agent tunisia davis will be in federal court today after causing security scares at both the cia and the nsa according to court records obtained by news 4. davis recorded video on the day of her arrest showing her driving through d.c. it appears she posted the video to facebook some 40 minutes before she was arrested at cia headquarters. according to those court documents, davis first drove her car to the front gate of the national security agency in maryland last thursday and was turned away. court records show next she drove to the main gate of the cia in langley, virginia and drove past an officer trying to stop her. another officer had to physically stand in the vehicle's path. we were first to report that after handcuffed she reached with her free arm toward an officer's gun belt. she was stopped and taken into custody. cia investigators say davis who was an agent from 2004 to 2010

told agency police if she could have reached an officer's gun, she would use to kill everyone around her. that is a quote from court records. davis is also accused of saying the cia could be bombed. according to those court filings, davis is scheduled for hear daryg -- her hearing today and is scheduled to have a mental evaluation. 6:03 is your time right now. today, the man charged with murdering a university of virginia student is expected to appear in court. jesse matthew has a status hearing scheduled in ablemarle county. we're expect being the judge to set a trial date for the hannah graham murder case. she disappeared in september in charlottesville, her remains were found weeks later. a d.c. police officer will face a judge accused of sexually abusing teenage girls. three victims have come forward

a transportation watchdog group is making a second attempt to block the csx tunnel project in southwest d.c. a judge recently block the group's first motion last month. he ruled that the project is in the best interest of the public. the committee of 100 now appealing that ruling. the group is concerned about the environmental impact of the project. csx wants to rebuild the tunnel to make it easier for freight and passenger trains to move in and out of d.c. maryland regulators are once again delaying a final vote on proposed merger between exelon and pepco. the deadline was extended to next friday. d.c. regulators haven't approve the $6.8 billion merger either. if approved it will be become the largest utility company in the mid atlantic. credit ikeds -- critics say it will raise your power bill.

new details this morning about the attack at a controversial art exhibit near dallas. isis now says it was behind the shooting. two men opened fire on a security guard outside of an exhibit featuring pictures of the proceed fet mohammed. please then kill them both. pictures of mohammed are offensive to muslims. this is the first time that isis claimed responsibility for an attack in the u.s. today, you can talk about the attack in our area and the questions raising about free speech. there's a forum at the heritage center at 10:00 a.m. jim carfano will be the host. he says the issues need further discussion. >> there's clear issues about how you talk about religion and security in public places. legal experts say it's highly unlikely texas authorities will charge the organizers of that art exhibit with anything. we are working to find out

why a woman rammed her car repeatedly into a calvert county sheriff's deputy's car. this quail drive yesterday afternoon. the sheriff's office says the first impact sent the cruiser through a friend. then the truck hit the cruiser again, sending the car backwards down an embankment. you can see the after math of the crash. the deputy shot at the suspect through the windshield of his cruiser. she was not hit. the woman did try to get away but a bystander helped the deputy arrest her. happening today, testimony is set to resume in the boston bombing penalty trial. yesterday was the first time that dzhokhar tsarnaev showed emotion in the courtroom. his aunt was testifying. cousins told the jury that he was close to his older brother tamerlan. prosecutors are seeking the death penalty. today, the new york city police department is mourning the death of an officer.

fellow officers saluted the ambulance carrying the body of brian moore. he was shot in the head in queens on saturday. ests shot -- he was shot when he approached a man suspected of carrying a gun. fallen first responders will be honored today at a mass in the district. local, state, and federal units will gather for a procession ahead of that mass. the procession starts at 10:00 a.m. at 10th and g streets northwest. the mass starts just after noon today at saint patrick's catholic church. a mother says she won't send her 13-year-old back to school until she knows she's safe. a group of girls attacked her daughter as she walk home from lake ridge middle school last week. prince william county school officials say they plan to meet this week with parents about that attack. the 13-year-old victim has not been back to school since that incident last wednesday. her mother says she warn the

school weeks ago about threats against her daughter at school and on social media. >> i was assured by the school counseller and vice president that if they were going to -- vice principal, if they were going to do this they would have already done it. i won't send her back until i'm sure the situation is taken care of. >> the school is taking the situation very seriously. rescuers are looking for another 200 people presumed dead in nepal. search teams say a mudslide totally buried a village where some of the people lived. some could be tourists. 60 bodies have been recovered so far. a sobering new report shows d.c. has a long way to go in preventing infant deaths. the report from save the children says d.c. has the highest infant mortality rate among the 25 wealthiest capital cities around the world. the report also found that babies in d.c.'s poorest neighborhoods are ten times more likely to die than babies in d.c.'s wealthiest communities.

d.c. has made progress overall though in the past 15 years. the infant mortality rate has gone from 15 deaths to just over six deaths per 1,000 births. virginia's attorney general says the state's existing abortion clinics should not be bound by strict new building standards. mark hairing issued a new opinion yesterday. he said they should be grandfathered. the exact opposite ruling was issued in twelve when the republican attorney general was in office. this may make you a little unsettled if you have a vacation coming up. ntsb report found that five u.s. aircraft have landed at the wrong airport since 2012. you may remember this scene hereafter a giant cargo plane landed in kansas. last year a southwest plane

at the intersection near pennsylvania avenue. police later said they did not shoot anyone. a man that they were looking for dropped a gun there. that gun fired one shot. it did not hit anyone. 6:33 now. the d.c. council could make some big changes to the rules for d.c. police. they are zutsing -- discussing a new bill about reforms today. megan mcgrath is outside the wilson building to tell us what's included in the bill. >> reporter: council member mary chase says the bill is not in response to the civil unrest seen in baltimore. it was in the works prior to that. the recent events show the need for such reform. now the bill which is being introduce the later on today will narrow the definition of assault on a police officer. right now, chase says that the definition is simply too broad. that nearly any encounter, like a protester stiffening to avoid being handcuffed could be called assault. the bill would change the
