right now, promises from the justice department to create a stronger better baltimore starting with an investigation into the baltimore police department. i'm barbara harrison with new information just released by the attorney general. i'm erika gonzalez. today is v-e day, the day world war ii ended in europe. many are waiting for at the world war ii memorial -- vintage planes to fly over the national mall. we'll let you know at what point you can see them today. high temperatures continue to be in the 80s but over mother's day weekend there is the chance you're dealing with a showers or thundershower. i'll have the latest timing coming up in my forecast. and a warning from police.

dangerous synthetic marijuana packaged using the image of scooby do. where they found it. news 4 midday begins right now. we begin with the developing story out of baltimore. the justice department is launching an investigation into the baltimore police department. u.s. attorney general loretta lynch just made the announcement. the agency will look for a pattern of civil rights violations committed by the department. >> this investigation will begin immediately and will focus on allegations that baltimore police department officers used excessive force, including deadly force, conduct unlawful searches seizures and arrests and engage in discriminatory policing. >> baltimore mayor stephanie rawlings-blake asked the federal government to step in after the death of freddie gray. prosecutors say is police officers illegally arrested the 25-year-old last month. gray died after being injured in police custody. six police officers are now charged in gray's death. the officers who arrested gray

say that they what they did was legal under baltimore law. >> right now the district is commemorating the 70th anniversary of the end of world war ii in europe. you're looking at a live ceremony at the world war ii memorial. a record number of veterans and their families are expected to be there. national security advisor susan rice just spoke and in about 15 minutes former secretary of state madeleine albright, who was born in europe is expected to address the crowd. and then at 11:30, there will be a special wreath presentation at the freedom wall and after that ceremony we are in for quite a show. we're all waiting for this. people are lined up already. world war ii aircraft will be flying above the national mall. news 4's megan mcgrath joins us live from the mall with more on that. boy is that going to be a show. >> it really is. it's going to be a sight to see and a good place to see it would be here at the world war ii memorial. you can see the crowd that's assembled here for the ceremony under way right now. most of them will be sticking

around though, to see the flyover and dozens of world war ii era aircraft are going to be a part of that show including the last b-29 still flying. now, i spoke to bob veaushea he's a pilot and he's thrilled to see it one more time. >> the attack on pearl harbor. bob veaushea had six months to a year left in flight training for the b-17. >> the day after pearl harbor i was a full-fledged combat pilot first pilot and i started flying first pilot from then on. i flew planes i'd never seen before before. >> reporter: one such aircraft, the b-29ment superfortress. voucher was the first one to fly it. his initial training was on a, be 26. >> they sent me to hayes, kansas and i went to hayes, who

high winds may be to blame for this train derailment near dallas. four locomotives and 17 cars went off the tracks this morning. at the same time a lightning strike sparked this large fire at a gas well. at least three confirmed tornados touched down in the northern part of the state yesterday. more severe weather is on

tap for texas, kansas and oklahoma. forecasters say conditions today and tomorrow appear to be ripe for storms and could produce even more powerful tornados. take a look at this new video of a tornado in norman oklahoma on wednesday. the storm brought high winds and baseball-sized hail. one woman drowned after becoming trapped in her underground storm cellar. at least a dozen others were hurt. one of those victims spent hours trapped under the rubble of what was once her house. a technician was monitoring open gas meters at this mobile home park wednesday as a precaution. >> when i got to about here was where i could actually faintly hear her asking for help. there's rain and wind and other noises so once i got the cops we all got out here we knew obviously somebody was in there. >> a handful of police officers and neighbors came over to pull the woman out. she was in a lot of pain she was bleeding but we're told she's going to be okay. temperatures right now are in the 70s. 77 degrees is the temperature in washington and no storms or rain

county on wednesday but they didn't find any trace of him there. family members say they dropped buckley off at a commuter lot in stafford on tuesday morning. buckley sent his wife a text message just a few hours later. he was near howard university at the time that he sent that message. his family has not heard from him since. a discrimination policy is dividing parents and teachers in our region's largest school district, the fairfax county. the school board voted to change its non-discrimination policy to include transgender students teachers and staff. the crowd at last night's meeting largely opposed to this. so many people packed the auditorium school officials had to lock the doors and put officers at the entrance. supporters say it is a powerful statement from the district. others voiced concerns that a policy change could lead to mixed-sex bathrooms. >> i urge you to protect our transgender and gender non-conforming students. >> how are teachers prepared to

>> the video was meant to be a humorous spoof on a popular commercial that uses the "dirty dancing" theme. it ended with the man throwing the woman on the floor when he realizes she's a bulls fan. some people said it was insensitive and made light of domestic violence. the cleveland cavaliers released this statement saying "while the video was not intended to be offensive, it was a mistake to include content that made light of domestic violence." it goes on to say "domestic violence is a serious matter and has no place in a parody video that plays in an entertainment venue." women still do more than men when it comes to house work but the scales are evening out according to researchers at the university of maryland. researchers looked at data from 1965 to 2012. the time went spent doing chores dropped from four hours a day to less than two and a half. over the same period of time chores tripled for men. overall, though women still did almost twice as much house work as men in 2012. in other words the average man would need to step it up 70% to

department. in a press conference an hour ago lynch said it's clear the relationship between the police and the community is broken. >> the issues facing baltimore certainly do -- some people express them in racial tones, but people to me were expressing them more in tones of community leaders feeling frustrated feeling pain. police department leaders feeling also frustrated at not being able to protect their city. >> if the justice department finds a pattern of federal civil rights violations the courts will get involved to overhaul the department. this all comes after the death of freddie gray. prosecutors say police officers illegally arrested gray last month. he died after being hurt in police custody. six police officers are charged in gray's death. look at this video. it shows a dover, delaware police officer kicking a black suspect in the face. a judge ruled the video was no longer confidential after corporal thomas webster was charged with assault last week. this incident happened two years

ago during an arrest but a grand jury failed to indict webster at the time. the kick broke latif johnson's jaw. the aclu filed a lawsuit on johnson's behalf. today maryland governor larry hogan went on a tour of the future purple line. kind of. take a look at this. purple lined a vats took a cardboard cutout of the governor on a listening tour of the planned light rail system. they explained the benefits of the line to the cardboard hogan. advocates want the governor to publicly endorse the purple line sooner rather than later. let's get a look at your forecast with amelia. >> temperatures right now, 75 in manassas and baltimore, 79 in frederick, plenty of sunshine low humidity. however, the humidity is going to build in over the weekend. tomorrow a little humid and high of 83. more clouds in the morning, more sun in the afternoon, can't rule out an isolated shower on sunday. overall just more clouds in general. it's muggy.

pope francis is sending a maryland mother prayers this weekend after her children were killed in a mansion fire. you may remember the fire at an an lapnapolis home in january, six family members died. pope francis has bless add photo of eight-year-old lexi boon and her seven-year-old sister katie. a photo along with a figurine of jesus with two children will be delivered to the girls' mother for mother's day. the pope decided to bless the

"consumer reports" is out with a list of cars that can handle as many as 200,000 miles. and the list is only made up of different models of toyotas and hondas. at 70 by 9:00 a.m. so one of those days where you warm up very quickly. around the midday hours we're in the mid-70s. a high tomorrow of 83 barbara. >> thank you. in news for your health today, a lot of expecting moms could be silencing their cell phones after hearing this story. a small preliminary study may show rings and vibrations startle babies in the womb, that according to whattoexpect.com. researchers monitored babies in the womb while a cell phone was ringing. the babies appeared to react, their heads turned to the sound and they blunged more. researchers say these noises might disrupt the babies' sleep/wake cycles. a new study out this morning when births occur in the u.s. it finds babies are more likely to be born at certain hours of the day than others. for example, births outside hospitals are most likely to happen in the early morning hours between 1:00 a.m. and 5:00 a.m. erika edwards explains these findings for us. >> give your little brother a kiss.

wednesday night's storms. it's a powerful tornado that can take down a structure made of brick but the family that lives here, a family of five with three small children they went into their storm shelter. naturally that's what you do during a storm. unfortunately what happened was the door shut, the latch got stuck as debris fell around it. they were trapped in their own storm shelter as water and gas was rushing in fortunately a neighbor from across the way rescued this family. they are totally save at this time. this area got a break with the storms but we're looking at another round of severe weather to fire up this afternoon, again on saturday then into the midwest as we go into sunday. it will remain a very active weekend. dylan dreyer nbc news. not only active there but also tracking subtropical storm ana. this is future weather at 11:00 p.m. this evening. this system we can attribute our clouds increasing humidity and

[ applause ] >> reporter: comedian stephen colbert helped his home state of south carolina in a big way. the former host of the colbert report auctioned off a set for from the show. the $800,000 will go to fund every school project listed for the state on donors choose. colbert made the ann via video chat. he's getting ready to take over for david letterman on the "late show" later this year. in honor of mother's day, jimmy fallon unveiled his latest "tonight show" hashtag mom quotes. here's a few of our favorite.

commemorating the 70th a anniversary of the end of world war ii in europe. [ playing "taps" ] the ceremony just wrapping up a few moments ago at the world war ii memorial with a record number of veterans. you have to remember this is 70 years ago so they are getting up in age. it's always wonderful to see the men who fought in world war ii when they can still get out and attend these events. but look at this in about 15 minutes 70 world war ii planes like these are going to be flying in 15 different formations coming down the potomac and heading over the national mall. it will be a sight. they're stopping the planes from taking off and landing at national airports so this wonderful presentation of the aircraft of world war ii can fly overhead. if you can't leave your desk or make it downtown watch it live
