mother who may have abandoned her quadriplegic son in the woods. the options families have when struggling with relatives. and a man thrown 75 feet into the air. we start tonight with breaking news. the maryland parents who made national headlines for how they raised their kids are back in the news. it's called free range parenting. darcy spencer shows how it's igniting controversy again. >> reporter: a concerned citizen called police about 5:00 this afternoon because the children were left unattended in silver spring. police took them to montgomery county child protective services in rockville. cps notified their parents. cps confirms that it's following up on reports that the children were left alone again today. we're still waiting to hear from the family.

they made national headlines for their free-range style of parenting. cps began investigating the silver spring family back in december. that's after their 10-year-old son and 6-year-old daughter were found walking home alone from a playground. then in march the parents were found responsible for " "unsubstantiated child neglect." that means the case remains in the state data base for five years and then is ecopinged. the trick here -- ex-pinged. the trick here, that's if no additional reports are added to the file. there's no word on what the incident will mean for the case. the couple say they are responsible parents teaching their children self-reliance and to be responsible. back to you. >> thanks. a lot of different ways to look at that case. new at 11:00 police had to take a mother into custody after she allegedly left her 3-year-old son alone in the car while she gambled at a maryland casino. officers arrested jay germany at horseshoe casino in baltimore. investigators say she was playing roulette on saturday while her little boy of sleepwas

sleepinging in the car outside. an officer got in through a cracked window. the report shows germany show node remorse when police confronted her and simply said she needed the money. a howard university student died today, and police want to know why. officers found him unconscious this morning around michigan avenue and franklin street northeast. he died after he got to the hospital. counselors will be on campus tomorrow to help other howard student who knew him. there were frantic moments tonight as firefighters tried to rescue a driver on the clara barton parkway. three people were hit near the exit at cabin john. one driver hit a tree and the impact threw him about 75 feet from the car. two other people were hurt. park police are looking into who was at fault. but everyone is expected to survive. with a tweet and a video hillary clinton made it official. today's announcement was no

>> reporter: it's a turnaround from her last campaign when portrayed her as the inevitable nominee. clinton quickly updated her social media pages today, trading in that well-known shot of her on blackberry with fresh image on facebook and twitter. moments later daughter chelsea tweeted, "very proud of you, mom." speaking from panama the president offered support to his former secretary of state. >> think she would be an excellent president. >> reporter: and republicans launched a series of preemptive strikes, passing out "stop hillary" paraphernalia outside her headquarters in brooklyn. they released their own video jabs today. >> hillary clinton represents the worst of the washington machine. the arrogance of power, corruption, and cover-up. >> we must do better than the book obama/clinton foreign policy that damaged relationships with the allies and emboldened our enemies. >> does america want a third obama term, or are we ready for strong conservative leadership to make america great again?

>> that was kristin welker reporting. former maryland governor martin o'malley spokeswoman released a statement on clinton's announcement it says in part "the democratic party will benefit from a robust issues debate and should governor o'malley decide to enter the race, he will bring one." tonight we're learning details about a quadriplegic man allegedly abandoned in the woods by his own mother. bars spencer talked to the woman avenues boyfriend to find out why he turned her in. >> reporter: the boyfriend of a woman accused of leaving her quadriplegic son in a philadelphia park with only a blanket and bible alerted authorities she was at his home in silver spring. authorities responded. she ended up in the hospital. police won't say why. >> she is hospitalized and she is still receiving treatment. >> reporter: her boyfriend told news4 he did not want to speak on camera, but he said he did what he had to do, the right thing, and that it's very emotional for him right now. naya parlor is accused of

abandoning her 21-year-old son last month, april 6th then catching a bus to silver spring. the young man of discovered by a man on a walking path friday april 10th. he was hungry and dehydrated. police went it the home in silver spring -- went to the home in silver spring friday but parlor was on a shopping trip. then they got the call it night from her boyfriend. >> the boyfriend had no knowledge of what happened here. he was under the impression she needed a break and came down here. it's a disturbing case. >> reporter: once parlor is released from the hospital she'll be extradited to pennsylvania to face numerous charges including reckless endangerment kidnapping, and assault. >> a lot of things can happen out there. obviously he's in the middle of a wooded area. you have wild animals out there. you never know what's going to happen. this kid cannot defend himself. he does not function at all. >> reporter: darcy spencer, news4. tonight advocates for people with disability say he didn't have to be abandoned in the woods because struggling families have options.

paul suzuski runs unitedsational palsy in philadelphia. she says she understands the struggle a lot of families go through. >> i wouldn't label her a monster. i'd label her as somebody who was highly strained and made a very bad decision. very bad decision. >> reporter: she says the government provides waivers that can help with the cost of housing, education, and even long-term care. stay with news4 for the latest updates on the story. we'll post any new information on our website and push them out on our nbc washington app. a maryland police chief is stepping down just as his community struggles through one of its darkest hours. the "delmarva daily times" reports that police chief scott keller has retired. chief keller made national headlines less than a week ago when a family of eight died of carbon monoxide poisoning in their home. city officials aren't commenting on the timing of keller's departure, but he's led the department for the past eight

years. new at 11:00, police are looking for a man who opened fire on a group of peopleheading to a party. it happened around 2:00 in woodbridge on forestdale avenue and dale boulevard. a group was walking to a party that had been advertised on social media. someone pulled up in an suv and opened fire hitting one man and two teenagers. all three expected to be okay. in fairfax county, a bakery is closed tonight after a car wiped out its storefront. and investigators say they could file criminal charges against the person driving the lexus. it jumped the curb and crashed into the store in anent dale. six people -- annandale. six people were hurt but not seriously. the bakery has been open for 11 years. the owner says inspectors will be there monday to see if it's structurally safe to reopen. tonight a maryland family is desperately trying to find their teenage daughter. jennifer castillo is 16 years

old. she was dropped off to get a bus to the mall. she was wearing dark blue jeans, a white shirt and sneakers. it looked like a search and rescue operation in laurel today. it actually, it's just a drill. multiple agencies were put to the test to see how they'd respond to an emergency situation. in this case to find the missing. >> hopefully we find them alive and well. but if not if that's not the case, at least we've recovered the victims so that their families can put closure to the incident. >> along with today's live drill, first responders took part in a two-day training exercise. for the first time as mayor muriel bowser will go before the d.c. counsel tocil to defend her proposed budget. she plans a 2.5% increase over the current budget including a sales tax hike and increase in parking taxes. we are just about a little

standing there. two other manholes exploded around lunchtime today. fortunately, those didn't hit anyone either. >> heads up! heads up! heads up! law enforcement officials in oklahoma say a civilian volunteer deputy made a mistake when he shot and killed an unarmed suspect earlier this month. he pulled his gun instead of his taser. the deputy confronted the suspect during an undercover sting in tulsa. the suspect was allegedly trying to sell a gun. the deputy is 73 years old and could face charges. now we want to warn you about this next video. it can be very tough to watch. tonight a homeless man is in a medically induced coma after a brutal beating. this is surveillance video from last week which shows a group of people viciously attacking him. police say it started when a boy told his mom that the homes man hit him. detectives don't think he did. one of the people in this video is the child's mother, and she's been charged with attempted

murder. the bowie high school community is mourning the loss of a popular student. he just stopped breathing and passed away on the way back home from a school trip. derrick ward with how student, parent parents, and teachers are coping with the loss. >> reporter: starting monday counselors will be at bowie high school to help deal with the tragic loss over spring break. the student got sick during a trip with other students in south carolina. the bus pulled off this road in oxon hill. paramedics were killed. the young man was taken to the hospital but pronounced dead. besides being an honors english student, he played fab and wanted to attend the u.s. naval academy in annapolis. the cause of the teen's death is under investigation. the effect is being felt among those who knew him. at the front of the high school

there's a plaque and a garden dedicated to those who are special to the school whom death has taken away. sadly, there will be one more name added to the young toll. derrick ward news4. everything is back to normal outside the white house tonight. secret service agents were scrambling across pennsylvania avenue earlier for what turned out to be a pint-sized faults alarm. a frisky 4-year-old climbed under a temporary bike rack near the white house and set off the security alarms. the secret service agents rushed over to the north grounds. they found the child but no real danger. the 4-year-old was reunited with mom and dad and wasn't hurt. gas price are already falling -- gas prices are already falling, and another drop is just around the corner. prices fell five cents a gallon in the last three weeks. lundberg says the average in is now $2.45. the company says retailers and refiners are dropping the price to chase demand for american
