400. pepco tells us that a vehicle accident is the cause. this happened less than a day after the widespread outages we saw in d.c. and parts of matter maryland. and you can always watch our updates live on our nbc washington app when you lose power. we'll talk more about the power outages she referenced yesterday. the power is back on this morning for a majority of the people who lost it during that major outage. you might have been caught in the middle of it if you were in tooes or d.c. or southern maryland. a transmission conductor fell to the ground and that's the ropeeason for all this. lights flickered at the white house and u.s. capitol. visitors had to evacuate several smithsonian museums. oprah was talking at the warner theater when the lights went out there. michelle obama was at that same event. can't have her in the dark so of course the secret service

escorted her out. >> we were just inside working and the power went out. p so we decided to come out to see what was going on. last time that ibd couldkind of happened, we had an earthquake. >> there are still some pepco customers affected by this. power estimated to be restored as early as 7:00 this morning, 6:00 7:00 this morning. and you can use the bethesda metro station to get to work this morning. that widespread outage yesterday knocked out power to the escalators there and that forced riders to try to figure out another way to get around and through the evening commute. metro did provide shuttle buses, several other metro stations were affected but everything is up an running this morning. today transportation leaders from around the region will meet to set up a commission to oversee metro safety. this follows the underground emergency that killed one woman at l'enfant plaza. molette green is there with more.

>> reporter: metro just opened to passengers who desperately depend on it and want to fully put their trust back in the system again. creating this i said safety commission with real teeth power to oversee all of metrorail operations is a big step in that direction. safety and staying on top of improvements became a big topic of discussion of a sister last january's deadly smoke incident near l'enfant plaza. a woman from alexandrialess her life in that case. critics for years have called for this kind of safety commission even dating back to another deadly incident in which nine people lost their lives. back then metro managers in this tri-state oversight commission which has been in place were accused of being too slow to act on safety improvements. so this is finally going to

happen this independent safety commission that many say will really be the start of big change for metrorail and metrobus. and this is happening with money from the feds and the council of governments meeting today in charge of this formation with help of leaders from the dmv d.c. and virginia p. once again, talk forming this i said safety commission. back to you. developing in south carolina, a police officer facing murder charges for shooting a black man in the back. the video may be a bit graphic. it led to the officer's arrest. the than was unarmed and was running away. you can see the officer shoot at him several times. at first the office said the man tried to take his taser from him, and that he feared for his life. that officer could face 30 years in prison if convicted.

today police are looking for a man who hit a police officer and took off in montgomery county. that officer was off duty. he was working security around the high end p shops near south park avenue. the officer approached a suspicious car, the driver took off, dragging him a short way. he was not badly hurt. investigators are not sure why that driver sped off. 5:07 now. is expected in court to face a gun charge. andre wonson was arrested last month. an up registered hand gun along with ammunition were found in his southeast apartment. he could be fired because he's still a rookie on probation. today we expect maryland representative chris van hollen to bring in another endorsement. baker will announce his support. that endorsement is raising eyebrows because baker chose van hollen over donna edwards who is representing much of prince george's county.

5:18. we now know more about the deaths of a man and his seven children on the eastern shore. they all died in their sleep from carbon monoxide poisoning coming from a power generator in their home. a power company removed an illegal meter from that home about a week before the family was found dead. 36-year-old rodney todd had a generator running in the kitchen. delmarva power tells news 4 electric service was disconnected last october and there was no request to reconnect the service. the power company discovered a stolen electric meter and removed it last month. friends and relatives last saw the family alive on march 28. >> just knowing that we won't be able to see him and that he died doing what he always did best and that is being an awesome father. >> todd started renting that home back in november a month after the power was shut off. 5:19. the loudoun county man accused

of murdering three people in alexandria will stand trial. news 4 confirmed a judge found charles severance competent to stand trial. the attorney now wants a change of venue. they want to move the trial away from alexandria. police arrested severance last year months after the shooting death of ruthanne lodato. he was then linked to two other murder over the past decade. former university lacrosse player appealing their case to the supreme court. chief justice john roberts gave lawyers for george hughley a one month extension to file his petition. chevy chase maryland native was convicted in the death of i can't rememberly loveyardly love and he's serving a 23 year sentence. his appeal has been denied twice. mexican police discovered a tunnel near the u.s. border in california. it has electricity, a ventilation 178.

an airline is apologizing after it kicked a cancer patient and her family off a plane. the ordeal is caught on cell phone video. >> i have multiple myeloma. you're taking me off the airplane because i don't have a doctor's note saying -- >> they were flying from hawaii back home to california on alaska airlines. she suffers from multiple myeloma as you heard. for monday's flight, she put on a surgical mask and admitted feeling a little weak. she called her doctor who said she was fine to fly, but that it wasn't good enough to keep her on board. >> i was crying. i was missing chemo, my children pulled off an airplane like we were criminals or somebody with some contagious disease. >> as a result of all this she said she missed her chemo appointment for that week. alaska airlines has apologized and says it will pick up all extra expenses. p. a new study just released
