deck and cherry trees and dogwood trees in bloom in the background. crazy stuff. ground is too warm to get accumulation but that's crazy. temperatures now mid to upper 40s around town but a whole lot colder here in northern maryland. here it is on storm team 4 radar. the little pockets of white are places where there may be a little bit of light snow reaching the ground. more light rain across parts of central virginia right now. clouds will lower and thicken. rain chances for everybody increase later this afternoon. break down the timing on all that and talk about tomorrow when i see you next. >> thank you. right now crews are cleaning up a big mess in texas. storms battered the south last night. take a look at some of this video we got in. wow. you can see it's just pouring out there. 70 mile-an-hour winds. and hail also hitting the region. caused tens of thousands of people to lose their power. hundreds of flights also canceled or delayed.

just listen to that. pretty intense. this is out in kansas. they had hail that was the size of baseballs they said. tornadoes also touched down in this region. that hail that we mentioned, hitting a lot of cars and doing a lot of damage to people's homes. it's supposed to rain there today as well. >> and now the severe weather system is headed our way. chuck bell was telling us about what we can expect later this week. also we want to get to a developing story. new this morning investigators are trying to figure out what caused a fire that forced several people from their homes in montgomery county. the fire broke out in a complex on blackburn lane. derek ward is live there. what do we know? >> reporter: it was about 11:30 before firefighters got this under control. want to show some video from the actual fire last night. we are at the country place apartments in the 3900 block of blackburn lane in burtonsville. firefighters were called here

when they got here and discovered the fire that appears to have started in the third floor of the four-story apartment buildings. several families were displaced. it did take them awhile to get the fire down. but as you can see, half of this building is evacuated. the red cross is always able to take care of families like that that haven't made other arrangements. you can imagine pretty frightful moments from residents as we hear from one resident who lives in the same building. >> well last night i was asleep and one of my dogs barked so i got up and looked out the window and i saw emergency vehicles everywhere. i didn't know what was happening, so i got dressed. my building had been evacuated and the firefighters were putting out the fire in the building next door. i never heard the alarm. >> reporter: and we don't have any word on injuries here to residents or firefighters. cleanup crews are here on the scene now as the investigation continues into just how this

fire started. we are live in burtonsville back to you. >> thank you, derrick. metro transit police need your help finding the person who attacked a 69-year-old man on a metro escalator. surveillance video shows the assault. investigators say the man argued with a teenager at the eastern market station yesterday afternoon. the teen then spat on the man, then started throwing punches at the top of the escalator. the victim fell and hit his head. then the teen took off. the man went to the hospital for treatment. if you have any information on this attack call metro transit police. new this morning, you can buy your favorite cup of joe at starbucks without any problems. this followed a computer glitch overnight. the company said it fixed the register outage. last night some stores across the country closed because of that glitch. we found some starbucks in our region giving out free coffee while they were down. once again, the computer system is back up and running at

the area through the overnight hours. timing out the arrival of the steadier rains. late morning into early afternoon down to the west and southwest. right through the heart of the metro area. i still think 1:00 to 4:00 somewhere in that time range is when the steadier showers will move in. you can get a drop or two before then. but talking about the steadier rain coming on in. and not going to be a pretty day outside today. so just sort of keep that in mind. any sunshine you get, that's just bonus rays. overall weather impact outside of the occasional snow flake, a low to moderate impact. radar shows the clouds spilling on in. there's that little ripple in the atmosphere. just enough cold air and just enough lift to bring out a couple of snow flakes there along the mason-dixson line. severe weather today if you're traveling towards chicago or st. louis or atlanta to change planes do know there will probably be some delays.

today protesters say they will shut down baltimore. demonstrators demanding answers over the unexplained death of freddie gray. gray suffered a spinal injury and died in police custody after his arrest earlier this month. nbc's debra weiner is alive in baltimore at city hall with more on the protest.deborah. >> reporter: good morning. it's anticipated that thousands will gather here at city hall. this is a national protest that will tonight to beg national

scrutiny on the city of baltimore. we're told the events will begin over at the western district which is of course where all of this began. and that eventually thousands of people will make their way here to city hall for a 5:00 rally. it is unclear exactly how all of this is going to go. it's been organized by a group called black lawyers for america. what we know is that the mayor and the police commissioner and community activists asked for this to be a peaceful demonstration. essentially it has been a peaceful demonstration all week. that is where we are right now with a call for calm in the city of baltimore. freddie gray will be buried on monday at new shiloh baptist church. and tomorrow marks one week since his death. so still many lingering questions about the death of freddie gray. but the headline today, a huge national protest in baltimore. angie? >> deborah, thanks so much for that live report.

a lot of lingering questions as she mentioned and a lot of raw emotions. >> definitely. well right now a search is underway for a boater who is lost at sea again. >> ron ingraham last survived for 12 days at sea. >> reporter: the coast guard got the may day call just after midnight about three hours later they were hoisting kenny out of the water. but his friend ron ingram was nowhere to be found. >> i turned back and he was gone. the things he was floating on were gone. >> reporter: kenny courter is the captain of the munchkin. fishing is his career and life. overnight the munchkin ran aground. that was the quick may day call from the munchkin. you can see the debris field in these coast guard pictures. courter says he and his fishing buddy ron ingram both shares a

life ring and each had a piece of wood to stay afloat. >> i seen the positioning device that tells the helicopter and airplanes and everything where we are. i seen that floating and i told him, don't go anywhere. i'll be right back. and i grabbed my piece of wood like a boogie board and went over and picked it up. when i came back he wasn't there. >> reporter: ingram is a survivor. >> thought i was going to die. >> reporter: that was him after surviving 12 days lost at sea on his fishing boat after his equipment failed. he managed to catch his own food and drink rain water. >> i was yelling and screaming for him for a couple hours. he make a peep. he should have said something. >> because the nature of a person in the water case it's difficult to see someone in the water. >> reporter: after hours of floating on the piece of wood corder was rescued. >> i'm home and safe.

taking a look at today's top stories. an earthquake rocked the capital of nepal. the u.s. geological survey says this was a magnitude 7.9 earthquake. 688 people are dead. search teams continue to comb through the rubble right now. eight people died in an avalanche on mt. everest. deaths also reported from neighboring countries. investigators are trying to figure out what caused a fire that forced several people from their apartments in montgomery county. the fire broke out last night at a complex on blackburn lane not far from columbia pike in burtonsville. that fire is now out. it's 9:00 on the dot. time now for a check on your forecast. we want to check in with meteorologist chuck bell. chuck, might need an extra layer today. >> oh yeah. an extra layer for sure. especially for our friends and

neighbors in northern maryland and out towards the shenandoah valley where the cold air has been entrenched early this morning. from our tower here in northwest looking inbound, a lot of clouds outside this morning. temperatures still mostly in the 40s to near 50 around town. but temperatures get noticeably colder. even snow flakes being reported across parts of washington and frederick counties up near the pennsylvania border. flowering trees in the background and snow flakes on the deck there. very unusual for the 25th day of april. it's a white christmas four months late or eight months early depending how you look at it. near 50 degrees near fredricksburg. here's that normal combination of slight there. just along interstate 70 and the northern half of frederick county. and had a couple of snow flakes reported out here. west of luray near harrisburg one or two random snow flakes there. not expecting accumulating snow.

but we are expecting rain drops this afternoon. temperatures mid to upper 50s later today. >> thanks. a senator has suspended one of his top aides. police arrested the staffer in d.c. fred pagan told officers he intended to trade the drugs for sex. what led police to his door. >> reporter: a man about to answer the front door at the home of the top senate staffer quickly turned away when he saw the news4 microphone. the criminal information began after a dhl package from china was found to contain a drug a so-called party drug that can be distilled to be used as ghg often used as a date rape drug. the address was this home in northwest d.c. when border protection agents showed up to the house after finding a quantity of methamphetamines they arrested

the occupant. 49-year-old fred wesley pagan is a top staffer and office manager for mississippi senator thad cochran, chairman of the powerful senate appropriations committee. court documents say pagan told the agency he was going to trade for sexual behaviors. he worked for cochran since he was 16 years old. the senator's officer released a statement saying senator cochran is saddened by the arrest of his long-time aide fred pagan and is suspending him of all duties pending the outonly of this case. news4 today. right now we're getting new information on the 7.9 earthquake that rocked nepal. >> hundreds are dead. we get the latest from kelly cobiella in london. kelly? >> reporter: that's right. the numbers are now in the several hundreds. possibly as many as 800 dead in nepal and surrounding countries. survivors are describing running

from collapsing walls and falling bricks in the middle of the day. this hit just before noon. the 7.9 magnitude quake hit at 11:56 local time. the epicenter about 50 miles west of kathmandu. there is widespread damage in nepal. in the capital of kathmandu, hundreds are injured. hospitals absolutely overwhelmed with patients being treated in parking lots and on the streets. simply not enough health care workers to take care of all of the injured. a historic 200-year-old tower tumbled to the ground. rescuers there trying to dig people out. as many as 50 people possibly more are believed trapped in that rubble. and on mt. everest, the quake triggered an avalanche with climbers from around the world preparing to push to the submit there. the group northmen pk actually tweeted after that avalanche tweeting camp one and camp two both swept away by avalanche. many climbers missing.

we now know from a tourism official in nepal that at least eight people have died in that avalanche. there's an unknown number of missing. and there are reports of deaths in india, bangladesh and tibet. but nepal is the worst hit. back to you. >> kelly cobiella joining us live with the update. thanks so much. a new twist in the investigation of a baby's death in stafford county. the medical examiner ruled the death of 1-year-old caron mason an accident. mason's foster father david marc marcusin was released on bail yesterday. investigators say the foster father bathed mason is blistering hot water back in january. the baby died several weeks later from his burns. well metro has now had to respond to a new lawsuit filed by someone on the train trapped by the underground smoke emergency earlier this year. jeremy reed said he was trapped

on the train for 45 minutes as it filled with smoke. you remember it happened near the plaza station. one woman died. reed seeking a million dollars from metro. he says they failed to maintain their system and he feared for his life. in the week ahead, maryland governor larry hogan will sign nine safety bills into law. one to allow audio with body cameras. another measure requires police to give information about a person who dies in custody to a state police officer. another measure requires police to record the race and other information during those traffic stops. other bills will deal with day-to-day operations for law enforcement officers. well today you and the family can take in the sights and sounds of spring in fairfax county. spring fest begins this morning at the work house arts center. there will be pony rides for the kids food trucks and live music. this event is to celebrate earth day and arbor day. admission and parking is free.

overall 60% of the raw shrimp samples tested positive for bacteria. so safe preparation is very important. and 11 samples or about 5% of imported raw farmed shrimp had antibiotic residues. >> the antibiotic use is particularly troubling because it's illegal. it promotes antibiotic resistance. and it isn't a responsible way of farming. >> reporter: consumer reports recommends responsibly sourced wild shrimp like those recommended by seafood watch or certified by the marine stewardship council. if farmed shrimp are better for your budget look for those by natureland aqua stewardship council. knowing what to look for will help you make better choices for you and the environment. erika gonzalez news4. >> the food and drug administration is in charge of inspecting shrimp coming into the u.s. the agency told consumer reports

well people upset with the prosecutor's handling of the ferguson case are suing. a missouri judge is giving strong indications he may toss out a lawsuit by activists seeking an independent investigation into robert mccullough's handling of the case. may be unnecessary since the justice department reached the same conclusion adds the grand jury. the grand jury did not indict a white officer who shot and killed brown. in the days ahead, part of an all-day symposium on the national mall. leaders will talk about race relations as well as the use of police force. and in virginia alcoholic beverage control officers will soon have a special panel o answer to. governor terry mcauliffe will review abc law enforcement practices. he created it after the violent arrest of the uva student last month. mcauliffe reported 20 people to

that panel and they'll meet for the first time come may 4th. so you drive through rush hour you've got to sit through all that. well now you might have to pay for it. the plan could make a big difference for traffic, but it could also cost you. i talked to some people who could be directly affected by congestion pricing in our area. >> reporter: for this full-time uber and car service driver there's no downtime from the congestion. >> the traffic is -- there is no time limit. >> reporter: we've tried lots of things to fight it but now a proposal he's not too happy about. congestion pricing or imposing a toll to enter busy areas during certain hours. so too is fast developing tyson's corner. >> congestion is not only affecting our lifestyle, but our way of living in this area. >> reporter: john townsend said it could push more people to car pooling or could backfire

causing people to leave the area all together. >> if you start talking about congestion pricing, they may entertain that idea. >> reporter: it's a strategy that cities like london have used. it costs 17 bucks to enter downtown london during the day. >> i guess it would be nice for the economy to boost additional revenue. >> reporter: here in d.c. those living here talking about the toll. >> a lot of people working outside of the city. so they don't want to pay extra money for the road. >> let me tell you. you start charging $17 a day to enter the city that place is going to clear out like this. >> that's the hope. it's also to find a way to cut down on greenhouse gases. if you want to do that put a toll on people and it wouldn't be like a toll boot it will be an electronic tolling system. traffic goes down. could work. >> what's the timeline on
