>> thank you. 5:01. look at your screen. have you seen this woman? this is 76-year-old carolyn elizabeth rabb. the last time anyone saw her was yesterday. prince george's county police are looking for her and she may be in a black 2004 mercedes car. right now, crews are working to fix a sewage leak in prince george's county. a main is leaking along huron drive off of a field near forest rights elementary school in oxen hill. kristin wright has this developing story. >> reporter: well good morning, aaron. at least 10,000 gallons of sewage has spilled. there are signs here posted warning people to stay away because this is all happening right behind homes on huron drive. this could go on for days. the problem being a cracked 14 inch sewage line. it's a big fix.

wssc is working to redirect the waste water around that pipe. they're setting up temporary pipe from the leak to the nearest manhole. wssc is telling us that getting that bypass system operational could take days. in the meantime, some sewage has gone into oxon hill creek. forest hills elementary is nearby. so wssc said they're concerned about sewage getting into the creek and they tell us they're monitoring that situation very closely and aaron and eun, they're telling us they want to stress to everyone, they want to stress that this pill is not -- spill is not impacting drinking water. >> all right, thank you. it's 5:02. we are hearing what led to this brutal beating inside a metro station. the man seen in the video is telling his side of the story.

albert langeberg said the trouble started when he was getting off the metro. and he told police 19-year-old elijah smith shoved him. >> he said get out of the way, old man. and that's when i told him that he was a disgrace to the human race. he said you want to take this out, got right in my face you want to take this outside and i said sure. >> langeberg planned on getting a station manager but before he could he says smith spit on his face punched him and knocked him down the escalator. then he says smith took off running. >> an unfortunate incident. i think i was just a random case. >> if smith is convicted, he may face a tougher punishment. d.c. law allows for enhanced penalties if a victim is over 65. today you can find out what governor larry hogan says about the state of emergency in baltimore. we'll going to live stream his news conference about that order at 11:30 this morning. this afternoon, you can buy tickets to a surprise concert really in the city.

prince has announced he'll play a rally for peace concert this weekend on mother's day. and one of the officers charged in freddie gray's death says he wants the knife gray was carrying re-examined. state's attorney marilyn mosby said that the officers illegally arrested gray because the knife was legal under state law, but the officer said it was illegal under a stricter law in baltimore city. a new report says that the fbi secretly watched people last week. two surveillance planes flew over the city for several days. one flew directly over the heart of last week's riots. the aclu says the surveillance is a problem and says the planes put a lot of people's privacy at risk. you can talk about everything going on in baltimore at a town hall in our area today. it's at clinton at the baptist

church. that begins at 7:00 p.m. the aclu is suing police over license readers. they say that it's an invasion of your privacy. virginia state police stopped collecting the data two years ago after a ruling from the state attorney general. some local departments still collect that information. lawyers dropped a lawsuit against a fairfax county elementary school principal. the plaintiffs alleged sexual and racial discrimination by marie lemon. she's the principal at bailey's upper elementary. a former teacher and student accused her of giving preferential treatment to unmarried, white teachers. the parents were sent a letter expressing support. a new elementary school will not be built in the dulles area. the loudoun times reports that the loudoun county public school board decided to terminate its contract to buy land for the proposed school. neighbors in the willows grant community say the school is not

new information in the case of the oklahoma volunteer sheriff deputy who shot and killed a man. the tulsa county sheriff says he does not plan to resign but he won't seek re-election. sheriff stanley glance is accused of giving special treatment to reserve deputy robert bates. bates claims he mistook his gun for his taser when he shot eric harris. a 2009 report obtained by nbc news revealed bates did not

complete certain training required by other deputy sheriffs. some very scary video out of massachusetts this morning. a tree fell on to a group of children playing in a park. the surveillance camera actually watched this happen. that tree fell on two boys. the 2-year-old apparently had a head injury and is recovering at the hospital right now. an 8-year-old needed some stitches there. it's not clear why the tree collapsed but no serious, serious injuries it would seem at this point. >> so terrifying though. 5:11. time for weather and traffic on the 1s. today we have to watch the skies for the potential for some storms. tom kierein here with more on what we can expect in the day ahead. good morning. >> good morning. dress like this handsome gentleman. wear short sleeves today. another summer in may day. you will need your sunglasses and during the afternoon may need an umbrella as a few thundershowers roll on through and throughout the day you're

more on a developing story. an idaho officer shot by a man who stole his police cruiser. he has died. take a look, sergeant greg moore died less than a day after he was shot. the 26-year-old suspect, his name is jonathan renfro. this man right here now faces more serious charges. meanwhile, a vigil for the officer who left behind two children was held last night. aaron? >> angie, thank you. coming up on 16 after the hour. a man from montgomery county

abused his 87-year-old mother. police say that james kirkland failed to properly take care of her. he ran for the montgomery county council a few months ago. kirkland's mother slept in a plastic chair instead of a bed and they say that wasn't all. >> and there were compression socks that she had on as well? >> correct. and they had been on so long that they were fused to her feet. those had to be surgically removed. >> kirk land's mother is now in the hospital in serious condition. new details this morning, d.c. police arrested a man in connection with a murder in northeast five years ago. they arrested gregory williams of prince george's county yesterday. police say he shot and killed woodfork back in december of 2012. the man charged in the kidnapping and killing of uva student hannah graham is charged with capital murder. jesse matthews may face the death penalty if convicted. 18-year-old hannah graham went

missing last september after a night out with friends. her remains were found five weeks later. according to prosecutors new forensic evidence led to the new charge of capital murder. 5:17 now. police are trying to figure out why a car crashed through a fence at the loudoun county courthouse. this happened yesterday before noon. according to inside nova.com the car was turning on to king street when it accelerated, crashed through the fence and hit a tree. the driver is okay. 5:17. news for your health this morning, if you're up this early with us you know it you probably aren't getting enough sleep. folks at sleep number.com crunched state by state data from the new survey. so how rested are we? people are getting the most sleep, but not by much. they're getting 6.9 hours. that's in d.c. we should. folks in west virginia and maryland are sleeping an average of 6.6 hours. that's a little less than the national average at this point.

a new report says we are spending more money on drugs to treat cancer. ims health says people around the world spend $100 billion on cancer drugs last year. that's an increase of about $9 billion from 2013. ims said new expensive treatments sparked that increase. the company said we could be spending nearly $150 billion on cancer drugs in 2018. are you having a hard time following doctor's orders? you might want to try shared medical appointments. patients who suffer from the same chronic diseases meet with doctors, dietitians and pharmacists during a 90-minute session. patients are not alone as they talk about losing weight, lowering cholesterol and living with type two diabetes. it shouldn't take the place of your one-on-one doctor's exams. weekly group bike rides in boston are postponed right now. the reason that cyclists are no

near 60 in prince george's. and near 60 on the eastern shore now. so quite a mild morning for early may. we'll still be in the mid 60s by 8:00 with bright sunshine. and then a few clouds building. then during the afternoon, some scattered thundershowers similar to yesterday. not severe, some brief downpours. maybe lightning. looks like 4:00 to 9:00. by 5:00 right around 80 degrees. then it will drop back into the 60s overnight tonight. so the thunder showers coming through, a low to moderate impact for the afternoon commute. some roads may be wet and then tomorrow no rain. sunshine. up around 80. then friday, partly cloudy, highs reaching low 80s. average high is 73 so we'll have temperatures ten degrees or so above average into saturday as well. partly sunny. might get a few isolated showers or thundershowers on saturday. looks like a small chance. so most of saturday should be

morning with a look at 270. right now, other than that one situation up near buckeystown pike, we are looking good in both directions. >> all right. thank you. the rest of the world does it every day. now, north korea i first time. the government launched a retail site exclusively for north korean companies to sell food drink and clothes. recently the government allowed people to read its news and download tv on their smartphones. cuba's president raul castro is in moscow right now. he plans to meet with russian prime minister today. you can see castro stepping off the plane in this video here. the 70th anniversary of the soviet union's victory during world war i i is this weekend. an airline in the united states says it's going to start offering round trip flights to cuba. jetblue says flights from new york to havana will begin in july. the announcement makes jetblue the first major u.s. airline to schedule regular flights to cuba. >> did you think someone was playing a prank on you?

>> no. because i have been here 28 years and i have never never seen nothing like that come through. >> a frantic florida mother came up with an ingenious way to call for help when she was held hostage in her own home. she used a pizza ordering app to secretly get deputies to her front door. using the pizza hut app, she ordered a small hand tossed pizza with two secret messages added to her order. at the bottom of her order it said, hostage, help. and on the top of it it said get 911. high land's county deputies went to the address and a man held the woman and the children in hostage while sharpening a large hunting knife. >> i don't know if i would have thought of it. something she did so naturally. the boyfriend never knew about it until he saw us coming around the corner. >> now, calling 911 through a pizza ordering app was the first for this particular agency. obviously it worked the mother and children are safe this morning and the boyfriend -- the

for some rain today. good morning. i'm eun yang. >> it is 5:28. good morning. i'm aaron gilchrist. another chance for thundz storms in the forecast today. tom kierein is breaking it down hour by hour. >> we don't have any thunderstorms right now. and now the skies are clear. we have that big moon in the western sky now. we have sunshine this morning. might get a few sprinkles on the eastern shore and then later today, lots of sunshine. then in the afternoon, the clouds start to build and starting around 4:00, that's when we'll begin to see some thundershowers. western suburbs between 5:00 to 7:00 that's when the thundershowers are coming on through. looks like the heaviest may be in virginia. during the early evening hours. generally between 6:00 to 8:00 p.m. after that they drift off to the south and around 9:00 10:00

and then after that it will begin to break down. next weather and traffic on the 1s at 5:41. your drive time commuter weather for the day ahead. let's look at the traffic for this morning. now melissa, what's going on? >> right now, a brand new disabled car. this popped up on the inner loop of the beltway. this is something that probably should be out of the way here in just a little bit. but take a look. this is the ramp from annapolis road right there as it hits the inner loop of the beltway. should be off to the right side of the roadway in a bit if it's not already. georgia avenue at randolph road late-clearing construction there. 270 into and out of town you're fine here when you get south of that situation at buckeystown pike. we do have a crash off to the right side of the roadway. beltway, kenilworth avenue inner and outer loop, everything is rolling along this morning. no major problems there. live look at 66 when i'm back in ten minutes.

see you then. >> thank you, melissa. 5:30. in a few hours, musician elton john and rick warren will be side by side on capitol hill. the pair will testify about the global battle against aids and other health crises. john founded an aids foundation. he is urging lawmakers to continue funding for hiv and aids prevention and treatment. as the use of drones is taking off, there are new regulations taking shape here in the u.s. today. the faa is expected to announce a new initiative that could put drones in the air longer and farther away from the person who is controlling them. nbc's tracie potts joins us live with a look at what the faa has planned. good morning. >> reporter: good morning, aaron. two initiatives at a drone conference in atlanta. we'll hear that in a few hours. from the faa administrator. the faa already has some proposed rules out there. they launched them in february and since then 4,500 comments have come in from the public from people who use drones as a

hobby and from business leaders. this industry could be a billion dollar industry and they are itching to get more drones out there, but they've got to wait until the government puts these new rules in place. the proposed rules would be for drones under 55 pounds. of course safety is a really big concern. we saw that drone that crashed on the white house lawn. security is a concern. but also commercial aircraft that are already out there, they want to make sure that these drones don't interfere with those. so the proposed rule are in place. the faa said we could see the rules finalized by the fall. but today in atlanta two big new initiatives that the faa will be announcing. >> thank you, tracie potts. the faa is giving farmers more room to use drones. officials approved use of a more than 200 pound drone that can spray fertilizers and pesticides on to crops. some farmers are using smaller approved drones with cameras to

check the health of their crops. hillary clinton is going big on immigration. she said she'll push for comprehensive reform. she is also -- she says that undocumented workers already in the u.s. need a clear path to citizenship. clinton says she supports president obama's use of executive actions to stem deportation. those actions lead to better standoffs -- could lead to bitter standoffs with republicans over other policies. if congress does not act, she would. she was quick to slam her republican opponents. >> when they talk about legal status that is code for second class status. >> now, clinton's remarks come as her campaign tries to counter claims of a controversial new book. that book raises questions about the influence of the clinton foundation's donors. her husband bill clinton defended her saying quote, people should live to be as honest as she is. republicans and the white house are on a collision course over

health care again. the senate voted to adopt a budget that sets an assault on the president's health care law in the coming months. republican contenders were closely watched here. rand paul and ted cruz the only ones who voted ginn that blueprint. rubio and graham voted for it. you can expect extra delays around the watergate complex. crews are still cleaning up that garage collapse. at least one lane on virginia avenue northwest is still closed. workers are shoring up the garage to do more extensive searches. three levels of the parking garage pancaked on top of one another last friday. take a look there, some of the pictures and the aftermath of that chance. a cadaver dog indicated a possible hit but no one has been reported missing. if you live in virginia, now some of your kids will be able to retake a standardized test. they can retake the sol test if they fail them.

the policy would start next school year. "the free lance-star" reports that fredericksburg schools adopted that for this year. montgomery county working to bring more affordable child care options to the county. they created a policy faurs for child care and it has a new initiative to focus on the child care providers. only 39,000 slots are available at regulated child care providers. that is not enough for the 65,000 children under 5 years old living in the county. it's now 5:34. we'll be back with more weather, news and t

welcome back. take a look at this dramatic rescue at sea. you can see migrants packed into the small boat south of sicily. many are scrambling for help. you can see the migrants looking for some life preservers. these africans are some of the thousands trying to make their way to europe. rescued migrants arrived last month, and 800 people drowned when their ship capsized. california is tightening its water restrictions even more. state regulators approved unprecedented new rules to save

some water. those new rules impose water saving targets for hundreds of agencies and cities that supply water. it encouraged homeowners to the same thing, homeowners being told to let their grass die, basically. california governor jerry brown ordered the agencies to cut water use by 25%. it's unclear how regulators will enforce those rules. time to look at weather and traffic on the 1s. we are following the potential for storms today. tom kierein with more on your weather and traffic on the 1s. hey, tom. >> yeah, that could be affecting the commute. later this afternoon. getting some reports of dense fog that's been forming over the last several hours. but it's getting a little thicker now, so we have a dense fog advisory in effect until 8:00. the counties in gray. some of the visibles there have

dropped down to -- visibilities have dropped down to a quarter of a mile. farther north you go generally about ten mile visibility around washington with a clear sky. the moon in the western sky now. but this fog will be around through 8:00 this morning. so watch out for that. for the morning drive time we'll have bright sunshine. much of the metro area. so you'll need your sunglasses. dry roads for the morning commute and temperatures will be in the mid 60s. then during the afternoon some roads may be wet from passing thundershowers similar to yesterday with temperatures right around 80 degrees. don't anticipate any severe weather with these storms as they come on through. just some brief downpours. maybe a few flashes of lightning and that's going to be for the afternoon commute. that may be lingering into the evening hours. next weather and traffic on the 1s at 5:51. we'll look at another chance for some showers and thundershowers

you're watching "news4 today." >> the white house says it's too early to tell whether there is any isis connection to that shooting outside of an art exhibit in texas. the group is taking responsibility for the attack and at least one of the dead attackers was known as an islamic extremist. federal authorities are looking at tweets posted by one of the two gunmen. the last tweet posted before the attack said may allah accept us as mujahideen. and meanwhile, the french magazine "charlie hebdo" received a controversial freedom of expression award by the pen american center in new york city. security was tight last night.

the satirical magazine was attacked by extremists. is of write -- some writers chose not to attend saying the work was offensive, but some who attended gave "charlie hebdo's" editor a standing ovation. we are hearing from a new york city officer badly hurt by a man wielding a hatchet. they were on patrol last october when the man ambushed them. the video made national news. healy was slashed in the head and his partner in the arm before two others shot and killed the attacker. healy told our sister station in new york he suffered a traumatic brain injury lost 40% of his vision and thought he was paralyzed. >> all i knew i had been hit and i was on the ground. i was -- i tried to get up. i think two or three times and i collapsed. so i didn't think it was possible to get hit that hard and survive. i didn't think i'd live. >> healy says his vision is slowly returning but he is still

going through intense rehab. and he's not back at work just yet. we have the full story from new york on our nbc washington facebook page for you to share. it's 5:46 right now. paying to stay in someone's spare room is a popular trend. a lot of web sides can help you find a place to stay at a fraction of the price of a hotel. now it won't be easy to avoid paying the taxes if the plan is approved. >> because the finance department can go to every b & b and find out which rooms are available. >> council leaders say levying the 7% hotel tax on airbnb and other host sites would bring in $200,000 a year. frederick county is paving the way for electric cars. the two-plug charging station will be open to the public on monday. at frederick city is hoping the

approval of a new grant will add two new charging stations. if approved they'd experiment with the first battery operated car. job cuts and furloughs could be coming to those in prince george's county. the county wants to cut more than a hundred positions. most would have to take five furlough days. the county is looking to trim close to $15 million from the budget. they say the job cuts and furloughs will take care of about half that amount. any decision is still a couple of months away and needs to be approved by the county county. your children can get additional help with their studies in king george county. ymcas are planning to raise $300,000 according to fredericksburg.com. that will help the third graders improve their reading skills. they'll provide buses and food

and teachers. it will be held in king george county and rocky run elementary in stafford county. maryland and virginia are home to two of the best cities for families. leesburg ranked number five on livability.com's list. the site needs the affordable housing and scenery and schools focus on building character and self-esteem. rockville was ranked number nine because of its low crime rate and wide collection of parks and athletic facilities for children. yes, i drive to rockville pretty frequently for soccer games and practices. >> lots of nice neighborhoods. leesburg too. >> yeah, my sister lives in leesburg. today is your ride to bike to school today in fairfax county. >> and chuck bell is in mclean this morning. chuck, good morning to you. >> good morning. a beautiful day to ride in to work and school today.

bike to school today in fairfax county and all of the schools like chester brook will have at least 100 kids ride in to school. obviously they wanted to come in chains -- in motorcades essentially. so that there's always safety in numbers. it's part of the effort to help fight childhood obesity. get your kids out, get them active. we're out in mclean this morning. we have the bike rack all ready to be loaded up with the kids and of course safety first. we have our cool helmet to wear early today. we won't be putting this on eun and aaron, because it's not my size. and pink is not necessarily my color either. temperatures right around 60 61 degrees. so it's a mild enough start to the day and i still got a clear sky overhead this morning. i can see the soon to be setting waning moon out here. the flower moon. good looking day to be outside today. if you're planning on riding in to work and school plan on a very comfortable ride in. but on the way home today there will be a chance for some showers, maybe some thunderstorms like yesterday afternoon. the timing should be a little bit later in the day.
