395 at kings street nice and dry as well. no major problems there. still have a report of a crash here, 295 southbound at the 11th street bridge. that could be there if you're headed out any time soon. 95 northbound in virginia through dale city is a tad slow but again that's pretty typical for this time of day. overall, prince george's county looking good but as tom told us we'll see precipitation in the area. some cameras there looking wet this morning. a wide look at things beltway is looking good. rolling along nicely. travel times in ten minutes see you at 6:11. protesters in baltimore demanded justice for freddie gray. all of the demonstrations were peaceful. one man was handcuffed for denying the city's curfew. that curfew will remain in place over the weekend. a man was found dead in the tractor-trailer near the protest area and baltimore police don't believe it's connected.

the police department's investigation into gray's death is now in the hands of the state's attorney. gray died two weeks ago after becoming critically injured in police custody. and that investigation focused on gray's transportation to the police station. it was during that period of time that gray's spine became severed. "the washington post" says investigators believe gray suffered serious head wounds inside a police van but they don't know how. one wound seemed to happen when gray hit his head on an exposed bolt. the police van made four stops before arriving at the police station. the man inside that transport van at the same time as freddie gray told the nbc station in baltimore he heard banging. he said he only heard the banging for four seconds and never actually saw gray. now the officer who made first contact with freddie gray has a history of mental illness apparently. the associate press said that

brian rice suffered a mental health episode that required him to be put in the hospital. carroll county confiscated both his personal and department guns. the atf investigating all the fires set in baltimore. it's offering a $10,000 reward for information on the arsonist. at least 19 buildings burned during monday's violence in response to freddie gray's death. i'm kristin wright at the news desk. the department of justice minutes ago announced a $20 million pilot program to help local police departments buy and implement body cameras. agencies will have to apply for competitive grants to purchase the cameras. the new program also includes funding for training, technical assistance and studying best practices. the justice department says they expect to provide 50 awards one-third of the grants to smaller departments. local agencies will be responsible for the long term costs associated with the

cameras. coming up on four minutes after 6:00. and the district is moving forward with providing body cameras to officers. one caveat though, the police chief and the mayor want to restrict who gets to see the footage from those cameras. chief kathy lanier explained the purpose to blur videos would take too long. she says it would make personal information public as well. d.c. lawmakers say that's not true. the d.c. council will hold a hearing next week on whether to keep the video from the public. today we'll find out -- to a bottle bombing back in may at the magic johnson theater in largo. he still faces charges in virginia and maryland for similar incidents. authorities say that joiner bell confessed to setting off bottle bombs at five theaters in 2014. no one was seriously hurt in any of the incidents. a traffic alert for you this morning. we're going to start to see new

road closures around the third street tunnel. news4's megan mcgrath has more on when those closures will begin. good morning. this could be quite a mess. >> reporter: yeah it real -- well it's already a mess. this is an on going project. we have a bird's-eye view and you can see the construction the smashed up concrete and the jersey walls. we have had a number of traffic tie-ups in the area as a result of the construction. and we're iffing to have yet -- we're going to have another changeover over the weekend, another lane closure. let's take a look at the map so you can see what we're talking about here. on saturday early saturday morning the off ramp from northbound 395 to massachusetts avenue it is going to go down to just one lane. the closure is going to happen at 12:01 saturday morning. the expectation is we'll only one lane available for traffic for something in the nature of 17 to 19 months. so it's going to be a while.

rescuers still searching for survivors under earthquake rubble in nepal. rescue teams now using heavy machinery to search through the debris. the death toll stands at almost 6,000 people. the country's army chief says the death toll may reach more than 15,000. 8 million people are affected by the earthquake that struck that region almost a week ago. and today we're hearing from some of the family members of the fairfax urban search and rescue team that's in nepal right now. they made their first successful recovery yesterday. they worked for six hours to fro a teenage boy from a collapsed building. >> so nice to see him over there helping and being able to tell everyone that my dad is over there helping and a part of such a great group and i'm so proud of him. i can't wait for him to come home. >> the boy is recovering today after being buried under that rubble for five days. a d.c. man is facing charges today, accused of raping a nun in prince george's county. juan randolph was arrested

yesterday morning, he faces more than a dozen charges after police say he sexually assaulted a nun at her home on wednesday. police say he's admitting to the rape. randolph is also facing peeping tom charges in baltimore and voyeurism charges in the district. 6:18 now. more chilling testimony at the movie theater massacre in colorado. we heard from the first officers at the scene at the theater in aurora colorado. they described the first moment they saw gunman james holmes. we are hearing more horrifying stories from the victims. caleb medley was shot in the head during this massacre. his wife said it was difficult listening to the families of other victims who weren't as lucky. >> when you're around the other families who are here because their son or daughter or boyfriend or mother or child is dead makes you think like wow, like we have it really, really good. like some days it's hard, but we

have it good. >> holmes pled not guilty by reason of insanity. he hasn't shown any emotion during the trial. a secret service agent is recovering from a crash. he crashed at wisconsin avenue and van ness in tenially town. emergency crews took that person to the hospital. no one else was hurt. secret service officials say it was not motorcade related. new this morning a poll shows most people support using drones. the associated press gfk poll found 60% of americans favored using drones to target and kill terrorists. the survey also found nearly three-quarters of americans say it's acceptable for the u.s. to kill an american citizen if that person is part of a terrorist organization. both democrats and republicans are widely in favor of drone use. this morning, new jersey governor chris christie is in virginia. he's headlining a breakfast for local tech leaders in mclean. he's mulling a presidential bid

and virginia is a key battleground state. christie is tied for third among republican candidates in a recent poll of registered voters in virginia. and christie's visit to virginia comes just as one of his former allies heads to federal court today over the so called bridge gate scandal. david wildstein may take a plea deal here. he ordered lane closures in 2013 and that led to the massive traffic jam and a political uproar. wildstein says he was following orders from christie's administration which he says wanted revenge on a local mayor. christie commission an internal review which cleared him of wrongdoing. sources tell nbc news several more former christie associates charged soon. the barack obama presidential library will call chicago home. nbc news confirmed the university of chicago will develop the library with the president's foundation. sources told the a.p. and nbc news an official announcement will come later. the president considered schools

now since we started this project we have heard from so many of you offering to share your own stories so you can have an impact. one of the people is laurie chuslo from vienna, virginia. she said losing her son nathaniel is something she'll never get over. he took his own life after a long battle with depression and addiction. >> i know it didn't have a good outcome. but yours can. but i'll share my story in hopes that maybe it may penetrate your ears or your heart and you will ask for help or reach out to a friend. because death is so so permanent. >> just a few weeks after her son's death she says she saw a changing mind story on news4. it was a report on a stage production featuring 12 people who all had mental illness. the show is called "this is my brave." laurie says she immediately

bought tickets and now nearly one year later she'll be performing in that show later this month. we'll continue our changing minds effort throughout the day today. you can hear more from laurie along with a lot of other people from the d.c. community who have been affected by mental illness. we'll have more on news4 at 4:00 5:00 and 6:00 tonight. sometimes you see the parents going do up the slide with the child in their lap as a measure to protect the child but it's a common mistake that can lead to serious consequences. doctors advise parents to never go down a slide with the child on their lap. a study in the journal of pediatric orthopedics found nearly 14% of all tibia fractures in toddlers happened when going down the slide on a parent's lap. apparently because of the weight of the parents and the kid on the lap, it pushes the child forward sometimes and then the child's legs can get trapped or they land improperly and that can injure the child. >> even if they're little kids -- a low slide they can make it down by themselves.

and he told me doctors tried to save him. let's hear what he had to say. >> working on him -- you know? [ inaudible ]. >> reporter: back out here live, we have seen some other relatives, the victim's mother and possibly grandmother out here coming out to see what happened or what may have led up to this. we don't have a whole lot of information because this investigation is still continuing. i want to step out of the way and show you the crime scene tape around the area where it happened. police just put up more crime scene tape as this investigation is really just beginning. no suspect information at this time. we're live this morning in northwest d.c. i'm molette green. back to you. >> thank you. we now know who police are looking for in a brutal attack

at the eastern market metro station last week. it turns out it's not the first time. the video is hard to watch here. elijah smith of silver spring is believed to be responsible for last friday's random attack on the 69-year-old man. news4 has learn that smith is still on probation for a similar brutal incident in may of 2014. the victim in that case was also very seriously hurt. >> unfortunately he's not new to the system. he's currently on probation now with another incident from last year. we definitely believe this criminal needs to come off the street. >> if smith is convicted he faces tougher penalties this time. that's because of tougher penalties for enhanced penalties if the victim is over 65. there's concerns about how the capitol police are taking care of the weapon. a gun has been found in open areas of the capitol over the last few months. one of the guns was found by a 7

or 8-year-old boy in the suite of house speaker john boehner. a janitor found a gun while he was cleaning and a member of the senate leader mitch mcconnell's security detail left a gun in the bathroom. that officer was suddened for six days. a new d.c. abortion law will go into effect tomorrow. the law bars discrimination against workers who have abortion. the house voted to strike down the law but the senate is not likely to take any further action. president obama has also threatened to veto. this morning, we're going to learn about new rules for tank cars carrying crude oil on trains. anthony fox will announce a new generation of safer rail tank cars for transporting flammable liquids in north america. many have said this move is overdue. older tank cars may have played a role in explosions and fires resulting from derailments in the past.

it was a terrifying moment for some people in baltimore. you remember this video from a year ago when a street just collapsed, taking out the road there. everything right down into the ditch there. "the baltimore sun" is reporting that repairs are almost done on the road. the city has constructed a new wall. and crews still need to pave the street. that's expected to be finished this month. some montgomery county residents are gearing up for the next round in the battle with costco over a gas station. this fight has gone on for years now. costco wants to build a 16-pump station near the mall and neighbors are fighting that because of health concerns. last month the county board of appeals blocked the plan. gazette.net now reporting that costco now is asking a judge to step in. the president of the civic association opposed to the gas station calls costco's latest move astonishing.
