firefighter is facing serious gun charges tonight after an arrest at his home. from d.c. fire headquarters he's just the latest firefighter to be caught on the wrong side of the law. shomari? >> reporter: that's right. this is another embarrassing arrest for the d.c. fire department. this is the first firefighter arrested in less than a month. tonight, news 4 has learned police arrested andre watson yesterday. an officers served a search warrant inside watson's southeast d.c. apartment. according to the incident report the officer found an unregistered glock handgun, glock magazines, optic laser sites, and unregistered ammunition. the third d.c. firefighter arrested in three weeks. in the first incident veteran firefighter chuck ryan was arrested in maryland after a fight broke out at a bar. according to charging documents, he assaulted a police officer and another person at the party. he is charged with two counts of

assault, disorderly conduct, and failure to obey a police officer. in the second case rookie firefighter richard kirkpatrick was arrested after police say they saw him run a stop sign and almost hit two pedestrians while a passenger of the car was trying to jump out of the car. after he was in handcuffs, police say he headbutted an officer. he's charged with reckless driving and assaulting a police officer. and tonight all three firefighters are on administrative leave. live in northwest d.c. i'm shomari stone. back to you. >> thank you. fire is still burning up in manhattan after a powerful explosion there. nearly 20 people were injured when some buildings collapsed. chris lawrence is at our live desk with more. >> yeah jim, we have just learned that a third building has collapsed in the east village. while firefighters have confined this blaze to about four buildings, they're preparing for a very long night ahead. take a look. this is new video from the fire department that shows one of the

buildings on fire. as the camera pans over you can see a building collapse sending dust and smoke flying. sources tell our sister station in new york that construction workers hit a gas line inside a sushi restaurant on the ground floor. that caused a massive explosion that ignited the fire and quickly spread to other buildings nearby. 19 people were injured, and at least 4 of them had serious burns. the fire was so intense at one point, even firefighters had to evacuate those buildings and pull back to more of a defensive stance. two buildings collapsed earlier this afternoon. the third fell apart tonight. firefighters don't think anyone is trapped under all that rubble. but a lot of people don't have anywhere to live tonight, and red cross is said to set up a temporary shelter at one of the schools in the neighborhood. we're starting to learn more about that deadly plane crash in france this week. the captain of the flight was pounding on the cockpit door as passengers screamed in horror realizing that their flight was doomed. investigators say the co-pilot

was responsible for bringing down germanwings flight 9525. and as nbc's katy tur reports, the question now is, why? >> reporter: andreas lubitz was 27 a german who spoke fluent english, grew up in a picturesque town and friends say had dreams of flying. he began training with lufthansa in 2008 including time at this facility in phoenix. he was certified as a co-pilot in september 2013 but accumulated only 630 flight hours until officials say he deliberately crashed flight 9525 into the side of a mountain killing everyone on board. no one saw it coming. he had no criminal record, no known terrorist connections. >> he passed all tests because nobody gets into the cockpit without passing the tests. >> reporter: lufthansa says lubitz took a break from flight school in 2009. it hasn't said why. but the ceo of their subsidiary germanwings, told nbc news he was readmitted a few months

later after passing technical, medical, and psychological tests. today investigators searched his parents' home removing items, including what appeared to be a computer and escorting out an unidentified person. boxes of potential evidence were taken from lubitz's dusseldorf apartment. those who knew him were stunned. >> translator: knowing andreas, he said this is inconceivable to me. >> reporter: lufthansa stood by its training. >> i wish you understood my german. i said twice and repeated in english without any doubt, my firm confidence in the selection of our pilots in the training of our pilots and the qualification of our pilots and the work of our pilots has not been touched by this single tragedy. >> half a world away a faith community in manassas virginia is still coming to grips with

the loss of a mother and daughter in that plane crash. the parishioners of sacred heart catholic church are trying to remember the good times they had with yvonne and emily selke. tonight the parish priest says the fact that this was a deliberate act doesn't change anything for the mourners. >> why he did it that doesn't change that him and everybody else died. what do we do with that? how do we wrap ourselves around that? that's what's important. the survivors, that's what's important. >> the family's pastor says he's preparing for a difficult tonight after a missing 5-year-old child in virginia was found dead. his name is noah thomas. he was last seen on sunday morning at his family's home in dublin. that's in southwest virginia. police have conducted a massive search for the child, but this afternoon they found his body on the family property. the sheriff leading the investigation made only a brief statement today.

>> he was found at a location near his home. his body was discovered in a septic tank during a more detailed and aggressive search. the recovery of the body is now part of our investigation and ongoing. >> the sheriff said the child's parents have been cooperating in the investigation. so far, no arrests have been made. senator marco rubio is the first republican to announce his intention to run for president. today he is also working to take control of the district's gun control laws. senator rubio introduced a bill today that would put the district's gun laws only under federal jurisdiction. the senator claims district leaders have infringed on second amendment rights. virginia governor terry mcauliffe signed the state's s afternoon. he signed it with no amendments or vetoes. it's the first time that's happened in virginia since 1998. over in maryland the state senate voted unanimously today

in favor of a $40 billion budget. it restores funding for education that was cut back in the governor's poez. it also gives state workers a 2% cost of living raise. the house and senate will have to work out differences before the bucket goes back to the governor. an employee of a taco bell is facing theft charges tonight in st. mary's county maryland. police say 23-year-old tanisha washington was the assistant manager at the restaurant in california maryland. police say she didn't deposit more than $3800 in money from the business at the bank for several days. she was arrested on theft charges last week. three men standing in a d.c. parking lot blasting away. this surveillance video shows them with their guns drawn firing on an unknown target. metropolitan police are asking for help identifying the men at

this scene on wednesday about 12:30 in the afternoon. they parked on hay street northeast and drove away about 30 seconds later. nobody was hit during the shooting. a family in prince george's county is still shaken after police banged on their door and met them with guns drawn. the sawyer family claims their son was forced out of their home with his hands up. the officers were responding to a complaint that somebody probably a child, was walking around the neighborhood with a gun. >> they had guns pointed at me and my son. so i was fearing for his life. >> pointing at my face. they told me to put my hands up like shut up put your hands up. >> both prince george's county and glen arden police responded to the complaint. the chief of the glen arden force says the officers act the appropriately. they did have their guns drawn, but they never pointed them at anyone. the chief also reports that officers realized quickly that the sawyers were not involved in

you can light up in d.c. but you can't buy marijuana in the city. so hundreds of people lined up tonight for what organizers called a seed sharing. as jackie benson shows us people who braved the long waits said it's not just about getting high. >> you can stay in line but i don't want to promise seeds. >> reporter: by nightfall, the line stretched down 18th street and around the corner. but not for a concert or a sale on electronics. hundreds of people waited in line for hours for seeds. marijuana seeds. while they waited some dreamed of what the future of legal pot in the nation's capital might look like. >> i would love to make cannabis medicine accessible to the

people who really need it. i think that it's also a great way to enrich our community and support humanitarian work. >> i want to hear a chant. >> reporter: marijuana legalization advocate adam who helped bring the measure before d.c. voters played deejay to those waiting inside to get inside the bar hosting the seed sharing. >> first time there's a legal seed exchange in d.c. come on. that's a historical moment. look at the street. >> reporter: inside there was a crush of people who had been required to rsvp to the event. at the end of the long wait there were the small plastic bags of seeds that it is now 100% legal to possess here. and this isn't the end of it. another long line expected for another seed exchange that will take place saturday. in northwest washington jackie benson news 4. breaking news now. nbc news has just confirmed that the secret service is tightening its rules on drinking. the new policy will prohibit staff from driving government

cars within ten hours of drinking alcohol. that change was first reported by "the washington post." the new policy was put in place on monday. it follows an incident earlier this month when two agents drove through a bomb threat scene after a party at a nearby bar. a man's day went from bad to worse when he drunkenly destroyed an atm machine. surveillance video caught the man known as lee smashing the machine with a crowbar after it took his card. apparently he had accidently put his credit card in the atm and then entered the wrong password. lee told police he was having a very bad luck day. when he sobered up, he surrendered to authorities and paid the bank nearly $3,000 in damages. new at 11:00, a night over social media led to passengers on a bus being hit with pepper spray in ohio. this happened back in mid-march in columbus. the video just released.

police say a fight began after a man started posting pictures of women on facebook. the man who used the pepper spray was charged with assault. clean up is under way in oklahoma tonight after last night's tornado outbreak. people spent the day sifting through the rubble trying to salvage anything they could find. one man was killed when a twister hit a mobile home park near tulsa. 60 other mobile homes were damaged. >> a lot of destruction there. we're in for some big changes, huh? >> yeah. >> sounds like a broken record huh? >> it really does. we just keep talking about more cold air coming in even when we have 77. just when you go yes, we finally -- oh never mind. forget it. >> it was nice for that brief time that it lasted. >> and we were inside. take a look outside right now. we'll show you what's happening. we have the rain moving in across the region. that rainmaking its way toward the chesapeake. also down toward thefredericksburg. it's formed a little bit of a line.

that brought showers around fairfax. that band is now up towards baltimore. you can just follow it right on towards waldorf. more shower activity off to west. we'll do a bit of a zoom along 301. waldorf, fredericksburg and quantico. back to the west this is the next band of showers around winchester front royal, martinsburg. we're not done. really we're not even close to being done just yet. here's the last band that's going to make its way through during the overnight hours into early tomorrow morning. i think you'll have problems with the morning rush as far as rain is concerned. but look at the temperatures. 56 in washington. 38 right now in pittsburgh. 40 in state college. that's the cold air that will continue to move on in across our region. as i mentioned, we're not done with the rain just yet. 4:00 a.m. tomorrow morning, there it is all across our region. as you make your way towards 5:00 6:00 7:00 even 8:00 we have another chance of rain.

it will affect your morning commute just a little bit. again, this is rain, not snow. we're not near freezing. it's just going to be wet roadway, but give yourself some extra time. watch what happens by 1:00. it's just about all out of here. towards southern maryland you may still see it. again, keep that umbrella handy. high temperatures tomorrow much colder. 51 degrees in d.c. we had 77. that's 26-degree temperature difference tomorrow. 53 in fredericksburg. i wish i could tell you it's going to get warmer but no. look at this. dry after 1:00. if you're thinking about doing any exercising probably want to be in the afternoon. that's when i think we have the best weather. the rain will stop temperatures will get a little warmer. we go down even farther on saturday to a high of only 42. but windchills on saturday will be around 32. could see a chance for some snow flurries as we move on through the day. but that's it. as far as the cold is concerned, 47 on sunday. we will see some sunshine.
