we're following a number of developing stories at this hour. hillary clinton getting ready to announce this weekend that she's running for president. the new information that we're learning about her announcement and why she says she's running. good morning. i'm barbara harrison. the census bureau headquarters in suitland is open for business although it is a sad day following the murder of one of their security guards. a live report coming up. i'm molette green at the live desk and an important health alert, a meningitis death in loudoun county. i just received this e-mail from the health department reading over it now and will pass along everything you need to know.

it is a weather alert day. i'm aaron gilchrist in the storm center with meteorologist tom kierein getting people ready for the storm moving into the region. >> a line of thunderstorms tracking all morning long getter closer to the metro area showing up on storm team 4 radar. the storms weakened moving into the mountains. as usually happens, coming into more stable air, all associated with a cold front leading ep of this just about to come into the panhandle of west virginia. southern extent of it now down to just west of roanoke. this northern part of it now coming into frostburg. this is the line here that's just east of elkins. closer to us but still about 2 hours 45 minutes or so away from getting close to the metro area. that's going to be maybe around 2:00 this afternoon. but this other batch that's farther south, that is the one that's likely going to be getting closer in the southern suburbs, still about four hours away. around 3:00 this afternoon. we see the leading edge of that moving on through.

breaking news at the live desk. here is the e-mail once again from the loudoun county health department. we now know that there is a confirmed death from meningitis. the county's health except saying it is still evaluating whether anyone is at risk. increased risk of infection, but says there is no evidence right now of an outbreak in the community. now, in this e-mail dr. david goodfriend does not tell us any information, no specifics, about the person who died. the health department is saying it is putting this information out right now because of recent publicity and an increased number of phone calls getting, it's getting following the death in loudoun. i reported earlier this week on the death of a broad run high school senior but it is torrent to note that we still do not have a cause of death yet in that particular case. right now health facialofficials are warning, asking you to take normal precautions such as

frequent hand washes. that's the latest. back to you, barbara. also developing in our, workers returning to the census bureau after a security guard there was shot and killed. the frightening incident started with a kidnapping ending with a suspect wounded on a terrify inging apprehension on the street. megan, good morning. >> reporter: good morning, barbara. certainly a sad day for many who work here at census board, bureau headquarters here in suitland after he lost a security guard, murdered here. you can see behind me here that the main gate is still closed and that's going remain the case here for a while. now, workers who be in the building and sheltered in place last night when the shooting happened they were given the day off today. the rest of the staff, they came in two hours late. cars were turned away. the main gate to the census bureau headquarters still

closed following last night's deadly shooting. >> it's tough, because you come to work and you are protecting the people here at the bureau and you end up getting shot and i feel so bad for his family. >> reporter: most employees came into work on a two-hour delay this morning. i.d.s checked as they passed through security at the side entrances. while offices are othered, there is a sense of sadness and loss. >> i think it's just very tragic. and -- you know i'm grateful for the security we have. >> reporter: the security guard, 59-year-old lawrence buckner, working last night at the main gate when he saw a man and a woman arguing in a car. police say the man behind the wheel had just kidnapped his wife in d.c. and had a gun. when the security guard approached he was fatally shot. the gunman sped away heading back into the district. and it's still unclear why the suspect drove here. whether it was simply

happenstance or whether he or his wife had a connection to the census bureau. fbi spokespersons are still trying to figure all that out. back to you. >> thank you. after the suspect shot that guard he led police on a chase that ended in the district at 11th and eighth streets in north west washington. h street just reopened a little more than an hour ago. first 4 traffic told you on twitter about h street reopening. the busy corner is where the suspect engaged police in the shoot-out last night. the suspect was shot several times and a d.c. officer hit in the leg. at last check the suspect is in the hospital in stable condition. coming up in about 15 minutes, news 4 zachary kiesch is live on h street with more on the next phase of this investigation. aaron? barbara learning more about the man killed in that violent crime spree. lawrence buckner working security when shot. family members were visibly shaken at the prince george's hospital center. what we know about 34i78.him.

a married man oent 59nly 59 years old, still alive when he was brought there, but he passed away just after 7:00 p.m. from a gunshot wound to the chest. molette green at the live desk. right now new information coming in on an intense manhunt in annapolis. the anne arundel police department says the officer shot is in critical condition. we pushed out this information on the nbc washington app, as soon as news broke this morning. they have canine teams out looking for a suspect. giving us only a limited description. a man in his 20s, to 30s, wearing dark colored pants and now, witnesses say a man was acting suspiciously just after 2:00 a.m. near a convenience store just off route 50 near the cape st. claire area. that's in the 700 block of college parkway. not too far from the bay bridge. police tell us the officer and suspect then got into a scuffle and the officer then chased the

suspect on foot and that's when he was shot. it is unclear what actually led up to the shooting. barbara? >> all right, molette. today a maryland man will learn how long he'll spend behind bars for causing a deadly crash. amman lyle driving drunk on lee highway last year when he slammed into a car at fort myer drive in rosslands. the 24-year-old driver of the chrysler was killed. lyle had just gotten his license back after having it suspended a year following a dwi charge. heading to the cherry blossom festival this weekend, in luck. gorgeous out there. look ak the blossoming buds. in peak bloom tomorrow through tuesday we expect. festival organizers expect big crowds too around the tidal basin and national mall. early morning is probably the best time to beat the big crowds. tweet us pictures or send them to us using snap chat. right now you can buy tickets to the first round of the washington wizards' home

footage of the widespread damage just outside chicago. look at this view from the air, piles of debris that you see after that twister tore through north central illinois in one small town about a quarter of the homes were just leveled. we just heard from the fire department this morning out there, search crews going from house to house looking for victims but the damage is making it very tough for them to do this. at least one person is still unaccounted for. one woman is confirmed dead. pulled from what was left of her home and there you see that truck just blown over by that it twister. two zoo animals, we've learned, were killed about an hour northwest of chicago. that's the latest. back to you. >> yeah that tornado was about a half a mile wide on the ground for about 40 minutes. just devastating. well this is a line along that same cold front that produced that tornado of much weaker showers and thundershowers. no tornadoes. this is tracking northeast. this one batch coming into shenandoah valley winchester

we are staying on top of the developing story that began as a shooting at the u.s. census bureau in prince george county ended as a shoot-out with police in d.c. led police on a chase after shooting and killing a guard in suitland. zachary kiesch on h street in d.c. where the case came to a dramatic end and sent two people to the hospital. zachary? >> reporter: i can tell you this all the yellow tape out here this morning is gone. h street blocked off between 11th and 12th street. it all went down as many folk was out here last night having drinks enjoying thursday night out having dinner here. i talked to a number of foebs here early this morning as detectives were out here searching for clues, looking for cameras, having an opportunity to piece this thing together and

they were trying to get their vehicle. a lot of them because of how this played out, had to abandon their vehicles. returned back today to get those so that could, of course start their friday. an interesting part of town. a part of town that violence wasn't so rare in years' past. that has since changed. part of a huge push which includes street cars new apartments new grocery stores and not all that far away from union station and it rattled some folks around here that we spoke to last night. reporting live zachary kiesch northeast d.c. back to you in the studio. joshgs molette green at the live desk. this just in. now learning about a hit-and-run in fairfax county and police are asking for your help. they tell us a 38-year-old woman was hit in the crosswalk while jogging on objection road and zion drive last night in braddock. not far from the sovereign grace church. the victim is treated for injuries and is expected to

recover. anyone with information about this is asked to call police. barbara? >> thank you, molette. a developing story now. one child is dead and another one in grave, hurt gravely, we understand. after a car plunged into the ocean in los angeles. witnesses say they saw the car carrying a family of four go straight into the ocean last night. two adults surfaced moments later. rescue crews dove into the water to pull the two kids out of the car. no word on why the car crashed into the water in the first place. aaron? barbara, an internal investigation ordered after video of sheriff's deputies beating a suspect surfaced. a man ran from deputies and stole a horse in san bernardino county. during the chase the man fell off the horse, and that's when deputies subdued him using a stun gun. the deputies seem to begin beating and kicking the man more than two minutes. at one point 13 deputies are surrounding that suspect. new video this morning of the beginning of what would become a deadly traffic stop in

south carolina. the dash camara video shows north charleston officer michael slager pulling over walter scott from because of a broken taillight. the officer returns to his car to check on scott's driver's license. then scott jumps out of the car and starts running. minutes later, cell phone video captured slager shooting scott in the back killing him. what led to that shooting is not on any tape. officer slager is now charged with murder in this shooting. >> one mother to another mother i can understand this. so i just -- i just want them to know i am, i'm sorry that this happened. and that that this has made a change in everybody's life. >> the police department is also coming under fire for their reaction after the shooting. there are discrepancies between the official report and what appears on the cell phone video. the report says officers applied chest compressions and tried to revive scott. the video seems to show scott on

his stomach for the whole time. some good news now. a happy update to a local group of students who was nearly robbed literally of a chance to compete in the world robotics comp competition. they just won a regional competition when the team's suv was stolen with their robot inside. a new robot built and it is ready to go we're told and good luck to them. and even though there's a potential for strong storms today it it shouldn't affect all the cherry blossoms. just the ones that fully bloomed. most of the trees in peak bloom tomorrow through tuesday. the national cherry blossom festival parade starts at 10:00 tomorrow. expecting big crowds around the tidal basin and national mall so plan accordingly. >> because of the festival no weekend track work on metro. rails open two hours early at 5:00 a.m. on sunday. for the cherry blossom ten-mile run. what will the weather be like

for that though? check in with tom. >> looking good. a live view from our city camera overlooking the tidal basin. quite a few people there already. you can see blossoms looking beautiful even under a gray sky. quite a magical scene there. hour-by-hour temperatures cooler than it was looking like earlier this morning. by 1:00 into the 50s. by 3:00 make it into the mid-60s. storms likely coming through then. those blossoms will hang on. late afternoon, low 70s, near 70 by early evening hours as the line of showers and thundershowers moves on through. right now just showers here. no thunder and lightning coming into the shenandoah valley in another hour or so. as they move in they may increase a little and produce some thunder and lightning and a slight risk of severe storms mainly south of the metro area. by late afternoon into early evening. >> tom, thanks. big changes coming to the red line on metro starting monday. your commute will feel different. metro says eight car trains will run on automatic mode. this is the first time metro will use automation since the

deadly accident that killed nine people in 2009. six car trains will still use the manual mode. metro has been testing the automation for some time and given the all-clear by two independent safety advisers. the remaining trains are waiting for a computer upgrade before being automated that will take more than a year. new developments on the

charles, calvert, st. mary's around 4:00 to 5:00 tracking east and most done by 5:00 p.m. quick moving but could produce damaging winds south of the metro area. >> all right, tom. thanks. the virginia railway express, vre, soon begins studying whether to extend its commuter lines. that means that the line would extend from manassas out to hey haymarket. moving ahead with the extension, it could be five years before passengers can buy the first tickets. the manassas line currently ends at the broad run station in bristow. and right now a massive effort underway to save nearly 150 beached dolphins in japan. some are still alive but are extremely weak. the coast guard, the police and workers at an aquarium are working to rescue the animals. this is the largest dolphin standing stranding that is on this beach in 15 years. it is all over social media. hillary clinton trending because we now know she's going

wednesday, thursday, with the sunshine back. >> tom, thanks. at least 17 structures have been totally destroyed in fairdale illinois. 50 more badly damped. the weather channel meteorologist mike bettes has more from the scene. >> reporter: well the day after shedding a lot of light on the tornado that swept through in northern illinois in the town of fairdale. a town of roughly 200 people and every single building in town just seven square blocks was damaged. one of the more interesting things we found a cinder block washington pushed off to the west. torn right off the mortar foundation here. this building behind us apartment up above and a storage unit down below. most of the roof structure taken off. you can actually see right down into it. now, the city is still cordoned off. the sheriff's office isn't allowing anyone in. still doing search and rescue. ongoing at this time but we know at least 11 injured treated for

disturbing. that is how california officials are describing this video showing a violent arrest. deputies caught on camera repeatedly kick and punching a suspect. nbc's tony shinn has more on the internal investigation into whether this is police brutality. 's. >> reporter: news chopper 4 caught up with francis pusok after deputies say he stole a horse from a group of people to try and get away.

>> a deputy chasing him. deputy fell down. >> reporter: once on the ground you can see a deputy fire his taser. pusok is lying face down. you see him put his hands behind his back. another deputy arrives and both deputies punch and kick him. the 30-year-old apple valley man continues to get punched and kicked as more deputies gets to the scene. we count the a total of 11 deputies and during the two-minute-long beating it appears pusok was punched 37 times. kicked 17 times. and struck with a baton 4 times. 13 of those blows were to his head. >> obviously it's disturbing. >> reporter: the sheriff told us he only saw part of the nbc 4 video, but it was enough tore to take immediate action launching internal and criminal investigations. >> i'm not sure if there was a struggle going on with the suspect. appears there was in the early parts of the video. what happens afterwards i'm not
