact i think that we'll see visibilities drop to around zero during the overnight period anytime from around midnight until 6:00 a.m. after that this is a look at 9:00 a.m., we'll see some areas with some improvements. dropping to zero the visibilities and we may see a fog advisory issue. but wet roads now. the other thing we've been talk about, rain in the forecast for the weekend. a little improvement you'll be happy with. harrison ford's plane had engine failure according to the

in the sb's preliminary report. the ntsb just released new details about what went wrong moments before ford crashed his small plane on a golf course in santa monica. he told air-traffic controllers his engine had failed and he asked to make an immediate return to the airport. ford did not make it back there. he hit the top of a tall tree and then crashed onto that golf course. ford's son tweeted last week that his father was battered but okay. no word on the substance that caused a hazmat scare in the district last night. it's being tested at a lab today. new homeowners left a safe left by the previous tenant ts and found viles of powder and liquid inside. d.c. fire and rescue and a military bomb squad roped off the house to make sure there was nothing dangerous left inside. a hagerstown maryland, police officer is facing drunk driving charges. officer terry hose was charged after his vehicle crossed a centerline and crashed into

i-66 inside the beltway. don't be surprised if you see buses driving by you in the shoulder lanes. vdot is conducting a pilot program allowing certain buss to bypass congestion but you're warned to be aware of the buses merging. buses would be authorized to use the lanes when speeds drop below 35 miles an hour and they would be traveling at a speed limit of 25 miles per hour. program starts in two weeks and ipts going to be evaluated after about a year. now stories we are working on right now. play ball. a big announcement that prevents one of the city's teams from being caught in a labor dispute. and how many of you get around the city. uber has a big plan to expand and it's reaching out specifically to women. i'm wendy rieger at the live desk. there are still major delays on i-95 in maryland as the rush hour sets in. that tanker truck that overturned on the southbound lanes near route 198 and the

intercounty connector more than six hours ago has been uprighted. two southbound lanes are still shut down though. that leaves just two lanes for traffic to get by. coming up on news 4 at 5:00 pat collins talks to the drivers who have had to sit in that mess wasting the day. i'll see you in just a few minutes. the cleanup of the collision in the houston ship channel is expected to take several more days. a gasoline additive known as mtbe spilled after a tanker collided with with a cargo ship yesterday. it's not sure how much of the chemical spilled but it is flammable and its vapors can be tock ix. it is not easy to clean up. the immediate area is closed to traffic right now including the port's largest terminal. you'd think the melting snow would be a welcome sight, but that's not the case for everyone. >> came down, i was, like, oh my -- i couldn't believe it. >> why these people say this

. a brawl at chuck e. cheese. at a restaurant in ohio. some patrons got angry because a photo booth wasn't working so they started beating the staff. everybody got out of the building before police got there, but investigators were hoping the security video will help them find the suspects. passengers in this small bus survived a nasty spill in new york city. the bus veered off the road this morning, smashed through a stone wall and slid down an embankment near the george washington bridge. came to a rest in a patch of trees there. the two people on board were hurt. about a dozen firefighters had to maneuver around snow and branches to rescue them. well the weather may be warming up but the melting snow and ice is creating another problem. falling sheets of ice wreaking

navk part havoc in parts of new england. >> reporter: no yelling "timber" here. all the damage is from a massive sheet of ice. it fell forward off a boston building and straight onto a line of four parked cars. >> i can't believe it. i can't believe it. >> reporter: diane has owned this chrysler for a mere two weeks. it's got just 600 miles on it. she was next door at work when an employee in a lot called her over. >> there's been a little accident would you mind coming down? oh okay. kim down i just couldn't believe it. >> reporter: the huge chunk of ice dented a roof broke her windshield and left massive ice cubes in her passenger seat. >> we could barely open the doors. i can't imagine if someone was in there even the gentleman that works in the booth, it could have been fatal. >> reporter: thankfully no one was hurt. it dented the roof of this toyota took out the back windshield of this car and smashed the front of this buick.

>> the rain will continue falling off and on through the night and into the morning. >> but the good news is it is not snow. doug? >> if it was snow we'd be talking about another 5 to 10 inches of snow. but it's on the rain side and on the warm side too. temperatures today around 50 degrees in some locations. but take a look it is a nasty evening. this is our rockville camera. you can see that rain coming down all across the area. this is 355 right here. yeah it's going to be a mess as we make our way through the rest of the evening hours. you can see the radar over the last couple hours. that rain just continuing to move through. it's on the lighter side then it will get moderate then back to the lighter side. but this is wave number one that's coming through. we'll get a little bit of a lull this evening, then here comes wave number two. this one could bring heavenier rain through the rest of the night. all part of the system that moves through tonight and

tomorrow. by around 6:00 tomorrow shouldn't be raining for the bus, to -- so that's good. looking good tomorrow afternoon. i'll show you that. and there's another storm just like this one coming for the weekend. now to that crash that brought a busy travel corridor to a standstill. and right now at the height of a rainy rush hour we are still waiting for all southbound lanes of i-95 to reopen in maryland. it is nearly seven hours since that truck overturned. this is what it looked like earlier, backups for miles. drivers had no place to go. news4's pat collins talked with some of those who were stuck there. pat? >>. >> reporter: wendy, we have half of the lanes open now. let's take a look down at that accident scene. southbound 95 here. two of the lanes are open but they're working on the others to clean it up. what an ordeal
