right now is draped to our north and west. as it moves down we'll watch an area of low pressure centered close to memphis, that area will ride along that cold front, one bringing in col bringing in heavy rain that could last just about all day tomorrow. i'll show you which part of the day sees the heaviest rain and what comes after that. guys i've got a little bit of' nasty forecast tomorrow. it gets better quick. >> all right. doug thank you. developing tonight, maryland lawmakers have now passed a budget just before a midnight deadline. the $40 billion spending plan was approved about an hour ago. but it's caused a new divide tonight between governor larry hoggan and democrats. this budget includes $200 million in spending on education, raises and health care that hoggan did not want. the governor says he will likely use that to offset a likely deficit next year. the budget as passed is only balanced for this year. >> new tonight, we're hearing the 911 call that has a local

coup in trouble again and put the free range parenting style back into the national spotlight. >> two kids unaccompanied. and they've been walking around for probably about 20 minutes by themselves. >> that brought police out to pick up 10-year-old the boy and his sister on sunday. now child protective services is launching a new investigation into the family. the meitivs say they're considering fighting back with a lawsuit. >> terrified of leaving my children unsupervised because i don't know what they're going to do next. >> they've already been found responsible for unsubstantiate cad child neglect after their children were found walking alone last december. >> now to a dangerous trend in northern virginia. rate of prescription drug and heroin use is rising. dramatically. tonight, community members came together to discuss solutions to the problem.

darcy spencer live now in falls church with details. darcy? >> reporter: that meeting was head right here at this board of education building tonight. family members shared very personal very painful stories about losing loved ones to addiction. >> heroin specifically has the such a stranglehold on people. >> ginny atwood knows that because her little brother chris died from an overdose when he was 21 years old. she says families need to talk about the dangers of drugs. >> these conversations need to happen at 8, not at oh 13 maybe we should start talking about that. >> atwood attended a community meeting about heroin and prescription drug overdoses in fairfax county. don flat terry was the keynote speaker. his son kevin a uva grad working in the film industry died from a prescription drug overdose. he was 26. >> parents and community members need to understand that lunch

prescription opioids with synthetic forms of the drug hoin. they affect the body in the same way. >> statistics show the number of overdose deaths from prescription drugs and heroin are rising at an alarming rate. meetings liking this are meant to talk about the problem and solutions. greg richter's daughter got addicted to heroin when she was 20 years old. he says she's alive and clean thanks to long-term treatment. >> that's the only way we're going to get rid of this is understand what the problem is and how to treat it. and putting people in jail kids in jail it's not the answer. >> reporter: the families we spoke to tonight say they take every opportunity they can to talk about their loss. they are hoping to save lives. back to you. >> darcy spencer reporting. thank you. the family of a little boy who was shot in the head while playing outside a northeast washington will hold a news conference tomorrow to announce that they will file a civil

lawsuit. jayden stansell was shot while in the parking lot of mayfair mansions apartments back in october. doctors thought the 9-year-old won the survive but he did after months in the hospital. tomorrow jayden's family plans to call attention to delays at the d.c. crime labs. no details have been released yet who the family plans to sue. >> it's been more than 24 hours now and police still haven't tracked down the man accused of killing his wife inside a doughnut shop. anne arundel county police are searching for brad patel. they found his wife's body in the dunkin' donuts store here in hanover. the couple can worked there together. police tell us the 24-year-old husband beat his wife to death. >> in alexandria jurors will begin hearing details of a horrific murder case tomorrow. carolyn cross, a employee of the department of corrections was found dead in her apt last september.

dawit sayoum is charged with beating her and suffocating her. questions about his mental health will be part of his defense strategy. >> police body cameras, a disingredient between the mayor and a council member. kenyon mcduffy raised concerns over the proposal to exempt the video from being released. it the includes language to keep the video from being released as part of a freedom of information request. mcduffy want to make sure there is a strong hearing on the issue before that law is passed. >> there are questions tonight about how much training a volunteer police deputy had when he shot and killed an unarmed blackmon. 73-year-old bob baits who is white is now charged with second degree manslaughter in the death of eric harris. bates an insurance broker who volunteers as a tulsa, oklahoma reserve deputy says he mistakenly pulled out his handgun instead of a taser during a sting operation.

miami tonight. he also took a swipe at hockey saying she would revert to policies of the past instead of looking toward the future. senator rubio will speak more about his bid tomorrow on the "today" show in an interview with matt lauer. that's at 7:00 here on nbc4. >> back here in d.c. voting is now under way to fill council seats for wards 4 and 8. early voting began today at one judiciary square. the doors will be closed for emancipation day this thursday. on saturday two additional voting centers will open to residents. one in each ward. candidates inward 8 are making their final push to sway voters today. all but one candidate attended this debate tonight. voters tell us violence is one of the big issues they want to address. the debate was held at emmanuel baptist church in southeast d.c. >> i an former blackwater guard will spend life in prison for shooting and killing civilians in a busy baghdad square. nicolas slatten was convicted of murder in that case. witnesses say he was the first

drama in the air today over seattle. a plane made an emergency landing after the pilot heard someone screaming from the cargo area. the alaska airlines flight bound for l.a. was in the air for just 14 minutes when the pilot heard of banging from beneath the plane. the captain declared an emergency landing and returned to seattle-tacoma international airport. the airline said a ramp agent was found inside the front cargo hold. that agent told authorities he fell asleep. alaska airlines is investigating

the incident. a big debut for metro in just a few hours. the first 7,000 series train will leave from frank conia springfield on the blue line. metro hosted a preview ride today. reporter adam tuss checked out the first new train since 2006 has cars without carpet no digital displays that show where you're going and transfer options. the first passengers will hop on the train tomorrow about 7:00 a.m. frustration down on the national mall. for years taking in a game of volleyball across from the lincoln memorial has been free. but now a new policy is in place and you'll have to pay to play. as she marry stone found out, people are not happy. >> i'm very frustrated about this new policy. >> javier fernandez has played volleyball for free on these courts located in west potomac park for a decade. but now he and hundreds of other players will have to pay a $30

nonrefundable fee online for two hours and reserve a court. thanks to the national park service. >> i don't think the national parks service intended to create a problem for us. i think it was an innocent thing on their part. >> reporter: the new rule allows organized volleyball leagues to reserve one of the 11 sand pit courts. >> what the new fee does it gives us a steady stream of revenue for upkeep and maintenance of the courts. 100% of the funds that come in from these reservation fees go right back into the courts to repair and replace nets. >> reporter: the group of local volleyball players tell me they've maintained the courts for 30 years. after pickup games. >> we come out on the weekends during the week. some of the best games we've had have been the free games. i mean we've met people from california. we've met people from hawaii. >> we just don't like the structured part. >> reporter: tonight the people who play volleyball out here tell me they plan on meeting with national park service and

clear skies right now. we are starting to see those clouds move on in across our region. still 69 near martinsburg, 72 in culpepper. manassas chantilly coming in at 6 degrees. around the dunkirk area current temperature sitting at 64. a little bit cooler the farther east you go. no rain right now. we'll stay dry through the morning hours. we're talking right around that early rush. here's the frontal boundary. the front making its way down to the south. back to the west you can notice here notice a little bit of spin. that's an area of low pressure that's going to ride up along that front and bring all of this moisture down to the south our way. we're looking at a very wet day on tuesday. we go from a beautiful, beautiful monday to a nasty nasty tuesday. take the umbrella with you. 6:00 a.m. tomorrow morning, notice the rain already moving in especially north and west of the city 270, route 50 all going to be seeing rain in virginia. as we move on through 8:30 it's

just about everywhere. some of that rain could be coming down fairly heavily especially back towards the west and shifting to the east around 10:30. now everybody's seeing that rain and some of that coming down in the moderate side. that's going to continue. look at 1:30. 66 over to 50 down to the south. this is where i think we'll see the bulk of the rain during the afternoon hours. still rain around frederick. starting to leave the northern zones. watch what happens around 5:00. still rain from d.c. down to the south and east. we could see a very wet evening commute during the day tomorrow. take the umbrella. you will need it. also take the jacket. temperatures tomorrow will be a lot cooler. 6:00 to 8:00 a.m. showers with 62. at least on the mild side. during the afternoon, temperatures fall down to about 56 between 4:00 and 6:00. we'll see a number between 20 and 25 degrees cooler tomorrow afternoon than we saw earlier this afternoon. that impact forecast it's going to be on the moderate side for sure. rain some heavy, maybe on the high side if you're supposed to

wilks booth escaped through maryland and virginia. we've got a special feature on our app. see historic pictures and learn how the lincoln memorial came to be. >> tonight, the wildlife center of virginia has its hands full for two very cute little reasons. two black bear cubs now called the center home. they were found a week apart. both babies were abandoned by their mothers. we don't know why but now they have each other which helps the wildlife center limit their human interaction and give them a playmate. the staff hopes to release these little cubs back into the wild in about a year when they will be much larger. >> they are tiny little things. >> cuddly. >> they're tiny. look at the claws. >> they grow into those. >> what time can we look for this rain to start on us tomorrow? >> in most areas between 6:00 and 8:00. that's going to be the morning rush. make sure we'll be here early tomorrow morning talking about that.
