issue in the area and it is southbound virginia 95 south at 642 headed out of town. right lane blocked, that should be out of the way in just a little bit. i'm back at 4:41. this morning family and friends are remembering 11 service members that were aboard a black hawk helicopter when it went down. community members held a cankan candlelight vigil. the chopper crashed in the gulf of mexico tuesday night. military officials are still calling it a search and rescue mission, but all 11 service members are presumed dead. four army aviators along with seven marines were aboard that black hawk helicopter, they were conducting a training exercise. crews will be out searching again today. wreckage started washing ashore yesterday. fog was pretty heavy during that training mission but officials are not saying if weather was the cause of the crash. we have more details this

morning on a virginia tech student missing after falling off accrues ship. representative from carnival cruise r cruiselines says cameras show cameron smoke climbing over a balcony railing before he fell overboard. the u.s. coast guard has called off its search. smoke was a senior from glen allen virginia. his family says he had just accepted a job. two d.c. firefighters have been arrested and both are charged with assaulting police officers. veteran firefighter chuck ryan started yelling at restaurant staff in crofton on sunday after trying to leave without paying his bill. when police arrived, officers say ryan became physical and kicked an officer. the other firefighter, richard kirkpatrick, was pillulled over by police on tuesday, he is accused of head butting an officer while handcuffed as well. it is 4:35. the man accused of a string of random shootings is now linked to nine different cases.

investigators accuse hong young of shooting at a number of locations including the national security agency. we've now learned a popular casino was among young's targets. investigators found several bullet holes at the maryland live casino last week. court documents say young says he heard voices telling him to shoot. no one was hurt in these shootings. a big announcement coming today, vdot expected to tell us about new plans to put toll hains on i-66. you can see them in the beltway. vdot says the plan is in its earliest stages right now. the agency says it also is considering toll lanes outside the beltway as well as a project that would widen the road. under that plan dozens of homes would have to be torn down. >> we made a could be issues choice to live closer to tysons corner closer to d.c. reston, wherever you may have it, where our jobs take us. we may have a smaller house, but we chose not to live in that traffic. >> vdot says the project will

take time and it plans to hear your input before any major changes are put in place. metro leaders are asking for a new loan today so they can pay off an old one. the transit agency has to pay back more than $500 million in debts later this year. the report says metro officials are asking the board of directors for permission to borrow another $220 million to help pay off those debts. metro doesn't have its typical federal funding right now. the "post" says the government is limiting how much it gives after an audit last year found several cases of mismanaged money at the transit agency. today metro's board will discuss the proposed potomac yard metro station in alexandria. that station would be along the blue and yellow lines between reagan national airport and braddock road metro station. news 4 will be at that meeting today at 1:00 and we'll have a pleat break breakdown of what will could mean on news 4 at 4:00. new video of the moments an alabama plant exploded.

the brent industries plant when the explosion happened. one person was airlifted to the hospital. about 20 demonstrators protested outside of the dallas home of a former university of oklahoma student. parker rice is one of the first members of significantma alpha epsilon seen chanting racist slurs in a video earlier this week. he had apologized for participating. his family did not appear to be at home last night. rice says threatening calls to his family has prompted them to leave. coming up on 4:41 now on our thursday morning. yesterday was a -- beginning of the day was just ho-hum. >> and then it opened up to a nice spring day. >> and wouldn't it be nice if we could do the same thing today. >> yeah we have sun right before sunset, and then it's been mostly clear overnight. and for the bus stop this morning, under a clear sky, we'll have it staying in the 40s where we are now between between 7:00 and 8:00.

within its ranks. two senior agents are accused of crashing a vehicle into a barrier near the white house after an evening of drinking. tracie potts live for us on capitol hill this morning with the questions being raised about the culture at the secret service again. >> reporter: one of those questions is whether they have done enough bringing in a new director getting rid of senior management to change the culture of that sgtagency here on capitol hill. it's being called embarrassing. it came out late yesterday that these two senior agents that we've identified as ge and mark connolly, second if charge of the president's security detail, that they were according to the paper drinking at a retirement party, came back on to the white house grounds with flashing lights and government car, there was and ongoing investigation of a suspicious package. the paper claims that they hit a barricade that had been set up there. and that officers on the scene

that will take place today noon d 2:00 p. in northwest washington. a four month old is in critical condition today in spotsylvania county his parts leopard parker and janine heerick were charged with several downs of child neglect and cruelty. the baby was taken to the hospital last week suffering from what authorities describe as suspicious life threatening injuries. the parents are being held without bond. 4:47 now. today police are trying to figure out how human remains endeded up in southeast washington. park police found those remains near an off-ramp on i-295 yesterday afternoon. d.c. police don't know the age or gender of the person. it is 4:37. you can help police in prince william county if you recognize this man. this is the second suspect wanted in connection with stealing a woman's wall receipt from the scene of a car crash. a woman was hurt on saturday in a crash on dumfries road. a witness says a man took a black bag containing her wallet

from the crashed car. while the victim was in the hospital, she said someone repeatedly used her credit cards. police requested surveillance images and the men were identified byi by witnesses. john lenox is a security guard at wood bridge high school and police say he was found with two guns on school grounds. they say he was making security checks around the school when it happened. virginia law says only police officers can carry guns at a school. i'm hoe let green at the live desk. new this morning, affordable housing just about impossible to find in the nation's capital. we're just going through the findings of a d.c. think tank report. the number of apartments renting for less than $800 a month fell about 42%. the study also found almost no apartments left for represent under $800 a month. and it's not even easier to find a place to rent between $850 and
