lder. s it's a much more pleasant morning. we're near 50 in the metro area. 40s north and western suburb. climbing into the 50s shenandoah valley. this mild air will continue to move on in. but this morning, you'll need a light jacket. it will be on the cool side. then a short sleeve afternoon. showers and thunder looking likely tonight. coming up the hour by hour warming temperatures for the day ahead. how is the commute? right now pretty good taking a big look at the beltway. everything rolling along nicely for us. beltway at new hampshire, again inner loop and outer loop rolling well. no major problems. 66 here into and out of town, nice and green. lots of movement. 95 northbound southbound in virginia also looking good. wanted to update you. 672 at beech aggressive lanegrove lane, road now open. wonderful news for all those folks in that area.

66 again looking -- arriving i should say through falls church, arlington, you don't have any major issues. remember of course to listen to our friends on wtop 103.5 fm when you hop in your car for the latest on traffic. new details this morning in a fraternity scandal at the university of maryland. the student who sent an offensive e-mail using racial slurs and references to rape will not return to campus this semester. megan mcgrath has details on this. >> reporter: we are learning new information about a university of maryland student who sent an e-mail that has as you mentioned racial slurs and also uses references to rape. we're learning that student will not return to campus. now, the student would wroteho wrote the e-mail was a member of the kappa sigma fraternity. it was written a year ago but

only recently came to the attention of university officials. a letter sent to the vice president for student affairs says by mutual consent between the student, his family and the university he will not return to campus. the e-mail referenced rush week when students pledge fraternities and sororityies. the student tells six recipients to ban certain fraternity activities and denounces consent to sexual activity. police want your help to find this 71-year-old woman, mary bean. police gave us this picture, but the problem here is this is the only picture they had to go on and it's been about 20 years since this was last updated. bean was last seen on emerson yesterday. she was last seen a blue deny him hat, gray wool jacket and jeans. if you think you've seen her, please call d.c. police. former congressman jesse

jackson jr. expected to be released from a federal prison today. he just finished a 2 1/2 year sentence for misspending campaign money. he's headed to a halfway house. his father will accompany him. and today the man charged with murder and abduction of a university of virginia student will be in court. jesse matthew faces charges in this case. p a new trial date will be set in may. matthew also faces charges of attempted murder and sex you'll assault in fairfax county. video of a tornado touching down in the oklahoma city area. the town hardest hit is this is video just coming in. several drivers captured it. several parked under an overpass

and he kept on choking me. >> there is a lawsuit against several police officers in michigan right now for what happens in this video. you can see officers approach floyd dent's car with a gun and then it looks like he's put in a chokehold and punched more than a dozen times in the head. this happened in january. officers tased dent as well. this happened after he was pulled over for running a stop sign. police say they thought he was running away from them. flooding in central chile turns roads in to rivers. heavy thunderstorms, torrential rains all through that area you caused a river to overflow sending water and mud into town. people living on the river shores were being rescued by helicopter because the roads were blocked by woorater and mud. the concern now is potential mud slides. most of the area has no power this morning and officials say

french authorities asking interpol to send a response team to the french alps to help in the investigation of the crash of germanwings flight 9525.

interpol plans to send four experts to the scene, this comes as a report surfaces that one of the pilots was apparently locked out of the cockpit when the plane went down. that information attributed to the cockpit voice the dayta from the black box recovered from the wreckage. the airbus crashed in the french alps earlier this week all 150 people on board died. again, the investigation continues to find out exactly what caused that crash. 5:16 right now. secretary of say the johnfof state john kerry has landed in switzerland for critical meetings on iran. there are just days left before the deadline for a preliminary deal over iran's nuclear program. we're working to get you details as they a rise from the meetings. deadline for a basic framework is the end of this month. sgloot the university of oklahoma will release a report on a video showing students chanting racist slurs. the university says the report

will be released on friday. and that it will not suspend anymore students. one of the frat brothers levi pettit who led the chant on that video held a news conference yesterday to apologize. he met with civil rights activists, pastors and elected if i recalls in s in officials. he said he was geeply sorry for his role and, quote upset and embarrassed that he failed to stop the chant. he had not say who taught that to him, though or where he learned it. in the day ahead, a uva student at the center of a bloody arrest is expected to plead not guilt i in a charlottesville courtroom. martese johnson faces two misdemeanor, obstruction of justice and public intoxication and swearing. cell phone video show johnson with a bloody face as a.b.c. officers pinned him to the ground outside a bar in charlottesville. johnson needed ten stitches as a result. because of this incident

virginia governor mcauliffe is ordering all a.b.c. officers to be retrained immediately. he signed an executive order requiring agents to be retrained in the use of force, cultural diversity, policing an interacting with teens. mcauliffe ordered police to investigate johnson's arrest. tonight there will be a vigil for a missing kinder garner. search teams are looking for 5-year-old noah thomas. his mom reported him missing early sunday morning. he was last seen at their home in the roanoke area. police do not suspect foul play. take a good look at him there. if you see him, please let police know. want to show you will video here of an attempted robbery in northwest d.c.. attempted. police say the two men here didn't get away with anything. you can see them trying to use a screwdriver and a crow bar to possibly open this atm in a gas station on missouri avenue. we're old after some kirking ingkicking and pounding failed, they decided

borrowing history up front. or they could protect against defaults with affordable repayment options and limits on how much you can borrow in a year. a live look at the capitol this morning. later today, the house will vote on whether on-to-keep federal estate tax. the house is divided. some say alit would only help the very wealthy. individual estates of more than $5 million are exempt and for married couple the exemption is over $100 million. however, repealing the tax would add billions to the federal budget deficit. in just a few hour ben affleck and bill gates will testify at a hearing on diplomacy, development and national security. this is part of senate action on the budget. the senate's budget plan increases defense spending. a vote could happen this week. snow days don't hurt student progress. at least that's what the numbers seem to show.

south and east of cambridge. right now metro area just clouds coming in we are in the 40s in production prince george's county fairfax. south and west milder air coming in. shenandoah valley funneling up the valley in luray, right now 57 degrees. that's the warm spot. near 50 in the mountains, as well. here is timing on more showers later today. east of the i-95 corridor, this is as of 10:00 this morning, could get another round of showers coming through, maybe some thunder and lightning, but no severe weather. and then other lighter showers moving through into the afternoon, but most of the metro area should stay dry through the daylight hours. then it's in the evening hours, that's when we'll see some thunder coming in, maybe some flashes of lightning and some downpours briefly coming through by 8:00 p.m. coming right into the metro area. and then it tracks to our south and east after that. and stays kind of wet overnight.

and eastbound montgomery village avenue there at the355, still road work in the right lane. it's 5:24. a new study is out and it looks at the factors that go into your car insurance rate. the study from insurance quotes.com finds that you can save money if you're married. researchers found a married 20-year-old on average pays 21% less than a single 20-year-old for the same policy. hawaii the only state where insurance companies are not allowed to factor in marital status. the study also found a 20-year-old man pays more than a 20-year-old woman. as for ages on average car insurance drops every year until you you turn 60 years old. how about that. and you can soon do more business on your facebook messenger app. the ceo mark zuckerberg announced that you can install apps and buy stuff, you can also have real time conversations with businesses. your receipt, shipping are information will all appear on your messenger app.

you can already use that app to send pictures video and audio clips. we're learning this morning that powdered alcohol will not be sold in maryland. alcohol wholesalers and distributors have agreed to a voluntary ban. the powdered form of alcohol can be dissolved in a bench, but there are fears that it could be snorted or abused by minors. virginia has also banned that powder. in "news 4 your health," a new ad campaign hoping to motivate your friends and family maybe to quit smoking. some of these images are tough to watch. the new ads from the cdc will feature graphic images like some of these and stories from former smokers. it hopes that these real life stories will be a scare tactic. >> it was vefdevastating when i foupznd out could i lose my central vision.

emergency, it could force a major change down the line. zachary kiesch live to explain everything that could happen. >> reporter: good morning. you know, when you've missed ten days of school i guess it's never too early to consider what will happen if you miss another one. fairfax county public school board will be here at jackson middle school today to discuss that scenario and how it kind pact the calendar going into next year. if they miss one more day of school whether it's because of weather or an emergency, it could move the start date a little earlier. again, this is something that is not necessarily on the table right now but if they his another day, it could be. in which case fairfax county could start the school year before labor day. it would allow them to begin on monday august 31 and end on thursday june 16. thousand right now fairfax county doesn't qualify for the waiver they

would have to miss 11 full school days do this. right now they're at the 10. and supposed to be a beautiful day today. probably would be the day that they miss another day but something they're considering. again, the school board would have to approve the new calendar. there is a new campaign to stop people who ride bus and train without paying. metro police is cracking down on fare evaders.agency is adding more metro police officers at popular rail stations and bus routes. they will issue warnings. then you could be fined up to $100 if you don't pay for your ticket. metro police issued about 3500 tickets for fare evasion last year alone. today we'll learn how prince george's county public schools plans to help your kids succeed over the next five years. the district is unveiling its strategic plan. a meeting at 7:00 tonight. we're told it will include actions to achieve a 90% or better graduation rate along with ways to improve a.c.t. and

s.a.t. scores. school leaders want to ensure all students are 100% ready for college by the time they graduate. saudi arabia has launched air strikes in yemen. saudi arabia saying this is to protect the people of yemen from the houthi rebels a dangerous made lish a group occupying territory, seizing weche inging weapons from the government. iran calling this an invasion saying the air strikes is a dangerous step. but they are getting support from other nations throughout the region. coming up on 5:36 now. and today, we will learn more about how the obama administration plans to confront isis. the foreign affairs committee will head to the hilda to discuss a strategy to target the islamic group.

iraq's president says a u.s. led coalition started air strikes yesterday targeting isis in the tikrit area. iraqi military recently asked for u.s. air support after three week of failed military activity. part of the offensive is being commanded by an iranian general who has publicly rejected any u.s. role in the fight. bowe bergdahl is facing desertion charges today that could put him in prison for years. the u.s. army charged the former sergeant with desertion and misbehavior before the enemy, which means he put his fellow soldiers in danger. you might remember bergdahl was captive of the taliban for five years after he left his post if afghanistan. the u.s. traded five taliban commanders for his treatment last year. >> he's not a hero he's a traitor. he's a deserter. he left his post in war. p. >> that was the mother of another soldier who she says was killed while searching for bergdahl. nbc learned bergdahl could avoid

program, you know it can make getting through secure a lot easier when you're there. that ram just hit a milestone. more than a million people are using it. but a major security break has some member of questioning whether that program is worth it. tracie potts joining us live from capitol hill where they're saying your security could be at risk. >> reporter: good morning. we learned from an inspector general's report that a felon, a convicted felon, convicted of murder and explosive charges apparently slipped through and got into the fast lane at the airport. this is someone who was a former member of a domestic terror group. according to that report the government only found out about it because of the whistleblower apparently someone a tsa worker at the airport recognized this this felon and told supervisors but because told to go ahead and let him through. pre-check is typically people who apply for it. you pay $85, they check out your background and then for five year you get to go through the lanes. but now lawmakers want to know

how did this happen. the tsa say of the million people in the program, it is one error. the ig's report does have some classified recommends on how they can prevent that from happening in the future. three women and one map are waking up this jail in northern virginia accused of running a drug ring. here are the mug shots of the four arrested by spotsylvania sheriff. they say they found 26 ounces of cocaine, $16,000 in cash, and several weapons. all four are from the new york area. >> the wife of the lawyer found stabbed to death at the done vowovan hotel is asking for your help. >> in one day, i lost the most important person in my life and the mapn i loved so much. and i have no answers. >> kim vaughn's husband david mess ererschmitt was killed two

months ago. a person of interest is a woman who was in the hotel on the same night he died. you can see the woman in this surveillance video. mess his wife says if you know anything, please call d.c. police. fwloo a push to raise x taketaxes hey have hit a snag. a 15% property tax hike has been proposed. it comes to about $600 more per year for someone with a $400,000 home. but maryland senator anthony mousse has introduced a state bill that would significantly reduce the tax hike. the prince george's county council has the final say on this. they will vote on the matter in june. a well-known inn and restaurant has racked up thousands in taxes. the cozy restaurant in thurmont closed in june owing more than $150,000 in taxes. despite the closure, the business now owes almost $300,000.

almost #$200,000 of that is the debt and property tax. the owner says he plans to make good on the outstanding property taxes but the cozy inn will now close its doors. the 78-year-old owner cites his age as being the reason for the closing. and we're learning this morning that five girls have overdosed at a frederick county maryland high school. the sheriff says the girls took prescription drugs at oakdale high. four students were taken to the hospital, one was released to a participants. investigators say a 15-year-old student supplied the drugs. want to show you video causing a lot of buzz on social media. eleanor holmes norton having a rough time parking on capitol hill. it shows the congresswoman sort of awkwardly parking outside the cannon house office building. you can hear people who captured the video saying she hit one of the cars. we did reach out to her office. they tell us the owner of the closest car reported no damage. >> places to go people to see. a group of heros will be

another batch of showers and thundershowers here in north carolina. that will be passing, as well. south and east of the metro area. that will be later this morning maybe around noontime it will move in south and east of us. so we'll have most of the shower activity to the east of the i-95 corridor. then by noontime, some other showers moving through, but maybe a little closer to washington. generally dry in the metro area. this this evening we'll likely see rain and thunder in the panhandle of west have a vargs win chess tergs just west of luray. then after that, it's between 6:00 to 7:00 that that shower and thunderstorm activity will be moving closer. p but i don't anticipate any severe weather with these, just brief downpours, maybe a believe gust of wind, but no damaging winds. just thunder and lightning and showers coming on through. and then between 8:00 10:00, still showers moving through and around this time tomorrow

morning. wide look at things, no major problems right now. lots of movement. 95 at dale boulevard, northbound/southbound looking good. beltway at indian head highway rolling along nicely. did have construction earlier in that area. now that has moved out of the way. 95 in maryland bw parkway in and out of town everything is actually rolling along quite nicely there. and then 270 at montrose road, all of those folks are headed southbound and not having any issues at this point this morning. so pretty good news there. first 4 traffic is always working for you. in you you live in arlington you might have noticed some of the newest sidewalks already showing serious wear and tear. bits of debris breaking off the tops and ending up scattered in some spots. now, according to arl now.com, they're investigating why certain sidewalks are crumbling, looking in to whether it's a

saturday morning. you can look forward to that. plans for a new ballpark in loudoun county on hold for now because of a lawsuit. the loudoun times reports a trial is set for october to decide a lease for the stadium. it's a 5500 feet stadium, part of the one loudoun county development in ashburn. it would be built at the intercession of route 7 and loudoun county parkway p. you may soon be eating food cooked by world class chefs. developers at the wharf in southwest washington are in talks with top chef alum ss being encouraged to open new restaurants. the restaurants are just part of the project's $1 billion first phase which is expected to open in 2017. we're tracking new developments on a tornado this oklahoma. at least one person injured after tornados ripped through a neighborhood there. we're
