from people who witnessed a crash that people are still talking about this afternoon. mild and feeling nice today but cooler with rain for the weekend. i'll have the details. first at 4, a grim search off the coast of florida. good afternoon. i'm pat lawson muse. >> i'm barbara harrison. it's called a rescue mission. >> just in the past hour the fog lifted enough for helicopters to go up in search for debris. the weather has hampered that rescue mission all morning. we're told it's the same conditions the helicopter was flying in last night when it wept down. two black hawk choppers were training at the time along with small boats to get marines in and out of a target site. seven marines and four army national guardsmen were on board. over night some debris and human

remains did wash assure. the commander of the national guard helicopter pilots spoke within the last hour and spoke of their service during hurricane katrina. >> they were integral in the aftereffects of katrina and they saved thousands of lives. they have a great history. they're a great unit. they're tremendous pilots and tremendous soldiers. >> the marines were from a special operations unit out of camp lejeune. both camps arrived sunday for training. >> we're getting more information about a virginia tech student who fell overboard on a carnival cruise ship. he is 21-year-old cameron smoot from glen allen, virginia. virginia tech posted a picture on its web site this afternoon. last night the coast guard called off its search that began sunday morning. in a statement from his family his parents wrote that cameron and a few friends left saturday for a caribbean cruise.

they were notified sunday morning about the accident. and that he was missing at sea. they are requesting privacy during this difficult time. this afternoon, metro says two of its lines are back to normal after someone jumped on the tracks. metro tweeted this afternoon that someone had jumped off the platform at the stadium armory station in southeast dm. d.c. the person was not struck or hurt. it caused delays for a time on the orange and blue lines. right now the community is paying respects to a prince george's police officer who died after crashing his cruiser. a viewing is now under way for officer brennan ra bane. it started about an hour ago in beltsville and will continue until 7:00 tonight. rabane died last weekend hit a fence while trying to stop a speeding car. his funeral takes place 10:00 a.m. tomorrow in temple hills. pothole repairs continue

today open the southbound lanes of the gw parkway because of deep potholes, the parkway north was closed overnight and into the early morning hours. there were a lot of abandoned vehicles on the side of the road, most of them damaged by potholes. as road crews continue their work, you can expect those lane closures and delays to continue. glen ivy has made it official. he will run for congress. ivy, a democrat, made the announce. today. he's running for representative donna edwards' seat in the fourth congressional district. meanwhile edwards made her own news today, running for retired senator barbara mccullski seat. she joins chris van holland in that race. some are concerned this race could cause a rift in the democratic party. >> i think it's important for voters to understand distinctions among candidates when they're making a decision, but either way at the end of the

day there's going to be a good strong democrat who fills senator mccullski's shoes ifrmt of. i think i make the best fit. >> edwards would become the first african-american elected to the senate from maryland. tractor trailer overturned and is spilling fuel out on the highway. >> an 18-wheeler truck is overturned and is carrying gas. >> i can't believe i just saw that. >> new at 4:00, for the first time we're hearing the calls for people who saw a tractor oror trailer flip over on i-95. it shut down the busy interstate for hours yesterday as crews removed the truck and cleaned up the spilled fuel. police now say an aggressive driver in a ford focus caused a chain reaction that led to the crash. this afternoon that driver is charged with reckless driving.

president obama's request for authorization to use military force against isis drew some of his heaviest hitters to capitol hill today. secretary of state john kerry defense secretary ashton carter and joint chiefs chairman martin dempsey testified. there were also protesters at the hearing wufrn of them interrupted kerry by saying the mompreneurs would be killing more innocent people, in the protester's words. >> killing more innocent people. i wonder how our journalists who were beheaded and the pilot fighting for freedom who was burned alive, what they would have to say to their efforts to protect innocent people. >> we'll have a live report in our next half hour with new details about the war against isis. this afternoon a high school student is under arrest for bringing a knife to school.

montgomery county police say they arrested a 16-year-old this morning at seneca valley high school in germantown. a school resource officer found it while searching the student's belongings. the school was under lockdown for a short time. the associated press is suing the state department for access to the e-mail and other documents of hilary rodham clinton from her tenure as secretary of state. many requests have gone unfulfilled according to ap. one request was made five years ago and others pending from 2013. the lawsuit comes a day after clinton broke her silence about the use of her private e-mail account during her time as secretary of state. this afternoon, we're tracking changes in our weather, most of us have barely seen the sun today. >> let's check in with veronica. when are we going to see it again? >> let's go with today first. the sun doesn't set until after 7:00. i do think that some of us will

this afternoon, this man is excused of driving drunk and steering his car into the front door of a house. anne arundel police got a call around 2:00 a.m. that a car drove into a home in croften, but there was no one in the car. minutes later, someone else called 911 to report a missing car. police say the person on the other end of the phone was actual live the man who caused the crash. right now james johnson is charged with dui. a legal setback for a former culpeper, virginia, police

officer who shot and killed an unarmed woman. he lost his appeal and the virginia supreme court refused to hear the court. he received a three-year prison sentence but has always claimed the stoot shooting in the church parking lot in 2012 was in self-defense. he plans to take his appeal to the u.s. supreme court. new details in a series of highway shootings around our region. police have linked nine separate shootings to the man afrsed after shots were fired at the nsa building in maryland. hong young is now also accused of firing shots at maryland live casino. he's also suspected in shootings at two restaurants and a library in laurel. according to court documents, young told police that he heard voices telling him to shoot at a random driver. he's currently held without bond. a maryland woman has been sentenced to 20 years in prison for the death of a 2-year-old boy. prosecutors say 38-year-old melissa brittle's husband repeatedly abused the little boy in their maryland home and that

she knew about it. prosecutors say the toddler got daily beatings as well as other abuse. he even got his teeth cleaned with a wire grill brush. little robert watkins died in september of 2013. raymond brittle will be sentenced next week. it might be enough to convince you to pay for toll lanes. where your money will go instead for riding the toll lanes but only for a day. new details emerge about the man who caused a d.c.-bound train to derail. why this crash wasn't his first issue with the law "first at 4."

>> announcer: you're watching news4 at 4. new at 4, court records show the truck driver who caused a train to derail has a long history with the law. he has a long list of traffic citations including speeding and driving with a revoked license e. also served prison time for child abuse. on monday, his truck was on train tracks in north carolina just as an amtrak train came through. the train which was headed to washington and new york hit that truck and derailed injuring 55 people. xrirnlg of virginia delegate joe morrissey is out of jail but not legal trouble. he served a three-month term that charges that stem with his relationship with a 17-year-old girl who worked in his law office. morrissey served his sentence

allowed him to attend general assembly sessions during the day and report to jail at night. despite the scandal, the former democrat won reelection in january as an independent. he'll be tried next month for allegedly forging a document connected to the initial case. the battle over a gas station at the costco in wheaton is over. p today the montgomery court of appeals decided against costco build what would have been a mega gas station at the westfield wheaton mall. here's details. >> reporter: costco's plan to build a pumping station may be be out of gas. montgomery county's board of appeals denied a petition. the community calls it a victory for the little guy. >> this proposal should have never been put forth to begin with, and it is sad and disheartening that our community has been put through such a nightmare scenario. >> reporter: kensington heights

and the parents of another student said their son made a, quote, horrible mistake. another student blame td on alcohol. two students were expelled over the incident. and it's our talk around town today. whor's troy johnson is here with new local reaction. well, we live if a big college town. a lot of folks know attitude sstudents. what are people saying? >> they're appalled at what they've heard about sigma alpha epsilon's actions but they're not surprised. we've seen these things before in our storied past in america. i talked to students at howard university who say they are in support and solidarity of students who are protesting on the campus of oklahoma university. people that aren't familiar with this fraternity are learning it's almost 160 years old and founded at the university of alabama in the heart of the south. this isn't the first brush with

welcome back to news4 at 4. we're following ought of this day's big stories for you. >> we have rt reporters and meteorologists standing by with the day's big stories. 11 service members are presumed dead after an overnight chopper crash during a special forces training mission. right now military search and rescue teams are working in the gulf of mexico. nbc's jay gray is live at the accident command center. jay, what have we learned today? >> reporter: well, the thick fog that you can see now is really causing a problem for that

search and recovery team. look, it was even worse overnighttime told and investigators now think that likely played a big role in the tragic accident. wreckage from the uh-60 black hawk helicopter began washing ashore early this morning. >> tragic. it was just a shock to hear it this morning. >> just devastating. you don't have words for it. just think of the families involved with this. it's hard on them. >> reporter: 11 families waiting for official confirmation that their loved ones died when their helicopter crashed in dense fog during a military training exercise tuesday night. >> our thoughts and our prayers are with them and their families as search efforts there continue. >> reporter: seven of the men on board were part of a marine special forces group out of camp lejeune, north carolina. the helicopter and its four crew members were part of the louisiana national guard, a military community also now suffering. >> my priorities are search and rescue for our soldiers and

marines and secondly is to take care of our families. >> reporter: this morning president obama called commanders at both bases to express his condolences to the families, service members and the community of the 11 presumed dead. a community now preparing for the worst after news of the tragic accident. >> you don't know if it's somebody you know. your heart goes out to them. you just -- this is a big military community. everybody pulls together. >> reporter: pulling together to mourn those lost and support the families they left behind. now, at the time of the crash military officials say the unit was practicing insertion and extraction missions using small boats and the helicopters to move teams in and out of target areas. in navarro beach, florida jay gray. >> boy, you can see how heavy that fog was down there. >> from last night to early this morning, a lot of major cities, airports had delays because of the fog. no fog tonight, but again, we're talking about clearing and

cold now. we're going to flip the switch a little bit until the next weather system moves in. boy, we're just getting a chance to dry out with our saturated ground from the snow, the rain and now more rain back in? >> tomorrow morning will be dry, but cold. in fact coat weather tomorrow morning, 32 to 38 degrees. we just got spoiled as we started out in the low to mid-40s. driving impact forecast tomorrow morning, again, sunshine. 38 is how we start 56 will round out the day tomorrow with mild conditions. the average high now around 54 degrees so we'll be right there tomorrow afternoon. calling tomorrow night there could be a few neighborhood south stafford, waldorf, areas like college park that get close to 60 degrees tomorrow. that's not bad. but, again big story is the fact that rain is going to move back in forment weekend. in fact, before the weekend even

starts, the rain develops throughout the day on friday. this is a time line showing you the probabilities from very, very low chances at 7:00 and 10:00 a.m. early friday to 1:00 p.m. our chance goes up to about 40%. by 4:00, it's up to 70%. even by 6:00 7:00 it's way up to around 80% with rain likely for the afternoon through the evening on friday. here is another time line for you showing you how it overspreads the area. everyone wet friday night and very soggy saturday morning. let's get a handle on, though, how we're doing with the rainfall totals. what's our surplus? >> we had a fairly rainy first start of the year january, february into march. looks like we're still over an inch of rain ahead of average. about 1.25 inches, as a matter of fact. today's rain just helped the surplus. now we have another soaker moving our way. look at the rain moving up from the south. this one will have a lot of the

gulf moisture. if you have saturday plans thshgs this is the day you want to watch out for. you'll need the umbrella. rain will be heavy. we could see another inch in some areas. that's what we're going to be watching. everything is going to be staying soggy here. we've had the snow melt over the last couple of days last night the rain coming again saturday. i think it will be muddy as we make our way into early next week. >> at least springlike temperatures come our way over the next few days. spring is nine days away. something to get excited about, right? this weekend, saturday 61 degrees, nice and mild. again, that's our wet day. sunday we drop to 54 start drying out. again, this will be a few clouds. clet's talk about the extended forecast and what we'll be seeing here. the next four days in the 50s to low 60s. but as we get to day seven we'll be at 56. then the trend from there on out, well below average for the last week of march.

outside the beltway, possibly add toll lanes. coming up at 5:00, adam tuss speaks with a resident who is fighting this plan. i'll see you in a few minutes. apple is apologizing today after widespread outages prevented users from using itunes and the app store. the outages began at 5:00 this morning. apple is tracking the problem on its support systems eastbound web site. in a statement apple told cnbc it apologizes to its customers who have experienced problems and that the cause was an internal dns error at apple. no word on when service will be restored. the maker of a popular children's medication will pay millions for selling metal contaminated drugs. erika gonzalez has details. >> reporter: the maker of children's tylenol has agreed to pay $25 million after it pled

this reporter was just seconds from going live on tv when he got mugged. the whole thing was caught on this station's camera. the robbers were going after the reporter's cell phone. he tried to resist and one of the robbers called over a friend with a gun. eventually the suspects got away with multiple cell phones and a laptop that the tv crew was working with. the reporter later tweeted that he's okay, safe. he's hoping this viral video

will help police identify the robbers. today in the boston marathon bombing trial, the focus turned to the police officer murdered in the hours before the tsarnaev brothers got into a shootout with police. nbc's chris pallone has the story. >> reporter: the chief of police at massachusetts institute of technology told jurors he saw officer sean collier parked in his patrol car around 9:30 at night three days after the bomb willings. the chief said he stopped and chatted with collier recalling the last thing he ever said to collier, be safe. when asked if he ever saw collier alive again eshgs said, no i did not. dzhokhar tsarnaev is charged with killing collier. investigators believe he and his brother cammer lan crept up on the officer as he sat in his car, shot him several times and tried to steal his gun. the chief explained that the m.i.t. had switched to a triple threat holster which makes it

would see a crash like the one that happened here on saturday and our natural reaction would be to run up and check on the victims, maybe call 911. but tonight police tell me that this suspected thief instead just walked up to the car and took what he wanted. his photo taken while at checkout, several different stores, all on the same day, all on the same credit card. a credit card police say didn't belong to him. it started saturday morning right in front of this prince william county shopping center. that wreck about right here involving three cars, one of the victims a woman from woodbridge in her 30s in and out of conscious. witnesses saw a man walk up to the crushed car and walk away with a black bag. inside that bag, according to police, the victim's wallet. >> when we were on scene units tried to locate the purse. she told us it was in the vehicle. we weren't able to find
