north carolina. the u.s. coast guard just released this video of a helicopter picking up the man. his name is lewis jordan. from the freighter. he was found sitting on the capsized hull of his sailboat. said he ate fish to survive. jordan left a marina where he lives in south carolina back in january. a week later his family reported him missing. tonight jordan was able to speak by phone to his father. >> hey, dad. >> hey, lewis. man, nice to hear your voice. how are you feeling? >> i'm doing great now. i couldn't sail back with my boat. i'm so sorry. such a big loss. >> hey, louis, you're fine son. so glad that you're alive. >> it is unc jordan's boat capsized. neighbors say he had no experience sailing in the open ocean. police want to track the online activity of a woman they say killed an attorney at a high scale hotel, and they're asking

for your help. news4's shomari stone is at the donovan hotel with how the information could help their case. >> reporter: that's right. d.c. police want to know if anyone has come into contact with the e-mail address chrissanchez0906@yahoo!.com. perhaps the information can provide more information about what happened inside the donovan hotel behind me. here's why. according to court documents lawyer david messerschmitt logged on craigslist and elicited responses from men. ma jamyra gallmon showed up and stabbed him in the donovan hotel. tonight she's charged with murder. she's the person of interest shown in this surveillance video at the hotel moments before the murder on february 9th. according to court documents messerschmitt used the handle dcguy 456. he communicated back and forth with someone identified as

chrissanchez0906. the meeting was set up in his hotel room. officers arrested jamyra gallmon yesterday afternoon. d.c. police want anyone with information, if you have come in contact with that e-mail address, keep in mind you can call police anonymously regarding this issue. live in northwest d.c. shomari stone, news4. the parents of a 5-year-old child in virginia a little boy, who was found dead in a septic tank those parents will face charges. noah thomas' mother and father both will be charged now with neglect and abuse. thomas was found one week ago after a frantic five-day search in pulaski county. investigators briefed reporters on the case again today. they still don't know exactly how noah thomas died. new at 11:00 tonight, an

armed robbery in the park. surveillance shows a person with a gun walked into a store in northwest. the cashier opened the register the suspected robber reached over the put the cash in a plastic bag and ran out. if you have any information, police would like to hear from you. new tonight a massive rescue effort near one of the scenic overlooks just off the george washington parkway this evening. firefighters were called in to help some people who apparently got stuck on some rocks above the potomac. arlington rescue crews say they pulled two stranded hikers off the rocks. nobody was hurt. but the response caused big backups on the northbound side of the gw parkway. unclear how those hikers got stuck. right now, possible showers in the forecast on our friday. amelia segal says that a breezy and chilly holiday weekend is on tap. hi. >> good evening. that's exactly right. i'm tracking showers on storm

team 4 radar. most of this activity well west of the d.c. metro area. you can see in far western maryland back to west virginia all of this ahead of a cold front. this clears our area saturday morning. what does that mean for tomorrow? grab the umbrella. have it handy. you'll be dealing with rain. 6:00 a.m. showers around. otherwise cloudy skies. 7:00 a.m. some of that scattered activity with most of the rain in parts of virginia and western maryland. 8:00 a.m., even heavier rain moving through the area. the trickiest part of this is n you're most likely seeing a lull. that will be around just after 11:00 a.m. from noon until about 3:00 p.m. this system has a big impact on our temperatures. i'll let you know how cold we'll be for the weekend coming up in ten minutes. new details tonight about what president obama is calling a historic agreement over iran's nuclear program. israeli prime minister benjamin netanyahu is not impressed. he is calling the framework a

threat to his country's survival. as nbc's andrea mitchell reports there's a long way to go before a deal is finalized. >> reporter: it's an 18 months of tough negotiations ending with an all-nighter that still left several key issues unresolved but tonight the u.s. may be entering a new relationship with iran. after marathon talks that almost broke down an agreement far more specific than many had expected. the weary negotiators set off to sell it back home as president obama launched what will be a tough campaign. >> if iran cheats the world will know it. if we see something suspicious we will inspect it. iran's past efforts to weaponize this program will be addressed. >> reporter: it requires iran not to enrich uranium to weapons grade for 15 years, to reduce its number of operating nuclear centrifuges from 19,000 to just over 5,000, to increase the time it would take to make a bomb from a few months to a year and to convert its underground

plutonium reactor to peaceful research. u.n. inspectors will have full access to all of iran's nuclear facilities and iran gets relief from sanctions only if it meets its commitments. iran's foreign minister zaved ajavad zarif claimed victory. they couldn't agree on when sanctions would be lifted. he immediately objected to a fact sheet tweeting there's no reason to spin using fact sheets so early on. za reef and kerry couldn't agree on a joint statement. if you couldn't agree on standing up together and announcing together exactly what you've agreed on here what makes you think that in the next three months you're going to actually come to an agreement? >> because there's a great deal of difference for them between what happens now and where this goes and what can happen when you have a final signature. >> reporter: you think you can get a deal by june? >> i'm not promising anything nor is the president. what we've done is open up the

opportunity. >> reporter: but first they'll have to persuade congress and iran's skeptical neighbors. andrea mitchell nbc news lausanne. developing tonight, survivors of a massacre on a college campus in kenya say the terrorists there targeted christian students. they allowed the muslim students to go free. at least 147 people were killed in an attack that lasted for 13 hours. the so maly terror group called al shabaab almost immediately claimed responsibility. intelligence officials believe the four attackers were part of an elite special operations arm of that terror group. under mounting pressure lawmakers in both indiana and arkansas moved late today to change their states' religious freedom laws. the original legislation sparked a firestorm of criticism from corporate and social leaders across the country. they were concerned the law would allow businesses to deny services to customers based on

their sexual orientation. the backlash and the threats of boycotts led to both states adding anti-discrimination safeguards to their measures. one of the original law's backers remains defiant. >> you're going to jeopardize the freedom for a christian businessman or another faith to be forced into doing something against their religious beliefs. >> reporter: three other states georgia, north carolina and texas are also considering their own religious freedom proposals. west virginia and 14 other states are asking the supreme court to uphold bans on gay marriage. the group filed a brief urging the justices to allow states to decide the issue for themselves. right now same-sex couples can legally marry in 37 states as a result of court decree voter approval or legislative action. the justices are scheduled to hear arguments on april 28th. a father in arlington, virginia claims he is the victim of predatory towing by a truck driver who nearly droerch

away with his children. max daout says he parked in the cvs lot and went in to ask about medicine for his son who is sick. his 17-year-old daughter stayed in the car to watch over her little brother. then they felt a jolt. >> the car started to lift up and i was like scared. and then i looked out the back and then i saw the tow driver and then i opened the door a little bit and i said wait wait wait! >> dad wants an apology from the company. it's called advanced towing. the owner of that company tells us that the car was illegally parked and the windows were tinted which made it hard to see inside. he says the driver stopped as soon as he realized there were children in that car. living in one of the most expensive cities in the country could soon cost you even more. in her first budget as d.c.

mayor muriel bowser is proposing an increase to the sales tax and parking tax. sales tax would rise from 5.75% to 6%. that's the same as maryland and virginia charge. this is part of a plan to pay for affordable housing programs modernizing schools, the street car project and services for the homeless. some council members already say they won't support a tax hike. you can read mayor bowser's budget proposal on the nbc washington app. a new effort to fight littering in part of d.c. police officers from the fourth district are stepping up their enforcement of littering laws specifically targeting pedestrians who litter. the officers are holding a series of cleanup events throughout the month. the next one will be next tuesday on kansas avenue in northwest d.c. you can see a complete schedule of the cleanups on our website, nbcwashington.com. dramatic video showing a car

a split second decision by a police officer in tennessee.

he stopped the wrong-way driver on the interstate by crashing into the car. it happened last week. both the officer and the driver were treated at a hospital. neither was badly injured. the driver of the other car was on the road at nearly 4:00 in the morning. the tennessee highway patrol says charges against that wrong-way driver are pending. some jaw-dropping video tonight of a truck slamming into a gas station in texas. the people shown in the video are all okay but another woman was killed. the footage also shows the 19-year-old driver leaving his car, then coming back and sitting on top of it. our dallas affiliate confirms the man was driving more than a hundred miles an hour when he lost control of the car. police believe he was under the influence of a narcotic. a customer out of control trashed a bar. apparently he got into a fight with somebody at a bachelorette party. a bartender at the party

demanded that the guy leave, and so he threw a fit. he threw a chair barely missing the bartender. it was at a holiday inn. cameras there recorded him throwing other chairs and breaking glass. this happen in oregon. the guy ran away from the scene but the cops caught up with him. thousands of dollars of damage. police did not say what started this whole thing. new at 11:00, they put it all on the line to help keep us safe and to be there when we need them the most. tonight public safety officers were honored for intervening in mental health crisis situations. as news 4's jackie bensen show us from arlington, these heroes are changing minds. >> i am proud to announce that this year's cit dispatcher of the year. congratulations. >> reporter: emergency dispatcher mindy seacrest talked a suicidal woman out of harming herself and the cops who came to

help her. jonathan stanley worked to get a repeat trespasser into a mental hospital instead of yet another trip to jail. arlington county sheriff beth arthur says both were trained as part of the crisis intervention team program known by the acronym cit. >> we don't tend to understand people with mental illness like you do if you have cancer. it's easy for us to see a physical illness, hard for us to understand a mental illness. >> reporter: the sheriff said in addition to being more humane breaking the cycle of endless arrests and jail stays, it saves the taxpayers money. >> we're spending more money than it costs us to educate our children in college to keep someone locked up in jail. that's not where they need to be. >> reporter: arlington plans to continue increasing the number of law enforcement officers who are cit trained, trained to deal with the mentally ill, every year. we have a wealth of resources about mental health posted online.

just about everybody. you do want to be prepared for that. notice that most areas are dry around 11:30, but they are cloudy. tracking hit or miss showers on into the afternoon hours, then during the evening hours this is when rain becomes likely again. can't rule out downpours and even a rumble of thunder. showers are likely tomorrow night. after 8:00 a.m. on friday the threat goes away for the holiday weekend and the skies become mostly sunny. tomorrow morning the commute could be impacted by rain and tomorrow morning as well. the best chance of a lull is around midday and early afternoon hours. 68 degrees is the temperature right now in washington 64 in gaithersburg. still at 70 in culpepper. tomorrow a mild start, temperatures only in the upper 50s, near 70 degrees by 11:00 a.m. low 70s for the afternoon. but we will hit a low temperature of 75 briefly around

4:00 or 5:00 p.m. and that threat of rain at any point but the best chance is going to be during the morning hours, then the evening and overnight hours. saturday look at the impact on temperatures from that system moving through. we drop to a high of 58. not only that but it's windy. factor in the wind it will feel like temperatures are around 48 degrees say during the afternoon. sunday easter mostly sunny. a high temperature of 63 degrees. so improvements still a little bit breezy. perfect baseball weather. 67 degrees for a high. 69 on tuesday. a chance of showers wednesday and thursday but highs still in the mid to upper 60s. really nice stretch of comfortable weather. >> love to smile. >> thanks amelia. we've got sports coming up. he's decided richmond or maybe further west.
