tigators try to figure out what went wrong. we're watching a line of showers as they push throughout area. amelia see balance isgal is helping you prepare. good morning. some of us dealing with rain this morning. you can see the line mainly from baltimore down into howard county tippingcontinuing into washington and frederickburg. this is moving off toward the east. it is impacting parts of the sdwrikts. bethesda light rain steadier rain around bowie. annapolis, krin topclinton, waldorf, along i-95, you will be dealing with those showers. even reports of some snow mixing in but that's not going to stick. look at the temperature 44 degrees. by 9:0 sun starts to break out around 11:00 a.m., with a temperature of 51. at the bus stop this morning, showers for some but by recess just about everybody is dry. maybe just damp. dismissal is warmer breezy relatively speaking spectacular. i'll have more on that in ten

minutes. melissa has breaking news. breaking news 66 west at the beltway, take a look chopper 4 just got over the scene. we have the two right lanes blocked just outside of the beltway. so you can see it is jammed as folks are trying to get on 266 westbound there. and as chopper 4 pulls out you can see the volume already building here. beltway at branch avenue everything rolling along nicely there. but again, you can see a little bit of a sheen on the roadway as amelia has been telling us about some precipitation here for us this morning. silver and orange line delays in both directions. those are still hanging around for us. wide look at things overall no major problems when you're taking a look at the beltway at least. again, 66 we do have that problem right here, we can see a little bit of yellow westbound there at the beltway from that crash. 66 eastbound through manassas, a tad slow. and 95 northbound through dale city a little slow, as well. i'll be back with travel times.

a developing story in northern virginia where a teenager crashed a plane and died. this happened near the airport in orange county. grief counselors will be at ryan mccall's high school in fredericksburg today. zachary kiesch is live outside river bend high school with more. >> reporter: that's right, eun. students returning here today will come with heavy hearts like most schools around the country students leave on fridays, they go out on the weekend and pursue hobbies of their own. for sophomore ryan mccall, his fashion was flying. we're getting more information today about the plane that crashed here. ryan was pronounced dead at the scene. we know now a little bit more. it was a 1974 piper single engine fixed wing plane. this crashed sunday morning east of the orange airport. ryan ryan mccall was the only one on board and pronounced dead at the scene. the school put out a statement yesterday that reads in part the

river bend leadership team is working closely with the counseling staff to address the concerns of the entire community as we cope with the loss. our thoughts are whereith the mccall family. again, counselors will be here at the school today as students deal with the loss of one of their own. reporting live here in spotsylvania zachary kiesch. back to you. and because mccall was 16 and flying alone, we did some digging to find out the rules. we talked to a licensed pilot who says flying alone at that age is okay. according to the pilot, there is no faa requirement on how many hours of instruction you need before flying on your own. in fact you can spend as little as ten hours in the air. you do have to be 16 years old with a valid medical certificate from the faa and a flight instructor has to endorse or sign off on a flight. we'll be updating the story all morning and you can follow

zachary kiesch on twitter for the latest on the story all morning. 6:04. new this morning, us airways passengers finally made to their destination after an emergency landing. that lean forced a return to bwi har shal after a bird hit the windshield. it was on its way to phoenix when it had to turn around. pilots returned to the airport and landed safely. today we could hear directly from the man convicted of knowingly spreading hiv. dannial daniel cleaves pleaded guilty to reckless endangerment. we're working to learn how a woman managed to get on to the runway at the frederick municipal airport. they arrested lori katz after she was caught walking down the runway. katz was arrested for trespassing. no word on why she was on the runway. a woman died in a car crash

in fair tagsfax county. three cars were involved here. you can see one ended up in the woods. it happened in burke on lee chapel road near the fairfax county parkway. three other people were hurt. the road should be reopened at this hour. investigators are focusing on the co-pilot's mental state would crashed that plane in the french al p ps killing everyone on board. french prosecutor saez they have not questioned the family of 267-year-old andreas lubitz out of respect for their pain at this point. crews are back out searching for the second black box from that plane. they're also looking for more bodies in the debris. following the crash, australia passed a new law requiring two crew members to be in the cockpit on all domestic and international flights. p. today mayor bowser is expected to announce plans to create new affordable housing and more jobs in the district. it's part of a department planning and economic development event designed to

coming up on 15 after the hour. the teams investigating a gas explosion in new york city say they can now focus on finding out how it happened. it levels three buildings downtown last thursday and just yesterday, rescuers found two bodies in the rubble. new york city mayor de blasio says someone may have illegally tapped a gas line triggering that blast. and right now a california firefighter in critical condition after he fell through the roof of a burning garage. you can see some of the video here. this is graphic video to watch. this is cell phone video taken yesterday afternoon, it shows the moments that 25-year-old firefighter fem through the roof of this barn. look at that. fellow firefighters scrambled to pull him out. investigators say he was in that burning garage for close to three minutes as the other firefighters hackeded at the door trying to get into him. he has burns over 40% of his body. right now negotiators have

less than 48 hours to declare a framework for a nuclear deal with iran. in the last few hours, the state department is trying to down play reports that iran will no longer agree to shift atomic fuel out of the country. they say iran has said this in the past. john kerry and his iranian counter part have been meeting since thursday. thewilliam howell says virginians need to reaffirm its commitment to israel, but state bar canceled its trip because not all of its members would be allowed into the country. former members are speaking out against a northern virginia church following abuse allegations. dozens protested outside calvary temple in sterling. a former church member tells news 4 his experience with the church. >> if you leave -- we can't make you you stay but if you leave, you forfeit authority over your wife and son. which i told them that's absurd.

>> earlier, another former church member told news 4 the pastor anbused her. loudoun county sheriff's office is investigating. no charges have been filed as of yet. church leaders have not commented. prosecutors are expected to rest their case today in the boston bombing trial. dzhokhar tsarnaev's attorneys will then begin his defense, their strategy is to design to spare him the death penalty. attorneys will argue that tamerlan was the mastermind behind the bombing and that dzhokhar tsarnaev was just following his lead. tamerlan was killed in a shoot-out with police. p. a new report says that nasa considered ending its program to collect your private phone calls months before edward snowden revealed what was happening. according to the associated press, several nsa leaders said the program was too costly and was not an efficient way to fight terrorism. the a.p. says several leaders

department now accepting applications for its next citizens academy. the police department says the next academy starts august 18th and the training will cover topics including firearms safety traffic laws and drug identification. to join, you have to be at the least 18 and live or work in montgomery county. applications are accept order a first come first serve basis with a class limit of 40. four teens are facing felony charges for alledgedly attacking a spotsylvania county deputy. they were trying to break into a basketball tournament on saturday when the dep p pewity confronted them, the group attacked him. a little later this morning, a student in prince george's county gets a pretty huge award for her violin skills. the sixth grader at woodbridge will receive the national association for music education student promise award. she is one of only four students in the country to win in a award. she will also receive a new violin.

of i-95. 40 in ckville, 46 in warrenton. here is the latest on storm team 4 radar. you can see the activity outside of the beltway for the most part. but it is favoring southern maryland northern neck fredericksburg and continuing to impact areas like baltimore. you can see waldorf starting to dry out. calvert beach looking at brainrain for another hour or two. hid day hour, clouds will start to break up. so 7:00 a.m. rain still outside of the district. east of i-95. by 9:00 a.m. just about everybody is dry. starting to see peeks of sunshine back along the i-81 corridor. by 11:00 a.m. a mix of clouds and sunshine and getting in to the afternoon hours, the winds pick up but the clouds diminish and our temperatures warm to around 60 degrees. a nice spring afternoon and evening. here is the high temperature in your neighborhood. 62 in washington. 60 in laplata.

so is the beltway at st. barnabas. 95 in maryland and bw parkway in and out of town looking good, as well. a new warning to parents to not use your kitchen spoons to measure doses for medicine for your kids. the american academy of pediatrics says parents should measure in metric units. they say the household spoons just vary too much in size to be accurate. more than 70,000 children go to the emergency room every year due to unintentional overdoses in medicine. so you have to be careful. a lot of those medical sins come with the plastic cups and droppers. indiana's governor blaming social media for the criticism against a new law he says is meant to protect people's religious freedom. >> the new law allows which is owner to refuse service based on religious beliefs. governor pepsnce says it's not about discrimination.

gabe guttierez live with what the governor is willing to do about the fallout. >> reporter: good more than. yeah, the good morning. the controversy is growing, but governor mike pence is on the defensive. he says he's standing by the law when you would support any effort by lawmakers to clarify the law's intent. we're expecting to hear more there both republican and democratic state lawmakers a little later on this morning. this law has been very controversial. supporters say it protects religious freedom, but opponents argue it legalizes discrimination by allowing businesses to deny service to same-sex couples based on their religious beliefs. now, this has created quite a firestorm on social media. celebrities from charles backly to barkley to miley cyrus has slammed the bill. ahead of the final four this weekend, head of the ncaa says that he expressed concerns about this law and apple ceo tim cook has come out against it.

investigators removed a key piece of evidence. know molette green is there live with more. >> reporter: theater. good morning. we saw the crushed partially crushed all-terrain vehicle being towed away just about 20 minutes ago. let's take a look at that video. there is damage to the front of it park police telling me just a short while ago speed definitely a factor in this collision. but they are still investigating exactly what happened just before 3:00 a.m. here at the wb&a trail. a neighbor just off racetrack road here heard the actual crash and called 911. when police got here they saw the overturned atv and a man and woman, the man was pronounced dead on the scene, the woman suffering severe head injuries transported to baltimore shock trauma she is fighting for her life. investigators are trying to identify these victims. they did not have any

identification on them at the time and so it is very difficult for them to of course notify next of kin. as you can see from the sign behind me atvs motorized vehicles are prohibited on the trail at any time. that is the latest here from bowie. molette green. back to you. i'm angie goff with this just in. jetblue airlines is experiencing a system wide ticketing outage right now. this originated in boston's logan international but we're hearing it's affecting airports nationwide. we made some calls and find out that it's not impacting dulles international or bwi. we're waiting to hear back from reagan national. the issue is that people can't check in online so passengers have to do it manually. jetblue sending out a series of tweets saying they're working on the problem trying to get the system up and running again. still no word on the cause of

the outage. it is now 6:34. new this morning, montgomery county firefighters say a fire caused $600,000 worth of damage. take a look this happened at a home on bryn mawr avenue in glenn echo. it broke out around midnight and 85 firefighters had to respond to the call. firefighters say the cause was a catastrophic electrical event. today firefighters will be out in northeast washington where a man died in a fire. take a look. you can see the smoke coming out of the building. this is video from eastern avenue northeast. firefighters say the man who died had hoarding conditions in his home which may have made it harder to pull him to safety. at least one other person was seriously hurt. d.c. fire and ems tells us that they will be checking smoek smoke alarms in that community today. new this morning, d.c. police searching for the person who shot and killed someone in northeast. this happen ped near the intersection of 13th and van buren. in the day ahead, family and

friends will gather to remember the victims of the south capitol street mass shooting. it's been five years since that deadly shooting. the community will gather at 6:30 tonight at the faith presbyterian church on south capitol street in southwest. there will be a prayer service and vigil. back in 2010 three people were killed and six others were hurt. police say it was part of a series of revenge attacks that all started over stolen jewelry. five men were convicted in that case. later today, the president and vice president will attend the dedication of the edward m. kennedy institute for the united states senate theis boston. the goal is to promote an interest in government, encourage people to take part in politics and inspire a new generation of leaders. it's now 6:36. martin owe mal'malley may be considering a run for the presidency. on abc "this week," he said the presidency is not a crown to be passed between two families referencing the bushes and

you may notice gas prices are going up. aaa expects gas prices to go up after leveling off in the last week or so. right now the average price in the district is $2.54 if for regular. in maryland, about $2.38.

in virginia $2.22. and in west virginia, the average price is $2.44. how there is an oil shortage problem. the u.s. is running out of space to store oil and that could lead to lower gas prices for you. about a mile away from the orange county airport. today is expected to be anything but a typical monday morning here at students are dealing with heavy hearts. mccall was proceed announced ted when the small plane he was in crashed at about 9:45 yesterday morning. that plane a 1974 piper single engine fixed wing plane, multiple reports indicate mccall had been flying for about a year and that birds may have possibly played a role in this. yesterday the school released a statement in part that statement reads the river bend leadership team is working closely with the counseling staff to address the concerns of our entire educational community as we cope with this loss. it goes on to read our thoughts are with the mccall family during this very difficult time. again, schools just getting started here. we're starting to see buses roll in here and faculty roll in. they will have down are slors on staff as they try to offer whatever support they can. reporting live zachary kiesch.
