i'm megan mcgrath live where soon students and faculty will be gathering for a march to prevent sexual assaults. a live report coming up. i'm meteorologist chuck bell. clouds are in place, but rain drops are still a few hours away. we'll time it out, comeing up. breaking news ran paul launched his website announcing that he will run for president. within the hour, paul is expected to address supporters in kentucky. i'm barbara harrison and right now you can get your ticket to a caps playoff game. we'll show you how. news 4 midday starts now. i'm meteorologist chuck

bell. it's a mostly cloudy day outside. storm team 4 radar has rain drops in southwestern pennsylvania aiming into western maryland. the rate they are going, they will be in the met are at about 5 hours from now. a couple light showers across southern maryland. this is a much steadier batch of showers arriving between 4:00 and 5:00 this afternoon. right around town, though, we're all dry. al bee it cloudy outside. a a couple sprinkles in st. mary's. temperatures are relatively mild. we're in the mid-60s between now and the arrival of the rain drops, we get a little sunshine and temperatures will trend upwards through the rest of the afternoon. angie goff here at the live desk. we confirmed a a teen being treated in the hospital after being shot has died. we just found out that the boy was 16 years old. he was shot late last night near

37th street. still, though no word on who shot him and why. more information to come. today students are taking a stand against sexual assault on campus. hundreds of students are expected to attend a march on campus. megan mcgrath is live at the university. what are you expecting there today? >> reporter: there are a number of events that will be happening all afternoon. april is actually sexual assault awareness month. today is the national day of action for the "it's on us" campaign a prevention campaign sponsored by the white house. a little while ago here on the campus we saw a number of students lining up to get. t-shirts for the campaign. they are going to be gathering later on wearing those teal t-shirts for a march scheduled to happen here on campus. . that gets underway at 12:30. it's all to bring awareness about the issue of sexual

assault prevention and support for survivors. at 12:30 staff and students are going to be gathering here at the field house and they are going to march to kendall green carrying signs. there are also a number of other things scheduled. they will have booths with counselling services and support services. there's also another interesting project it's called the clothesline project. students are encouraged to write their personal experiences and messages on white t-shirts and those t-shirts are going to be hung on a clothesline for all to see. again, all of this to bring awareness about the issue of sexual assault and to stop it on campus. back to you. >> thank, megan. you need to budget extra time if you're about to travel on route 1 in the alexandria section of fairfax county. one lane is getting by as crews fix a water main break there. this is near winde manner

different kind of republican. different from his father even. ron paul ran three times unsuccessfully. instead of just going after the libertarian base he's going after young people connecting with them going after african-americans, traditionally not part of the republican party base but it's that base that could be a big problem for him. they are not quite sure that this is their guy when it comes to foreign policy. he's starting out today in kentucky with the announcement. then new hampshire, south carolina iowa nevada big primary states early caucus states. he's doing fairly well in the polls against hillary clinton, who we expect to announce in the next couple weeks, and florida senator marco rubio, who could make his big announcement next week. we're following it here from capitol hill i'm tracie potts, news 4. he may not run for president again, but john mccain will make another bid for senate in arizona. in an nbc news exclusive mccain

boston where a jury of seven women and five men have gathered behind me. they are beginning their deliberations in the dzhokhar tsarnaev trial. he faced 30 counts in the boston marathon bombing. 17 of those could carry the death penalty. so if jurors find him guilty of any of those counts there will be another phase of this trial in which the prosecution and defense will put on witnesses and try and make the case whether tsarnaev should live or die. . in closing arguments on monday both set up theories that take place in the death penalty phase of the trial if it gets that far. the prosecution saying that tsarnaev was a co-conspirator with his older brother to carry out the bombing at the finish

line. the defense, however saying that he was just an unwilling participant in the bombing, that he was under the control of his older brother. they will use that argument if this does get to the death penalty phase to try and spare his life. we're keeping aen eye on eye on the courtroom. back to you. and closing arguments are now underway in the trial of former nfl player u aaron hernandez. the defense rested its case yesterday after calling only three witnesses. hernandez pleaded not guilty to murder. your opinion about metro's budget proposal. the current plan does not include a fair hike r or cuts in service, but it will impact what you pay to park. metro wants to extend parking fee hours by two hours a day at all locations. . the information session begins at 6:00 p.m. followed by a public hearing. take a look at this. a car almost went all the way

inside someone's home. a 91-year-old man was backing out of his driveway when he hit the gas. he slammed right into his neighbor's house across the street. the crash caused a lot of damage to the basement. the homeowner had just left his 9-year-old son to run some errands. californians don't want to hear this, but they could see heen nor wildfires this year. scientists warn the conditions could spark a dangerous fire season. firefighters say what didn't burn last year is ready to burn this yeeshar. federal regulators are taking a closer look. >> terrible drought out in california. it's not going to get better any time soon. most of the snow pack is down at less than 10% of what it should be at this time of the year. so it's going. to be a long fire season out there in california. for us, we do have a little light rain across central and northern parts of the chesapeake

bay. here in the metro area, your forecast for the next couple hours, temperatures rising to 73 degrees this afternoon. . before the showers move in rain likely at 8:00 tonight. temperatures, 66. cool and wet by tomorrow morning. temperatures down near 50. so noticeably cooler and damper weather coming the next couple days. federal regulators are taking a closer look at the nissan versa for safety concerns. the national highway traffic safety administration is looking into an issue that can cause the driver's foot to get caught in the trim panel that holds the carpet carpet. this issue involves the 2014 and 2015 model years. there's been one report of a crash where the driver could not hit the brake fast enough. nissan says it is cooperating with this investigation. consumer groups are asking the federal trade commission to investigate youtube's new mobile app for kids. they launched the app in february that was supposed to provide a safer place for kids to watch videos.

a new study says that false positive mammograms are costing women billions of dollars a year between 2011 and 2013. more than 70,000 women received a false positive for breast cancer diagnosis. those false positive reports then lead to other procedures costing about $852 per patient. that study was published in the journal health affairs. a new study shows one-third of breast cancer patients who consider jen je nettic testing never follow up with their doctor. 35% of women surveyed said they wanted testing done to assess their risk of. developing other cancers. however, 43% of those same women

didn't have a serious discussion with about it with their doctor. minority patients were less likely to ask about genetic testing even though they have the same risks as white patients. the study was published in the journal of clinical oncology. if you're left breathless and sweaty after your workout, you may live longer. a good workout can apparently lower your risk of an early death by 9 to 13%. it looked at both men and women and seems even small amounts of strenuous exercise can help. the new face of vcu ba

this afternoon the duke blue devils will return to campus as ncaa champions. they will celebrate with all of the crazies at cameron indoor stadium. these are the celebrations from last night. students held a bonfire in the university quad. that was school-sanctioned, but

they also carried benches to burn in the fire, that wasn't school sanctioned. duke beat wisconsin, 68-63. this is duke's fifth championship win. the mood was different in madison, wisconsin. take a look at this. disappointed wisconsin fans took to the streets following that loss. tough for them. no major incidents reported last night. there was one small fire. today will wade could be named head basketball coach at vcu. the deal isn't quite done, but it could be finalized today. wade is a former assistant coach. he would replace sha ka smart who left to become head coach at the university of texas. as you know, the gnats played their home opener yesterday. the president's race was well underway until the easter bunny tipped the scales. teddy crosses the finish line. one more look better luck next

huntington. this is coming our way for the afternoon. if you don't have the umbrella now, you have a couple hours to get it. this batch of rain in pennsylvania now will be arriving here in the metro in about 4:00 this afternoon. right now, investigators are trying to figure out what started a massive fire that damaged two fire engines in prince georges county. e we showed you the breaking news yesterday. the fire broke out at a roofing company along ashwood drive. zachary is live and can tell us more. >> reporter: good morning, i've spent the morning talking to firefighters out here. a big point of emphasis has been some of this mull issue, like this area here. another point of emphasis has been this wooded area behind the yard here. if you look at the video from yesterday and earlier this morning, investigators firefighters out here looking for hot spots, making sure there is not any opportunity that this thing could get rekindled here.

this was a massive fire yesterday. two fire engines were lost in this thing. not only was this business a total loss but again, two fire trucks were lost. we're learning more about that it material that may have caused this fire. it's very similar to styrofoam. when the wind shifted, the way the trucks were positioned back there, they were trying to approach this from multiple directions, a couple of those trucks got caught in the action and they lost two trucks. we also learned information about what the fire department will do in a case like this. they tell me the fleet is large enough there's enough fire trucks they will be able to rotate some of the trucks over to the houses. so they won't be operating at a shortage. but investigators are out here trying to connect the dots this morning. still a lot of unanswered questions here.

neighbors living near that warehouse say it looked like the sun was being blocked out by the smoke. many sent pictures from around the area showing us how far the smoke could be seen. we have put those up on our website. a roof erer took this picture of the smoke cloud out there. even fans at the nats game sent pictures of the smoke. angie goff here at the live u disk. kentucky senator rand paul is now the second republican to say he is running for president in 2016. we want to take you live to kentucky -- actually the stage is set there for paul to make a formal announcement within the hour. you can see supporters there in in the crowd. going back to the website, he launched his campaign site saying i am running for president to return the country to the principles of liberty and limited government. now paul follows senator ted cruz in joining the race. cruz just release inging a statement

welcoming paul to the primary saying his entry raises the bar. back to you. let's dig deeper. i'm joined by senior political editor mark murray. so rand paul is a freshman senator with a well-known father former congressman ron paul. how much of a serious contender is rand paul? where does he rank? >> he's going to be the most interesting guy in the republican field. he takes positions that usually your normal republican wouldn't take. he's a little less hawkish on foreign affairs, less interventionist when it comes to foreign policy. had he wants criminal justice reform. he sounds like his father did in his presidential runs in 2008 and 2012. >> he and his father don't see eye to eye on everything. what is it going to take for rand paul to win over his own party? not everyone is on board with his ideas. >> the biggest challenge is on foreign affairs. the republican party and the age

of isis and the iran talks is much more hawkish when rand paul came to the senate. for him u to succeed, he's going to have to hope the issues look like they did in 2011 and '12 when you're talking about the debt and economy, things more in line with libertarian ideas. once you kind of focus more on foreign affairs, that's not as good of a place for him. >> paul said that he has the best chance to beat hillary clinton. what do you think about that statement? >> he's right in some of the polls. they show he's doing better amongst hillary clinton than other republicans. but it's still early in the polls. rand paul's biggest test will have to clear the threshold with republican voters. and the more the conversation is about foreign policy and national security it's a harder place for rand paul. >> mark murray, nbc political editor thank you for joining us. let's take a look at the state of play here, who is in, who might be in.

here are your business headlines. consumer groups are urging to investigate youtube's kids app. they launched as a safer place for kids to watch videos but advocates say the app is so stuffed with ads and product placementes that it's hard to tell the difference between content and commercials. starbucks is expanding their program to cover the entire cost of an online bachelor's degree. the coffee giant launched the program last year with arizona

state university. it was previously limited to juniors and seniors looking to complete their degrees. in just a few hours, students at d.c. and d.c. leaders will rally against budget cuts at wilson high school. the rally is at 3:45 this afternoon at the flag pole in front of the high school. d.c. public schools want to cut the budget next year by $1.8 million. you can finally see some of these gorgeous cherry blossoms. they are starting to bloom at the tidal basin. we have been keeping a close eye on their progress. the park service says the peak bloom is a few days away between april 11th and 14th. we still have some of the best cherry blossom inspired drinks and dishes on our nbc washington app. the cherry blossom festival continues until april 12th. and i'm meteorologist chuck bell. we are having a very cloudy day

right now, the fate of accused boston bomber dzhokhar tsarnaev is now in the hands of a jury. let's go right to jay gray in boston for the latest. jay, good morning. >> reporter: good morning, deliberations not expected to last all that long here, maybe a couple of days followed by what most believe the most difficult phase in this trial. as the jury now works to determine dzhokhar tsarnaev's future those most affected by the marathon bombing are still dealing with their past. >> i literally was standing over the bomb when it went off. >> reporter: mark survived the blast and says while the trial has been difficult, it's an important part of the healing

process for him and his city. >> it's emotional, especially with all the -- hearing the testimony of people whoyou became friends with in hearing their stories and their recover over again. the ones we lost those are the ones we like to try to remember. >> reporter: prosecutors want the jury to remember the words tsarnaev carved into the side of the boat where he was shot and captured. they say he wanted to send a message to his fellow jihadists. but his defense teams say the voice tsarnaev was following was his older brother's, saying he planned, prepared for the attack and pulled dzhokhar tsarnaev in. now the jury considers those closing arguments, the graphic
