neighborhood. and jesse jackson jr. coming back to the nation's capital. news 4 at 11:00 starts now. a young woman with a bright future killed in the prime of her life. >> she died in a crash, and now a friend faces second degree murder charges. >> our shomari stone reports that d.c. police say that friend was drunk when he caused that deadly accident. >> i feel sad. >> reporter: she's heartbroken over the loss of her friend nancy tinoza. she died in northeast d.c. in an alleged drunk driving crash early sunday morning. >> of course i'm angry at the world and angry at why such a beautiful life would be taken away. >> reporter: according to these court documents, nancy, her friend and another woman were at the mango club in bladensburg, maryland. she allegedly drank several

alcoholic beverages. he was driving very fast. he crashed into a parked tray lore the car submarined under the bar attached to the rear of the trailer. nancy was in the front seat and received head trauma. according to these court documents he grabbed her out of his car by her arms and began shaking her violently when she did not respond while he was trying to talk to her. she was unconscious. he then dropped her causing her to hit her head on the pavement. police arrested him and charged him with second degree murder. the other passenger was okay. >> nancy was a friend to all of us. >> reporter: she was brought here from africa seven years ago. >> she was brilliant. >> reporter: she hopes people donate money to help fly her body back to zimbabwe for a proper burial. nancy leaves behind three sisters, two parents and a brother. they would like you to help fly

her body back to zimbabwe. you can go to nbcwashington.com. enter "nancy" into the search engine. shomari stone, news4. just in a car slammed right into an apartment building in germantown narrowly missing a child who was sleeping inside tonight. this happened on halethorpe lane. no one was hurt. we don't know what caused the building. we could learn tomorrow what happened to a lawyer who was found dead in a d.c. hotel back in february. david messerschmitt's wife is expected to make a statement tomorrow. police found her husband stabbed to death at the donovan hotel. police released a surveillance individualo of what they're calling a person of interest. jesse jackson jr. will be released from federal prison on thursday and then will head straight to the district. family friend former congressman

patrick kennedy told the associated press that jackson's father the reverend jesse jackson, will pick him up and take him to a halfway house here in d.c. jackson reported to prison in november 2013 for illegally spending $750,000 in campaign funds. just before he became virginia's governor in 2014, democrat terry macawcauliffe's electric car company got special favors from the homeland department. "the washington post" reports that an inspector general's report reveals that mcauliffe and other politicians got special visas for foreign investors, but the report says the favorable treatment for the virginia governor was unprecedented. mcauliffe's office said the democrat asked dhs to process visa applications in a timely fashion. rescuers are expanding their search for a little boy missing for a third day in virginiap crews are working around the

clock to find noah thomas. the boy's mother says he was in their home in pulaski county on sunday. he was supposed to be watching tv when she noticed he was missing. police believe the boy walked away from his house. a prayer vigil is being held thursday evening at the fairgrounds in that area. major concerns about crime in northwest d.c. led to a packed house at a political forum tonight. residents want to know what the candidates for the ward for a council seat will do to keep their neighborhood safe. since they don't have an elected council member crime has become worse. and in the last three months there are 17 reports of gun violence. jackie bensen is live to explain. >> reporter: residents have sent a petition to the mayor, and they're asking don't just throw more cops at this problem. they say they want to see a long-term plan that leads to a solution of the issues that led to this.

in an online protest, hundreds of residents of ward 4 have signed a care two petition that would combat the outbreak of gun crime in the petworth and brightwood areas but work on fixing the social and economic problems that contribute to it. it references 17 shootings that include 3 murders and 1 shooting in which a child was injured since december. a number of the shootings have happened during the day. >> right now there's a lot of interest. it's been ongoing for a long time. >> drew snyder of the petworth news blog say some feel that not having a sitting council member does contribute. >> we do have a liaison who is at all these meetings but people don't all know that. and they don't know who he is -- all they know is they don't have a council person.

average high this time of year 59 degrees. we were nowhere near that. take a look at what's coming our way. a storm system towards st. louis bringing thunderstorms and snow up to the minneapolis area again. but for us we've got a warm front. notice where the warm front is just down to the south. below this very warm air in the 70s across the south. that warm front will lift our way during the day tomorrow warmer weather tomorrow but then extremely warm weather during the day on thursday. we need it. but it comes with some of these as well. we'll talk about the chance for thunderstorms and what comes next for the weekend in just a minute. >> okay doug thank you. we're following new developments in the deadly plane crash in the french alps today. grief stricken family members of the people on board are starting to come to grips with their loss. so far investigators have few clues on what brought down the german jetliner carrying 150 people all presumed dead. the french say the pilot lost radio contact with the control center but did not send out a

distress call. a black box has been recovered. lufthansa owns the germanwings plane and the crash is being treated as an accident. the white house has ruled out terrorism and has pledged full u.s. assistance. students at the university of virginia may soon have to spend more money to stay in school. they're not happy about that. today some students protested a plan that requires an instate undergrad to pay more than 3 1/2% more and out of state undergrads will have to cover up 3.7% more. the board of visitors will vote on the proposal this week. there's a projected increase in costs next year. new at 11:00, a police officer shot and killed a suspect during a drug sting this afternoon. investigators in portsmouth say the suspect was trying to get away from officers. they tried to use a taser on him

twice, but that didn't work. that's when there's a physical struggle. the officers tried grabbing at their hands, when he reached for a gun, that's when several shots were fired killing him. an investigation into the shooting is ongoing. >> new tonight two teenagers have been charged with five robberies this week along the metropolitan branch trail in northeast d.c. earlier today police released surveillance video showing two what they call possible suspects. during four of the robberies on sunday the victims were robbed at knife point. there was another one yesterday. the names of those teenagers are not being released because they are juveniles. child porn charges and accusations of sexual abuse. a former girl scout troop leader is facing dozens of felonies in spotsylvania county. he was a troop leader for eight months. meese say he abused a girl and sent her inappropriate text messages. the girl told her parents. they uncovered child porn on

miller's home computer. police are asking girl scouts in the troop to talk to their daughters about any possible inappropriate conduct. the fbi tracked down a serial bank robber known as the bicycle bandit by using his cell phone records. he allegedly dropped 12 banks in the last 15 months. police say he would use a cell phone in one hand he had a gun in the other. then he got away on a bicycle. the fbi was able to use that cell phone activity to find him after his last robbery that was at the apple credit union in alexandria on friday. he was arrested at his father's apartment in arlington. next at 11:00, we'll take look at that video of an incident outside the white house involving secret service agents. tell you what a maryland lawmaker is saying about it. >> we're better than that. metro riders jumping gates and causing trouble. tonight how that free ride is about to cost you.

secret service scandal. he's unhappy that it took five days and an anonymous e-mail before the agency's director found that two agents drove through an active scene of a bomb scare at the white house. kristen welker reports. >> reporter: this washington, d.c., police video was taken from a camera just outside the white house grounds. it shows a government car with two secret service agents inside, bumping a plastic barricade in front of a security checkpoint. the driver backs up a few feet and then drives forward out of view. at the time, agents on duty were investigating a bomb threat at that very site. moments captured in the video that was partially edited for today's hearings. lawmakers questioned secret service director joseph clancy yet again and released part of an e-mail which describes the incident in some detail. the e-mail is circulated anonymously soon afterwards and says the agents were both extremely intoxicated, that some officers at the scene were going to arrest both of them, but the watch commander said not to. clancy, who said he didn't learn about the incident until five

days later, faced withering questions from lawmakers who wanted to know if there are more tapes. >> you've shown us less than one minute of video. >> yes. we -- yes, sir. >> today's tape came from d.c. police. the secret service has given investigators video from two of their cameras, but clancy admitted that any other footage was likely erased after 72 hours. metro is about to crack down on riders who don't pay their fares. metro police have issued about 3500 citations for fare evasion last year. that's a huge increase. it's also leading to more confrontations between metro riders and workers. metro says assaults against its employees are up. now the agency is adding more police officers at rail stations and bus routes some of them will be undercover. and they will issue warning citations and eventually fines

of up to a hundred dollars. starting tomorrow d.c. is promising to launch an aggressive effort to repair the craters and bumps in our roads. mayor muriel bowser will kick off pothole palooza in the morning. the d.c. department of transportation has filled more than 7,000 potholes in the last few week bus still they missed a few. call 311 or d-dot's repair site if you have one to report. >> the easiest forecast 100% chance of potholes tomorrow. >> how are the chances that they'll have good weather for all their work they need to do? >> tomorrow will be an okay day. we'll see a few showers but i don't think you need to even bring the umbrella with you. they won't be much to deal with. chance of shower activity during the day thursday. but if you are filling those potholes keep going. you'll be fine. don't worry about that at all. take a look at the temperatures currently sitting at 39 degrees. it's a very chilly night. winds out of the east at 3 miles per hour. we do have the clouds that are

starting to move back in across the region. high temperatures today only 47. now we're down to 28 in frederick, 30 in gaithersburg 34 in man hassous and 34 down towards fredericksburg. it may also start on the wet side too. take a look at the radar. i should have taken this off. this is nothing reaching the ground here but we do have shower activity trying to reach the ground down in the south. that's where the warm front is. we zoom out here you notice again nothing around our area until you get well down toward the south. that's where we start to see more moisture creeping on in here. for us mostly clear skies around the region but that cold fronts that moved down to the south and now it will actually start to move back to the north as a warm front. and there is some very warm air down to the south. there's also thunderstorms. we had pretty big hail with these storms back to the kansas city area. severe weather, we haven't seen that much at all this spring. how warm was it back there? as i mentioned here today, cold 47 d.c. only 36 in chicago.

but 72 in atlanta. 82 in dallas. and all of that warm air is coming our way. it won't last long but at least they get a taste of what they've been dealing with. starting on chilly side for sure. starting here at 7:00 a.m. here are showers moving up with the warm front. we'll see a few of these showers around the noontime period. you may need the windshield wipers for a brief second but that will be about it. that moves on out. most of the day is dry. then we see another chance of showers coming through, very light around 7:30 tomorrow night. we get to thursday and that's a better chance of rain on thursday. maybe even around 8:00 on thursday morning. there's some more of that rain. most of the day also looks dry. we'll just see scattered showers. then the warm air really moves in here. we get into the ' 70s and that front will move through. nothing strong nothing severe but we could see the first rumbles of thunder so far this season. high temperatures tomorrow on

starts in august. all right, the terps knocked out of the ncaa tournament. and we all watched freshman melo trimble get knocked around all game long. we learned that he suffered a concussion after he had to leave the game early. as for maryland leaving altogether not so fast. melo will return to college park. the head coach told us that he'll sit with his point guard later this week to discuss trimble's future. no decision has been made so don't freak out yet. we'll have more on that coming up later this week when we find out. the maryland women getting ready for a familiar foe in the sweet 16. terps taking on the duke blue devils this saturday out in spokane. if maryland gets the win, they'll face the winner of gonzaga and tennessee in the elite eight. the cats, scaps hit the ice back home against the devils.

the final stretch of the season and every point matters. right now the caps sitting in first wildcard spot in the east. they haven't played since saturday. and this little break from traveling coming at a good time especially for one capital. defenseman brooks orpik back on the ice today after becoming a father for first time. orpik's wife delivered a baby girl yesterday. and the defenseman made it to practice this morning. teammates greeted him with congratulations and some grief for missing practice yesterday. as for brooks he's exhausted. he's really excited about being a new dad. >> i've been really nervous holding other people's babies once it's your own some of those nerves go away. it kind of happened so quickly it seemed like. then i was waking up after a half hour sleep to come to practice. hopefully i'll feel a little bit better tomorrow. >> i think brooks and his wife will be great parents. i just told him the other day, life will change. he'll like going on the road. >> aw. >> to have his own bed. that's what i'm assuming, not to
