a tangled mess of tree limbs and power lines. >> they just say the roads were going to be closed all day. >> reporter: columbia pike at south frederick in arlington shut down. >> like around 3:30 a.m. i heard a big pop. >> reporter: bringing down power lines and a transformer. the pole snapped. live electrical wires crisscrossed the road. police closed columbia pike rerouting traffic was slow. getting home right by the mess not easy. >> can't go home. i have to find somewhere legal to park my car and walk home. >> reporter: the gas station has lost power. also the apartment complexes that you see nearby. doe minutian virginia power says they expect to have repairs done around 1:00. developing in texas, we're learning more about the two men who shot a security guard at a

controversial art exhibit. police killed both men after they opened fire in the dallas suburb of garland. the art exhibit was a contest to see who could draw the best cartoon of the prophet mohammed investigators are trying to figure out whether the gunman had any links to isis. these are the reports the fbi is searching this apartment in arizona where the man have been living we understand. investigators are also taking a look at this tweet to see whether it may have been a warning that the attack was coming. the same account also included messages supporting islamic extremism. people at the art event describe the chaos when the shots rang out. >> when we got up there, this cop was like "get out, get out now." he was saying "if you don't get out now, you're locked in here." >> the security guard is expected to be o.k. at 11:30, jay gray will have details on who these suspects are and whether police knew these attacks were coming. we're following another developing story in wisconsin.

four people are dead after a shooting at a bridge in the eastern part of the state. take a look at the video from manasha. one person is in critical condition. police say the shooting appears to be a random act of violence. aaron? barbara, new this morning, police are trying to figure out who shot and killed a man in the district. this happened just after midnight on ridge road near c street southeast and fort dupont. police responded to a call for shots fired there. they found a man unconscious suffering from a gunshot wound to the head. he later died. today, the maryland national guard will begin pulling out of baltimore, a city wide curfew has been lifted as people get back to normal. one week ago today rioters looted and burned businesses. that caused the mayor to implement the order no one outside after 10:00 p.m. since that night responses have been peaceful. the violence was in response to the death of freddie gray who

became critically injured in police custody. president obama is about to take off for new york to speak about the my brother's keeper initiative. many are wondering if he will address the racial tensions in baltimore following last week's riot. the president has called the interaction between police and blacks a slow-rolling crisis. as for my brother's keeper it will be reclassified as a nonprofit. that allows the organization to work to continue after the president leaves office. >> we got a lot of sunshine out there right now in your weather headlines for today. our little taste of early summertime has come to the washington area. today will be two days in a row 80 or higher and many more 80s ahead. chance for thunderstorms coming our way tomorrow and the real question is can we get back into the warm weather in time for the weekend? outside for now, a cloud-free sky. 73 downtown cooler on the western shore and annapolis at 66. cloud cover, not much to look at

temperatures in the mid-80s. >> thank you, chuck. new this morning we are working to learn the name of a man hit by a car in germantown. the crash happened last night. police say the man was crossing route 355 between the fox chapel and middle brook village shopping centers when someone hit him. the man is in critical condition right now. and today you're going to want to watch your speed in the district. d.c. police activated five new speed cameras. this one is on wisconsin avenue near the russian embassy. the others are scattered throughout the city. go to the nbc washington app to see exactly where they are. if the cameras catch you speeding you'll get a warning in the mail. after 30 days, the warning turns into tickets. after the break, we're live at the scene of last week's building collapse at the watergate. people in that area still dealing with problems. we'll be back.

crews are still reinforcing the structure following a garage collapse at the watergate complexing in the district. d.c. fire and ems tweeted this picture of the damage there. investigators are trying to figure out what caused the collapse in the first place. news 4's megan mcgrath live with more on what's happening at this hour. megan, good morning. >> reporter: good morning, aaron. you can see behind me here all of the fire department vehicles the inspectors, the safety engineers all on scene here doing their work. they're trying to figure out what happened. what caused the floors of the parking garage to collapse.

they're continuing with their work as people who are in the office complex at the watergate return to their office this is morning. >> we're asking you to go to the other side and walk down. >> reporter: workers returned to their offices at the watergate but some like jermaine flood are anxious about going inside. she was there friday when several floors in the garage collapsed. >> i'm really nervous about going back in and i just wanted to know has it been -- are they saying it's safe? >> work crew continue to shore up the structure. eventually they will be able to dig and do a more extensive search. two people were hurt in the collapse but it does not appear anyone was killed. residents are still without hot water and air conditioning in the west building. among them president reagan's national security advisor bud macfarlane. >> everybody's working and bearing up pretty well. i think they'll have that done within 48 hours so it's not so

prayer breakfast a few years back. he talked directly about his criticism of obamacare. he is african-american, a former neurosurgeon. he has never held elected office which may be a weakness for him. he's very very conservative probably to the right of most of the republican party but he's polling fairly well in places like iowa. he'll make an explicit pitch to the tea party voters. >> let's look at carly fiorina now. >> carly fiorina will be probably the only female republican in this race. she is is former executive of hewlett-packard. she also has never held elected office which could be a weakness for her. one important thing to remember about carly fiorina, as the only woman she's made an explicit pitch even in her video discussing her run this morning, she made an explicit pitch showing a video of hillary clinton announcing her run and then her saying "we don't want career politicians." so as a woman she'll criticize hillary clinton and we'll say this isn't about gender this is about policy. >> she's probably going to be touting her management skills

having been with hewlett-packard for so many years. let's take a look at one other person mike huckabee. we hear he is going to jump in the race. what are his strengths and weaknesses. >> he'll announce in hope, arkansas. he did very well with evangelical voters in 2008. he won the iowa caucuses but petered out later in the race. he will definitely be reaching out to social conservatives and evangelicals. he's a very powerful speaker. a former preacher. he'll have competition from people like rick santorum and ted cruz. >> do you think he'll have fund-raising problems? >> a lot of these candidates have super pacs where they can race race. mike huckabee wasn't around. but he'll be able to raise money from outside sources. >> a lot of different people competing. >> it's very crowded.

i'm melissa mollet at the live desk. we've just learned dr. paul vance, former montgomery county superintendent has passed away. he served as superintendent from 1991 to 1999. he was the first african-american to hold that position. the board of education just released a statement saying "we're grateful for his work as an educator and administrator and a community leader and the impact he had on generations of

children in montgomery county and throughout the region." aaron? >> melissa, thank you. right now, dzhokhar tsarnaev's family is taking the stand in his defense. they're hoping to save his life. tsarnaev could face the death penalty for the boston marathon bombing that killed three people two years ago. in just the last hour tsarnaev's cousin said he was a kind and warm child. she added she rejected what he did but that he's still her family. today students at the university of maryland in college park can see the movie "american sniper condition with ots campus following a controversy there. the college republicans and democrats will show the movie at 6:00 at hoff meter. originally the student group that -- a student group postponed a screening because of concerns. the muslim student association says the movie is anti-muslim. we have a beautiful picture on our tower camera in montgomery county. a nice day to be outside. you can almost see the pollen in the air. pollen counts remain very high for the next little couple of

developing now in texas, garland police are holding a news conference on that shooting outside a controversial art exhibit. we've learned the two men who shot at police were armed with assault rifles. we're also learning there were no bombs found in a car that these men used during that attack. now, police did shoot and kill those suspects. during the news conference, the officers said that they were not releasing the suspects' names, though and the investigation they say will be a long one. >> this is not going to be a real fast investigation. we've got our suspects. we continue to monitor social media and other intel to make sure that we're not getting any

threats. we don't know their intent other than that they were willing to pull up and start shooting on police. >> the fbi is also investigating whether the attackers had links to isis. nbc's jay gray has more. >> reporter: police say two men showed up at the curtis caldwell center just as the event was supposed to end, jumped out of their car and opened fire shooting unarmed garland school security guard bruce jouner in the ankle. >> the only things we know is that they drive up got out and opened fire on the security officer. >> reporter: the garland police officers including swat team members had been at what organizers call a free speech event since early morning called in as added security. the show featured art depicting the muslim prophet mohammed and included a contest with $10,000 for the best cartoon that included mohammed. >> i need everybody to remain calm. >> reporter: organizers locked inside the 200 people attending

lingering into wednesday as well. so that could cause a slowdown here or there. another check of that seven-day forecast is minutes away. >> all right, chuck, thank you. right now, two people face federal charges in the bridgegate scandal in new jersey. bridget kelly worked for new jersey governor chris christie. she arrived in a federal courthouse in newark this morning. she and the former director of the port authority are said to be arraigned on nine federal charges. a third person pleaded guilty last week to two counts of conspiracy. the three are accused of closing lanes at the george washington bridge for political reasons back in 2013. investigators found no evidence that christie himself was involved. a new york city police officer remains in a coma two days after he was shot in the head. a 35-year-old man is charged with attempted murder. he is accused of shooting that officer. the man did not enter a plea in court. he is being held without bond. police say two officers plan to question the man in queens on saturday when he fired a gun into the car striking one of the officers.

today two maryland senators led a round table discussion on racial profiling. clergy and community leaders took part in that form with ben cardin and barbara mikulski. senator cardin proposed a law that would make it illegal for law enforcement officers to profile someone based on race. the group also discussed ways to help baltimore rebound. mayor stephanie rawlings blake lifted the city wide curfew in baltimore. the national guard will be pulling out today -- will start that process today. one week ago today rioters looted and burned businesses. the violence was a response to the death of freddie gray. the 25-year-old became critically hurt in police custody. six police officers are charged in his death. are baltimore and ferguson isolated event? most americans say no in an nbc news/"wall street journal" poll. 96% of the people survey say they expect more racially charged unrest and more than half, 54% p believe a similar

looks like our area is a great place for working mothers. wallet hub released its list for the best and worst states for working mom. virginia made the top ten list at number nine for the best state for working mothers. maryland is the number one state when it comes to professional opportunities for moms. d.c. has the second-highest paid mom executives. and one of the smallest gender pay gaps in the country. some bad news for moms in the district though. d.c. had some of the most expensive child care in the country. born at sea. we are getting new information on a life-saving rescue. a mother to be pulled from the mediterranean just before giving birth. more on that after the break.

the rouse for the white house got a little more crowded. two gop outsiders threw their hats in the ring for the republican nomination. retired neurosurgeon ben carson launched his campaign in detroit. carson made the announcement at the city's african-american museum. he introduced his family first, then himself. >> now i've introduced my family you say, well, who are you? i'll tell you, i'm ben carson and i'm a candidate for president of the united states. [ cheers and applause ] >> carson has local ties, they was head of petediatric

neurosurgery in baltimore for three decades. he received national attention in 2013 after criticizing the president's health care law. republican carly fiorina also launched her campaign for president this morning on twitter. she posted a video using periscope. the former head of hewlett-packard is trying position herself as the gop alternative to hillary clinton. fiorina is the only woman in the gop field. she's already made stops in new hampshire and iowa where she criticized clinton's track record. fiorina is taking aim at what she calls the professional political class. she says it's time for regular citizens who aren't career politicians to take back the government. former president bill clinton is defending his foundation's fund-raising practices. he spoke on the "today" show after some suggested donors were receiving special treatment from hillary clinton while she was secretary of state. over half of the donors giving $5 million or more are foreign, including foreign governments. under mounting pressure, the foundation announced it would

maybe you've noticed gas prices are creeping up gwen. aaa says the price at the pump has gone up 58 cents since the beginning of the year. prices are surging ahead of the summer driving season. virginia drivers are paying the least, around $2.40 a gallon. west virginia averaging around $2.55. in maryland you're paying about $2.60. in d.c. even more than that, d.c. $2.71 on average. while prices are going up this is the lowest prices we've seen in quite a while. in fact, in the last five years. today is melanoma monday. dermatologists are reminding us to wear sunscreen to protect our skin from skin cancer. the few things you can do to protect yourself, use sunscreen with an spf of at least 30. reapply every two hours. lay deesz, spf in your makeup is healthy but should not replace regular sunscreen. dermatologists also recommend you wear a hot and protective cleting. >> often times patients go
