news 4 midday starts right now. >> reporter: this is chris gordon reporting live from from rockville, maryland where within the past hour a car crashed into a building. this is a physical therapy office. you see the car which had been in an adjoining underground garage must have lurched war forward. you see the brake lights of the car inside the window of the office. there were people inside there are injuries. you see fire police and ems on the scene, there have been injuries so joining me right now is pete perringer from montgomery county fire and ems. tell us about the injuries. >> a couple people were in the office at the time. one person was trapped underneath the car and the desk. they were extricated and transported to the hospital. that was the most serious injury traumatic injury what we would call prior to two. >> not life threatening? >> not life threatening. then we had the driver of the car and two or three other

people in the office were trapt ed ed. we evaluated six or seven others and they refused transport. >> do you have any idea what caused the car to lurch forward. >> i don't have any idea. there's not much of a barrier. there's a sparking space, a cement sidewalk and the gratszssy area and the building. the car was completely in the building. no structural damage per say but a lot of property damage and debris. >> reporter: what can you tell us about the driver. >> the driver was a adult female ellerderly. ems personnel drive her as elderly. >> reporter: chris gordon live on the scene. back to the studio. more breaking news we are just learning that a three-year-old boy from the d.c. area drowned near houston. nigel parkinson was visiting family in texas when he

disappeared last night. surveillance video showed the boy walking out of the house and toward a pond. his body was found in that pond. police say nigel and his family were in texas to celebrate a relative's 90th birthday. at the live desk, i'm chriskristin wright. >> this is it folks, you've got to be ready for it. it's getting big, i have trees coming down on me and power flashes. i have to back out of here. following more breaking news in oklahoma. police just confirmed one person died as a result of yesterday's storms. the victim was in a storm shelter at least 20 tornados were reported yesterday in kansas oklahoma and nebraska. oklahoma city seems to have taken the brunt of the damage. take a look at the debris from above. at least 50 homes were damage and 12 people were hurt. amelia let's talk about this weather down there. >> well barbara, after the storms we had yesterday, dry weather here today and a temperature of 73 degrees.

today the public and d.c. council will discuss the police body camera program. councilman kenyan mcduffie called for the round table. it will discuss things like policy and paying for the program's expansion. to late to sign up today but you can submit written statements to the council until next wednesday. law enforcement agencies across the country are here in the district today. they are here to discuss ways to use -- use of police force. it's topic that is polarizing communities. high-profile incidents like freddie gray's death in baltimore have impacted how officers perform on the job. and how police relate to the communities they serve. today's police executive research forum will address those concerns. >> right now a big announcement coming out of george mason ter will be renamed. the new name eagle bank arena. gmu tweeted out this picture. it's rendering of the center with the new name.

unarmed man back in 2009. chief edwin rossler released in the an effort to bring transparency to police-involved shootings in fairfax county. this video begins with police chasing driver david masters in a large suv. that's when you see two officers run after the suv and you hear gunshots. but you don't see them being fired. no one faces criminal charges. the officer involved no longer works for the department. in baltimore, cvs says today it will rebuild the stores that burned during the riots last week. both stores are in west baltimore. in this video you can see the one at west north and pennsylvania avenues as it was effectively destroyed. cvs says it is also donating $100,000 to support the people in the worst-hit areas of baltimore. the company says it doesn't know exactly when those stores will reopen. today we expect to learn the specifics of a new plan to stop white house fence jumpers. the secret service and national

respect the league. well we're hearing and waiting to hear more from the nfl about tom brady, but his agent is already responding calling the report "tainted" and "not based on all of the facts." investigators say brady may have known about the deflategate scandal when the afc championship game four months ago now. you heard brady denied those claims. the patriots went on to win the super bowl as we all know. today you can see the "new york daily news" called him a liar. it labeled the patriots the deflateriots. here's what brady's agent had to say this morning. he said "this was not an independent investigation and the contents of the report bear that out. all one has to do is read closely and critically as opposed to simply reading headlines." if the league decides to punish brady, he could face a suspension or fine. we could also hear directly from him today at an event at the university of massachusetts.

controversial topic. the school district is considering adding gender identity to its non-discrimination policy. supporters say the move could protect transgender students and teachers in fairfax county. critics are concerned a policy change could lead to mixed-sex bathrooms. the school department said it would hire a consultant to help with that. the meeting starts at 7:00 p.m. at the school board office in falls church. as schools make decisions like these, bruce jenner's recent admission about being transgender has opened the conversation about people living with gender dysphoria. we asked psychiatrist joshua weiner about what families should do who are dealing with a similar situation dr. weiner at what age do kids generally identify themselves as gender dysphoria? >> it can vary. there are some kids at very young ages even the ages of four five six, who will start to feel like they don't match their gender their gender doesn't match their biological sex. for others it starts to happen when they're in teens but this

can be a very fluid thing. there's an interesting study that's shown that for kids that have gender dysphoria, only 20% of them will be adults with gender dysphoria. so this can be something that some kids outgrow, so to speak. >> >> how can their parents know they're going through this? >> a lot of times parents will know because the kids will want to dress like the opposite sex. they're going to identify with characters in movies that are the opposite sex. they'll want to basically be and behave like the opposite sex. >> should they encourage this? >> i don't think they necessarily need to encourage it but i don't think they need to be critical and discourage it. this is very hard for parents and if parents are struggling with trying to figure out how to navigate through this process, that i no ed to seek help and guidance from a professional who has experience in dealing with these issues. >> are there places in our area that are helpful other than psychiatrists such as yourself? >> we're fortunate in this area medical center has a program called the center for gender and

sexuality development program. and this is one of the only centers in the united states that actually specifically treats kids and families with this issue. so i think people in this area have a very good resource to go to children's national medical center get information, get help there and then go from there. >> i think it's a good thing we're talking about this at this time. this is something a lot of people don't know about. i didn't know very much about it. >> with bruce jenner it's becoming much more out there. >> absolutely. thank you for talki okay, i need a better pizza. one made with only real cheese. a pizza my family will love. right now, terror experts are testifying on capitol hill about how groups use social media to recruit new members. that hearing comes as we're seeing a clear connection between one of the gunmen who attacked a draw mohammed event in texas and isis sympathizers. nbc news justice correspondent pete williams is connecting the dots online. >> reporter: in the wake of the plot by two phoenix men to shoot up the texas meeting, isis sympathizers and recruiters have suggested more is coming. "you ain't seen nothing yet" tweets a british isis convert. "i smell something big coming soon" says another. as investigators look for exactly what prompted the two gunmen elton simpson and nadir soofi, to plan their attack.

community kate after years of neglect. his social worker says he came into foster care at five. >> he's been with us for two years and he came in due to his diagnosis of down syndrome. he needed additional services. >> let's go meet miss vicki. >> hi khai! >> hi. >> you ready to play basketball khai. can you make a basket? good job! more balls to play basketball, khai? >> vicki couch is the play and music director at this gymboree and she realized playing ball would be something khai would like. those who know khai say he's a wonderful youngster who is finally catching up developmentally. as a young child he no doubt had little stimulation or encouragement to develop the skills they now see he's capable of. >> he was completely non-verbal. he was not potty trained. just completely different. you know just did not have this bubbly bright personality that he does now. >> down the slide!

>> you made it! yeah you made it. >> since he's been with us, he's expanded his vocabulary so he is receiving speech services. we've got him connected with sign language services so that's been able to open up his communication. >> and khai is afraid of nothing. always willing to try something new and comment on it. >> he loves to learn, loves to play just loves time at school. >> and while he's learning lots in school he would no doubt learn even more in a home with a loving family. >> we are looking for a forever family. ideally we are looking for a two-parent household, specifically people that have experience with children with developmental disability or down syndrome. additional children in the home would be fantastic, he does emulate other children and learn from them. >> here at gymboree khai showed off his dancing skills as miss vicki filled the room with bubbles. >> we feel that if he's surrounded by love and by people he will grow tremendously. not only in his speech but with

the pope showing he can play ball with the best. look at this tweet. the harlem globe trotters named pope francis an honorary globy. yes, the group met with the pontiff at the vatican yesterday. he tried his hand at a few globe trotter tricks. the team presented the pope with a framed number 90 jersey. the globe trotters who went on the trip said it was definitely a highlight of their career. that is a sight.
