charged with killing an unarmed black man. tonight, how a traffic stop turned into a murder scene. take a look at storm team 4 radar. light showers now, but a lot more rain coming up for the morning rush. i'll tell you how it went and what's next for us. news4 at 11:00 starts now. it took six long hours for crews to fix the problem, but tonight the bethesda metro station is back open after a massive power outage. >> that blackout caused major problems across the district and parts of maryland. lights were flickering at the white house, the state department and the u.s. capitol. and it was all because of an equipment failure at a power substation in mechanicsville maryland. jackie bensen is live outside freedom plaza. jackie? >> reporter: doreen some of the agencies and buildings involved are so significant that the mere fact that all of their backup

generators started at roughly the same time rattled nerves in the nation's capital. >> it was unsettling. around noontime lights went out at a briefing inside the highly secure state department headquarters in foggy bottom. the briefing continued by the light of a flashlight app on a smartphone. several blocks away at the warner theater, as oprah winfrey spoke at a ceremony unveiling the maya angelou stamp, the lights also went out. winfrey continued without missing a beat. >> she was a phenomenal woman. >> reporter: moments later, secret service agents quickly escorted first lady michelle obama out of the theater. the lights also went out at several smithsonian museums including the national portrait gallery and visitors were asked to leave. then came word that even the white house had briefly switched to backup generators. fears of a possible cyber attack on the power grid of the nation's capital were calmed

when it was learned a transmission conductor in charles county maryland had broken free from its support structure and fallen to the ground. >> essentially what that did was cause a ripple effect that impacted a number of buildings in the city. the backup systems realized there was a dip in voltage, it switched over to the backup system as it should. so that worked properly. so that's why in some locations people saw what appeared to be a power outage. >> reporter: at a pentagon briefing the head of u.s. northern command talked about the incident. >> are the backup systems that we put in place, do they work? and at the moment what i've kicked in and they're all working. >> reporter: and there was also an extensive power problem related to this at the university of maryland in college park forcing the cancellation of some classes. pepco says that there's an investigation into what caused the original equipment down in charles county to fail and this area downtown d.c. we learned

later today not the only place affected. news4's shomari stone is in bethesda maryland at the metro station. >> reporter: well jackie technicians replaced a speed sensor and a brake on the escalator. it is 31 years old. officials are telling us that a voltage from that massive power outage that you just described is what caused the damage. it was a very stressful day for folks who take the metro out here in bethesda. >> it's frustrating. >> anyone need to get on the metro, you cannot board here! >> a long day. even longer with metro. >> reporter: she's having a stressful evening. she blames metro. >> it's really inconvenient. i didn't expect any of this. and i expected it you know metro to have their stuff together. >> reporter: tonight metro says the widespread power outage across d.c. and maryland caused the escalator outage at the bethesda metro station. the escalator stopped working. the station closed around 3:00

charleston south carolina. >> shots fired. subject is down. he grabbed my taser. >> that was the call officer michael slager made after he fired shots after 50-year-old walter scott. he claimed scott took his taser after a routine traffic stop escalated on saturday but video obtained by "the new york times" shows slager shooting scott as scott is running away. just an hour after police were given the video, slager was taken into custody. >> from the beginning, when it happened the first day, all we wanted was the truth. and i think through the process we've received the truth. >> scott died on the scene, slager could face life in prison or even the death penalty if he's convicted. look for much more on this developing story tomorrow on news4 today. new at 11:00 tonight, george

hughley once played lacrosse at the university of virginia. he's now a convicted murderer. he has one last chance to get that overturned now. his lawyers will take the case to the u.s. supreme court. he was convicted in the death of his girlfriend yeardley love. his lawyers will counsel that he one of his lawyers got sick during the original trial. news4 confirmed that a judge found charles severance competent for trial. his attorneys now want a change of venue to move that trial away from alexandria. police arrested severance last year months after the shooting death of ruthanne lodato. he was then murders. a man has been locked up accused of a deadly shooting near the old walter reed hospital in northwest d.c. police arrested herman odom. investigators say he shot and killed a man last week in an attempted robbery near 13th and

van buren streets. wisconsin avenue is back open in both directions but police are still looking for a man who hit and officer and took off. the officer was off duty. he was working security around the high-end shops near south park avenue. that's the friendship heights area. the officer approached a suspicious car and the driver took off dragging him a short ways. the officer was not badly hurt. investigators don't know why the driver sped off. support is pouring in tonight to replace a fire engine destroyed in a huge fire yesterday. capitol heights lost rescue 33 the truck, yesterday, while fighting a fire at a warehouse. the station set up a go fund me account. it has already raised $1300. there's a long way to go since the department would like to raise $250,000. the rescue engine was insured, but the price to replace the 15-year-old vehicle is more than the insurance will pay. we invite you to

are to blame. the white house says it is taking action to mitigate the threat of more information being released. new details tonight in the family tragedy that has rocked a small community on the eastern shore. we've learned that the power company removed an illegal meter from rodney todd's home in princess anne maryland a little more than a week and his seven children were found dead inside the home. power was not turned off due to a lack of payment. todd's sister says her brother was just doing what he could to provide for his family. >> people might not understand why he made the decision to put a generator on the inside but when you got kids nothing runs through your mind of what's supposed to be in order or -- you just think about your kids. >> power was disconnected a month before todd and his children moved in. that was about six months ago. but nobody called to have it turned back on at that time. a teenager was killed while visiting old friends, but there

are no answers tonight in terms of who did it or why. luke holt is the victim's name. he was sitting on the steps at an apartment on 37th street northeast last night. a friend said somebody rolled up and just started shooting. today that friend placed flowers and balloons at the murder site. >> when i came to him, he grabbed my leg and he was just gasping for air. then he just slumped over right here and everybody was trying to help him, whatever but they got to him too late. >> holt grew up in that neighborhood but had just moved to northwest d.c. police are working to find a motive for the shooting. police are searching for the vandals responsible for the hateful graffiti on a synagogue in gaithersburg. surveillance video shows two young men running around shaare torah congregation this morning. the pair spray painted 11

judges on the show "the voice." he was at a concert last night when a woman jumped up on stage to get close. levine pushed her away then put his arm around her until a security guard got there. he said the whole thing was terrifying. he was injured, a small cut on his ear, he said. an apology from an airline tonight after flight attendants forced a woman with cancer to get off the plane. >> i have multiple miyelomamyeloma. they're taking me off the airplane. >> she recorded the scene on her phone as her husband got the bag. they were flying from hawaii back home to california on alaska airlines. she says she put on a surgical mask and admitted to feeling a little weak yesterday. she called her doctor who said she was fine to fly, but that wasn't good enough to keep her on board the flight. >> i was crying you know? i was missing chemo.

your umbrellas handy because there's going to be showers moving through from time to time. the rest of the forecast all week long. howard county right now down into northern prince george's and anne arundel county all that green, showers, and areas of yellow dark green where we're seeing pockets of even moderate rain even advancing eastward right along areas of route 1 towards savage. then we have rain out of west virginia that's headed this way. but this rain here just up to the north and east, that's associated with a weather front that's sagging southward. there it is. the next little batch that will be moving in just in time for the morning rush. and that means roads will be wet but not terribly slick. 50 degrees the temperature for early tomorrow morning. we're seeing the temperatures already come down on the north side of that weather front. damp roads to are your afternoon. 55 degrees. that's it for a high temperature tomorrow. at the bus stop of course kids will need a jacket. it will be much cooler. by recess still could be wet and even dismissal time there's a
