new developments as we're learning. a plan to shoot down people on their way to church. this was a plan that was thwarted in france. we're getting video in from a news conference held by the interior minister in paris talking about the arrest of a 24-year-old computer science student yesterday morning. he apparently had been planning to attack one or more churches in france. we know police say they found several weapons inside his car, several weapons inside his apartment in paris. he's an islamic extremist from algeria who apparently had already been flag bid authority there is in france. they knew about him about a year ago and had been keeping an eye on him. he apparently shot himself in the leggen accidentally called an ambulance and then police arrested him. prince george's county police are investigating a shooting in temple hills. a man was shot near the intersection of olson street and

st. claire drive last night. police told us he was in critical condition early this morning and we're working to learn an update right now. >> we will fight for freddie gray! >> reporter: protesters are calling for answers after a baltimore man died in police custody. freddie gray suffered a deadly spinal cord injury. a sea of people marched through the streets yesterday. how was it that gray's spinal cord was nearly crushed hours after his arrest. the justice department is launching an investigation to answer that question. on april 12 gray was taken into custody on a weapons charge just before 9:00 a.m. some time between this moment and paramedics being called less condition that an hour later, gray's spine was nearly severed. the 25-year-old died from his injuries on sunday. six police officers involved in the arrest are on administrative leave. $3 million is not enough according to the father of a man killed by a fairfax county police officer two years ago. the police department paying that amount to settle a wrongful

the man who shot president reagan is back in court in d.c. this morning. john hinckley jr., is asking a judge to grant him more time for visits to his mother's gated community in virginia. he's allowed 17 days each month away from the mental hospital where he lives. he was just 25 when he shot reagan in march of 1981. he's now 60. these hearings could last several days. dr. weiner is it possible with john hinckley's history that he poses no threat to the community now? >> i really think it is possible. you have to remember this is something that took place almost 35 years ago. he's been in treatment for that period of time.

he's been compliant with his medications. there have been relatively minor incidents that vhave occurred. it's important for people to understand that it's incredible to see how somebody behives when they're in the midst of a scow sis and how they are when they're not psychotic. this was a sick man in the time he tried to kill the president. he could be a completely different person now. >> no matter what happens, he'll be required to continue seeing his therapist. who you would that therapist be able to tell if he was on the verge of violence again? >> it's very hard. so we would only know if there's evidence he starts to become psychotic again, starts to stop taking his medications or is verbalizing some violent thoughts. otherwise; it's difficult to tell. but he does have some things going in his favor weighing against violence. he's older, and older men are at lower risk of violence. he doesn't have a drug or alcohol problem so that lowers the risk. but this cannot be something we can say with certainty there's no risk of violence.

>> and if you had to make the decision? >> i'd let him go. i would because i treat people with mental illness and i see that they can commit some terrible things and have some terrible behaviors at one point in time but it's absolutely not representative of who they are when they're treated. >> all right. thank you so much dr. weiner. >> my sure. >> eun? two men risk their lives rescuing a man in a wheelchair after he fell off the metro platform. look at this video here. you can see the man fall on to the tracks at the u street metro station. a few seconds later the two men jumped down to help him. this was yesterday afternoon. they lifted the victim to safety. it happened within 30 seconds. a rider who did not want to show her face tells news 4 the victim is a regular at the station. >> i mean if he's falling off tracks maybe somebody needs to be with him at all times. maybe he's getting to a point where he can't be by himself anymore. >> reporter: paramedics took the

victim to the hospital with cuts and bruises on his face. metro says it's best for you to wait until the station manager cuts power to the third rail before you jump on to the tracks. some high-tech lasers could help truck drivers with a notorious trouble spot in laurel. nearly a dozen times a year trucks like this one get stuck under a low bridge at main and first streets. now the department of public works has installed lasers that can detect the truck's height ahead of the bridge. if the truck is too tall, the lasers trigger a signal with flashing lights warning drivers they're going to get stuck under that bridge. and we're still continues to watch for a chance of rain showers later on today. also going to be a lot on the windy side as well. the weather service has posted a wind advisory until 8 klock. winds could get zbusy around these showers and thundershowers this afternoon. especially along higher elevations winds could gust up to 50 miles per hour briefly.

strongest winds at higher elevations today so along in the west of the blue ridge to the shenandoahed valley. rain drops will be making steady progress towards the metro area through the remainder of the afternoon. by 1:30 thundershowers west of leesburg near frederick, maryland then on to the i-95 corridor by 4:00 southern prince george's county to southern maryland. most if not all these chances should be out of here about 6:00 so we should get that baseball game in. >> thank you, chuck. a new study says there is no link between the measles vaccine and autism. the "journal of the american medical association" has published the findings of a study led by a virginia health consulting firm. in the late '90s, you may remember, a british researcher published a paper linking the two. it seems the belief there is a link is still out there but that report was found to be fraudulent and discredited. the llewyn group says getting the vaccine made no difference

catholic church h. darcy spencer is outside the church right now where she just talked to some of the mourners. darzi, good morning. >> reporter: that service got under way just about 15 minutes ago. this is the program that's being handed out to people in attendance a picture of the mother and her daughter. i was able to speak to a couple of family members as they were heading inside. they are telling me that they're just hoping to get some kind of close your. >> it's still so unreal. >> reporter: jill grimesby and other relatives turn out for a memorial mass. they're remembering the lives of yvonne selke and her daughter emily. yvonne was her cousin. >> heart break, a shock, tragedy. something -- it's going to take the family a long time to heal. >> reporter: the mass is meant to bring healing to a hurting family and church community.

the selkes were killed last month when the co-pilot of a germanwings airbus deliberately cashed the plane in the alps. 150 people lost their lives. elizabeth delala is yvonne's cousin. >> she was my flower girl. i saw her often, i saw her daughter often. it's heartbreaking. >> reporter: the church pastor says the selke family wanted to do something to bring healing as the search for debris continues along the mountainside. yvonne selke was an active member at sacred heart. her daughter emily grew up in the church. >> to bring closure to our parish community and more especially to the family so they have something we can gather and pray. >> reporter: we're told that 700 people have turned out here for the memorial service this morning, a funeral service is expected to be held at a later date. eun, back to you. >> darcy spencer, darcy, thank you. a developing story we've been watching all morning.

investigators are trying to figure out who landed a small drone on the roof of the prime minister of japan's office in tokyo. officials called the drone harmless but said it had trace amounts of radioactive material. they don't believe it's enough to pose any danger. japan says it's now reviewing its drone regulations. president obama is on his way to the florida everglades for earth day. the press corps will be watching closely to see whether florida governor rick scott greets the president in person. the two are fighting on how to pay for the state's conservation efforts. scott is known for not acknowledging the human causesover climate change but he's also asked for more federal funding to help the everglades. a white house spokesman called mate change a "grave disservice to future generations." how about the weather, chuck? >> well, the weather is an up-and-down game. it's up right now, sunshine still out there. but it will be down later today as rain chances come back into the area. this whole line of rain showers out here no severe weather

a congressman is under scrutiny after tweeting this photo. that's representative ken buck of colorado on the right. he's holding an ar-15 inside his d.c. office. well assault rifles you probably know are illegal in the district. the d.c. attorney general's office says it passed the photo on to d.c. police. now, buck says the gun is safe because it's inoperable. he says "the only dangerous thing about this gun is if someone took it off the wall and hit somebody else over the head with it." buck told the "washington post" he worked with multiple regulators to make sure it was okay to keep the gun in his office. chuck? okay we're still waiting on rain drops here in the washington area. rain is getting closer and closer. here's interstate 81 through the shenandoah valley. the leading edge of the rain

breaking news on an arrest in the death of a 12-month-old virginia boy. stafford county sheriff's office saying they've arrested david john marcuson of fredericksburg the boy's foster father after this incident that happened back in january. we can show you a mug shot that we've been given by the sheriff's office here. we understand marcuson has been charged with felony murder and two counts of cruelty to children. the investigation discovered that the 12 -month-old baby had received several burns to his body to his face his neck, or the sew while mar marcuson was giving the child a bath. he was taken to the hospital in early january and died on february 1. since the investigation, mr. markinson was indicted and this happened on friday. kristin wright is working on this story and she'll have much more on news 4 this afternoon.

dr. oz is fighting back against his critic this is morning. he's slamming them for questioning his ethics. tomorrow oz addresses the critics on his syndicated talk show. this surrounds a letter sent by ten doctors to columbia university. oz is the vice chairman of the surgery department there. the letter accuses the doctor of promoting certain treatments on his show for. a claim oz denies. the doctor has defended his treatments in the past. he even testified on capitol hill. but he has not addressed the criticism in-depth on his show

until now. so dr. weiner why do you think there are some doctors questioning dr. oz's credibility? >> i think we have a couple issues. one is that four out of the ten doctors questioning his credibility has ties to the genetically modified food organizations. dr. oz wants genetically modified foods to be labelled as such and they might be opposed to him because of that. the other issue is that about four months ago there was a study in the british medical journal that showed that 50% of the advice that dr. oszz gives on his show is either not backed up by medical journals and other studies or is flat out wrong and not supported at all. so i think there are a number of doctors out who there who feel like the information that dr. oz is saying can be potentially dangerous for america and we have to remember dr. oz is america's number-one most-watched and listened to doctor so he has a lot of power. and you need to be careful making sure that what he's

aaron gilchrist at the live desk. i want you to know we'll be watching today when republican congressman steve king of iowa introduces a new bill called the "restrain the judges on marriage" act. this bill comes ahead of next week's oral arguments before the supreme court on challenges to states that ban same-sex marriage. now, politicos don't expect movement on this particular measure in the house, but it will definitely get a lot of attention. representative king holding a news conference this afternoon to talk more about this and we'll be watching. >> aaron, thank you. as early as tomorrow the senate could vote on whether to confirm the nation's first black female attorney general. republican leaders have stalled the vote for loretta lynch for months. democrats have railed against those delays and last week the president called the delay embarrassing. the drug enforcement administration is looking for a

new leader today. it comes after allegations that dea agents had sex parties with prostitutes. that's not all. drug cartel members hosted and paid for those parties. nbc's kristen welker has a look at what's next for the dea. >> reporter: she was a rising star in federal law enforce emt, but now michelle leonhart is stepping down after revelations at least ten dea agents had sex parties in colombia involving prostitutes, some of the women hired by drug cartels. >> this is all national security issues when criminal cartel cans get that close to agents. >> reporter: the attorney general announce lead i don't know hart's resignation on tuesday saying she has devoted her life and professional career to the defense of our nation. this after an inspector general report last month which detailed those parties allegedly occurring between 2005 and 2008. >> law enforcement is not above the law and you -- this sexual

misconduct cannot be accepted. >> reporter: last week len heart was grilled by lawmakers who demanded to know why the agents were suspended not fired. >> can you revoke their security clearance? >> i can't revoke their security clearance. >> honestly? what power do you have? >> what i can do is build on and improve mechanisms. >> reporter: all this as the secret service has been reeling from a string of scandals one of them dating back to 2012 when more than a dozen agents were linked to prostitutes in colombia during an unrelated trip. >> so what we're trying to do is get rid of that culture of complacency and that culture that has allowed these types of activities to happen. >> reporter: leonhart is expected to leave in mid-may. nbc reached out to her today and received no response. lawmakers say one of their big concerns is that sensitive information was compromised as a result of those sex parties.

a new move in congress is pitting president obama against members of his own party. lawmakers reached a deal last week that lets the president push through trade deals with other countries. labor unions and democratic party stars like senator elizabeth warren are lining up against the new powers. senator harry reid has said "hell no." it's putting the president in the rare position of agreeing with john boehner. here's what he said. >> a lot of good work has been done on this. a trade is good for america, helps strengthen our economy and create more american jobs. the deal is impacting the race for the white house now. hillary clinton says she has concerns about it. she says the country needs to focus more on domestic jobs and production: so chuck, when are we going to reach the 50s today? are we there yet? we're well into the 60s headed up to 70 degrees. but tomorrow barbara, yes, indeed. we'll be stuck with high temperatures in the 50s tomorrow.
