"news4 today" continues. >> "news4 today" starts now. it is 5:00 a.m. i'm aaron gilchrist and the search is on for several gunmen after a bizarre overnight shooting and chase and wait until you hear who tried to put an end to it all. it's the story that everyone is talking about this morning. a stage collapses at a performance and sends does ups of students to the ground. and why it feels like you're cruising through d.c. this weekend. the big changes on the way for traffic lights. first, a chill is in the air

this morning. storm team 4 meteorologist chuck bell has your weather headlines. chuck? >> good morning, aaron. it is indeed a very cold start. we still have freeze warnings in northern maryland and shenandoah valley and frost advisories down to culpepper and warrenton. skies are mostly clear, it is really cold. the wind has stayed up overnight. if the wind lays down between now and 7:00 at all, that will still mean a freeze is possible. but temperatures are comfortably above the freezing mark. but the other side of the coin since the winds are up windchills 29 in gaithersburg and hagerstown. 33 degrees in washington. upper 30s and low 40s and mid 40s by lunch time this afternoon. another chilly night is coming up tonight. if you're going out to dinner and a movie, you need a little wrap to go out the door. >> little pashmina as we were talking about earlier this week. >> that's right. >> all right, now 66 eastbound

night. state police say one person is in critical condition. everyone else is expected to make a full recovery. 5:03. police are looking for several men who shot at an ems supervisor. this was near gallaudet university. and darcy spencer has a live look at how this ended. >> reporter: good morning, aaron. we're at fourth and moore streets in northwest washington. this is the food distribution commercial area of the city right here in northeast washington. this is where it all started in the overnight hours. that bizarre gun battle apparently taking place between two vehicles. an ems supervisor was in this area and witnessed this gun battle and decided to give chase. now, if you're not familiar with the supervisors they drive around in marked suvs. now, that supervisor was fired

upon at fourth and "k" streets. fortunately, the supervisor was not hurt. that chase continued into the potomac gardens housing complex. like you said, over on "i" street in southeast washington. at that point, the people who were in that car crashed into a parked car and then bailed out. the search continues this morning by d.c. police for all of the suspects involved in that gun battle. we're reporting live from northeast, darcy spencer. back to you. molette green at the live desk with a developing story, a bizarre shoot-out with a bicycle cop in philadelphia. late last night. bullets hit both the officer and the drug suspect in west philly. take a look at the scene there where all kinds of emergency vehicles are there and police out -- in the street walking around. we have learned the officer and his partner followed this guy's van for a few blocks and when they caught up with him the suspect said i don't want to

have to do this before firing. the eight-year veteran is recovering from a gunshot wound to his right arm. no details about the suspect's condition. back to you. >> molette green, thank you. 5:05 is your time right now. the family of warren weinstein plans to wait for more information about his death before they hold a funeral or a memorial. that is according to the associated press. 73-year-old warren weinstein of rockville died in january in a u.s. air strike in pakistan. president obama ordered the cia to find out how their intelligence before the strike could have been so wrong. weinstein's widow says she's devastated she believes her husband's captors are ultimate i will responsible. a neighbor echoed that sentiment. >> i blame the captors. i blame the captors, they took him and they held him. and that's ultimately who's to blame. >> an italian aid worker lo porto also died in the strike.

d.c. police are investigating a murder in northeast. investigators found a man's body in the 4300 block of gault place yesterday afternoon. someone shot him. police are offering a $25,000 reward for information that leads to an arrest. today a college community will celebrate the life of a murdered student. a vigil for grace mann being -- begins at noon today at the university of mary washington. fredericksburg police say her roommate killed her inside the off campus apartment. organizers want attendees to dress in bright colors to symbolize the joy and good she brought into the world. steven van der briel is charged with strangling here. today, the man who shot ronald reagan returns to federal court for the third day to argue for more freedom. john hinckley jr., is asking to leave a d.c. mental hospital for good. government lawyers are against any sweeping new freedoms for hinckley. they want him banned from facebook and don't want hinckley

googling himself. today the court will hear from two doctors from williamsburg virginia where hinckley spends time with his mother. well, d-dot says it's listened to your complaints about traffic in the district and this weekend you should see a difference. we have more on the traffic flow changes. zachary, good morning. >> reporter: hey, good morning, aaron. you know if you're familiar with driving here in washington, d.c. specifically if you have been in a hurry you know it's about timing the lights if you want to get there in a hurry. the good thing, things are only going to get better. so starting today at about 8:00 there's some changes happening. it's all designed to improve traffic flow. more than 650 intersections will be impacted and the work will be on going. it will continue through about may. the whole goal here again, is to improve traffic flow and make things easier. there's a lot more cars coming in to the district than in years past. more people moving into the area. and this is all about improving that. so check it out. there's a couple areas specifically that are going to be impacted here. one of those areas is going to be 23rd street northwest to

welcome back. you could start feeling the effects of a recent bird flu outbreak at the grocery store. the disease infected more than 6 million birds at dozens of plants across the country. egg products, chickens and turkeys are affected. there's little health risk to humans right now, the cost of stopping a tull spread of the bird flu is high. millions of birds have to be killed. that means a smaller supply on the shelves and possibly higher

mansell. you're watching "news4 today." 17 after the hour and this video is playing a big role in a local police officer's misconduct trial. you can see a prince george's county officer here hit a teenager and since this video became public, the officer is no longer fighting the charge. officer jerry thomas hit the handcuffed teen three times. he claimed he hit him to stop him from being spit on. he changed his not guilty plea. >> the trial was going on

because he didn't want to admit his guilt. but he acknowledged that the state had enough evidence to find him guilty and that he would therefore plead guilty under alford. >> thomas is on paid suspension right now. the state's attorney's office wants him to get jail time when he's sentenced in june. there are growing calls for the tulsa county sheriff to resign after one of his reserve deputies shot a man during a sting operation. we're now learning there were concerns about that deputy that dated back to 2009. and an internal review found robert bates was a political supporter of the sheriff. there were concerns if he received special treatment despite his treatment. he shot eric harris. he says he mistook his gun for a taser. a student organization at the university of maryland post moan potential -- postponed the movie "american sniper." it depicts the life and career of chris kyle. the muslim student association

says the movie spreads islamaphobia. the screening was post poned after the msa protested and that caused someone to post a derogatory comment on the muslim facebook page. >> they're opposing to the muslims and the concern is not that the film was being screened but the fact there wasn't any kind of broader discussion taking place. >> supporters call kyle an american hero and want the movie shown on campus. the school says the movie might create a dangerous climate. a washington state teenager's big plan to ask a girl to the prom kind of blew up in his face. he worked up the nerve to ask his date to the prom wearing a fake bomb vest and using this poster that reads quote, i know it's a little late but i'm kind of the bomb. will you be my date to the prom? the prop made the principal blow up if you will. the teen was tossed out of

minute. >> yeah he lost it. here's a live look outside, chilly cold 41 degrees outside our studios. let's check the forecast. >> maybe vance can get us all tickets to the foo fighters concert now. let's focus on the positive here. he won't be working late. he can take us all with him. a week ago, it was going to be -- a week ago today, 79 degrees. this morning, wind chills at or below freezing. what a flip-flop in the weather pattern we have seen. these are the current windchills. 29 hagerstown. 31 martins burg. 30 in leesburg. 33 in washington. 29 in gaithersburg. feels awfully cold out there. we have the freeze warnings and the frost advisories posted until 9:00. but the wind has stayed up. that's the reason that the windchills are so low. so temperatures are well above freezing. now, if the wind lays down at all, a freeze is still possible. but less and less likely as temperatures are several degrees

above freezing here in the shenandoah valley and into the upper 30s around 40s around town. from shivers to sunshine on your friday. breezy as well. winds will lay down again tonight and tomorrow morning there will be a possibility i think of a frost freeze threat once again. clouds will start to come back in. that will actually help as well. so as with elose the wind and -- as we lose the wind and pick up the cold. if you have tender flowers or plantsio outside cover them up. and rain by 3:00 or 4:00 tomorrow afternoon, and rain likely into sunday. may not dry out until 4:00 or 5:00 on sunday afternoon. 50s to near 60 today. 50s tomorrow with rain arriving later on in the day. rain most likely saturday night into early sunday. then as we get into next week there, temperatures staying well cooler than average. but we dry out as we get back to work and school on monday.

the word charges of genocide is baseless turkey said. pope francis made headlines weeks ago when he called the killings genocide. the family members of the boston marathon bomber are now in the u.s. dzhokhar tsarnaev's relatives could testify on his behalf next week. tsarnaev's lawyers will start presenting their case to the jury in the sentencing phase on monday. they want to spare tsarnaev the death penalty. the prosecution wrapped up with more testimony from victims, including a father pushing his child in a stroller when they were blown away by a blast. and a pretty bold scam starts with a letter that appears to be from the california attorney. it says the ftc appointed him to help you claim a $2.5 million prize that you forfeited. the envelope includes a fake letter. it is fake. the ftc does not give out sweeps

occoquan nice and smooth. live picture of 66 in ten minutes. >> thank you, melissa. it is 5:33. the family of a rockville man killed in an air strike is still reeling from news of his death. the president is taking responsibility, but critics want to know how the cia could have been so wrong. let's get more from nbc's tracie potts monitoring the situation from capitol hill. good morning. >> reporter: good morning. and the family in the statement says while his captors bear the ultimate responsibility, they also said that the u.s. government throughout the whole process of trying to get him freed was inconsistent and disappointing. the president said that he has profound regret for what happened and as you noted he did take responsibility. but the administration is standing by its policy. no ransom for hostages. supporters say that just encourages more kidnappings. warren 73-year-old grandfather from rockville. he had also lived and taught in

new york. he was an aid worker at the time of his capture. the other one was an italian and two other americans killed in the january drone strikes. the other two americans were working for al qaeda. >> live on capitol hill tracee thank you. we still don't know how a man's spine was crushed while in the back of a baltimore police van. a lawyer for the police union says that freddie gray was not strapped in a seat belt as required by department policy. gray was arrested two weeks ago and died from his injuries. last night, tension between police and protesters flared up when demonstrators surrounded a police car. things were peaceful though at a prayer vigil. >> we need justice in the city of baltimore. we need justice in every street corner, in every neighborhood like never before. >> gray's funeral is set for monday. the six officers involved in the

arrest are on paid suspension. the new trial for the man accused of murdering a d.c. corrections official will start next week. a judge declared a mistrial in the case against dawit seyoum. jurors cannot decide whether he was guilty of murder or not guilty by reason of insanity. seyoum was said to have killed carolyn cross with a wrench last september. the man accused of killing three people in alexandria will face trial in fairfax county. a judge granted a change of venue in the charles severance trial yesterday. we also learned some of the evidence prosecutors plan to use against the accused murderer. they say the same type of bullets were used to kill nancy dunning, ron kirby and ruth ann. you might want to check your freezer. we have another ice cream recall to tell you about this morning. jenny's splendid ice cream is recalling all of the products a fr a sample test -- after a sample tested positive for listeria. stores like target sell the ice

cream. the company said to return it to the store for a full refund. earlier this week blue bell ice cream recalled of it products as well. it's now closing three creameries for cleaning. this is in response to the listeria illnesses linked to the ice cream. the factories will be closed next week. it's linked to ten listeria illens in four states that includes three deaths. he wanted some help from the president. news4 spoke to the latest man to spark a security scare at the white house when he jumped the fence there last weekend. jerome hunt hopped on a bus, came all the way from california to pull off that move. hunt explained what happened when he decided to go through with it. >> so i started walking out and opening -- out of the opening and as i walked out, i must have tripped some kind of surveillance or alarm. because lights came on all around me. i can see a man with a gun coming with a red thing. it went across my face like that. i said he's going to kill me. >> hunt is now living on the

street in d.c. a judge ordered him to stay here until his next court appearance. hunt wanted the president to tell the fbi to stop listening to his conversations. his family tells news4 he's been struggling with mental illness for years. the celebrities are descending on d.c. mansion in new jersey. that gives you an inside look at what you can see firefighters clearing that home making sure no one is stuck inside. they then head up to the attic to fight the flames there. that mansion caught fire earlier this week. it took nearly six hours to get everything under control safely there. >> quite a scene. we are talking about windchills this late in april. can you believe that? >> may is next week. >> yeah i guess. >> the freeze is here anyway. a pretty picture. always nice to see what comes outside this early in the morning, but chuck it's so cold right now. >> right. this morning, temperatures are back down into the 30s to near 40. 39 at dulles airport. 39 in manassas. when you factor in the wind windchills are back down near the freezing mark. so on your way out to the bus stops this morning, a cold start. sun's up at 20 minutes after 6:00.

you're watching "news4 today." >> 14 before the hour now and metro is concerned about passengers pushing their luck not on the trains but the track themselves. the news4 i-team obtained the shocking video here. check out the surveillance cameras which police say show nearly a dozen metro passengers deliberately trespassing on the tracks since late last year. that includes one couple that decided to turn the train station into their own personal photo shoot. the man starts to snap photos while the woman strikes yoga poses. >> they go down there for a variety of reasons. to retrieve personal property.

why they go down there is a mystery. >> now metro transit police say passengers are increasingly losing their cell phones on the tracks but you still shouldn't try to recover them yourselves. instead, you need to ask metro staff for help. >> might be a good idea. cruising and d.c. traffic don't sound like they end up in the same sentence but with new changes taking effect today you could feel the difference. zachary kiesch explains it. let's cross our fingers that this works. >> reporter: absolutely, melissa. in many parts of d.c. it seems like you're getting more red lights than not. virginia. this is the car here. it's a red 1970 ford bronco. fairfax county police say only a few of them are on the roads today so they think this one will be pretty easy to recognize for people who aren't car lovers even. someone took it from a shop in chantilly late sunday night. it has washington state license plates. 11 before the hour. absentee voting now underway in the democratic primary in alexandria. candidates for virginia's 45th district and for mayor are on the ballot there. election day is tuesday, july 9. it will cost you and your child more to buy lunch at school in alexandria this fall. the district is raising the price by 20 cents in september. lunch at elementary schools will cost $2.65. all secondary schools it will be $2.85. and the district says the price hike is necessary to follow the federal regulations mandating the cost of paid meals in schools. a georgetown university alum is donating $10 million to the school. that money will help launch a

new center focused on global real estate. the center will offer career planning for students hands on learning through a real estate clinic and opportunities for consulting projects. well it's not what one montgomery county police officer was expecting when he pulled over a speeding car in silver spring. when the driver rolled down the window he told officer campbell that his wife was in labor. they couldn't make it, so they pulled over for a second time and campbell jumped in to action. >> i could see that the baby was crowning already. and being delivered. i was able to put on my gloves and at this point, mom did all the work and beautiful baby boy came out. >> good job, thank you so much. >> good job. >> aguilar says she would have named the baby after the officer. dan is a good name. but she already had a name

gusts, most between 20 and 30 miles per hour. the combination of a few clouds in the sky and the gusty winds. that's held temperatures up. but it's put windchills down. windchills down near freezing now. gaithersburg, leesburg at 30 degrees. and windchills down near 40 degrees in fredericksburg. but as a result of the clouds and the wind the temperatures are stayed above freezing. that steady breeze is kind of helping us and hurting us. temperatures are comfortably above the freezing point and plants and pipes are not affected by windchill. so outside temperatures on the way up, once we get the sun up which is at 20 minutes after 6:00. we should climb into the low 40s and 50s by lunch time. highs in the upper 50s to near 60 degrees. no weather slow downs for today. tomorrow a little bit more of an
