if it's indeed there will be a closure coming up in a couple of minutes. ramp from dale city to 95 north northbound northbound, a crash on the ramp. and 29 ramp to 66 eastbound, not looking as bad as it did. it was pretty nasty there for quite a while. now we're kind of clearing out. wide look at things overall, no major problems as you take sort of a big look at the beltway. 295, a little slow as you pass 50. typical for this time of the day. 95 in and out of town looking quite good. travel times are coming up in a couple of minutes. 6:02. at this hour, 150 years ago, doctors were fighting to save the life of president lincoln while a massive manhunt was under way for his assassin. ford's theatre is marking this anniversary with around the clock tributes. re-enactors have been giving updates on the president's

the driver did stay on the scene of the crash. the virginia general assembly could take up changes to a new ethics bill today. the assembly passed that bill earlier this year. it forbids lawmakers from taking any gift valued above $100. but governor terry mcauliffe said it had a loophole because it didn't specify the number of $100 gifts they could receive. he wants to limit them to no more than $100 per year. mcauliffe has imposed that cap on himself. a crack down on towing is underway in montgomery county. officials want to stop tow truck operators from waiting on you to leave your car and then grabbing it as fast as they can. a new bill would ban so called spotters who look out for cars to hook. aggressive towing is the number one complaint in the county. >> people use spotters. so people will walk into a store and two minutes later, their car is gone. because somebody has been paid

police say the man robbed a 7-eleven. set fire to a church and stole a rifle. this all happened within a few hours back in february. the officer is back on duty after being put on administrative leave. the suspect survived and faces several charges. he may have saved a quadriplegic man's life. we're hearing from the good samaritan who found him. his mother left him there for days with a blanket and a bible so she could visit her boyfriend in silver spring. fitzroy anderson spotted a wheelchair while trying to take a picture of a deer for his grandsons and then he saw something wrapped up in a large bundle and then he called for help. >> when the rescue guy came and he opened the package, i remembered the bible was on top of it. i didn't see his face i saw the bible and i walked away. >> the disabled man is being

treated at the hospital. prosecutors say his mother nyia parler will be charged with attempted murder. she is currently in the hospital in montgomery county but police have not told us why. a couple of bold bank robbers are on the loose in prince georges county. take a look. they dressed up in full bodysuits to rob a bank of america in bowie. prince georges county police say the robbers are armed with guns and escaped with cash. new this morning, gay marriage is moving forward in guam. we have learned that folks just got the order to process same-sex marriage applications from the attorney general. this puts the island on course to become the first u.s. territory to do so. but there are still some stumbling blocks. the public health director is refusing to accept the applications until legal questions are resolved. a dual enrollment program that's helped loudoun county teens save big money an college tuition is in jeopardy. students at rock ridge high school in ashburn had been able to take college level physics

classes and they received credit for it at william & mary. they were planning to expand to include theater, biology and even chemistry. now that's on hold after northern virginia community college raised jurisdiction programs. loudoun county is stalling the program. >> it would be a very sad thing for those of us that have put in work to be in this course. >> we have reached out to northern virginia community college for comment. we're still waiting to hear back. the stafford county school district is working to come $11 million to cover renovations at your children's schools. according to the freelance star additions to three high schools came in over budget. the paper says the school leaders may ask the county board of supervisors for more money or borrow from other projects to deal with this deaf sition. a new report raising big concerns about your safety on air plainplane airplanes. there are new tracking systems

being proposed, however, the office of government accountability said they would be too vulnerable to hackers. the faa needs a clearer plan to protect against cyber security threats. you are about to look at new video after an asiana airlines plane scheduled off the runway. the plane clipped several communication towers during a landing overnight. about 20 passengers were treated for minor injuries. people said they were tossed up and down in their seats. the airport is closed right now. two years ago an asiana plane crashed as it approached san francisco airport. new forensics can identify 400 marines and service members. the military says it plans to exhume the remains in three to six weeks. they hope the new science along with help from family members

will help them identify all the service members within five years. we are getting a look at the devastation caused by high winds along a highway in utah. look at that. winds knocking over several semi-trucks in a chain reaction crash. due to low visibility several of the vehicles behind one truck collided with it. in all, six big rigs and 11 cars were involved. one man inside one of the cars was killed. we could be in for a rush next few months when it comes to brushfires. more than 120 acres have already burned in montgomery county so far this spring. well, county firefighters tell us that it's early for so many fires to damage so much land. they say a contributing factor may be the large amount of debris on the ground in the woods left behind after a rough winter. so really if we get that combination of dry air, wind it will only make the matter worse. >> that's right. speaking of drying out, we had so much rain yesterday,

into the general fund and go to public health efforts. if passed the tax would go into effect on july. montgomery county will ban e-cigarette smoking and vaping in public places in june. lots of your teenagers and 20 somethings have never had a credit card. according to credit cards.com, more than a third of 18 to 29-year-olds have never had one. the site says the reason could be because of the great recession and also points out a law from 2009 that prevented credit card companies from marketing to most college students. it is now 6:26. your fast food service today may not be so fast as some workers plan to go on strike. fast food workers from more than 200 cities plan to strike today. they want a $15 hourly wage and the right to form unions. organizers at april 15.org says protests are being held in 40 other countries. you can bet dozens of employees at a seattle company

have an extra pep in their step today. their ceo announced everyone at the company will make a minimum of $70,000. >> i would like to have this spark a conversation and basically have people start to think about a different way of doing business. >> that was dan price, the ceo of gravity payments in seattle a credit card processing company. to help pay for the bump in salaries for his employees, price is cutting his own salary from about $1 million to $70,000 a year himself. about 70 employees are getting a raise because of the change. and not just any old raise. some people are doubling their salary, changes lives. they can buy homes and take care of kids. a life-changing effort. >> making an impact considering the average salary for employees there was $48,000. the company is saying that it's expected to pull about $2 million in extra profit this year alone.

looking typical. i have travel times in ten minutes. >> thank you. it's 6:33. today boston will mark two years since the 2013 marathon bombing. a citywide moment of silence will be held at 2:49 p.m., the time the first bomb exploded. boston's mayor has declared april 15 one boston day. a new tradition to honor the city's resilience. he's also asked bostonians to show an act of kindness to somebody today. three people were killed and more than 260 others were injured during the bombing. congress now has a big decision to make about whether to nix cuba off the state sponsors of terrorism. president obama announced the change yesterday and cuba has been on the list for the last 50 years. congress has 45 days to create a bill to overturn the president's decision. the change would have a huge impact, including a rush of tourism between cuba and the u.s. and a cuban embassy right here in d.c. d.c. mayor muriel bowser is

defending her plans to keep video from police body cameras out of the public eye. bowser plans to equip every officer in the district with body cameras but funding is tied to language that exempts video from freedom of information act requests. that would mean the public and reporters would not have access unless the video surfaced in court cases. this comes at a time when these videos are under heavy scrutiny across the country. despite transparency concerns, bowser said she's looking for the privacy of ordinary citizens. >> let's just face it when a citizen calls 911 and they call for the police oftentimes they're in a very distressed situation. police are coming into their homes and they expect privacy. >> the body cameras are still in a testing phase and the council has not yet approved funding for them them. you may be getting through airport security a lot faster. there's a new service being introduced to speed passengers through the tsa precheck in just five minutes.

with the biometric technology, approved approved passengers only have to go through fingerprint or iris scans. it will be the first one on the east coast to get that technology. well today you could see something really cool if you are in the mount vernon area. a construction project is going to make history. it's actually quite amazing. crews are going to pick up two 100-year-old buildings off of their slabs and then move them. it's all part of the development project on new york avenue. the first building a carriage warehouse built in 1891 will be moved about 30 feet. that process starts today and is expected to take about a week. it is the largest building moved in d.c. history. molette green at the live desk. power is out in a suit land area we got this from pepco. some of you may be watching us on the nbc washington app

equipment and trophies stolen from a loudoun count i do robotics team are being returned. robo loco won a spot in the world championships during a competition a week ago. but their robot and awards were stolen along with their vehicle a few hours later. the equipment and trophies have been found near knoxville and appear to be in good condition. good luck to them. >> yes, definitely good luck. today, we are going to get a better sense about whether the planned reston golf course will become a reality. the fairfax county board of zoning appeals will vote today to develop the property. the zoning battle has been heated with local homeowners and others arguing over whether the area was intended to be a permanent open space. so talking about today, outside, overall not so bad. we can't complain compared to what we dealt with yesterday.

the day ahead. good morning. >> reporter: good morning to you, eun. that's right, secretary clinton is holding a roundtable in the suburb of des moines. this is part of her new campaign strategy getting up close and personal with voter. we saw that on display yesterday when she spoke with some students and educators at a community college and she met with some folks at a small coffee shop and then once she was outside i caught up with her. i asked her what is she go to do differently this time around? you'll recall she came in third here in 2008. i asked her what her new strategy would be. instead of directly answering secretary clinton said she's happy to be back in iowa. she is excited about it. i have been talking to that number of voters who say they have a lot of questions for secretary clinton. they're still undecided. they want to hear from her on health care, education, the economy. they want to here about that e-mail scandal and this comes as "the new york times" is

belt way of pennsylvania avenue rolling along nicely. 95 into and out of town, a bit slow. bwe belt way, a little slow as well. nothing too abnormal there. 270 at montrose road is going pretty good. guys? >> thank you, melissa. it's now 6:54. a stirring tribute on the national mall. it was exactly 150 years ago last night that president abraham lincoln was shot at ford's theatre. he was shot at 10:00 p.m. national park service rangers handed out candles at the lincoln memorial for a vigil with visitors. such a beautiful spot to hold that tribute. on this morning, in 1865 doctors were still fighting to save lincoln's life and a manhunt was under way for his assassin who was hiding out in maryland. >> right now, ford's theatre is marking the anniversary with an around the clock tribute. news4's megan mcgrath is live this morning where re-enactors are preparing for a big

announcement, right? >> reporter: right. that announcement comes at 7:22 when president lincoln was pronounced dead. you can see behind me we have musicians in period costume performing. one of many events taking place this morning and really we have seen events happening throughout the night. they're really trying to re-enact things. to really show what happened in the wake of the shooting at ford's theatre. now, a little while ago, we got a re-enactment an update from one of the doctors or an actor posing as one of the doctors who is attending to president lincoln, and he came out on the steps of the petersen house located across the street from ford's theatre and he gave the assembled crowd an update on the president's condition. take a look. >> ladies and gentlemen, an update on the health of the president. his pulse is falling and his respirations are 28. thank you all very much. >> reporter: and the event is taking place down here at ford's theatre are open to the public
