child neglect after their children were found walking alone last december. a fierce debate over health care for print inmates, comes to a head today at the council. the council plans to vote whether to approve a $66 million contract with corizon health. the contract also costs more than the current plan with local company unity health care. despite that "the washington post" says mayor bouser supports the new contract. maryland lawmakers passed next year's budget. the $40 billion spending plan caused a divide between governor larry hogan and democrats. hogan will likely use the money to offset a likely deficit next year. we'll get a much closer look

at hillary clinton's campaign strategy today when she meets with community college students in iowa. for now she's skipping the star studded high dollar private events and she's asking for small donations on line. experts say they may eventually top the $1 billion that obama raised in 2012. florida senator marco rubio faces an early test here in washington just one day after announcing his campaign for the republican nomination. he's slated to vote on a bill this afternoon that would give congress more influence over any nuclear agreement with iran. he's positioning himself as the ford-looking candidate. a little late this morning you can see matt lawyer's -- lauer's interview with rubio. it's now been 150 years since abraham lincoln was shot at ford theater in d.c. the theater is holding a big

right now, the uberbill is heading to maryland governor larry hogan's desk for approval of the house of delegates and senate voted to make commercial ride sharing legal in the state. it will bring them in line with d.c. and virginia where lawmakers approved regulatory frameworks for the popular app. a construction project gets started today. we'll get our first look at the new boring machine. the mshl will bore a massive 2,700 foot tunnel and connect it to other areas to the river. it's the largest construction project the district has seen since metro was built. a huge under taking. well, hope you enjoyed the nice weather while it was here

from underneath the plane. the flying was in the air for just 14 minutes before it had to turn around and airline ramp worker was found inside the hold. he wasn't injured. he told first responders he was taking a nap. >> yikes. [ gunshots ] >> i'm sorry. a reserve sheriffs deputy in oklahoma is being charged with manslaughter. the video plays out. the reserve deputy shooting a suspect after he was tackled to the ground during an under cover operation. he thought his gun was a stun gun, the suspect was taken to the hospital where he died from his injuries. the 73-year-old deputy has been a reserve deputy since 2008. well, this morning, police are looking for a man they say killed his wife in a dunkin'donuts in anne arundel county. according to police bhadreshkumar chetanbhai patel beat his wife to death. we sent you a breaking news alert on the nbc washington app

when this news broke yesterday. his wife was found in the kitchen area on the dunkin'donuts. she was just 21 years old. right now police in north carolina are searching for the man who shot and killed an employee oba north carolina college campus. police say 20-year-old kenneth stancil iii walked into a building at wayne community college and killed ron lane. he was formerly a student at the school. lane was a print operator in a shot from he had been part of a work study. today friends and family will remember a security guard shot and killed at the census building in suitland maryland. a viewing for lawrence buckner will be held today in port royal, virginia. his funeral will be held in friday in westmoreland county. police say the man who shot him, ronald anderson led police on a chase that ended in the district. this just in. virginia voters favor pot. minutes ago a brand-new poll was

released and it shows virginia voters support the legalization of medical marijuana. 86 to 11%. 54% of voters in the commonwealth support the recommend kreegs al use of marijuana. poll says she low -- they like how the governor job is doing. it is now 6:19. you are concerned about a dangerous trend in northern virginia. the rate of prescription drug and heroin use is on the rise. community members are coming together to discuss solutions to this problem. >> these conversations need to happen at 8, not at 13. maybe we should talk about that. >> many of the residents at the meeting in fairfax county had lost loved ones to prescription

or heroin overdoses. they say educating young people on the dangers is only one solution. >> a young couple and their baby were kill when a concrete slab from a sidewalk construction project fell from a bridge on to their truck. the construction site is part of a washington state department of transportation project to make city sidewalks safer for bicyclists and pedestrians. crews were tearing down part of the existing bridge near tacoma, washington last night when it fell. activist groups are holding rallies for equal pay today, to raise awareness about the unfair advantage men often have in the workplace. the mayor will take part in a rally today at the wilson building that's at 9:00 a.m. on average, women earn 3/4 of the salary than men. >> and women in minority groups less than that.

holmes is charged with killing 12 people at a theater where people were watching "the dark knight" three years ago. holmes pleaded not guilty by reason of instandity. a new report is out that says cyber crime is on the wage. according to symantec, there was a 23% increase last year. lots of the attacks happened via social media and 70% of attacks were spread to other people that way. there was also a 4,000% spike in cryptoransom attacks where hackers hide your files and hold them hostage. we'll be waiting to hear whether a space x rock will lift off later today from cape canaveral. today's lift-off attempt is schedule for 4:10 p.m. the space x rocket is carrying two tons of supplies to the international space station, including experiments and that

outside the mayfair apartments in northeast washington when shots rang out. the little boy was hit in the head by a stray bullet. it was initially thought he would die from the head wound. he did recover and he's able to return home. later this morning, the family is going to file a lawsuit against the owners of the apartment complex and the company that provides security. the family is also expected to call for an end to violence in the streets. that's expected to happen at 11:00 this morning. we're expecting to learn more about the details of the lawsuit. reporting live in the district megan mcgrath. a major milestone for vax's crime lab. the dna databank saw its 10th cold hit last month. the hit was related to a sexual assault case in northern

virginia in 2003. virginia became one of the first states to collect dna for its data bang for persons arrested for violent felonies. new this morning, the government could be a lot more efficient. the report comes from the government from its office of it says there are 12 areas where federal programs could be consolidated or simplified. those areas include programs to make sure that you make sure products are safe for your family to use and ones to get you to the doctors office. they also include federal contracting programs. today, we'll learn what the mayor of alex zan dree i can't thinks is going well with the city and his state of city address at 6:00 tonight. montgomery county you have a couple of chances to weigh in how y tax dollars will be spent next year. there were five public hearings they start today.

welcome back. you'll soon get a chance to walk into one of the oldest buildings on the national mall. take a look at this the 134-year-old arts and industry building is expected to reopen to the public for special events. the building is next to the smithsonian castle. it was closed in 2004 for $55 million renovation. officials were hoping to turn into an innovation center but scrapped those plans. it will reopen for the short term for exhibitions later this year. stephen colbert is getting a

the "today" show. and matt lauer speaks to him about his decision to run and the many comparisons people are making between him and president obama. i'm at the live desk with breaking news. the manhunt is over. we found out that police have arrested the suspected gunman accused of killing a wayne community college employee in north carolina. kenneth stancil, he was taken into custody this morning in florida. police say they found him sleeping on a beach in daytona. this happened just after 1:00 a.m. no word on a motive for the shooting yesterday but the victor apparently fired stancil from a job at the school. that is the latest back to you. this morning, we are hearing that 911 call that landed a maryland couple in trouble again for their free range parenting style. child protective services now launching a new investigation against the mettives after their

dominion looksing pretty good. no major problems in mclean. wide look at things. we're pretty slow right now. this is mostly because of the rain. we dope have too many other big problems happening. 95, a little slow northbound. indian head northbound in the beltway. we still have that right lane blocked. north, coming down a little slow. 270 at montrose slow as well. the weather not cooperating. alaska airlines plane made an emergency landing after hearing screaming and banging beneath a plan. the los angeles bound flight headed back to seattle yesterday and it was not just a luggage that they found in the cargo hold. an airline ramp worker was found inside that hold. the cargo hold is pressurized and temperature cold. the worker suffered no injuries.
