a very good morning everybody. welcome to "news 4 today." i'm adam tuss. >> i'm molette green. happy easter. here is a look at the national mall where thousands of people are in the middle of sunrise service. >> service started a half hour ago on the steps of the lincoln memorial, organized by the members of the capital church of vienna virginia, a tradition for 37 years. >> chuck, the folks out there are a bit chilly this morning right? >> you can tell by looking at them. they've got their wooly hats on and an extra layer. temperatures only hovering around 40 degrees. a little bit of a chill this

morning. that's all right. sometimes when you're just in the moment out there it's such a pretty site that it warms your spirits if nothing else. outside there's the picture of the rising sun as viewed from our tower here looking to the south and east. meanwhile in prince george's county, looking north and west, there's the capital wheel. all the ice finally gone off the potomac. finally spring time is here. 44 at reagan national airport. 41 in front royal and winchester this morning. plan on temperatures to be generally in the 30s and 40s for the next little bit. there will be a quick warmup to here 50 by 11:00 a.m. outside sunshine, highs today near 65 degrees across all the metro area. that's really nice. no weather concerns for today. clouds come back tonight and our next rain starts moving in towards tuesday. more about that with the seven day coming up. just moments ago pope

francis delivered his easter message. here is a look from the vatican city. the pope praying for the middle east peace process to be resumed and for the iran nuclear framework to be successful. he called for peace in syria, iraq, libya, yemen ukraine syria and south sudan. he specifically mentioned those who lost their lives in kenya. today a review will reveal new information about the now discredited "rolling stone" article at university of virginia back in 2012. the article suggested there was a culture of rope at the university. columbia's graduate school of journalism is conducting the review. students protested following the article. president theresa sullivan suspended all social activities at greek organizations. the rolling stone later acknowledged and apologized for the discrepancies in the report. a man is in critical

condition after a police involved shooting in anne arundel county. the man's family called for a well check yesterday but he pointed a rifle and an officer shot him once in the chest. neighbors are left wondering why police shot so quickly. >> it shocked me that the officer shot so fast and acted so quickly. >> police say they have been called to the house in the past related to incidents with this same man. we placed a call this morning to fairfax police who tell us the man remains in critical condition. this morning we're learning why a virginia couple who confessed to locking their children in a cage will serve no jail time. a mother and father from fredricksburg admitted keeping their kids locked up in a cage day and night. the couple have two daughters age 3 and 4 years old. their son is just 17 months old. the commonwealth's attorney recommended leniency.

william neely admits conditions were awful but defending his recommendation of a suspended is sentence. >> you have to show that their intended neglect was to cause harm. although the children were in nasty, filthy conditions and had skin rashes, they were healthy. >> all three children have been placed in foster care and the parents have to pay $2500 in a fine and can't have any unsupervised contact. kenya's president says he will take harsh measures against islamic mill tapt groups as families try to trace relative whose are assumed dead al shabaab has claimed responsibility and say there is will be more attacks. the country's president says those responsible for killing 148 people will be punished.

five people have been arrested in connection with it. a woman is alive than tox the quick thinking of a d.c. firefighter. >> darcy spencer has more on the daring rescue and reunion. >> reporter: firefighters working to save the life of a disabled woman trapped in a burning home in northeast. >> she was pretty critical. she had a lot of smoke inhalation. >> reporter: that's firefighter paramedic zak ariu. she was unable to walk on her own. firefighter jarrell lockett carried her out of the house. she was taken to the hospital in critical condition. one week after the call, he visited the young woman in the hospital. she's doing much better,

breathing on her own. >> very emotional. she was crying and happy to see me all at the same time. i had to hold everything back not to shed a tear. it was real touching. we was hugging each other. i was so happy she was doing well. >> darcy spencer "news 4 today." the major league baseball all-star game is coming to d.c. in 2018. several sources confirm that the league will officially award the game to the nationals tomorrow. the team submitted a bid earlier this year to host the game. >> go nats. coming up in the week ahead, tomorrow the nationals play their home opener against the new york mets. you'll have to walk through metal detectors to get inside nats park. first pitch at 4:05 p.m. live coverage of opening day beginning on "news 4 today" at 4:26 tomorrow morning. also tomorrow you can head over to the national zoo for easter monday a washington family tradition. this year barriers are up to control crowds and you'll have

to walk through a bag check to get inside the zoo. the new security measures are in response to past violence to easter monday at the zoo. on tuesday you can voice your opinion about metro's budget proposal. metro wants to extend parking fee hours by two hours at all locations. the budget proposal does not include fare hikes or significant service cuts. the information session beginnings at 6:00 p.m. followed by a public hearing. molette? >> today officials from japan and the u.s. will come together for the annual japanese stone land dern lighting ceremony right in the district. this video shows part of the ceremony from last year. the event commemorates japan's gift of cherry blossom trees to washington. the lantern stays lit during the national cherry blossom festival. it symbolizing the friendship between the u.s. and japan. that's today between 2:30 and 4:30 pest at the northwest corner.

this is very cool a new nike factory is opening in northeast d.c. this week. the ivy city store is the first community store in our area, different than your typical nike factory. employees will volunteer their time with a number of local sports and youth-related charities in d.c. it will be in the old hecht's warehouse in northeast. you may soon be able to shop at a whole foods near howard university in the district. the washington business journal reports the grocery store will be located at a new development near florida and sherman avenues in northwest. no word yet on when construction will start. 7:11 now. coming up a new effort on local highways to protect construction workers.

asking for more changes to a religious freedom law. indiana revised the law this week to prevent businesses from discriminating against gay and lesbian customers. in response the governors of washington state, connecticut and new york all reversed travel bans to the state. despite the changes, demonstrators say they needs to be laws to protect workplace discrimination against gay people. one indiana business owner who said she wouldn't cater a gay wedding because of her religious beliefs is getting a lot of support. in just three days a gofundme page raised more than $800,000. memories pizza in walkerton indiana temporarily closed after people began posting scathing reviews and threatening to burn down the business. a developing story this morning as we ask the question could the co-pilot accused of crashing a plane into the french alps have been is stopped?

however, lufthansa says andreas lubitz went to great lengths to hide his serious illness. a new video of the on going search and recovery at the crash site. the search continues for more human remains and the plane's two black boxes have been recovered. they have tough physical jobs that mean the rest of us can drive around safely and comfortably. road work is ramping up as the weather gets warmer. before you head out the door construction workers have a very serious message for you. >> reporter: ask yourself seriously, have you ever thought about the people who are doing the road work? i mean really thought about them? >> i have five kids that i have to go home to every day, yes, i do. i have a mom, i have family that loves me. >> reporter: ronda outlaw is a veteran she's tough, but not tougher than a car traveling fast and carelessly. on a daily basis, what she's seeing -- texting, reading the

newspaper messing with gps talking on the phone. >> reporter: this is not just a maryland issue but also a concern in d.c. and virginia. most work zone crashes are rear-end collisions make companying people aren't paying attention. >> we're just doing our job just like every job you have to go through. >> also in maryland, the state highway administration now uses speed cameras to send you a ticket if you're going too fast in a work zone. one camera along the beltway dished out over 72,000 speeding tickets in just about a year and a half. bottom line, slow down, and this final message from ronda. >> thank you. >> she's tough. last year nine people died in work zone related crashes in maryland. >> here is a story shared more than a thousand times on our nbc facebook page. some are calls it sharknado. this is a large school of sharks off florida's east coast.

welcome back at 7:24. big talk in the breek room this morning. lawmakers in france taking a stand against ultra skinny models. >> wow. the country known for its couture and cat walks have approved a bill that would

prevent ultra skinny models from hitting the runway. nbc's kelly cobiella has more on how the new law will be implemented. >> reporter: from runways to fashion spreads, thin has always been in. in france, the picture of haut couture may be about to change. french lawmakers have approved a measures to make hiring a model deemed under weight a crime. the politician behind it said models are under ever-increasing pressure to be thinner. the move is meant to protect women like these models both died and both with severelyunder weight. victoria quit after her agent told her it was good to be almost anorexic. she says the skinnier you are the more work you get. the french law would require models to prove they have a healthy body mass index to get a job. a 5'7" model would have to way

at least 121 pounds. anyone who hires anunder weight model could face six months in prison an an $80,000 fine. >> how can it not be a good thing to make people coming down the runway to look more like people that we can relate to women can relate to especially. >> do you think they're too skinny? >> too, too, too skinny. not realistic at all. >> if that skinny is the norm, young girls will think they have to be that. >> reporter: not everyone agrees. in my opinion, says the head of one model agency, there's no problem with the size of model ts, these girls are tall and thin and young. israel passed a similar law in 2013. models in spain and italy follow voluntary codes of conduct. the french law would be the toughest yet, even requiring magazines to disclose when a model is made thinner with photo shop. the measure goes to another vote next week and soon the french runway could have a slightly

confirms tehran accepted its nuclear commitments. a framework announced by iran and six other countries on thursday. a deal is not final yet. a final agreement needs to be in place by the end of june. police investigating a deadly officer involved shooting. friday police were called to a home in regeneral sooep see lakes. the fredricks county sheriff's department says the man inside the house was shot by the deputy and died. wet ear working to find out what led to the shooting. a group of kids face charges after setting up a party in a vacant house. fairfax county police say nearly 40 people were partying at the home on friday night and trashed the place. they have been charged with destruction of property. a hospital in texas denying allegations of poor training by a nurse who contracted ebola. nina pham contracted the disease

today is easter. thousands woke up early for sunrise service. >> our news 4's derrick ward is live this morning at the lincoln memorial for the festivities. derrick, good morning. >> reporter: good morning and happy easter. it's always breathtaking to come down here. we get here before the sun comes up and you see the crowd up on the steps, pretty much in the dark. then there's an amber light of sunrise and then, of course, you

can bathe in that early morning light. this has been a tradition for the past 37 years. take a look at video from around the time of the sun viz. these people have come to the site to congregate, contemplate and watch the beautiful sunrise. it's a solemn celebration. back in 1979 just a handful of people. this year expecting somewhere along the lines of 6,000 people. it's an interdenominational service. people come from all over. this woman who came here from cleveland. >> the creator we have and he has risen indeed. sunrise here full moon over there. it's a blessing. >> what do you do after this? >> it's spring break time family time. we'll see some museums and

stuff. >> reporter: a lot of people make this the start of their easter observances. other people go to another church service. a lot of people spend it with family. all about seeing the sunrise here and the unique way framed by the monument and the capital dome. a sight that's typical in washington. derrick ward news 4. >> plenty of sunshine down there, too, for derrick. take a look at this video. this is one brave lady. it shows her trying to stop a carjacking. she does it by jumping onto the windshield. it happened in georgia on friday when four thieves tried to take off with her car. the woman leaps on top of it. it was all caught on camera. a good samaritan with a gun was spotted running toward the confrontation. he fired the shot and police captured the suspects a few blocks away. a senior in louisiana is skipping prom over a dress code controversy. why she says the principal is

medicine for his sick son. outside 17-year-old tracy kept her brother occupied until they felt a jolt. >> the car started to lift up and i was squared. and then i looked out the back and i saw the tow driver and i opened the door a little bit and i said wait wait, wait. >> an advanced towing driver hooked their car. max's shouts stopped him cold. >> when i started crying, he came to the door and said i'm sorry for freaking you out. >> the advanced towing truck was driving off as dad walked out and found his son crying in the car. >> i was very upset. i got right on the phone to the tow company. i would like for them to be held accountable for the predatory practices they're implementing. >> reporter: he says the owner promised to follow up but hasn't heard back. in december this woman's car was

towed to the impound lot with her dog inside. in the latest incident the owner claims the car was illegally parked. before removing the vehicle occupants were noticed and the vehicle was never moved from its space. arlington county officials say about 20,000 vehicles are towed each year. police receive about 50 to 75 complaints each year and investigate each. about ten are found to be cases of improper towing. julie carey news for today. >> pizza! >> in case you didn't hear it, she said "pizza!" in texas this woman has a passion for selling it. sherlin is well known. to locals known as the pizza lady. what started as a part time job
