east peace process to be resumed and for the iran nuclear framework to be successful. he called for peace in syria, iraq, libya yemen, ukraine, nigeria and south sudan. he specifically mentioned those who lost their lives in kenya. a little closer to home, several churches across the region are celebrating easter. some woke up early for sunrise service. >> that's right. others are just getting started. news 4's derrick ward is live outside saint matthew's cathedral in northwest d.c. good morning, derrick. >> reporter: good morning again. we are here among the folks just getting started outside saint matthew's cathedral. there's a service going on now and then another one at about 10:00 which will be led by cardinal donald wuerl. he's also visiting the national basilica at noon. we and about 6,000 other folks were among those starting out early over at the lincoln memorial.

take a look at some of the video there for that sunrise service, a 37-year tradition is going on being conducted by pastor amos dodge of the capital church located in northern virginia. back here we talked to some of the folks going here, and we also talked to monsignor jamison who was leading the early service. he says no matter where you go easter sunday it's important to go to church, but, of course that should just be the beginning. take a listen to what he said. >> it's not just a matter of coming here for easter sunday morning. it also means when we leave, we have to work towards that new life, the new life that jesus gave us, a new life where we get rid of violence, we get rid of homelessness and we really do it actively. so today yes. it's a day of hope a day of action as well. so hopefully we will do just that. >> reporter: indeed it is a day of action as well.

there's going to be another service here at 10:00 where cardinal wuerl will be leading that. he'll go to the shrine of the emaculate conception at about noon. a holy day for folks today and an important day for all. we're live in southeast. derrick ward, news 4. >> the national cathedral in northwest d.c. will offer an 11:00 a.m. service. all advanced passes have been given out. today a journalistic review will reveal new information about the editorial process into a now discredited "rolling stone" article about uva. columbia's graduate school of journalism is conducting the review. the story revealed a violent rope. president theresa sullivan suspended all social activities at greek organizations. rolling stone later acknowledged and apologized for discrepancies in the report.

a man remains in critical condition after a police involved shooting in anne arundel county. investigators say a relative called police to do a check on the man's welfare in crafton yesterday, but he reportedly pointed a rifle at them and an officer shot him once in the chest. he was taken to shock trauma in baltimore. neighbors are left wondering why police shot so quickly. >> it kind of shocked me that the officer shot so fast and acted so quickly. >> police say they have been called to the house in the past relating to incidents with the man. this morning we're learning why a virginia couple who confessed to locking their children in a cage will serve no jail time. the parents from fredricksburg a admitted to keeping their children locked in a cage day and night. they have two daughters, 3 and 4 and their son is 17 months old. the commonwealth attorney recommended leniency. william neely admits krns in the home were awful but defending his recommendation to a

suspended sentence. >> you have to show that the parents or the caretaker intended their neglect to cause harm and that it in fact did. in this case, although the children were in nasty, filthy conditions and had skin rashes, they were healthy. >> all three children have been placed in foster care and the parents are on probation. they each have to pay $2500 and a fine and can't have any unsupervised contact with the kids. this story continues to develop this morning. a man thought to be one of the gunmen in the attack on a kenyon college is the son of a government officer. his father says he report him missing one year ago. he feared he had gone to somalia. kenya's president says he will take harsh measures against is lattic militant groups as families try to trace relatives who are presumed dead. the somalia-based group al shabaab say there is will be more attacks.

the information session begins at 6:30 p.m. following a public comment hearing. the major league baseball all-star game is coming to d.c. in 2018. several sources confirm that the league will officially award the game to the nationals tomorrow. the team submitted a bid earlier this year to host the game. the cherry blossom festival is in full swing. today officials from japan and the u.s. will come together for the annual japanese stone lantern lighting ceremony right here in the district. the video here shows part of the ceremony from last year. the event commemorates japan's gift of cherry blossom trees to washington. they are so beautiful. the lantern stays lit during the national cherry blossom festival symbolizing the friendship between the u.s. and japan. that happens today between 2:30 and 4:30 p.m. did you know kentucky lost? it's an upset for the ages. university of kentucky is

a new factory is opening in

demonstrators say their needs to be laws to protect workplace discrimination against gay people. one indiana business owner who said she wouldn't cater a gay wedding because of her religious beliefs is getting a lot of support. in just three days a gofundme page raised more than $800,000. memories pizza in walkerton, indiana temporarily closed after people began posting scathing reviews on yelp and threatening to burn down the business. a developing story this morning as we ask the question, could the co-pilot accused of crashing a plane into the french alps have been is stopped? however, lufthansa says andreas lubitz went to great lengths to hide his serious illness. french police released this video "today" showing the search efforts in recent days. on a closer look at the black box data, it seems lubitz sped up the plane before he crashed it. they have tough physical jobs that mean the rest of us can drive around safely and comfortably.

skinny is no longer in fashion, at least according to lawmakers in france who are taking a stand against um tra skinny models. >> the country known for its couture and cat walks approved a bill to prevent ultra skinny models from hitting the hundred way.

nbc's kelly cobiella has more on how the new law will be implemented. >> reporter: from runways to fashion spreads, thin has always been in. in france, the picture of haut couture may be about to change. french lawmakers have approved a measure to make hiring a model deemed under weight a crime. the politician behind it said models are under ever-increasing pressure to be thinner. the move is meant to protect women like these models, both died and both with severely underweight. victoria quit after her agent told her it was good to be almost anorexic. she says the skinnier you are, the more work you get. the french law would require models to prove they have a healthy body mass index to get a job. a 5'7" model would have to way at least 121 pounds. anyone who hires an underweight model could face six months in prison an an $80,000 fine.

a nuclear deal the country could resume its nuclear activities. mohamed zarif says, a framework was announced by iran and six other countries on thursday. the deal is not final yet. a final agreement needs to be in place by a june 30th deadline. we'll find out why a sheriff's deputy shot a man in frederick county. the sheriff's office says the call resulted in a shooting. a group of kids facing charges after setting up a party in a vacant home in fairfax county. the house is on norham drive from the kings town area of alexandria. fairfax county police say nearly 40 people were partying at the home on friday night and they

trashed the place. they were charged with destruction of property. a hospital in texas is denying allegations of poor training by a nurse who contracted ebola. nina pham contracted the disease while caring for a patient at presbyterian hospital in dallas. the hospital wants pham's lawsuit dismissed. pham filed the lawsuit back in march. hospital officials say she should have filed for worker's compensation. a woman is alive this morning thanks to the quick thinking of a d.c. firefighters. news 4's darcy spencer has more on the daring rescue and emotional reunion. >> reporter: this photo shows the dramatic moment when d.c. firefighters worked to save the life of a disabled woman who had been trapped in a burning home in northeast. >> she was pretty critical. she had a lot of smoke inhalation. he was not looking good. >> reporter: that's the firefighter on the ground

intubating the 20-year-old woman. she had been pulled from the home and was unable to walk on her own. firefighter jarrell locket carried her out of the house. that's when ary went to work. one week after the call, he visited the woman in the hospital. she's doing much better, breathing on her own. >> it's very emotional. she was crying and happy to see me all at the same time. i had to hold everything back not to shed a tear. it was real touching. we were hugging each other, and so i was so happy that she was doing well. >> reporter: darcy spencer, "news 4 today." today is easter and if you and the family are looking for an egg hunt, we have one for you. you can head over to the eggstravaganza. the egg hunt begins at noon.

take a look at this incredible video. it shows a woman trying to stop a carjacking and she does it by jumping tont windshield. it happened in georgia on friday when four thieves try to take off with her car. a good samaritan with a gun was spotted running toward the confrontation. he fired a shot and police captured the suspects a few blocks away. you've got to see this video. a camper caught fire in orlando on friday. it could have ended in tragedy, but the woman and daughter trapped inside were rescued. passersby including a local man known as the rv doctor came to the rescue to those inside. they unhitched the car attached to the rv and lifted the woman and child to safety through the rv's window.

amazing. this week's wednesday's child is a bright 16-year-old named ethan. he's been in foster care since he was 10 years old but is still hoping and waiting for a permanent loving home. barbara harrison had a chance to talk and have fun with ethan at urban evolution. take a look. >> wow, look at that. this is urban evolution. hi frank, frank mejia is a teacher here and ethan wanted to learn it all. >> you bring some workout clothes? >> yeah, i did. >> reporter: after a quick change, ethan was ready to work. first stop, a climbing challenge and never having done it before, ethan tackled his first test with flying colors. the teacher was i'm bresed. next it was follow the leader box to box. again ethan proved to be a quick study. the social worker says she's not surprised to see ethan catch on quickly. she says he does well in

no? must be the honey!!! a lesbian teenager in louisiana says she's skipping her prom because her principal won't let her wear a techs'd dough. the principal tells the new star the decision is part of the school's dress code and notpersonal. the school board president says it's discrimination and will ask the superintendent to talk to the principal. one photo was enough to spark a firestorm at university of north carolina. it shows a student writing a racial slur on a white board. the list was describing reasons wi-fi at the school wasn't best.

her number one reason was the n word. the university president says the student has been suspended and a code of conduct has begun. >> u.s. parked service famed helicopters have lifted people from danger, policed some of the most restricted air space in the word. now an investigation by scott macfarlane raises questions about whether at least one of the hero helicopters should be grounded. >> it seemed like it was forever. >> reporter: channing blackwell was certain his dad william was about to die. >> in his mind, he was about to die. >> reporter: stranded on thin ice for about an hour atop lake manassas. firefighters and rescuers couldn't reach the 80-year-old man. only a helicopter rescue could save him. >> i keep repeating it's coming, it's coming. >> reporter: the u.s. park police eagle 2 did arrive and

saved william blackwell and the dogs with him. >> my father would not be here if it weren't for that helicopter. >> reporter: eagle one has a history, too involved in many news events, rescuing survivors of the navy yard shooting spree and for years providing surveillance ahead of the presidential motorcade. in fact the u.s. park police have three helicopters in d.c. a news 4 camera rolled as officers trained. they looked so flawless in their ex execution, we didn't expect to hear what we heard next, that one of the helicopters, eagle 2 should be replaced immediately. >> not breaking the laws office six, but pending them for an extended period of time causes problems. >> ian glick heads the park police union representing the men and women who fly the helicopters and say they're not as comfortable behind the controls as they used to be.

he say it is officers believe the helicopters are still safe, but when the news 4 i-team began searching maintenance records we found eagle 1 is 17 years old and has flown 6,600 hours, eagle 2, 26 years old having flown nearly 10,000 hours. it's recommended to be replaced once it's reached 5,000 hours of use. other government agencies use the same model chicago, miami-dade. eveningal two has been in the year twice as long as miami and five times as long as chicago's. there have been no reported safety incidents reported. but glick is worried the first warning sign could come too late. >> with a helicopter, should the engine go out, there's a critical loss of power the helicopter is coming straight down. >> reporter: the i-team obtained the maintenance recommendations,

a bell 412 and found nearly every bolt bridge fitting and ring has a range of 10,000 hours or less. >> it represents 3 million a year maintaining eagle two and all are safe and serviceable. no timetable for the replacement but the i-team found internally the park police have been issuing warnings about that helicopter for years. memos to supervisors from 2012 recommend replacing eagle 2 in 2013 and says the increasing age of the chopper significantly compromises operating safety. congressional staffers say a budget stalemate made it impossible to buy a $14 million helicopter to replace it indefinitely. william blackwell says the government must ensure there's a helicopter able to launch. >> the next time it might be a 5-year-old girl or 7-year-old boy who has their whole life in

southwesterly breeze. here comes the clouds in on us for right there. notice it's a pretty thin ribbon of clouds. it goes from about the northern neck to the north sides of the d.c. metro area. once you get to northern montgomery county and maryland panhandle of west virginia, you're saying clouds? what clouds. there are clouds just across parts of northern virginia and southern maryland. you can see no rain coming out from underneath any of those. our next rain chance is about 48 hours or so away. here is the rain, oklahoma and texas moving into arkansas and western louisiana. that's what we'll be tracking the next 24 to 36 hours. probably about lunchtime on tuesday. for today, a mix of clouds and sunshine, our local computer model takes the clouds out by 12:00, 1:00 and leaves us clear. cool over night but not as cold as it was. for today we have the cool cóe start. a bit breezy at times. for tomorrow, we'll have more clouds coming our way.
