a scathing review of the "rolling stone" article about a woman claiming to have been gang raped at a fraternity house is a journalistic failure that was avoidable. the graduate school of journalism says the failure encompassed reporting editing, editorial supervision, and fact checking. at the time the report was released "rolling stone" issued an apology and retracted the story. the magazine's managing editor, will dana said "we would like to apologize to our readers and to all of those who were damaged by our story and the ensuing fallout, including members of the phi kappa spsi fraternity and students." a student leader welcomed the review. >> i think for the community bradley, the uva has to handle

it at the policy level and program level. >> reporter: "rolling stone" had apologized and acknowledged discrepancies published in november and now a full retraction. featured a young woman known as jackie who said she was raped by seven men at the frat house. charlottesville police investigated the rail allegations for months and announced at a previous press conference that jackie had refused to cooperate with the investigation but did not call her a liar. the journalism school has scheduled a press conference for tomorrow to discuss the findings of that review. chris? >> all right. thanks darcy. tonight we're also hearing from the woman who wrote that "rolling stone" article. she's apologizing for not doing enough to verify jackie's story. sabrina ertily released a statement which says, " i amllowi allowed me concern for jackie's well-being my fear of retraumatizing her and my confidence in her credibility to take the place of more questioning and more facts. these are mistakes i will not make again."

as soon as this report was released we sent an alert on our nbc washington app. you can see the full report on our website. the story is still developing. stay with us. we'll push any new information to that nbc washington app. the police officer who shot a man in anne arundel county has been placed on administrative leave, and the story of what happened is changing. initially, investigators told us the officer shot the suspect after the man refused orders to put down his rifle. now they say he simply "presented the weapon." the officer's shot hit the suspect in the stomach. he's in critical condition. officers went to the house in crofton to check on the man's welfare because a relative was worried about him. police say an underage girl stabbed a girl on a metro bus this afternoon. the bus was in silver spring at blair mill road and east-west highway highway. the girl knows the man who's 23 years old and admitted she stabbed him with a knife after he allegedly assaulted her. the maryland state's attorney's office is looking into it now.

the university of maryland is warning people on campus to be careful after one student was nearly robbed. it happened earlier today inside campus housing on route 1. the student was walking in a hallway when six to eight people came up to him. one grabbed the student around the waist and demanded his property. another person in the group intervened, and everyone ran away. the student going to be okay. we're trying to learn more about an accident that happened earlier tonight in northeast d.c. traffic was backed occupy north capital street near michigan avenue. we know there was a car there with extensive damage and an suv that had to be towed away. no word if anyone was hurt. easter sunday got off to a pretty cold start. now the question is will it be just as chilly to start the workweek? amelia with the out-the-door forecast. well, chris, the answer to that is no. we're looking at mainly clear skies overnight tonight. it's not going to be as cold as it was this morning.

they sent in a tactical team. it took those officers less than 30 minutes to stop the siege and kill the terrorists. president obama says the preliminary deal with iran is a once in a lifetime opportunity to curb iran's nuclear ambitions peacefully. but lawmaker from both parties are skeptical. as nbc's john yang reports, the president has some convincing to do. >> reporter: from washington and tehran tehran, two views of the framework agreement. president obama in an interview posted today in "the new york times'" website. >> there is no formula, there is no option to prevent iran from getting a nuclear weapon that will be more effective than the diplomatic initiative and framework that we put forward. and that's demonstrable. >> reporter: in tehran iran's foreign minister said his nation could abandon the deal and continue their nuclear activities if the united states or the violated. the agreement just an outline to

today christians in our area came out to worship and celebrate from the national cathedral to the steps of the lincoln memorial. news4's derrick ward takes a closer look at easter sunday in the district. >> reporter: the sun crested over the eastern horizon, a perspective enjoyed for the past 37 years in the nation's capital. the memorial sunrise service marked the start to the day. >> the scenery, you're here you just experience all the blessings of being in d.c.y. and how awesome it is to live in this country. >> it's very special. it's our first day here. so it's special to celebrate the risen lord. >> reporter: the pastor has held the service on easter every day since 1979 with attendance growing steadily since then. this year more than 6,000 showed up to what's billed as an interdenomnational service.

coming for easter sunday morning. it also means that when we leave we have to work toward that new life. >> reporter: derrick ward, news4. security plans are already being set in motion for the pope's visit to d.c. later this year. the "washington business journal" report the dwreb vatican has submitted plans with the zoning board. they're asking per mission to build a six-foot-high security fence around the embassy row campus. that's well over two acres. the embassy would work with the secret service to build it. pope francis has scheduled a visit for late september. power crews is been at it all day in montgomery county. they're fixing several power lines that came down when a car crashed into a utility pole. happened in the area around germantown road and riffle ford road. we checked with police, and they say the roads reopened around 9:30 tonight. talk about a close call. a couple was watching tv aa when a massive 100-foot oak tree came crashing through their roof. this happened saturday afternoon

in springfield. tonight, they're describing what happened. they were watching golf on nbc 4 when they heard what sounded like an explosion. the tree came crashing down in their living room and dining area. fortunately, the man and his wife were in another part of the house. the crash was so loud, it even rattled the neighbors. >> it was just a really loud rumble and we had actually thought maybe a plane had crashed outside and it was just a really massive tree that hit our neighbor's house. >> the winds were gusting when the tree fell. the homeowners are okay but they're still waiting to get back inside and see how much damage was done. once the winds cleared it warmed up. it was beautiful. >> it was beautiful today. you're right. we were talking about the winds. windy conditions on saturday. a little bit breezy today. we'll stop talking about the winds this week. >> that's good. >> we'll start talking about rain. how does that sound? >> okay. all right. >> there's a chance of showers
