the two men identified as 21-year-old brandon taylor and 19-year-old chandler davenport, facing charges in connection with the february 4th shooting of two teenagers outside the frederick high school gym. there was a basketball game going on at the time. both of the victims were treated at the hospital. still working to learn exactly what the circumstances were that led to that shooting. barbara? >> thank you, richard. concerned friends of former congressman walter e. fontroy are speaking to the media uncertain of his whereabouts. a family friend asked the state department to help find d.c.'s former delegate to congress. he's been known to travel extensively to africa and dubai and have little contact with home. today the group announced a family fund to assist the family with the financial issues currently confronting them. in a couple of hours we could learn something new about a mysterious death at a hotel in d.c. david mess per sherschmidt found

stabbed to death there. they want to talk to the person you see in the video about the day messerschmitt was killed. follow nbc washington on twitter and updates throughout the day today. a new inspector general's report says the department of homeland security employee may have granted special favors to virginia governor terry mcauliffe just before he took office. the report says the employee "exerted improper influence creating an appearance of favoritism." according to "the washington post," mcauliffe asked them to process these applications in a timely fashion. and afghanistan president set to speak in front of a joint session of congress. should be speaking any moment now. is expected to be a 40-minute address. president ashraf ghani here speaking on the house floor.

lawmakers have been critical about u.s. troop involvement in what's become america's longest war, but lawmakers seem to favor the proposal by ghani to keep u.s. troops in afghanistan beyond the planned withdrawal of 2016. so right now 9,800 u.s. troops are in afghanistan. that number is expected to stay the same. the obama administration forgoing the plan to drop the troop numbers down to 5,500. afghanistan's new president says the concern is the growing crisis with isis militants and the fear that they coin spire rebels to destroy what the u.s. has worked so hard to accomplish for more than a decade now. >> richard, as you know in afghanistan hundreds of people are asking for justice for a woman killed by a mob. a 27-year-old woman beating, pushed off a roof run over and soent fire. set on fire. the attack happened outside a famous mosque in moscow. 28 people arrested in the murder.

the northern virginia bureau chief is headed to stafford county. late last night the school board voted in favor of a policy change. the change comes after parents were upset about a transgender student was allowed to restroom of the sex the child identified with. the student was born a girl. the student will need to use the girls' bathroom or a teachers' bathroom. and good morning once again. plenty of cloud cover out there this morning. a little bit of very light rain now moving into parts of northeastern maryland northern baltimore county lifting out of the area. a few pockets of light, freezing rain earlier this morning, but now temperatures are all well above freezing. 38 martinsburg, 43 down south in fredericksburg. a little warming trend. as we go through the afternoon with the rain drops, plenty of clouds linger. it will warm up later this afternoon ahead of a big warm-up

this morning we are learning more about the 150 victims presumed dead after that germanwings plane crash in the french alps. two americans onboard that plane. the british government also identify two of their own citizens a mother and her 7-month-old son returning from a family funeral in barcelona. the first look at the cockpit voice recorder. it is badly mangled there. but officials believe they'll be able to retrieve usable information from that box. authorities arriving to the crash site today. the french president and the german chancellor arrived by helicopter to pay respects to victims. german officials say at this point there is no evidence of foul play but the investigation

continues to determine exactly what caused that plane to go down there in the french alps. >> this is just in. the nigerian government is confirming the terror group boko haram kidnapped hundreds including many children. this tweet posted by a reuter reporter estimated 400 to 500 women and children taken. no official confirmation on how many were taken actually but we continue to follow that. this is all happening in the northeastern part of nigeria. the same group which kidnapped nearly 300 schoolgirls last april. deciding the fate of american student amanda knox. knox and her italian boyfriend convicted for the second time last year in the death of knox's british roommate in 2007. knox is state side but the boyfriend mobbed as he entered court. you can see here. the italian court will decide whether to confirm the conviction or order a third trial. if the convictions are confirmed, knox could serve more

this is no run of the mill vote. we're about to see some very tricky legislative moves going on. nbc news political writer carrie dann joins us now. >> reporter: very wonky, stick we me. the way the budgets normally work a series of budgets come to the floor have to get a certain amount of votes. one gets above the threshold needed. that passes. other ones fail. the way that house republicans are doing this though, very concerned about a split in the republican party. there are some republicans who say defense spending is really important. pentagon needs more money. need more military budget. let's boost that. there are other republicans who say, no, no. we're concerned about the deficit and the need to spend low. house leaders are worried they wouldn't be able to pass a budget with the split. they're using the queen of the hill rule. or kayin akaren point of the budget. put a total of six budgets on the house floor. whichever one gets the most votes passes.

so that's what they're going to do today. >> a little confusing. they're going to put six different budgets. is there one they really want? >> there is one they really want that includes the extra money for the military and democratic votes. one democratic budget ones brought by the congress' black caucus one brought by progressives and very conservatives. hoping the one with the extra boost of money for the military is the one with the most votes and the passes. >> interesting. what does it say about the stability of the leadership in the house? >> something john boehner dealt with a long time. he's got a split conference. got some who are very conservative don't like john boehner much and some old stalwarts allies a long time and john boehner is thinking what can i get to the president's desk? of course the president will veto any budget that would, for example, repeal the health care law. what republicans are hoping. still, that's what's on john boehner's mind today. >> thank you. we'll see you again.

we have breaking news for you. police arrested two people in connection with that shooting at frederick high school in maryland. frederick police wrapped up a news conference about an hour ago. molette green is outside the school. >> reporter: police made it clear the arrests are not the end of this investigation. after an extensive investigation into the shooting at frederick high school last month, police have arrested these two men. >> we are pleased to announce the arrest of brandon earl tyler, age 21 and chandler tristen davenport, age 19 both of frederick, maryland. >> reporter: police believe tyler pulled the trigger wounded two teens outside the high school gymnasium after a basketball game saying his accomplice drew the victims outside. >> the daunting taft associated

expected and 13 candidates. asking a lot of questions, i will moderate this. >> what sorts are things will people talk about to separate themselves on whan issues tonight? >> there are several -- with 13 candidates one we have to say is marion christopher berry, marion berry's son is on the ballot but we wanted to ask them what their community activity has been what they know about the ward. it's the poorest ward in the city. the district of columbia is economically rebounding almost everywhere. but ward 8 still is trailing behind. there's more unemployment there's less economic development. there's more crime in some parts of the ward. so we want to know from these candidates if they're going to replace marion berry what are they going to do for the citizens of ward 8? >> given his son is one of the candidates does that give him a leg up in the race do you think? or is he really in a with the other 12 people? >> i don't want to go through all 13 without being fair of
