reef. the cruise line says it was a temporary malfunction in the steering system. high tide helped tug boats free the ship. it will be inspected today. 3,500 guests and crew are safe. eun? >> kristin wright thank you. take a look at this video from great falls. rescuers saved a woman and two dogs stranded in the potomac river last night. chopper 4 got this video of rescuers pulling the woman to the virginia side of the river. we are told the woman and the dogs will all be okay. a traffic alert this morning, still no word on when a westbound lane on the arlington memorial bridge will reopen. you might face some delays if you're using the bridge today. the national park service closed that lane closest to the curb more than 24 hours ago. engineers found some corrosion near the routine inspection of the bridge. it wasn't a huge disruption at that point in the morning yesterday, because it was kind of late. >> was it confusing to navigate? >> no.

60s. near 70 by the chesapeake bay. what's happening on the roads? >> we had something new pop up. g.w. parkway, we have one lane blocked because of a disabled car. we have a tow to get that out of the way, but right now, one northbound lane on g.w. park pais is closed because of the vehicle. then something else here. no problems here prince george's county actually looking quite good overall. nice and green. and everything flowing just fine. beltway at kenilworth inner and outer loop everything looking good. outer loop at 50 three lanes blocked there. you can see the slowdowns as you're approaching 50 here this morning. should be out of the way by 5:00 a.m. 270 headed in to town out of town everything is nice and green and clear this morning. inbound river road at wilson lane we have the road work stretching for several blocks here this morning. back at 4:41. >> thank you, melissa.

4:33. we know more about a mansion murder misfriday in the district. a couple and housekeeper were beaten and stabbed in the house not far from the vice president's home. the couple's 10-year-old boy was so badly burned investigators don't know how he died. investigators tell news4 the security cameras were disarmed. there's no surveillance video. the four people were found dead on thursday at a home along wood lawn drive in northwest. right now police are looking for a person of interest. this video here was recorded in a parking lot near new carrollton where the family's porsche was found torched. if you recognize the person in the video, call d.c. police. there is a $100,000 reward in this case. we now know when the rockville man accused of murdering his neighbors will be back in montgomery county. scott tomaszewski waived his right to extradition in a hearing in alaska yesterday. that means he'll be brought back to maryland to face charges next

week. he killed the vilardos and he then confessed to the officers. today the son of the late marion barry is due in court. his trial for assault charges was supposed to begin today. records show that barry threw a trash can at a bank teller and threatened her. if the judge approves the plea jury it would stop the surveillance video from ever becoming public. the fourth annual ride of silence is to honor the people killed or hurt while riding and raises awareness about sharing the road with the cyclists. 4:34 right now. in the district transportation officials plan to discuss how to make it easier to bike and walk to and from metro, mark and vre stations. it shows more than 3,000 potential bicycle and pedestrian

improvements that would handle more rider. metro will update us on how it's prioritizing walk/bike access projects near 91 metro stations. i'm derrick ward at third and "h" northeast. more talks on how to get around with the streetcars. now they're only doing simulated services now. but they will be out here every two weeks on wednesdays to tell you what to get to used to once the streetcars take passengers. now they'll be out at 7:00 a.m. to 9:30 a.m. in the mornings. that's for the morning rush and 4:00 p.m. to 6:30 p.m. they'll be in places along the "h" street corridor. of course that area they call the starburst where florida avenue near the hechinger mall. also they'll be up to the 21st street as well. if you're a bicyclist, you have to look out for those tracks

a train worker's union is urging amtrak to make changes to avoid another deadly crash. the brotherhood of trainmen wants a second engineer on trains. engineer brandon bostian was alone in the train when amtrak train 188 derailed last week. he says he doesn't remember when the train flew off the tracks. he was traveling at more than 100 miles an hour. the union says having a second engineer could have prevented this crash. health officials are looking for people in d.c. and fairfax county who may have had contact with the measles patient. they say the person recently

returned from traveling internationally. he or she visited several public places while still contagious. that was between may 10th and may 16th. you can see a full list of those locations on our app. the patient is no longer contagious and is out of the hospital. 4:41 now. time for weather and traffic on the 1s. storm team 4 meteorologist tom kierein here with a refreshing start to our wednesday, tom. >> yeah, the leaves are rustling in a blustery wind this morning. this is overlooking northwest washington. all the pavement is dry around the region. we have had the winds that have been around gusting to 25, 20 miles an hour. trying through morning, midday and afternoon, the winds will be diminishing by later this afternoon. so dry roads for the morning commute. temperatures will be just in the low 60s for much of the morning commute. you will need those sunglasses with the bright sun.

you're watching "news4 today." >> arlington county police shot and killed a 54-year-old man, his name is alfredo rials-torres. police responded to the domestic dispute call. this is off second road north. when the officers arrived they heard screaming coming from inside the second story apartment unit. police say rials-torres was fighting with his 88-year-old mother. they say he attacked the officers and mispolice opened fire. and in a story you will only see on news4, two children at a d.c. homeless shelter tested positive for high lead levels in their system.

managers at d.c. general homeless shelter discovered peeling paint in the cafeteria and cordoned off the area. now every child under the age of 2 will be eligible for lead testing. >> they're doing a full testing of the entire facility to make sure proactively there other potential lead problems. >> lead has been linked to low i.q. right now, a huge mess out in california. after an oil spill into the pacific. take a look at this. it's a four mile long oil slick along the central coast line. not far from santa barbara. a broken on shore pipeline spewed oil for several hours down a storm drain that empties into the ocean. initial estimates put the spill at about 21,000 gallons. that could change. there's concern about several species of whale that my grate

through this area. the coast guard and state park officials are trying to clean it up today. the company that owns that pipeline is trying to limit the environmental impact. >> 14 before the hour now. republican lawmakers are facing off against each other on whether to renew the patriot act. nbc's tracyy -- tracie potts with a live look. >> reporter: some republicans are against fellow republicans. you mentioned the part of the law that authorized the data collection of our phone records. a court struck that down. now the law is in limbo. it is supposed to expire on june 1th. the senate is supposed to go on break starting monday. the house has already passed a watered down version that we keep the phone records with the

phone companies and restrict how the government searches them. but mitchell mcconnell he wants to extend the current patriot act and democrats are saying that's just not going to happen. some republicans are threatening to filibuster talk it to death. so that essentially nothing happens and it expires. the white house said they're very concerned about that. they think it's a risk to national security. so we have got a few days now. we're waiting to see what's going to happen in the senate. mcconnell even though he opposes the usa freedom act, that's the compromise that the house came up with and passed, he said that he'll let it come up for a vote. the question is how soon? aaron? >> tracie potts, thank you. it's 4:47 this morning. the u.s. coast guard academy class of 2015 will receive a sendoff from their commander in chief. the president will deliver the keynote speech. the president also spoke at the academy's 2011 commencement. congratulations. and this afternoon, the first lady and former senator elizabeth dole will honor the people who care for the service members and veterans. more than 70 caregivers will be

welcomed. dole's foundation is calling them hidden heroes and highlighting the enormous responsibility they take on every day. the guests will meet with members of congress about what can be done to make sure our service members and veterans have the support they need. hillary clinton is fielding direct questions from the press for the first time in weeks. clinton is trying to focus on the middle class issues central to her presidential campaign. but she's still dogged by questions about her use of private e-mail while secretary of state. >> well they're not mine. they belong to the state department. as much as they can expedite that process, that's what i'm asking them to do. >> now, the state department had said it would try to release the e-mails at once in january. just as the primaries kick off coincidentally. a judge ordered they be released in batches over the coming months. in the meantime, her potential rivals take jabs at her over using private e-mail. chris christie called it, quote, absolutely incredible.

the news4 i-team has learned montgomery schools superintendent will stay on for another year. larry bowers took the job when starr resigned. last week the board of education announced they had selected a up to candidate to replace starr, but that candidate has now backed out. today, the board will formally ask bowers to stay on as interim superintendent for one more year. bowers had planned to retire this year. it has been a difficult year for the university of virginia but the board of visitors is not blaming president teresa sullivan. she's getting an extension. the new deal lasts until 2019. she makes $647,000 a year. the school recently was the focus of a now discredited "rolling stone" article about rape on campus. 11 before the hour now. an air bag maker has put out a recall on millions of car that

are believed to have a defective air bag that can explode. we first told you about the problem months ago. the takata air bags can explode instead of inflating launching shrapnel in your face. 33 million cars have been recalled. that is the biggest recall ever in this country. we have put a link where you can check to see if your car is affected by this recall on the nbc washington app. just search air bag. more severe storms are expected in texas today. tornadoes hurt at least one person and destroyed buildings in two small towns. you can see the tornado under ominous black clouds in ft. worth. outside austin debris flew off of a roof of a hotel. part of a fence hit somebody in the head. well it's time for your weather and traffic on the 1s. right now we are talking about a cool start to our wednesday. 63 degrees outside as we take a live look. you know, just one day and everything changed. tom kierein here. it's crazy how the weather does that tom. >> we flip the switch and we are

seeing the first hint of daylight this early in the morning. we start to notice the glow, still an hour away from the sunrise. temperatures right now are much different than yesterday. ten degrees cooler than yesterday. as i was mentioning yesterday morning we would have a dramatic drop. it is happening along with a blustery wind too. the winds have been gusting up to around 25 miles an hour out of the north and west and dropping temperatures down into the 50s from the mountains across the shenandoah valley and into the western northern suburbs. right in washington low to mid 60s now. still in the low 70s and rather humid around the bay. hang on there, it will be turning less humid and the winds will pick up as well. and the storm team 4 radar, we are pretty much all clear here now. the radar is showing a clear sky with no rain anywhere in the vicinity. that's going to be the story for the rest of the day. keep up with the weather with

into the upper 80s as well as on tuesday an getting more humid as well. coming up at 5:01 a look at the weekend beach forecast. now melissa, what's going on on the roads? >> right now, actually looking pretty good on the roads here. talking about virginia 95 southbound here. this is the first 4 traffic tracker headed southbound there. no problems there. 66 into town and out of town no problems eastbound or westbound. inbound river road at wilson lane parts of the lanes are blocked here for about three blocks right when you get out of the beltway all the way up to wilson through goldsboro, that area. that's slow this morning. 29 95 and b.w. parkway into and out of town looking pretty good. no major problems. eastbound annapolis road at cooper lane, some road work there. no word on when it will wrap up. but this is supposed to wrap up

>> your time is 4:57. police are trying to figure out who shot a 17-year-old in fairfax county. it happened last night at a townhouse complex on holly avenue just off government center parkway in fairfax. you can see the video there. police initially thought it happened at the county government center. we were on the scene as technicians examined bullet holes in front of the townhouse. a white car was seen speeding following the shooting. one neighbor describes what he heard during dinner time. he asked us not to show his face. >> i was inside my house and all of a sudden i heard bang bang. which sounded to me like it could have been gunshots. you never know for sure. but it certainly sounded like it could have been gunshots. >> the 17-year-old shot is expected to survive. police say this does not appear to be a random crime. d.c. police chief cathy lanier won't make people explain

why they want permits for guns following a ruling from a judge. the judge called the restrictions on hand guns outside the home unconstitutional and blocked a key provision. the attorney general disagrees with that, karl a seen didn't say if would appeal. the number of heroin deaths is up for the third straight year in maryland. the state health department reports 578 people died. larry hogan declared it as a health crisis. he expanded access to the drug which can be used in emergencies to reverse heroin overdoses. the prince george's county school district fired a substitution teacher for this alarming video. the teacher looks to be hitting students with a belt. now he can face action from child protective services and prince george's county police.
