a new fence jumper late last night. but we begin with that weather alert day as the heavy rain falls across the d.c. area. that rain has been coming down steadily all night long. which means you could encounter some large puddles or other problems on the roads this morning. >> we begin with amelia segal with more on the rain and plus the storms that could impact your evening plans. >> good morning. i'm tracking rain from the overnight hours. this is pulling away from the district. still though light rain in parts of montgomery, prince george's and anne arundel counties. this activity is over by 7:00 a.m. then our attention turns to this afternoon and evening. when strong to severe storms are possible. the main concern is high winds that could produce isolated wind damage. heavy rain is possible in any storms later today. we can't rule out some hail. so your weather impacts for this

morning the weather having a low to moderate impact on your day. the heavy rain exits but wet roads likely slowing that morning commute. for the midday hours the weather having a low impact on your day. it's a bit humid. it is feeling like summer. and then as we get into the afternoon and evening hours, the weather does have a moderate impact on that time period as we track showers and thunderstorms moving through the area potentially strong to severe. coming up in ten minutes i'm going to be tracking if timing of -- the timing of storms moving through your area with future weather. when you can expect storms to arrive and exit. right now melissa you're tracking issues from the rain we have had overnight causing delays this morning. >> that's right. we have our photographer now sitting in it. i'm sure she's not happy with me but we sent her out to 50 west at collington road. we have flooding in the three right lanes. you can call it the three right lanes so you have to get by to the left. this is a mess for those trying to get around the flooding. irene is approaching that area right now. a lot of low-lying areas look

like this. here's another area where we're having a problem with the crash new york avenue at "n" street northeast. that section is shut down. more flooding here that we'll try to send irene to in a few minutes here. minnesota avenue at eastern. again, shut down for flooding. we're seeing a lot of this this morning. overall prince george's county no major problems there. beltway at colesville, you can see the sheen there. that's totally normal for this time of the morning. back 6:11. we'll talk about travel times. before you head out the door this just in from metro rail. "k" street at farragut is closed because the power is out. you should know that the "l" street and connecticut avenue entrances remain open at this time. 6:02 right now. a developing story may be over in alexandria. police tweeted a few hours ago saying they have someone in custody who barricaded himself

in a condo building overnight. you may have seen a big police response on jamison avenue near courthouse square. it's not clear why the person was there. the incident lasted more than eight hours. police say it ended without anyone being hurt and the man who was barricade inside was arrested. let's check in now with megan mcgrath live outside of the white house after a secret service arrested another person for jumping the fence. calling into question the security measures there. what's going on, megan? >> reporter: well, eun, you can see the fence that surrounds the white house as well as that secondary temporary fence that has been put in place. and many are wondering whether all of this is enough. the white house fence of course has been under scrutiny following a number of incidents in recent months. it has happened again. another person has jumped the fence this time on the south side of the white house. it happened around 10:30 last night. the jumper was immediately taken

into custody by secret service officers and charges are pending. changes to the white house fence are in the works. in the coming weeks sharp steel spikes will be bolted to the top of the fence making it more difficult to scale it. it has not happened yet. now, in terms of this -- of this most recent incident that happened last night, who this person is, what their motivation was for scaling the fence, all of that still under investigation. back to you in the studio. >> megan mcgrath live outside of the white house, thank you. a developing story, we actually just told you about this. this story in alexandria, so let's tell you now about a search that is underway for two missing toddlers in montgomery county. jacob and sarah hoggle went missing from germantown more than six weeks ago. there was a search over the weekend and dog search teams

went looking as well. this was in germantown. officers believe the children are no longer alive but they want to know what happened to them and they say they're trying to provide some closure for the children's family at this point. the toddlers' father said he's holding out hope that they're okay. >> 48 hours in they decided my kids had to be dead due to statistics. there's no evidence really pointing that way that i have seen. >> troy turner says he's planning to go it on -- go out on another search next week. 6:05 today. there will be a dedication ceremony at the washington navy yard. the humphreys building will be dedicated as the new headquarters for the naval sea systems command. we showed you inside the building back in february when employees began moving back in. the building formerly known as 197 was the site of a deadly shooting that left 13 people dead in 2013. it has been totally remodeled. the ceremony will begin at 10:55 this morning. today a ground breaking

ceremony on a new dmv service center you can use next year. you can renew your license on bening road near 8th street. it will replace the penn branch site which will close. the district has dmv service centers in all four quadrants. all right a soggy start to your morning. heavy rain falls throughout parts of the area right now. the thickest is moving out, but we're watching the chance for severe weather for the afternoon. when you could see those storms in your neighborhood at 6:11. and a death of a man in police custody. what we're learning about his death as protesters take to streets demanding justice. plus making montgomery county more friendly to

you're watching "news4 today." >> welcome back. 6:10. today we'll find out the economic benefits that the proposed purple line will bring to your neighborhood. for the first time business leaders in montgomery and prince george's county will release a study supporting the light rail line. they're expected to show it will create jobs and increasing property values. the 16 mile line would connect the new carrollton and bethesda station. and planners want to revise the county's master bicycle plan which has and been updated since 2005. they want to start making bike ways along the new bus line that will take you along clarks grove. it will be held at 7:00 p.m. at johns hopkins campus in rockville. all right, we started off with down tourpours.

impact tonight. a family of a baltimore man wants to know how he died while in police custody. this is cell phone video of freddie gray's arrest has weekend. police say he tried to run from officers. at some point during gray's transportation to the police station, his spine became 80% severed at his neck. the attorney for the family says there is a 30 minute gap in the arrest record. police say that gray was talking and moving when he was loaded into the police van. >> you can say with certainty that we have no physical video or any other evidence of an altercation that would have resulted in this. >> let us see what happened. i think everybody in this room wants to know. the public wants to know. >> no -- this week protesters demonstrated outside the police station in baltimore. police didn't say what crime gray committed. baltimore mayor stephanie rawlings-blake says she'll ensure the right people will be held accountable. pressure is mounting in

tulsa, oklahoma to review body camera footage from a deadly police shooting. eric harris was killed earlier this month. the reserve deputy said he mistakenly pulled out his gun instead of a taser. the body camera coverage shows him yelling. it was an unfortunate mistake that could happen to everyone. the police department is going over training procedures. today a man accused of having child pornography will find out how long he'll spend in prison. michael sen thatny was arrested last october. they found hard drives and other electronic media wither moe than 3,000 images and hundreds of videos at his northwest d.c. home. he pled guilty in january. he faces up to 20 years in prison and will be required to register as a sex offender for at least 15 years. 24 people now confirmed dead in a shipwreck in the

mediterranean sea. however hundreds are still missing. rescuers say as many as 700 refugees were locked in the cargo hold of a ship that capsized on us way to -- on its way to italy. they were trying to escape violence in africa and the middle east. in all, more than 1,500 have gone missing in that area this year. one person is dead after a powerful 6.4 earthquake struck off the coast of japan in okinawa. people in their offices at buildings in the taiwanese capital of taipei began to sway. people rushed into the streets. a warning for a tsunami was up for about a three-foot tsunami possible. that was issued but cancelled after one hour. later this week, you'll get a chance to weigh in on the name of a new high school in prince william county. it is still being built right now near benton middle school. this will be a community meeting on thursday to give you a chance to weigh in on the new name.

the board is expected to have a final vote on may 20th. an unattended cooking flame sparked this wildfire in california. the so-called highway fire is about 35% contained. it's grown to more than 300 acres forcing hundreds of people out of their homes. that fire is also threatening dozens of horses. they're being held in temporary shelters. severe thunderstorms came through the south that's what caused a massive oak tree to fall on a home in georgia. in alabama, strong winds brought down some power lines, knocked over train cars too. even uprooted some trees. the trees fell into several homes. before that storm system made its way here, the first family enjoyed a hike in virginia. the obamas went to great falls park in mclean. they visited the park for national park week. the president stopped to take a selfie with some visitors. we talked about great falls.

out of here but still wet conditions on the roads. melissa will have the report after this and i think we're starting to get a lot of backups because of that. around the midday hour, you'll need your sunglasses as the roads dry out. into the evening hours a few storms could impact that commute. look at the highs today. enjoy lunch outdoors. temperatures in the upper 70s, low 80s. it will be humid today. 78 in leesburg. feature weather, 4:00 p.m., storms around i-91 as we get into the 5:00 hour. starting to move into the d.c. metro area as they pass through frederick, loudoun and fauquier counties. 7:00 p.m., moving towards prince george's and anne arundel counties. heavy rain, high winds could cause isolated wind damage. tomorrow it's a little bit breezy. partly to mostly sunny and typical for this time of year with the high near 70 degrees. nice tomorrow evening. on wednesday there's the chance of some light showers during the

afternoon and evening hours. upper 60s, mid 60s on thursday. and you're telling me that the beltway is an absolute mess right now. >> right now breaking news happening on the beltway. almost three mile backup on the inner loop as you approach braddock road. this is because of a crash. it started to build very quickly. again, the wet roads are not helping us out this morning. minnesota avenue shut down at eastern and east because of flooding there. 50 west at 197, collington road, a crash there is now out of the way but the flooding remains as well. nasty there. new york avenue at "n" street that road is closed because of a crash. and wide look at things overall beltway doesn't have any major issue except again weer a talking about the inner loop. down here kind of in the left corner after springfield with that one issue there near braddock.

inbound 66 pretty slow the entire way. about 40 miles per hour. 95 west slowest through dale city. >> thanks, melissa. in news4 for your health, neonatal units may be overusing antibiotics. the infection and antibiotic use was looked a at 127 units and they reported similar infection rates but the antibiotic use was all over the map. some facilities treated less than 3% of their patients with antibiotics. while others treated almost all of their patients with antibiotics. 6:24 new. there may be an easier way to get your child to swallow pills. researchers found the best tricks included pavior -- behavior therapy and teaching your child the right posture. teaching your kids how to take the medicine while they're still toddlers can be helpful later in life. today a bunch of buckeyes

it is a weather alert day today. right now as you get ready to start your workweek, a night of heavy rain is causing problems on the roads. you can see the traffic one of our photographers is dealing with, bumper to bumper out there in d.c. that's also major backup on the beltway in virginia. take a look, a crash on the inner loop has traffic at a stand still. well, all this heavy rain is causing all the problems and starting to move out. >> but we are also watching the threat of severe weather that could hit as you head home from work today. storm team 4 meteorologist amelia segal has more on that threat and your what to wear forecast. good morning, amelia. >> good morning, aaron and eun and to you. rain from the overnight and very early morning hours now exiting the area. clouds sticking around but as we work our way into the midday and

afternoon hours, clouds break up and with that temperature soar and it's a little bit humid today. getting the kids ready for school and as you step out for work you might want to grab the umbrella, no you won't need to use it likely unless you get home later tonight. kids, short sleeves and shorts are fine today. highs near 80 degrees. here's what you can expect for the remainder of the morning hours. as we work our way towards the 9:00, 10:00, 11:00 a.m. hours, we're dry. clouds still hang on. by 10:00 a.m. we're flirting with 70 degrees. we will be warming quickly. damp at the bus stop today but again for the most part the morning rain has exited the area. after-school activities will be threatened with those thunderstorms. moving through the d.c. metro area between 5:00 a.m. and 9:00 p.m. the main concerns are heavy rain

and winds. that's why today is a weather alert today. turning cooler for the end of the week. i'll have that forecast coming up in a bit. but you're tracking major delays in many areas including the beltway. >> we do. we have major delays. in a couple of spots this morning. here is the problem on the beltway. we talk about the inner loop of the beltway, this camera showing you the inner loop at braddock. a four mile backup as you approach gallows road. 50 westbound at collington road two lanes blocked there because of flooding there. top of the beltway here, no real problems looking typical. 95 and the parkway, a little slow. nothing too crazy there. 270 headed out of frederick. we are quite slow all the way through clarksville. and kind of abnormal there. minnesota avenue at eastern avenue, we have flooding under the bridge here. we had three vehicles stuck.

we have had one that was just pulled out but again, this is shut down, minnesota avenue at eastern because of the standing water. we're go oing to have some trouble times in ten minutes. today, tens of thousands of runners will cross the same finish line that was the target of an attack two years ago. the boston marathon begins hours from now and nbc's jay gray is telling us how runners and police are getting ready. good morning. >> reporter: hey, good morning to you, eun. we have seen a few of the runners getting ready, an hour and a half before the start of the race for the elite runners. the rest will start later than that. the race each year on patriots day is a core of what makes boston boston. this community very determined to that -- to make sure that remains the case here and to ice out in force.

a lot you can't see. some you can, and they're sure this race will go off without a hitch. more than 100,000 fans and runners expected. shown a rainy day. the rain is expected to start in the next couple of hours and move throughout the day. a lot of people are very excited about what's to come. eun? >> jay gray live in boston thank you. and some of your friends and co-workers might be in boston right now for the race. political leaders are as well. take a look. this is prince george's county executive baker with his race number. he tweeted this we've got this. because he is running today. the race starts with the mobility impaired racers at 8:50 a.m. we're wishing him the best of luck. this morning we are hearing from the 13-year-old boy and his call for help when a fire trapped him and his little sister in their home. investigators are trying to figure out what caused the fire yesterday morning in the basement of a home on small drive in clinton. firefighters say the two kids were trapped on the second floor in the back of that house. here's the 911 call.

>> i can't breathe. >> stay low to the floor. close the door, okay? cover the cracks of the door with towels, drapes or anything else that's readily available. >> firefighters broke a window and rescued the children. their mother and stepfather and an older brother made it out of the home on their own. everyone is expected to be okay here. investigators say there were no working smoke detectors in the home. first responders in prince george's county want to make sure you're safe in the event of a problem on metro. the crews practiced evacuating passengers from the disabled train at the greenbelt station yesterday. this is the first of several drills designed to improve coordination after that deadly january smoke incident at l'enfant plaza. maryland's former governor said it's important for more than one democrat to compete for the presidency in 2016.

b considering a major expansion. according to "the baltimore sun," the airport is considering adding two gates to the international "e" concourse that there's already another multimillion dollar project in the works to connect the "e" concourse with the domestic "d" concourse. that includes creating a new security check pound and two gates being able to swing between dominternational service. if you think you spend more time in the car than the average driver you are probably right. look at some numbers from aaa. aaa says the average driver spends 46 minutes in the car every day trying to travel 29 miles. some of you may be laughing at those figures. those of you driving to and from work drive an average of 13,000 miles a year. some food for thought there. we definitely spend a whole

15 before the hour. today is a weather alert day. looking at storm team 4 radar. the rain is out of the area, or maybe it woke you up from your sleep. it's leaving its mark all the water complicating the morning commute. we are on eastern avenue at minnesota. where the road was closed for flooding there. you can see some of the water at least three cars got stuck in the water. we have you covered with your weather and traffic this morning. let's start with amelia segal. >> as this morning's rain leaves the area storms and more rain in the forecast for the afternoon and evening hours. the biggest concern will be some

eight hours. police say it ended up without anyone getting hurt. new this morning, officers are trying to identify the men who kicked in a door in montgomery county. it happened before 11:00 last night on apple dour circle. police are trying to determine if the group took anything. no one was hurt. the man who landed his gyrocopter on the front lawn of the u.s. capitol back home in florida and under house arrest this morning. doug hughes drove back over the weekend and he said the security fallout after his flight into washington last night was not the point he was trying to make. >> we need to be worried not about whether or not somebody can fly into d.c. we need to be worried about the pile of money that are going into congress. >> hughes has to come back to d.c. in may for the next court hearing. today a dedication ceremony at the washington navy yard. the humphreys building will be dedicated as the new headquarters for the naval sea systems command.
