car. this happened last night on balk road. the driver who hit the woman did stay on the scene. the road was closed for hours, but is back open this morning. you or someone you may have probably been a victim of predatory towing. where tow truck operators grab cars as fast as they can. montgomery county officials are saying no more. a new bill aims to crack down on the aggressive towings that would ban spotters who look out for cars to hook. a council members say it's the number one complaint in the county. >> i was literally there for an hour and a half. my car got towed. >> it's not okay how this business is done and we need to step in and clean it up. >> now, if you want to see all of the proposals, search towing on the nbc washington app. and i did. there's actually 17 pages. this is something they're taking very very seriously. >> the number one complaint. that's surprising as well. >> yeah. all right, time now for a look at the forecast. so much rain yesterday, we're

hoping that things have cleared out. >> let's check in with meteorologist tom kierein. good morning. >> good morning. if you listen carefully you can hear the grass growing. after all that rain it's really greening up quickly and you'll notice that when you step out the door this morning. also things are still a little bit damp in the wake of the rain but it's almost completely over now. a few lingering sprinkles, far southern st. mary's county, and right now it's fairly cool. we're in the low to mid 50s right around the immediate metro area. farther north and west, we have dipped down into the 40s. around the bay, low to 50s now. there's some cloudiness through the morning we'll have drying then mild temperatures this afternoon. and warmer temperatures on the way for friday into saturday. coming up next weather and traffic on the ones a look at your drive time commuter forecast for the day ahead. we have had an accident around lorton is that causing problems? >> it is causing a problem in this one section of lorton. the road is shut down.

for days with just a blanket and a bible. so she could visit her boyfriend in silver springs. fit roy anderson said he spotted a wheelchair while trying to get a photo for his grand sons and he saw a large bundle. >> i opened up the package, i remembered a bible because on top of it. i didn't see his face. i walked away. >> the disabled man is being treated at the hospital right now. prosecutors say his mother nyia parler will be charged with attempted murder. she is currently in the hospital in montgomery county but police have not told us why. molette green at the live desk. gay marriage moving forward in guam. we have learned the folks there just got the order to process same-sex marriage applications from the attorney general. this puts the island on course to become the first u.s. territory to do this.

just two days after a lesbian couple legally challenged guam's marriage laws. but there are still some stumbling blocks, the public health director is unwilling to accept the applications until legal questions are resolved. the latest from the live desk. the iranian foreign minister said he tried to personally intervene in the case of a washington journalist charged with spying. jason rezaian is accused of espionage and acting against national security. the charges are very serious and he won't try to influence the charges, but he had tried to help on humanitarian grounds. >> so i have personally tried to assist in the humanitarian -- on humanitarian basis. possibilities for him to have visits with his mother and other members of his family.

>> rezaian was detained july 22 along with his wife and two photojournalists photojournalists. thor ohs have been re -- the others have been released. now to the race for the white house and hillary clinton clinton's quiet start to her campaign. she plans to hold small meetings in iowa. she is talking to people in the small suburb surrounding des moines. many of the events are purposely closed to the media. mrs. clinton said she's focused on the economy and that more rallies will happen next month. the virginia general assembly could take up changes to the new ethics bill today. it was passed earlier this year and it forbids lawmakers from taking any gifts valued move $100. governor mcauliffe said it had a loophole because it did not limit the number of $100 gifts lawmakers could receive. he's calling for a cap of just

one $100 gift a year. we now know the name of the new city manager, currently in charge in a state of the city speech last year mark jinks was named to the post. he's been acting city manager since the start of the year. the u.s. capital police have two major positions that'll have to fill soon. assistant chief daniel malloy announced yesterday he plans to retire at the end of the month. he served for 30 years and he boss chief kim dime submitted a resignation last week. the u.s. military is hoping new forensics helps them identify nearly 400 sailors and marines who were buried as unknowns after the bombing in 1941. the military says it will disintegrate in remains in three to six weeks. they hope to identify them all within five years.

you're watching "news4 today." >> it's very important, this decision that people of the cuba know -- the northern territories know. >> cubans are celebrating president obama's decision to take the country off the list of state sponsors of terrorism. it is the first step toward a renewed diplomatic relationship between the countries. however, the decision has to be approved by congress before it is official.

nbc's edward lawrence joins us now live from capitol hill where the countdown is now under way. good morning. >> reporter: good morning. members of congress can block the move if they want to. a new piece of legislation will have to be drafted and voted on. at the moment the congress cannot interfere with the president. now reaction is coming down along party lines. nancy pelosi says that she applauds the move. this is -- cuba should not have been on the state sponsor of terrorism list for 50 years and she said that tourism will bring a positive change. and on the other side marco rubio calls it a mistake. he's the son of cuban immigrants and believes the u.s. must double the effort to support those in the country who push for democratic elections. other countries that were on the list and then dropped off include iraq libya, north korea, south yemen. now syria, iran and sudan all remain on the list.

reporting live in washington, edward lawrence. today, boston will mark the second anniversary of the 2013 marathon bombing. a citywide silence will be held at 2:39 p.m. church bells will ring throughout the city. boston's mayor has declared april 15th one boston day. a new tradition to honor the city's resill yeps. he's asked people engage in random acts of kindness. three people were killed and more than 260 others were hurt during those bombings. the jury is now in place for the trial of the man accused of killing a dozen people at a movie theater in colorado. james holmes is accused in the 2012 shooting that also left 70 people hurt. one of the selected jurors was a survivor of the columbine high school shooting back in 1999. he was friends with the two teenage shooters who killed 18 people in the eighth grade.

the jury selection was one of the largest and most complicated in u.s. history. 9,000 prospective jurors were summoned to court and hundreds were asked back for one-on-one questioning. opening arguments will start on april 27th. a police officer in arizona will not face charges for hitting a suspect with his patrol car. take a look at this dash cam video released by police today. it is one way to end the crime spree. the man robbed a 7/eleven stole a car and a rifle and that all happened within a few hours back in february. >> the guy probably is still alive because the officer took the action he took. had he continued to press down the street or to sergeant control these officers had no choice but to begin firing. >> the officer is back on duty after being put on administrative leave. the suspect survived the collision but faces several felony charges. a teenage boy who impersonated a police officer will not face charges.

fairfax county police stopped the 16-year-old during a dwi check point on friday night. officers found law enforcement markings and equipment in his car. the boy and his friend were released to their parents. it is 4:50. fast food for breakfast and lunch may not be so fast as some workers plan to go on strike. fast food workers from more than 200 cities nationwide plan to strike today. they want a $15 hourly wage and the right to form unions. organizers at april 10.org said protests are being held in 40 other countries. a program that has helped a loudoun county team save money on college tuition is in jeopardy. students at rock ridge high school had been receiving college credits for free. rock ridge high planned to expand the enrollment plan into theater, biology and possibly chemistry. but questions from another community college in loudoun
