>> a call tonight for hearings over security missteps at the capitol. civil rights groups launching investigations into the death of a man in baltimore police custody. new criticism tonight aimed at the leader of the city's police union. and new tonight, police trying to put a community at ease after a mother of two was found stabbed to death inside her house. >> "news4 at 11":00 starts now. >> the 42-year-old mother of two young children was murdered in her own house, and five days later still nobody has been arrested. >> tonight neighbors want to know if they should be worrying. news4's shomari stone is in arlington where police are trying to put people's minds at ease. but they're still not naming a suspect yet. >> reporter: doreen and jim, police have not identified a person of interest or a suspect in this case. dr. bonnie black's body was found behind me in her home. tonight her neighbors, people who live in the arlington county

community are concerned what happened because police have not made an arrest. tonight crime scene tape surrounds the house where 42-year-old bonnie black was killed last friday morning. crime scene investigators are inside processing the scene. tonight we learned how she was killed. >> the cause of death to be a stab wound to the chest and incisions to the neck. >> had the suspect been found and are the children receiving counseling? >> am i being paranoid to not let my kids go out? >> reporter: tonight at a community meeting, this packed room is concerned a killer is possibly on the loose. police say there is no danger in the community, even though they have not identified a suspect or person of interest in the case. was this random or was this woman targeted? >> you know it's really impossible for us to say whether she was targeted or not. >> reporter: dr. bonnie black was a psychologist who did contract work for the fbi. the mother of a 3-year-old boy and a 5-year-old girl. a neighbor saw the kids distraught in their pajamas, in

the street in front of their house about 7:50 last friday morning. the neighbor called police and officers found their mother's body inside the house. dr. black was separated from her husband, and they were scheduled to have a divorce court proceeding this week. tonight we learned police have responded to domestic disputes at the house months before the murder. dr. black's husband now lives around two blocks away from her. police say he is cooperating with the investigation. >> you mention that the husband is cooperating with your investigation. does that mean that he has been eliminated as a person of interest? >> reporter: that's a good question. now police did not tell fuss he has been eliminated. but they do say that he is not a person of interest or suspect and this investigation is ongoing. as for the children well tonight they are still with child protective services and arlington county police urge anyone with information about this murder to give them a call. keep in mind you can also call the department anonymously. live in arlington county i'm

shomari stone, news4. >> thanks shomari. new tonight, an arrest in a disturbing sexual assault near a popular d.c. park. police say 24-year-old glen vertgreen is facing charge. police released this video of interest earlier but have not said if that was green. officers say green followed a jogger at meridian hill park and forced her into an alley where he raped her. doug hughes should have been blown out of the air. and in fact there were several guns pointed directly at him. when he landed, a small aircraft on the capitol grounds as part of a protest last week. all of that tonight from one of the congressmen reviewing the incident. our jackie bensen is live on capitol hill now where security officers are going have to answer questions next week. jackie? >> reporter: well jim, the lawmakers indicated to us that they would not have had a

problem with the use of deadly force in this situation. >> as far as we're concerned, this is an extremely urgent situation. >> i think if you're going to do that and come down if it was up to me, i would have -- i would have taken care of the problem. >> reporter: house oversight committee jason chaffetz of utah and ranking member elijah cummings of maryland spoke to reporters after an hour-long classified briefing by those in charge of security at the u.s. capitol and the white house. the two expressed concern that gyrocopter pilot doug hughes was able to travel undetected through 30 miles of the most restricted airspace in the united states. they confirmed law enforcement officers were poised to use deadly force on hughes, who says his flight was a protest to draw attention to campaign finance reform.ere briefed that there were multiple weapons trained on this gyrocopter and they elected not to fire on the

gyrocopter. >> reporter: cummings and chaffetz were concerned at the lack of what they call interagency communication. >> where the two entities were working together and that's human error. they admitted it was human error. >> totally unacceptable. they're sitting literally shoulder to shoulder and did not do the job they were supposed to do. >> reporter: house leaders have scheduled a hearing on this matter for next wednesday. and they did say tonight they warned that the agencies that did not show up for today's briefing the faa, norad and u.s. park police they said that their attendance at wednesday's hearing is not optional. back to you. >> jackie benz thanks jackie. the u.s. capitol is the place to be on memorial day and on the fourth of july. but there is a new plan reported first here on 4 that could close the building to almost everybody during those celebrations. members of congress and staffers there routinely invite friends to watch the fireworks, enjoy

the concerts and to attend a huge party. but now the capitol police say those parties are out of hand, and a security risk. taxpayers spent $250,000 on security for just those two events last year. now congressional leaders have agreed to limit access to the capitol terraces and to move the party to the botanic gardener gardens across the street. the beautiful start to spring it's cold out there tonight. and doug it's going to stay that way. what? >> yeah i think it's going to stay that way for maybe well over a week. take a look right now and show you what we're dealing with across the area. still some rain around the area. some of those showers continuing to come on through. that's part of the cold front that has made its way on through the region. right now those showers back to the west back towards fauquier county around front royal. montgomery county, and down to the south, towards portions of southern st. mary's as well as calvert county. temperatures today 74 for a

high. we will be down into the 30s in most locations. i'll show you just how cold i think things get over the next couple of days and my forecast. a story in baltimore where five of the six officers who arrested freddie gray have now given statements to investigators. and governor larry hogan, he is not going to order a state investigation into gray's death, saying he doesn't want to politicize the case. demonstrators came out again tonight as they have just about every night since gray died on sunday. a lot of them criticized a statement from the president of baltimore's police union, who initially compared the protesters to a lynch mob. he later said he was afraid the crowds could get hostile. but admitted there are problems between some officers and the community. >> are there some bad apples out there? i'd be the first to admit we need to improve the relationship between the police department

and the community. and i think that needs to start with training. because quite honestly i've seen -- i get information people calling here and it's just like the police officers don't talk to us. >> reporter: police say gray was in a high crime area had a knife and ran away when officers tried to detain him. video shows them loading him into a police van. and police say gray had some sort of medical emergency. but there is evidence that van stopped several times before it got to the precinct. gray suffered a severe spinal cord injury and slipped into a coma. now two other civil rights organizations are launching their own independent investigation. they're going to hold a press conference at the exact spot where gray was arrested. doreen? >> chris lawrence thank you. new tonight, that investigation into excessive force in baltimore, and others in south carolina and tulsa, oklahoma are leading to calls for congressional hearings on police body cameras. south carolina senator tim scott is requesting those hearings. he says cameras would better protect officers and the people they serve.

senator lindsey graham leads one of the committees that would host the hearings. he says it's a great idea, but so far nothing has been scheduled. and a grand jury is going to decide if a fairfax county police officer will face charges for shooting and killing an unarmed man. officer adam torres shot john geer in 2013. during a standoff. others say he had his hands up. sussex county just agreed to pay $3 million to settle a wrongful death suit. the commonwealth there says he hopes the grand jury will reach a decision by tend of the summer. in virginia a foster father has been locked up accused of killing his 1-year-old foster son. investigators say ka'ron mason suffered burns to his face his torso, and his neck all of this back in january. sheriff's deputies believe that david marcussen bathed ka'ron in scalding hot water. the boy died a month later.

marcussen and his wife had been taking care of the child since july of last year. shortly after the baby was born. marcussen is being held now without bond. she has been waiting for nearly two months. tomorrow president obama's nominee to lead the justice department will finally get a vote. loretta lynch is the president's pick to be the next attorney general. the senate will vote on her confirmation at 2:00 tomorrow afternoon. she is expected to be confirmed. senate majority leader mitch mcconnell had delayed the vote until an anti-human trafficking bill could be passed. that bill passed unanimously today. it was held up for weeks by a debate over anti-abortion language in it. next at 11:00, i needed to shoot him or run him over. the officer behind this dash cam video explains in his own words why he intentionally ran down a robbery suspect with his car. a dean at the university of virginia says her reputation was dragged through the mud.

we're hearing from the officer who rammed his patrol car into a suspect in arizona. his name is officer michael rapiejko. he accelerated to 40 miles per hour and plowed right into the suspect, who did survive. police say the suspect was a man named mario valencia and that he was on a crime spree that day. that spree included the theft of a high-powered rifle from a walmart. on an audiotape that was just released officer rapiejko explains to investigators why he took the man down in the way that he did. >> knowing what i believed to be a locked and loaded based on the round he fired into the air, there are two occupied businesses there are two other officers attend of the street. this is what i deem at this point to be a lethal force encounter. >> rapiejko has been cleared of any criminal charges. an administrative review is under way. the police chief praised his actions, said they may have saved lives. but valencia's lawyerlear case of excessive force.

new at 11:00, university of virginia administrator may be preparing to sue rolling stone magazine over a discredited article about rape on campus. associate dean of students nicole araimo sent a four-page letter to the magazine today that read in part rolling stone deeply damaged me personally and professionally using me as the personification of a heartless administration. the rolling stone article attacked my life's work. eramo was painted as a false friend to alleged victim jackie and was accused of trying to discourage jackie from reporting the assault. as a result she has received threatening e-mail even some suppressing the hope that she will be raped. she has hired a law firm that specializes in defamation suits, but has not said yet whether she plans to sue the magazine. some business owners in maryland have filed a discrimination suit against mgm. the prince georges county

businesses claim that they were purposely left out of the bidding process to build the new casino at national harbor. they say mgm used at least one company that was masking itself as a minority business. a spokesman for mgm says the allegations and the complaint are absolutely baseless and the company will vigorously defend itself against the lawsuit. just yesterday, mgm told prince georges county council it went above and beyond standards for hiring minority businesses. president obama spent this earth day visiting florida's everglades warning that the area is threatened by climate change. he called changes in climate an urgent threat to our economy, security health and environment. the president also declared that the time for denying that climate change exists is over. he believes the united states can lead a global effort to stop the changes and still create new business opportunities. an effort to get national

security agency employees to recycle may have missed the mark. dunk is the new mascot that some people on social media are calling the stuff of nightmares. others claim it breaks new ground for creepiness. the mascot is supposed to be a blue recycling bin with muscles. >> he does have muscles. he has definitely worked on. >> could give you nightmares. i can see that. >> picking up that trash. >> as promised it's cold out there tonight, doug. >> it really circumstances so long spring. >> it was getting so nice too. we had such a nice stretch of it. and now it looks like the stretch is going to go the other way. we've got to kind of even things out. that's what mother nature says. and right now she is doing just that. earlier today, take a look. 74 degrees. it was gorgeous earlier. and then the winds kicked in. the showers came through. the wind was really howling this afternoon. it was 40 miles per hour. and by tomorrow morning, in the city will be around 41. that's on the cold side. we'll be in the 30s.

maybe even the low to mid-30s in some of the suburbs. right now a chilly 55 with winds out of the north at 17 miles per hour. so that wind is still gusting across our region that will continue through most of the evening too. that's actual lay good thing. without the wind we'd be a lot already down to 43 in cumberland. 46 winchester. 57 in culpeper and 54 toward the huntingdon area. it is going to be a chilly overnight. well still have shower activity. back towards fauquier county along 66 and right up towards gaithersburg and rockville, a little strip of rain making its way across the area here. that's another little weave along the front moving through. down 301 through king george county southern maryland calvert county all seeing shower activity right. now it's on the light side. it's not going to really cause too many issues. but it's all part of this whole system that is moving on through. and not just this system it's part of this system a huge area of low pressure that has just been sitting and spinning for days.

now, it was back to the west. so they were dealing with a cold air over the great lakes, back towards the upper plains over the last few days. but it shifted off to the east. you can see the front coming through. you can see the showers coming through. now another little spoke in the wheel so to speak that will help to reinforce that cooler air. so it was back to the west. here it comes in this pattern. looks like it wants to stay. it look likes it wants to stick around. that area of low pressure not going anywhere soon. that's going mean some cool numbers. how about these for cool numbers? 41 in d.c. tonight. 38 la plata. 35 in frederick. 36 in leesburg. i think we stay above the freezing mark. not worried about frost tonight buzz of the wind. but frost may be a factor here as we move in through the day on friday maybe into saturday morning. high temperatures tomorrow chilly. 56 in d.c. 52 in frederick. 57 towards culpeper. our average high is 57 degrees now. the impact forecast will call it low. we're going to get out there, wear the coats. we'll see the wind once again

46 years ago, i used to run into this studio at 10:55 at night to report whatever story i was working on that day, and i've been doing the same pretty much ever since. i have fairly enjoyed every minute of it, and that's no joke. i love this job. and working with doreen and all the others who make this broadcast. what i don't love anymore is putting my shoes back on at 9:00 to get back in here. i'm an at age now when my shoes come off, my feet swell. putting them back on is a challenge. and that is why in the end of
