they arrested her roommate steven brooel for allegedly killing her inside the house they rented with two other roommates. >> it's definitely scary. the fact we didn't hear anything no altercation, that's the scary part. >> reporter: heidi lives across the street. >> they were good. they were all roommates. >> reporter: two roommates came home and found her unconscious. . they tried cpr and brooel took off running before officers showed up. police searched for two hours and found him at this church parking lot on the other side of town. >> any idea why he would do this? >> don't have any information about that at this time. >> reporter: they were both students all the university of mary washington. police believe they were not in a romantic relationship. grace was an executive board member of feminist united a history and american studies major who also served on the

university president's task force on sexual assault. tonight a university spokesperson released a statement saying quote, it is with great sadness that we report the daelt of one of our students. a junior from falls church virginia. >> i hope she gets justice for what happened. it's a shame. it really is. >> reporter: shomari stone, news 4. today police are trying to figure out how a pedestrian was hit and killed in prince georges county. it happened in brinkley road near the shopping center in temple hills. the driver did stay on the scene. a karate teacher is on the run that charges he collected child porn. he worked at a karate studio. they have been looking into him since last year. last month he confessed to police that he received and traded child porn. investigators seized his computers and found several

videos of him having sex with young boys. police say some of those videos were actually filmed at the karate studio. police believe he fled to the nation of georgia. we have breaking news out of afghanistan, a bomb was set you have at a popular market in jah lal bad. there are a lot of people inside the market there. police are trying to figure out if this was a suicide bomb inging. the taliban denied responsibility and condemned the attack. >> this is simply evil plain and simple. this is frightening. today five men are waking up in custody accused of plotting terrorist attacks on police officers in australia. the suspects including two 18-year-olds are accused of preparing an attack and targeting police.

they were arrested this morning. your property tax rate mace not go up next year in you live in fairfax county. the board of supervisors put in place its proposed budget yesterday, but not everyone will get what they want. schools will fall $14 million short of what they asked. county employees will not get the raise they were promised. . they were expecting a raise of 1.7%. that's down to 1.1% but that could o all change. a tuition hike could soon be coming to the university of mary washington. the cfo says recent budget cuts make a hike necessary. he's proposing in-state students pay $820 more per year. out of state tunts will pay $1,600 per year. another option would be using $500,000 of e reserve funds that would result in a tuition hike for in-state students. today this cottage will be drape ed

kings hockey player is waking up in jail accused of being in possession of cocaine and exsta si. he was arrested last night in las vegas. he was arrested at the wet republic pool at the mgm brand. his hearing will be held today. that is the sound of frustrated passengers on eweunited airlines plane. the flight was supposed to be heading from kansas city to denver. severe weather diverted that plane to an hour outside of denver in colorado springs. that is where passengers say they were kept on the tarmac for six hours. people were told if they got off the plane, they wouldn't be able to make it to their final destination. >> they ran out of supplies in

gunfights broke out in one of mexico's biggest cities along the u.s. border. this afternoon mexican authorities arrested the leader of a cartel which is one of the

main drug gangs in the area. vehicles as you can see, were torched. and then shootout began. three people were killed and two state police were hurt. it's been one of the most violent cities in mexico over the past year rack eded by turf wars. as one police officer puts it the thief has no heart. someone stole a little boy's wheelchair last weekend. >> thanks to an enormous show of support, he got a new one yesterday and chris gordon was there when it was delivered. >> reporter: prince georges county police delivered a replacement wheelchair to the 4-year-old youngster who had his wheel wheelchair stolen. . this surveillance video showing the thief rolling it across the parking lot outside the family's apartment resulted in the

donation. >> from the bottom of my heart, i'm very grateful. >> reporter: police announced that the wheelchair was donated by the mother of 11-year-old emanuel marshal, who had outgrown it and wanted to help by donating it to joshua. >> i honestly shed a tear. it was because the situation was so similar, it really hit home. >> how do you feel giving your old wheelchair to joshua? >> i feel happy. >> reporter: police want you to look closely at this video and call them if you can help identify the thief stealing joshua's wheelchair. >> it's disturbing to actually have seen that happen and watch that video. he doesn't look uncomfortable in anything he did. it doesn't sit well with me or members of the community. >> reporter: the new wheelchair has given joshua back his sense of independence and his smile. >> thank you, emanuel, for

inspirational woman who helped kids in montgomery county takes place this weekend. you still have time to lace up your running shoes and be a part of dee's dash. it will take place at the community park. schaffer was a counsellor and softball coach. she died from a blood infection. the race kicks off tomorrow at 8:00 a.m. followed by a family run at 8:30 a.m. with today's nice weather, many of you may head down to the chesapeake in ohio canal. it's a path for runners, cyclists and hikers looking to enjoy all that sunshine. now we are learning about a new way you can enjoy the canal overnight. zachary keesh has more on the historical lock houses. >> this is you spend a lot of time hanging out. >> reporter: it was george washington's vision to see an

old canal from georgetown to cumberland. along along the route, 20-some lock houses. >> this is the first lock house i stated in. we have been in three others. we have one booked for end of august. >> reporter: today the old lock houses are a sort of retreat for people. >> e we actually help raise the funds to refurbish a number of the lock houses and furnish them. >> reporter: mike mitchell runs canal quarters. six lock houses have been renovated. all built in the 1830s they range from no plumbing or electricity like this to full amenities. >> then they have firewood so then they have the fire circle. >> reporter: susan and seven girlfriends have made it a yearly thing. >> the lower one is pretty comfortable. >> reporter: part of the 1920s when a flood actually shut down the canal, families would actually live in these homes and tend the locks so goods can make their way up and down the canal.

cooperating with the investigation. the man at the center of a crime spree that left a u.s. census bureau guard dead has been charged with murder. ronald anderson is facing new kidnapping charges. document reveal he was chasing a car with his ex-girlfriend and another person inside. the driver of that car decided to go to the census bur rue because they knew there would be armed guards. he shot a guard who later died and anderson got into a shootout with d.c. police. he faces life in prison or the death penalty if convicted. a fairfax county police officer is no longer on the job today after bonding out of jail on child pornography charges. he resigned yesterday. he walked out of jail late yesterday morning after posting a $15,000 bond. he can't use a computer or have unsupervised kkt with children. walker was a public information officer when the investigation began. we are following a developing story in iraq. isis claiming responsibility for a car bombing outside the u.s. consulate in irbil.

the explosion killed three people, but no one inside the consulate. a a medical official told nbc news a dozen others were hurt including an american woman who taught at a local primary school. more than a dozen people recovering in a hospital this morning after an explosion in california. a work crew was using heavy equipment at the fresno county sheriffs gun range and hit a pipeline carrying natural gas. witnesses saw a huge fireball. shoot 200 feet in the air and the explosion shut down a major e highway for hours. three people were severely burned. do you feel good about your job? so i could be a college dropout and do the same thing? >> reaction is still coming into to those comments from mchenry. her vehicle had just been towed. she said she allowed her emotions to get the best of her and said insulting and regrettable things. she is not the first driver to

express anger about advanced towing practices. they were looked into. the numbers of official complaints. >> reporter: carlos martinez and his son had an expensive lunch, $135. the bill they paid to the towing company that hauled their van away after they parked here to eat. he parked in this lot, but when he realized he was short in cash he went across the street to the bank of america. >> it took seven minutes. >> reporter: when he returned his van was gone. e he az accused advanced towing of predatory practices. >> immediately they u stole our cars and have to pay a reward to get our cars back. >> reporter: it's a company we have reported on several times in recent months. in december this woman called us to complain when her vehicle was

towed with her dog inside. earlier this month this dad was outraged when he was inside a cvs and a tow truck driver hooked his car with two kids inside. the kids yelled and the driver unhooked and took off. >> when i started crying he said i'm sorry for freaking out you. >> reporter: the i-teem gathered statistics to see if there are more complaints. police investigate towing complaints. . their records show from 2012 to 24 2014 advanced towing was the target of 155 complaints. that's far more than any of the other companies that do business in arlington. in fact, more than all the others combined. police determined advanced towing committed 15 violations in that time. now carlos plans to let police know what happened in his case. >> espn suspended mchenry for a

welcome back d.c. fire and ems is rolling out a new recruitment program. for the first time in eight years, the city is offering an entry level exam to develop a pool of possible recruits. the first 1500 people to register online get to take it. d.c. residents will get points added to their school for the exam. it opens on may 20th. you'll soon be paying more to travel on virginia railway express. fares will increase by 4% on july 1st. the fare hike was approved yesterday. the amtrak cost of tickets will go from $3 to $5. we're learning more specifics about a plan to expand reagan national airport. one of the biggest changes could

be seen at security. i headed out to the airport this week to find out more. we don't have the video, but the growth. plan is expected to cost over $1 billion. part of the plan is a brand new concourse on the north end of the airport. to e see all the plans about the airport expansion, go to nbcwashington.com and i'm told we do have the tape so take a look. >> reporter: here at the north end of the airport where passengers regularly have to wait out in the elements to board, a r more comfortable experience in the works. >> if you have flown on a commuter flights and known you have to get on a bus, we're going to put a roof over your head. >> reporter: this gives you a better idea. the yellow is the b and c terminals that already exist. the purple is the new concourse that's coming. it would be more of a traditional concourse with gates. >> shuttle buss on u.s. airways are not pleasant to take.

to $100 a year. that includes meals and entertainment. this is going to take effect next year. the reform legislation was prompted by the correction scandal involving bob mcdonnell and his wife. a jury convicted the couple for accepting hundreds of thousands of dollars in gifts and loans. there's a new warning from the cdc about a dramatic jump in teens using e-cigarettes. the number of students smoking or vaping tripled in just one year. tom costello has more on the risks everyone needs to know about. >> reporter: the splashy marketing is designed to lure a younger generation away from traditional cigarettes. the warning from the cdc is that e-cigarettes contain potentially dangerous chemicals and nicotine that carry their own risks. >> we don't want to be playing a game of whack amole where we're addressing one product and allowing others to skyrocket.

>> reporter: but that's what's happening. e-cigarette use has tripled to more than 13% of all teens, 2.5 million people. another 1.5 million smoked hooka pipes. ian used to smoke a pack a day. now he carries e-cigarettes with him. >> this is better? >> it's not like where you get. tar in your lungs because it's vapor. >> reporter: the fda hasn't decided whether to regulate sales to minors but they worry teens may be vulnerable. >> the biggest concern is nicotine to a developing brain. we don't know the impact of that yet. it hasn't been studied long enough. >> reporter: the cdc is concerned the nicotine could lure kids into regular tobacco use, but the e-cigarette say stri says the cdc's attack defies logic.
