baker is passing over his own constituent representative donna edwards also running for senate. they are both running to fill the seat left by retiring senator barbara mikulski. edwards represents a lot of prince george's county. i'm angie goff at the live desk. an american soldier is dead after an afghan soldier opens fire on troops in afghanistan. now, the attacker was shot and killed but two other americans were also wounded. now, this happened in the city of jalalabad, as u.s. delegation that included the ambassador to afghanistan. michael mckinley were leaving the governor's compound. no one in that specific group was hurt knop word. no word on a motive. back to you. >> thanks angie. today, transportation leaders from across the region will meet to set up a commission to oversee metro safety. this follows metro underground emergency that killed one woman

at l'enfant plaza in january. representatives from the district maryland and virginia meet at noon. many called for an independent safety commission for several years. now the commission is a step closer to becoming reality. and right now two unrelated power outage updates for you. the most recent this morning in the adelphi area of prince george's county. pepco says all lights are back on and 1,600 homes, back on pap car crash caused that outage. power back to normal in places that experienced yesterday's widespread outages. lights went out at the white house and the u.s. capitol. smithsonian museums evacuated when things went dark. several metro stations closed because service was out in the es xlat rcalateors and elevators there. and not even oprah winfrey spared. >> we were inside working and power went out. we decided to come out and see what was going on. last time that happened we had an earthquake. >> ooh. >> yeah. >> pepco says an equipment

failure at a power station in charles county maryland caused that outage. waiting to learn what happened inside a d.c. courtroom where a firefighter faced a judge. andre wanten arrested last month, facing a gun charge. police say an unregistered handgun along with ammunition found in his southeast apartment. he is the third d.c. firefighters arrested in the last month and could be fired because she still a rookhe is still a rookie on probation. a former lacrosse player convicted of his girlfriend's death is asking the supreme court to hear his appeal. chief justice john roberts gave lawyers for george huguely is one-month extension to file his petition. the chevy chase native convicted in the death of yardleyeardley love searching a sents. his appeal was denied twice. and from howard university

today d.c.'s mayor rolled out dual enrollment partnership program between d.c.'s public schools and howard university. this will allow high school students in the district to enroll and receive credit from howard university while they're still in high school. in 2016 students from mckenley technical high school and benjamin banneker will be able to tack advantage of the program. the next three year the program will expand to all d.c. public high schools. look at today's trending

rockville pike's future is meeting today. the planning commission will talk about recommendations from the rockville mayor and the council, happening at 7:00 tonight. the council says its recommendations are based on your input at several public meeting. plans include new pa december preenpa december preen walkways. and a local principal snucktuck in her home country. denied entry into the u.s. from canada. according to the school's board, smith was told at the border her paperwork is out of date. this is despite several visits to dand this year. the school has an interim principal in place. you can now check out the beauty of the cherry blossoms whether stuck in traffic or at your desk. a live look at the cherry

angie goff here at the live desk. a few minutes ago, in north charleston south carolina take a look. a peaceful protest at city hall. this just wrapped up after the shooting death of walter scott. now, the unarmed 50-year-old was shot by a north charleston police officer who is now charged with murder. a video showed patrolman michael slager firing eight times after scott runs away, following a traffic stop. that protest just wrapping up. this morning's protest comes

amid outrage nationwide over a string of deaths involving unarmed black men and police officers. barbara? >> thank you. now many of you have probably seen the images of the unarmed man in south carolina who was shot in the back as he returns from a police officer. that officer is in custody this morning charged with murder. nbc's tracie potts explain how cell phone video led to his arrest. the report has graphic video, we warn you. >> reporter: brash barbara, protests today after the video surfaced. the justice department the fbi, is looking at it along with local authorities, because in that video and we should warn people that it's graphic and to many may be disturbing. you hear the eight shots. you see walter scott go down and then you also see officer michael slager run back to the position where he was originally shooting grab something and drop it at scott's feet. the mayor says this officer made a bad decision and that is why he is now charged with murder.

meantime the family is speaking out saying without the cell phone video, some of the facts may have never been known. they are looking at a civil rights lawsuit. also the family's attorney says that the person who recorded that video is cooperating with authorities, and will be speaking out sometime soon. we're following it here on capitol hill. i'm tracie potts, news 4. right now family and friends are mourning the suddy ydyien loss of a broad run snunt ashburn. she died from an unknown illness. today classmates pay tribute. a picture of hef desk, two sets of flowers, placed on her desk. you can see the memorial at the school. news 4 molette green is live at the school with more and how the community is reacting to this very sad news. molette? >> reporter: eun, good morning. decorating her seat in class, just one of the many tributes planned here at the school. and all of this comes just months before graduation.

she was college-bound. had her sights firmly set on going to virginia tech. and news of her sudden death has the entire school community in shock. broad run high school in ashburn is in mourning over the loss of senior varsity softball player madison small. principal david spage shez died after becoming ill over the weekend. >> we had a vigil here last night. it was organized actually by the softball team and i didn't count how many people came. somewhere between 400 and 500 people here speaking to her circle and involvement here. >> reporter: as the sad news spread, social media lit up with messages of remembrance. those who knew her well holding on to fond memories. >> came into class every day way positive attitude smile on her face. she was kind and empathetic to every student in the classroom. everybody just loved her. >> i don't know how today will play out. yesterday was such a big shock.

and just so unexpected. >> reporter: with the grief comes questions. still unanswered. what caused madison's death, and could anyone else be at risk? a statement from loudoun county's health department reads in part in is could change but at this point, we have no information that there is a risk to others. the short time ago, high a chance to speak to the medical examiner's office and they tel they are in the middle of the autopsy process. so it is unclear if we will get a cause of death today. we are live in ashburn, molette green, back to you. >> thanks. right now russia is dismissing allegations that it hacked into the white house computer system. according to a russian news agency a russian diplomat says blaming russia is "a new sport." a law enforcement source and intelligence source both confirm that russia had some involvement in the hack to nbc news yesterday, they told us. here's what we know. the white house says the hack

took place late last year. they say hackers did not reach any classified information, but hackers were able to see the president's private schedule. the attack happened after the u.s. imposed sanctions on russia. i'm angie goff at live desk. now in the midwest and plains around 30 million americans threatened by a fierce storm that's bringing we hear hail high winds, take a look at this video, and a big chance of tornadoes. the danger zone includes parts of texas, kansas and missouri, and they are going to be in the thick of it from this afternoon until midnight and then overnight the storm is expected to head northeast towards st. louis and chicago. chuck? absolutely right. facing a little chance for stronger thunderstorms here on the day friday. friday afternoon and evening, that same system comes in our direction. right now no threat for severe weather. chilly and nasty outside. temperatures in the upper 40s to near 50 degrees now. so it is a chilly day for sure.

endorsement in prince george county. baker gave his nod to the congressman vying for sha senate seat vacated aye congresswoman mcculls with rooted in van hollen the moderate get it done political philosophy and rooted in the history they have together. more than 20 years these two men have known each other, served in the maryland house of delegates in the earl 1990s. baker's endorsement particularly of interest because of donna edward who represents part of prince george's county. interesting to see how this impacts voters here as this all plays out at the polls. edwards wiltbuilt her career on being more of an independent and, again, more rooted in baker's long-term relationship with van hollen. he says that van hollen knows how to get things done knows how to work across the aisle and he thinks that he's the best candidate here for the future of

can cause these reactions too? >> absolutely. a lot of people associate cold weather with low moods. actually the springtime is the month and the months of the year april and may, have more suicides than any other times of the year. so it's surprising to a lot of people and it's not just in this area. this is worldwide. so the spring version, in the southern hemisphere same thing. you're going to ask, why, right? >> exactly. >> why is this? we don't know. that's really the answer. but it's a long-standing phenomena. has to do with a couple things. one is changes in the amount of daylight. people with bipolar disorder in particular toned to have a very difficult time with increase in light exposure throwing moods out of whack. the other thing, a lot of people are feeling better during this time of year. feel they're finally coming out, getting outside, feeling better. if you're not and you're feeling like hey, everyone else is cheering up around me but i still feel badly, then you're going to -- it's going to be mag magnifyied magnified. >> what can you do about it in

terms of preventing the problems before they occur? >> well so if you're one of these people who notices that every springtime you tend to have a rough period likewise for people with season's affective disorder. know every winter tends to be rufr for them do some things ahead of time. if you're on medication adjust or increase the doses of medication. for a shrt period ofshort period of time and back to regular doses or make sure in general it's incredible how important regular sleep is. sleep and exercise. so if you really prioritize those things during this time of year you're going to put yourself at an advantage and decrease the likelihood of things going poorly. >> all right. good to know dr. joshua weiner thanks for joining us. >> thank you. after the break, how teachers are taking matters into their own hands to get their cl

a warning right now about graphic video in this next story. you probably have seen or heard about it online at this point. this south carolina police officer is in jail right now for shooting and killing an unarmed black man. take a look at the video. you can see the man, walter scott there. running. running from the officer when that happened. michael slager charged with murder only after this video came out. now before that happened he said scott tried to take his taser and that he feared for his life. >> we've all seen the video, if there wasn't as video, would we yo the truth? >> somebody was watching.
