>> gorgeous but there's a greater likelihood we're dealing with strong to severe storms later today. so you're looking at severe weather as we those this orange. there's a greater likelihood those areas are indealing with severe weather. that includes just about everybody. potential for strong winds that could lead to isolated wind damage and hail. the threat in the d.c. metro area starts around 5:00. it starts at 4:00 for areas to the west. keeping the close eye for the potential of strong winds that could lead to damage across the area. heavy rain and small hail. the time period will be this afternoon and evening. there are flood warnings in effect for some rivers. to find out thaw head to my facebook and twitter pages. barbara? >> amelia thank you. it's happened again. another person has hopped a white house fence and is in custody. let's get to news 4's megan mcgrath with details about who this person is.

megan, good morning. >> reporter: well, with barbara, we just got new information in the last couple of minutes about the person who jumped the white house fence. he is from hayward, california he's been identified as 54-year-old jerome hunt. the latest breach happened on the south side of the white house right around 10:30 sunday night. the jumper scaled the fence but was immediately arrested. it's the latest in a string of such incidents. tourists say it's a shame. they would hate to see increased security get in the way of seeing the white house. >> i feel like the accessibility is going to continue to get worse and worse and people will have less and less access to see this beautiful area. >> i think it would be sad if we had to put a big border so the public couldn't see the white house anymore. it's a balance between safety and access to the public to be able to see what belongs to all of us. >> reporter: the white house fence has been under scrutiny following several breaches including this one caught on a cell phone camera last october.

the jumper punched secret service dogs before being taken down. ful and last september a man scaled the fence and got all the way inside the white house before he was stopped. security upgrades are in the works. steel spikes will soon be bolted to the top of the existing fence, making it more difficult to climb. and things are back to normal here at the white house. people are going up to the fence and taking pictures. now, jerome hunt is in custody. he's facing charges of unlawful entry. le from the white house, megan me grath mcgrath, news 4. >> reporter: derrick ward is headed to the navy yard. what will be happening there today? >> it's a homecoming for the naval sea systems command. remember in 2013 a gunman went through there. 13 people including the gunman were killed. another eight were injured. and they've been housed at the buzzard's point facility since then. they've been in the building for

a while but today they're saying this is a homecoming. the building has been repaired but reoriented as well to relieve the psychological pain people had to go through, they were sheltering in place and they heard the shooting going on. so they're making a ceremony out of the homecoming. there will be a barbecue. officials ceremonies and just a way to put this behind them not forget but move on beyond it. >> it will be nice to see out there. derrick ward, thank you. >> thank you. new details just in to the live desk about the six men arrested in a nationwider the roar probe. at a news conference in minnesota just held the u.s. attorney and the fbi briefed reporters on their ten month long investigation into recruiting for isis here in the u.s. let's listen. >> our offices have dedicated enormous resources during the past year to investigating a large groupover friends and relatives who have been meeting with one simple goal in mind.

as the complaint makes clear, this group is committed to joining isil by any means possible. >> two of the suspects arrested in san diego, the other four in minneapolis. the u.s. attorney in minnesota insisting that there is no threat to the public. the feds have been watching this for ten months now. that's the latest from the live desk i'm molette green. back to you. >> molette, thanks. the family of a baltimore man who died after being hurt while in police custody wants some answers this morning. this is cell phone video of freddie gray's arrest last week. police say he tried to run from officer. some time during his trip to the police station, though his spine became partially severed at his neck. the attorney for the family says there is a 30-minute gap in the arrest record. police say gray was talking and you have moving when he was loaded on to the police van. >> i can say with certainty that we have no physical video, or any other evidence of an altercation that would have

resulted this. >> let us see what happened. i think everybody in this room wants to know, the public wants to know. >> this weekend, protesters demonstrated outside the police station in west baltimore. police did not say what crime gray committed that led to his arrest. baltimore mayor stephanie rawlings-blake says she will ensure the city holds the right people accountable in gray's death. this just in to the live desk. a shooting behind the d.c. convention center. all of this going on in the 1300 block of eighth street and northwest. we have learned that a man found shot is on his way to the hospital. this happened a half hour ago. we understand that he was conscious and breathing at the time and the suspect or suspects were able to get away in a four door gray sedan. we'll keep you posted on this developing story on air and in our nbc washington app. back to you now. >> molette, thank you. the 119th boston marathon is

going on right now. three quarters of the runners have crossed the starting line and the start of the final wave is minutes away. it's been two years since the bombing that killed three people and hurt more than 250 others near the finish line. tomorrow prosecutors will start to argue for the death penalty for dzhokhar tsarnaev, the man responsible for that attack. and today tim tebow expected to become the newest member of the philadelphia eagles. of course this is sparking a whole lot of debate across social media right now. here's the headline on philly.com. can tebow help the eagles? probably not. despite people slamming the move on twitter, philly seems to be split on this. if you look at the poll results on philly.com more people giving him a thumbs up than a thumbs down. the eagles will have three former first round quarter back draft picks on their roster. we're just getting started on news 4 midday. we'll look at the most livable neighborhoods across the country. plus how did they perform? republican presidential hopefuls work to be noticed in the

tens of thousands of people are running the boston marathon right now. as many as 100,000 people are cheering them on and you can too. the marathon began at 8:50 this morning and there is a live feed that you can watch online. we've pulled it up here for you. this is through the marathon's web site baa.org. you can see here lots of folks sort of grouped together here maybe some of the front-runners running at this point. the last wave is taking off just a few minutes from now. we know about at least one person from our area who is also going to be a part of the race, in the race right. now prince george's county executive rashaan baker tweeted

sinking boat disasters just this morning involving hundreds of migrants and refugees. the crisis reached new heights over the weekend when a boat packed with 700 capsized in the mediterranean. hundreds are feared drowned. 1600 believed drown this year alone. now, we have just learned that e.u. leaders will have an emergency meeting. that is set for thursday. i'm molette green at the live desk. barbara? >> thanks molette. police in georgia arrested a u.s. veteran after she took an american flag away from a group using in the a protest. a group of students at valdosta were stepping on that flag as part of a demonstration. michelle manhart took the flag from the group. she made part of the police confrontation her profile picture. manhart left the military after posing for playboy while in uniform. in the latest incident she was detained for resisting arrest but wasn't charged for taking the flag. the situation has created controversy, though especially

among conservatives who say manhart shouldn't have been detained at all. amelia? temperatures are in the '60s and '70s, washington at 72. and the heat and sunshine have help to fuel storms later today. here's the timing. by noon mostly sun nip skies across the area. as we get into the 2:00 hour, a mix of clouds and sun. a line of storms start to develop around the i-81 corridor. those advance to loudon county. 4:00 already inside of the beltway. storms are most likely inside the d.c. metro area between about 5:00 p.m. and 8:00 p.m. containing potentially heavy rain strang damaging winds and maybe even small hail. cooler temperatures in the forecast for tomorrow aaron. >> amelia, thank you. how livable is your neighborhood? well there's a new tool to help you compare it to other parts of the country. aarp launched that tool today. it lets you put in any zip code and spits out a livability score

hillary clinton is heading to new hampshire to try to recapture the magic of her big win there in 2008. clinton's victory was crucial there because then senator barack obama has just snapped up a win in iowa. clinton's trip comes as republican candidates wrapped up a huge weekend there. pundits loved it. bloomberg politics is out with rankings for each contender one by one. they gave marco rubio top marks for the republicans there. we're joined by nbc news

political editor mark murray. good to see you. talk with us about why this state means a lot to the clintons. >> new hampshire has been the comeback state for both bill and hillary clinton. bill clinton earned the moniker the comeback kid after he finished second in the new hampshire primary in 19292. if he hadn't finished there, he wouldn't have b president. barack obama won iowa everyone thought he would win new hampshire, the polls all showed it and hillary clinton in a very big surprise ended up winning new hampshire which then pushed that democratic nomination contest into overtime on the way through june. obama barely won but hillary clinton a big important state for her. >> talk about the republicans who were in that state this weekend and marco rubio being the one that came out on top? >> well all these republicans were there. all of them had a lot of red meat a lot pointed at hillary clinton, president barack obama, but this is one of the many

many cattle calls we're seeing. these republicans will meet with voters test out messages and one of the messages that always delivered is attacking the opposition party. >> could that backfire on them? some of this seems a bit on the nasty side. that's all we're hearing from republicans right now. nothing about who they are but how much they hate hillary. >> barbara, in the long run it probably does. people want to here messages about the future not necessarily barbed attacks you would hear on the cable channels. in the short term it pays dividend. the people these republicans are speaking to are your die-hard conservative republican voters. they want to hear the tough talk against president obama and hillary clinton. that's the way you get their support, then you make your which i can message. >> always a part of politics. great to see you. aaron? you can expect a little relief when you buy plane ticket this is summer. the average round trip domestic ticket now stands at $455.

that's down a whopping $2 from last summer. if you're flying the europe a better deal. it will cost you about 1600 to fly across the atlantic, that's about $50 less than this time last year. airlines say lower fuel prices and adding more seats are helping bring down ticket costs. customer satisfaction is on the rise. that's according to new numbers from the coop consumer satisfaction index. jetblue scoring 81 out of 100, southwest took the second score with 78 alaska airlines came in third with 75. spirit airlines came in last place, earning 54 points. let's head back to amelia talking about heat this afternoon and some storms possibly too? amelia, what do you say? >> i say, aaron, it's going to be hot and almost humid today. a high of 80 degrees. the warmest day so far this year was saturday when we hit 84.

home in prince george's county. we're hearing a 13-year-old boy's call for help now. >> that fire broke out yesterday morning in the basement of the home you see here on small drive in clinton. firefighters were able to rescue the two children trapped on the second floor in the back of the house. >> as they were breaking the window out and we were moving the victim out, the other -- the nine-year-old, the nine-year-old grabbed on to my pants leg and started tugging at my pants as i was removing the 13-year-old. >> the children's mother stepfather and older brother were able to make it out on their own. everybody is expected to be okay here. investigators say there were no working smoke detectors in that home. >> before this morning's storm brought us that rain, the first lady enjoyed a hike in virginia. the first family, the whole family went. the obamas went to great falls

has been identified. he's hunt of hayward, california. he'll be arraigned in superior court on charges of unlawful entry. he climbed the fence around 10:30 p.m. last night. the secret service says he was arrested immediately by uniformed officers. as you know this is the latest in a series of security lapses. in the past five years, 16 jumpers have made it over that fence. now, the man who landed his gyrocopter on the front lawn of the capitol is back home in florida you should house arrest. doug hughes drove back over the weekend. he says the security fallout after his flight into the washington as you can see there was not what he was all about. he said that wasn't the point he was trying to make. >> we need to be worried not about whether somebody can fly into d.c. we need to be worried about the piles of money going into congress. >> reporter: hughes has to come back to d.c. in may for his next court hearing. aaron? big changes outside from early this morning but more rain

that's twice as long as the previous seven nominees combined. the holdup here is a human sex trafficking bill that republicans want approved but there's some language in that bill that prohibits federal funds to be used for abortion and democrats have been holding it up over there. republicans say as long as that's not dealt with they're not putting loretta lynch up for a vote. so that's been the holdup. now it looks like there have been some discussions behind the scenes and they may be able to work out both issues. so our understanding is that the loretta lynch vote, the full vote should happen possibly as early as midweek. back to you. >> thanks, tracie. martin o'malley said on cbs' "face the nation" that it would be "extreme poverty" if more than one person didn't run. hillary clinton announced her

rig in the gulf. the blast led to the massive b.p. oil spill, you'll remember. the impacts of the spill are still widely felt especially wildlife. scientists tracking bottle nose dolphins report they've seen far fewer births and have counted more unanimous 1,000 dolphins stranded 95% died. the associated press reports deep sea oil drilling continues to expand into further depths. the number of deep water drilling rigs is up to 48 from 35 at the time of the spill. their motto is "never settle" and it turns out the customers would not. the chinese start up one plus gave into demand and as of today you can buy their one smart phone without an invitation. one plus made a huge splash last year by offering a powerful smart phone for hundreds less than competitors but you couldn't buy it unless you gotten a invite. the celebration was a little clouded when the invite system was dropped. that's because you'll still need an invite to buy their next

time you spend in the car compared to other drivers. aaa says the average driver spends 46 minutes in the car everyday trying to travel 29 miles. some of you may wish it only took 45 minutes to get through your morning commute around here. those of you driving to and from work everyday drive on average 13,000 miles a year around here. women take more trips but men are behind the wheel more often and drive further. that's what the study found. at the beginning of this show we asked you how much you drive. more or less than 13,000 miles a year: here's what you had to say. 54% of you say you drive more than 13,000 miles a year. few less, 46% say you drive less than 13,000 miles a year. so not so bad, i guess, but it's still too much time to spend in the car, especially on a day like this amelia. >> absolutely barbara. enjoy it now because as we work our way into the afternoon and evening hours the weather will have an increasing impact on your day. right now it's low, a bit humid
