a local family. tom coles found a u.s. naval academy ring from 1928 while he was using his metal detector in the lincolnia area. but the last name had been rubbed off the ring and an internet search led him to the son of the ring owner. it belonged to ronald eager howard who is buried at arlington national cemetery. >> he says i think i discovered your father's naval academy ring. >> now, howard says his father wore the ring his entire career. family members believe the ring was stolen in the 1980s. it's likely the burglar discarded it in the woods during the get away. pretty awesome. stay with us. that. a wide look at things, nice and green. lots of movement, no major issues. back at 5:11 with a live look at 66. >> thank you, melissa. prince george's county police are offering a reward for information about a shooting in temple hills. take a look at this new video. you can see detectives investigating around olson street and st. claire drive. a man was shot there and he's in critical condition right now. that was march 30 1981. the man who fired those shots at then president ronald reagan will appear in a d.c. courtroom in a few hours. john hundredcally, jr. is looking for longer visits to his mother's gated community. megan mcgrath has more. good morning. >> reporter: good morning. john hinckley jr., has been receiving psychiatric treatment at st. elizabeth's hospital here

in d.c. for more than 30 years and he's been granted more and more freedom. he spends about 17 days a month at his mother's home in williamsburg and his mental illness is under control and he's no longer a danger to society. they want a judge to grant him more time away from st. elizabeth's. more privileges. now, the government disagrees. they say hinckley continues to be deceptive. they say back in 2011 he lied about going to a movie. he actually went to the nearby bookstore and went to the section on president reagan and presidential assassins. that's a hearing that gets underway later today to decide what should be done. it is expected to last a couple of days. we'll have more coming up later on in the show. aaron, back to you. >> megan mcgrath live for us in d.c., thank you. day three for the jury of the man accused of killing

carolyn cross. defense attorneys tried to convince jurors that seyoum was innocent by reason of insanity. the jury began deliberations on monday night. if he is found guilty he faces life in prison. fairfax county police are now paying out a big settlement nearly $3 million to the family of john geer. the department was the subject of a wrongful death lawsuit. this happened during a standoff, torres said that he shot geer when his hands dropped to his waist. four others said geer kept his hands up and posed no threat. we talked to geer's father about the new developments. >> the money hasn't been the main thing. the main thing is, you know, to get closure and have some justice for john. >> don geer says he wants to see torres indicted. he also called for reforms in the police department to prevent this kind of shooting from happening again. montgomery county police want possible victims to come forward after making an arrest in a sexual assault case that started online.

police arrested warren giddings. he is accused of attacking a woman with learning disabilities. officers say back in february, he met the woman on an online dating site. he then went to her home in rockville, sexually assaulted a her and stole a tablet. police are asking others to come forward. a teenage boy facing some serious charges this morning accused of attacking a metrobus driver with a taser. metro transit police say the 14-year-old was on a bus in january headed to ft. tauten when he tased the driver on the arm. video surveillance was used to find that teenager. if you're making plans for the weekend tickets are available right now to go to the next wizards playoff game. it's friday night at home. the team won last night and now has a 2-0 lead over the raptors. john wall and bradley beal combined more than 50 points in the win.

this morning, a man is waking up in custody following a chase and standoff with police in california. take a look at this video as the chase came to an end in los

angeles. he stayed in the car for about an hour as officers surrounded him. the driver eventually stepped out and smoked before police arrested him. the man was wanted in a drug investigation. there was some rough waters as a strong storm system moved through australia that may have killed three people. treacherous waves forced the sydney harbor to shut down leaving a carnival cruise ship out at sea. the strong winds and heavy rain knocked down some trees, power lines came down. crews rescued people stranded in the floodwater. at least one home was actually swept away. yikes. >> amazing what the weather can do sometimes. >> it can change our mood too. yesterday we were kind of happy. >> yes. >> weren't you happy? >> i would like to stay that way. >> yes, i would too. >> can you make us stay that way? >> i can't make you stay that way, but i can tell you that the day will start dry and end dry. so you should be happy at the

you're watching "news4 today." welcome back. 5:15. the justice department is launching a civil rights investigation in the death of freddie gray. he's the baltimore man who suffered a spinal cord injury a fatal injury while in police

custody. his arrest was recorded on cell phone video and then he can be heard yelling get off me. on april 12th he was take into custody on a weapons charge before 9:00 a.m. some time between that moment and paramedics being called less than an hour later gray's spine was nearly severed. the 25-year-old died from his injuries on sunday. hundreds of demonstrators continue to call for answers and action during a march yesterday. >> we're very, very concerned that this is a pattern here in baltimore city. >> what we don't know and what we need to get to is how that injury occurred. >> six police officers involved in the arrest are on administrative leave as that administration moves forward. the tulsa, oklahoma, reserve deputy who admitted to fatally shooting an unarmed man will be allowed to travel to the bahamas. a judge is allowing robert bates to take a month-long vacation with his family. he pleaded not guilty to second degree manslaughter yesterday. he shot eric harris during an undercover sting. he thought his gun was a taser. a lawmaker tweets a photo of

himself holding a gun inside the capitol and now he could face an investigation over whether he violated d.c. gun laws. here's the photo in question that's representative ken buck of colorado on the right. he's holding an ar-15 with another congressman. assault rifles are illegal in the district. the attorney general's office has passed that photo on to d.c. police. buck said that capitol police gave him permission to have it in his office. buck also told the hill the gun doesn't work, saying that the bolt carrier assembly is not in the rifle. it is in fact in colorado. today a new project will soon bring more affordable housing options for you in the district. the brightwood project will create 140 affordable apartments for families in northwest. three historic buildings listen renovated. mayor muriel bowser will join community leaders for ground breaking ceremony at 11:00 this morning. it is expected to be finished by next march. no tax increases for you

next year if you live in arlington. the county board of supervisors voted on the new budget yesterday and that budget does not raise property taxes. it also fully funds the county school system. the school board made cuts to keep tax rates the same. the new spending plan includes funding for public safety. the official take your child work day is tomorrow. but sasha and malia obama are joining the first lady today at the white house. michelle obama will answer questions from the children of executive office employees. the boys and girls club of greater washington and d.c. childhood family services also selecting young people to join in this discussion. should be a good day. 5:18. in news for your health a virginia based consulting firm said there's no link between the measles vaccine and autism. in the late '90s, a british researcher linked the two, but it was found to be fraudulent and then discredited. but it seems that idea has stayed with a lot of people.

the lieuen group has studied here than 95,000 children and it says getting the mmr vaccine made no difference in the expected rates of autism. some of the children were at risk for autism because they had an older sibling with that disorder. you may be applying makeup and beauty products that are toxic. the cosmetic industry is loosely regulated so do you know what chemicals are in the products that you use? well, the european union has banned 1,200 chemicals. it seems more and more of you aring look for safer -- of you are looking for safer options. >> don't get that -- >> do you want to put red dyes or parabens on them? i don't. >> it seems with high demand that product developers are listening in expanding their ranges of nontoxic products. >> you see a lot more products that are considered all natural, organic. you look at the ingredients and most i wouldn't know what the

>> good morning. right now a live picture of 66, inbound just past 50. very light volume as it should be at this point this morning. if you're going west of there. you're fine on 66 remember to listen to our friends on wtop when you hop into your car for the latest on traffic. 95 northbound at lorton road virginia no issues there. wide look at things overall the beltway looking quite good. 70 east mt. airy we have two right lanes blocked because of the earlier car fire, but not slowing things down at well. did have some road work southbound at montrose. that's cleared out of the way. i'm back in ten minutes. >> thank you, melissa. testimony continues in the manslaughter trial of three former band members charged in the hazing death of a florida a&m drum major. 26-year-old robert champion died of hemorrhagic shock caused by more than 100 blow he sustained back in 2011. he was kicked and punched with mallets as he tried to make his way past the other band members.

the three defendants are being tried together and each faces up to 15 years in prison. a man is waking up behind bars for allegedly opening fire at this kia plant in georgia. one plant -- one person was hurt in yesterday's shooting. he is expected to make a full recovery. it is not clear whether either the victim or suspect are plant employees. the south korean ferry that killed more than 300 people last year will be raised from the ocean floor. the family wants the ferry salvaged to reveal any new clues. they're hoping the bodies of nine missing passengers will be found. salvaging the ship will cost more than $130 million. and as long as 18 months. 5:25 now. prince george's county police officer will be tried today for assaulting a handcuffed teenager. office jerry thomas charged with two counts of misconduct in office. he is suspended without pay right now. police say that thomas struck and shoved that teen in the holding cell in november of

2012. surveillance video captured that incident. it is 5:26 right now. blue bell ice cream is trying to identify the cause of listeria contamination in the products. blue bell recalled all of the ice cream, frozen snacks and yogurt. it comes after two samples of chocolate chip cookie dough ice cream tested positive for listeria. three people in kansas died from contaminated ice cream. it is an infectious bacteria that can cause muscle ache, nausea and fever. one in five infected can die. >> if you're healthy you won't have any symptoms other than a mild gastrointestinal illness. >> the company says shelves will stay empty until safety can be guaranteed. caught on camera, a disabled

but overall no other major issues. taking a look at 95 in maryland, not having any major problems there. at this point this morning. i have drive times in ten minutes. >> thank you. 5:32 right now. i tweeted this video so you can see it for yourself more closely. two men risked their lives to save a total stranger to fell off the metro platform. man using a wheelchair fell on to the tracks at the "u" street metro station. this was yesterday. you can see two men jump down on to the tracks and rescue him. this all happened within about 30 seconds. pizza guy says that the man regularly uses that metro. >> the guy was -- he's a regular down here as well, you know we see him all the time. he comes in and has pizza. he's a good guy. i'm glad they rescued and took care of him. >> paramedics took the victim to the hospital with some cuts and bruises to his face. at the time, the nearest train was three stations away. it's best until you wait until

the station manager cuts the power to the third rail before you help someone. the u.s. military is watching every second of a convoy of iranian cargo ships off the shore of yemen. the fear is that those ships are carrying weapons. nbc's tracie potts with how this could set off international wars in the waters. what's going on here? >> reporter: well, what's going on right now we're just watching to see how close these seven cargo ships get from iran. the idea -- the thinking is they're carrying those weapons to the houthi rebels that are fighting the yemeni government. remember the saudi air campaign has knocked out a lot of their weapons and they are backed by the iranians. this really couldn't get at a worst time here on capitol hill, because congress is looking at the nuclear deal that the u.s. is working out with iran. so conflict between the two countries right now certainly couldn't help that situation. we have eight warships in the region right now. including the theodore

roosevelt, that aircraft carrier you see. that is what the obama administration says they're doing as a precaution. and to reassure our allies in the region and to make sure the shipping lanes stay open. right now, no conflict but certainly tensions building in that region right off the coast of yemen. >> tracie potts, thank you. the head of the drug enforcement agency is stepping down. michele leonhart announced her retirement yesterday. that agency has been plagued with scandals after an investigation found several agents had engaged in sex parties with prostitutes while they were working overseas. leonhardt will officially leave in mid may and he replacement hasn't been named. the jury in the boston marathon bombing trial is hearing new evidence as they prepare to decide whether the bomber will be put to death. the penalty phase of the trial began yesterday and prosecute earns showed -- prosecutors showed a photo of dzhokhar tsarnaev making an obscene gesture. the photo was taken in a

courthouse months after the bombing. the court heard for first time sounds of the bombing aftermath that were captured by a video recorder. >> see saw those pictures. i don't think anybody can begin to imagine. you can't begin to imagine the horror of that day. >> victims told the jury about the excruciating pain they felt in the moments after the blast. some jurors wipe away tears as they listened. 5:35 right now. the virginia man whose child was conceived using a turkey baster does have parental rights. the three-judge panel upheld the earlier decision yesterday. the court says the father supplied semen to the woman who inseminated herself at home and she said the father has no parental rights under the -- under an assisted conception law. the court says that law does not apply because she used a common kitchen tool and not medical technology. parents in prince george's

county have made sure that a new school will be built. the superintendent is recommending that ferlazzo elementary be built on the development on sprigs road in woodbridge. they wanted to relocate mary porter traditional school. they felt misled because they were promised a new school. it is scheduled to open in 2016. one montgomery county teacher will be headed in to the classroom with a new title -- teacher of the year. joseph gannon. congratulations to joseph gannon. he is the social studies teacher at damascus high school. he goes on to compete for maryland's teacher of the year. the other two finalists, josephine lester and jill rasburn. i'm a product of montgomery county schools. i went to paint branch high school. go panthers. and this event put on by the montgomery county road table for business executives for education, really brings

a consumer alert at 5:41. trek is recalling 900,000 bikes because of a problem that left one of the riders paralyzed. that's a defect that can cause the front wheel to stop suddenly or separate from the bike. a trek retailer will fix it for free. there have been three reports of injuries now. they're recalling all of the bike models for the past 15 years. >> wow. a big recall. we want warmer weather, a little chilly for my taste, chuck bell. >> what? are you kidding me? april, eun, is five degrees warmer than average. so you cannot possibly be cold. outside this morning, storm team 4, scanning the skies for you. we're off to a dry start and rain drops in parts of western maryland. sky cast 4, a nice dry start. but rain showers in the mid to

says he understands the pain in the community. >> we had a loss of life. if you can imagine what the family is going through, they want answers, they deserve answers much like the media, much like myself. and the fact of it, it takes a little time to get to those answers. >> and the justice department opened a federal investigation into gray's death. eun? >> thank you, angie goff. it's 5:47. there could be a chance you may be able to buy a meal from a food truck in prince george's county. right now, food trucks are not allowed. the county council could change that though. it would allow vendors to sell freshly prepared foods, no prepackaged foods are allowed. it would provide healthier options in underserved communities. no word yet on when they'll vote on this bill. looks like more and more of you are using capital bike share here in d.c. more than 65% of you are hopping on bikes when your destination is too far to walk.

64% of those trips start or end at a metro stop and also seems that you are using it to save some money. 8% of capital bike share users have sold their cars since using the program. saving more than $700 a year. the majority of bike share users are younger, white and male. d-dot is looking at ways to make it more attractive to other people. today your high schooler can bag herself a new prom dress for free. today is the fourth annual prom dress give away at chevy chase high school. it's taking place between 2:00 and 6:00 p.m. each year they put together the gently worn dresses to help those not in the position to pie one. there will be raffles and fun prizes to win. the university of mary washington is topping the nation's as one of the top green colleges. the ranking appears in the princeton review's guide to green colleges. the review highlighted university of mary washington's robust on campus sustainability
