adult, was in lane three of traffic right around 1:30 this morning when he was struck. there were three lanes of traffic closed during the investigation early this morning. now, the driver of the tractor trailer did remain on the scene. there was a car we're told by police in the area but it was not registered to the man who was killed in this. so they're not sure whether he was associated with that vehicle, whether there was a breakdown situation or something like that and that's why he was along the road there in the lane of traffic there. they're still trying to piece all of that together and they have not yet released the man's name. in terms of traffic, things are looking okay right now, but we're hearing about a new crash this morning that will affect some people. we'll send it over to melissa mollet for more on that. >> that's right, a new crash outer loop at dulles toll road. we'll try to get more information on this. a new accident there reported at least. in northwest 16th street over military road here you can see we still have late clearing road

the envelope arrived monday and initially tested negative. but yesterday a chemical test came back with a positive result for cyanide. the letter is being sent to more tests. check the nbc washington app around lunchtime today for an union date to a case of a murdered prince william county teen. five people accused of that crime will be in in. smalls killed wilson november and four other young people helped him. will so that was shotson was shot during an apparent drug deal. he was 16. d.c. police trying to figure out what shot a 6-year-old girl. this happened last night near 22nd street and savannah. the girl was shot in the hand and is expected to be okay. right now d.c. police are asking for your help this morning to locate a missing boy. take a look at his picture. this is 12-year-old demetrius brown.

coalition government and move forward. here in washington that victory is likely to make waves. tensions already high between president obama and netanyahu. however, the white house insists israel is a strong ally. edward long says everything is on the table including a meals tax to fill the growing budget hole. the tax will be levied on food purchased at restaurant and hotels. the board of supervisors has been reluctant to bring the issue before voters but long says with growing expenses and stagnant tax re revenue, something needs to be done. more trouble for the greek system as another fraternity finds itself suspended. what police uncovered. plus a new report released in the last few minutes sounding the alarm about medicine poisoning. why it's not just your young children that you have to worry about. and the cold snap is back. chuck bell looking at what

welcome back. someone used pepper spray on a metro train causing passengers to rush off the train. metro tells the "washington post" a passenger on the yellow line strain used the spray as they approached the shaw station. one rider says two groups appeared to be arguing when one person sprayed someone in the other group. some forms of pepper spray are legal in the district but it must be registered with the police department. if you live in maryland a new report says more of you are opting out of public transit. public ridership dropped by 4.6% across the state in the last fiscal year. that includes marc and metro riders. the maryland transit authority says ridership is up a little from that number this year but

new this morning, police in stockton california are searching for the person who

gunned down seven people outside a grocery store. three died other four are expected to make a full recovery. we are learning new details about a police officer accused of sexually abusing two teens. the latest alleged victim says officer darrell best assaulted her inside d.c. police headquarters in december. best was off duty but the girl says he was wearing his uniform and service weapon at the time. police say best met the girl at the god of a second chance minute have i, he was a pastor at the church. the investigation against best began on saturday when another girl at the church said she was sexually assaulted when she was 16. and this morning three football players at morgan state university are recovering after being stabbed yesterday afternoon outside a dining hall on campus. police say they were stabbed by someone swinging a knife wildly. the suspect was taken into custody. this is the third outbreak of violence on that campus in this less than a week.

on friday a male student was stabbed with scissors by his roommate an early saturday a campus party was broken up after fights started. going on right now in germany, let's take you live to frankfurt where we have major protests going on. people really upset about spending cuts. thousands are expected at today's rallies. at least eight officers have been hurt. some protesters reportedly throwing stones. you can see someone of the squad cars there on fire. police have set up a barricade around the european central bank. the bank plans to be fully operational during he's these protests. it's 6:17. a developing story. japanese police launched an investigation after u.s. ambassador caroline kennedy received several death threats made during a series of phone

calls last month. police at the embassy have also received similar calls targeting the skrn basegeneral based in okinawa. four american aid workers are being monitored for ebola this morning. none of the workers has experienced any ebola symptoms but they are all connected to or had some contact with another american who came down with ebola last week. that man is currently being treated at the national institutes of health in bethesda. he's in critical condition. the other workers will be kept in isolation for the next three week. today is the last day for you to enroll in health care to avoid a tax penalty in maryland. the state says more than 122,000 people have signed up so far. more than 87,000 of those people are were eligible for a tax credit. you can continue to enroll through april 30, but may face a partial tax penalty for the time they did not have health insurance this year. today you can head over to

the prince william county chamber of commerce valor award ceremony at the hilltop performing arts center. 21 people will be 407bhonored. it costs $15. new this morning, a new report says your small children are more at risk for accident alley taking too many meds. the report says one and two-year-olds make up more than half of all medicine related calls to poison centers. teens are also a risky group. the report said 15 to 19-year-olds are six times more likely than young children to have a serious outcome from a medicine related call. we know there are a lot of numbers here, so we put them on line nbcwashington.com. 18 after the hour. allergy season is nearly here for a lot of folks. just thinking about it probably makes yours eyes water.

this year could be particularly tough because we had such a wet winter. tree pollen season in our air will start at the end of this month and grass pollen early summer. doctors say starting your allergy medication before the season starts can give you a little boost. all of you wine lovers this sounds almost too good to be true. researchers have discovered how to make hangover-free wine. scientists say they did this through genetic engineering. essentially they say they used a kind of genome knife to snip toxins out of yeast dna. they are also able to use that technology to potentially boost wine's health benefits. >> and then they may be able to do it in beer and perhaps other alcohol. severe solar storm is reaching earth day. the storm known as geomagnetic storm will hit around 10:00 a.m.. nasa captured thins incredible

were caught singing a racist chant on camera. the chapter has since been shut down. the national sae says it hopes to eliminate in-sensitivity among its members. and the significance made alpha new chapter was suspended and permanently disbanded for wrecking a ski resort back in january. they damaged 45 rooms resulting in more than $400,000 worth of damage. the fraternity could face more than sanctions including paying that massive bill. the school placed the so he roy sorority on two year suspension. and a fraternity at penn state suspended as they're investigated. gabe guttierez is live at state college in pennsylvania with more. what led police to this secret

page? >> reporter: good morning. police say it was an actual member of the fraternity that tipped them off and now yet another college campus is dealing with the firestorm after allegations of bad behavior by a fraternity. this is the local chapter of cap take pa dell kappa delta rho. police say members created a secret facebook page and posted pictures of nude and sometimes apparently unconscious women. according to search warrant, it was actually two facebook pages, the first one was titled, quote covert business transactions. and police say one of the women on that page noticed a topless picture of herself when a fraternity member left it open on his computer. and then according to the search warrant, the fraternity created another facebook page called 2.0. now, this is the national fraternity has suspended its local chapter of kappa delta rho for a year. the penn state is calling this

harm that causes to marine life. tomorrow there is more sight seeing planned, the royals will also be at the white house where they will meet with president obama and vice president biden. the trip will end on friday in louisville kentucky. that is when the prince and camilla will be touring some charities out there in kentucky before they head back home to england. >> richard jordan live outside the british embassy. thank you. 6:33. this morning police are trying to figure out how a man's body ended up on a walking trail in fairfax county. police found william's body in aed wood area in herndon on monday. his death has been ruled a homicide. no word on how he died. we do know there was trauma to his upper body. the 22-year-old is from the her done herndon area. and police working to solve a murder. jonathan lopez died after a

shooting on piney branch road. the attack was random. lopez was 24. right now montgomery county police are asking for your help to find a missing elderly woman. this is who they're looking for. this is 80-year-old dorothy hill. she was last seen leaving her assist living residence in silver spring. if you see her, call police immediately. a runner's medal and bib from the boston marathon bombing will be part of a display starting today in d.c.. they're part of the crime museum's domestic terrorism and hate crimes exhibit. it also includes letters from the unabomber artifacts from september 11th a rifle from the virginia jihad network, and a ku klux klan ceremonial robe. the museum says it's hoping to raise awareness and change behavior for the better. 6:35 just about now. and the jury is hearing chilling new details in the trial for accused boston bomber dzhokhar tsarnaev.

prosecutors revealed he carved a second message into the boat where he hid from police. the jury also heard from a close friend of tsarnaev. the friend says he loaned his gun to tsarnaev just two months before the bombing. prosecutors say it was used to kill an m.i.t. police officer. the future of university of virginia president theresa a sullivan once again in question. the board of visitors met for three hours in richmond yesterday. a university official says the sole purpose of the meeting was to evaluate sullivan's performance. the board has had a rocky relationship with sullivan since 2012 when ousted from office but reinstated after major backlash from students and teachers. the culpeper county school board is asking for more than $1 million to give teachers a pay raise. the school board made that request to the board of supervisors yesterday. they want $1.4 million next year to give teachers a raise of about 1.5%. and that money would also be

crash. branch avenue north at auth road brand new crash. police on the scene there. 6:46. now to the brand new information on the developing story this morning. a map hit and killed by a tractor trailer on i 207 overnight p police just releasing new details about the accident. megan mcgrath live along the highway with what we now know. >> reporter: well, that's right, maryland state police releasing new information about a vehicle involved and also the possibility that alcohol may have played a factor in this scenario. now, it was 1:30 this morning, a tractor trailer was headed southbound on route 270 near father hurley boulevard when they noticed a black xterra parked on the shoulder. that driver of the truck says when they turned their attention back to the highway, that's when they saw a man walking in the third lane of traffic. the driver was unable to avoid

hitting that pedestrian. the pedestrian was killed in this. now, police say that when they arrived on the scene, they found that xterra parked on the shoulder that the keys were in the ignition, that it was running. and that there was a strong smell of alcohol coming from inside the suv. the driver of the tractor trailer remained on the scene. we're told that the driver of that rig was not impaired in any way and that they are cooperating with investigators. now, for a time, several hours there were three lanes closed on 270, all of the lanes have reopened. the investigation wrapping up here. so no traffic impact. back to you in the studio. >> megan mcgrath live for us. thank you. a developing story on a cyanide scare at the white house. this morning a letter addressed to the executive mansion is undergoing more testing for that deadly substance. the envelope arrived at an off site mail screening facility on monday and initially tested negathough, a chemical test came back with a so-called
