the same thing as yesterday. we had a lot of volume building there. only one lane is getting by. starting to see a slowdown in the next 20 minutes or so. river road at wilson lane road work is stretching inbound. hopefully that's out of the way in the next 30 minutes or so. 270 at montrose road some road work and local lanes get by just fine. not slowing you down something to mention if you're headed out, southbound is rolling along just fine. taking a look at the north, b.w. parkway, into and out of town is rolling along nicely. and nice and green. i'm back in ten minutes. new this morning, we now know the name of the second marine that died after a crash during a training exercise in hawaii. lance corporate matthew dieterman right there was hurt when the osprey aircraft went down. he died on tuesday. determan was 21 and from arizona. lance corporal joshua barron

from the state of maryland was also killed. two other marines are in the hospital this morning. they're in stable condition. no word at this point as to what exactly caused that crash. aaron? >> thank you. we're working to learn the names and the conditions of two people who were shot in waldorf. chopper 4 caught these images above the mcdonald's where it happened last night. someone shot a man and a woman near the st. charlestown center mall. deputies have a suspect in custody right now. and a teenager is in dust did after shooting another teenager. police charged one with the felony use of a firearm. the 17-year-old victim is expected 20 survive. also in fairfax, charles

severance is charged with killing four people over a decade. the lawyers also requested a judge split up the murder cases because of the significant time difference between them. well the man who flew his gyrocopter and landed on the capitol is due in court this afternoon. douglas hughes is charged with violating restricted air space and operating a label falsely labeled as a postal carrier. we do expect hughes to address the media and thank his supporters after his arraignment today. he says landing at the capitol was an act of civil disobedience. he says he was protesting the influence of money in politics. you are looking at a live picture of the u.s. capitol now. just hours ago, kentucky senator rand paul stepped off the senate floor after more than ten hours of speaking against a controversial section of the patriot act. he is talking about the part of that law the white house uses to justify collecting massive amounts of your phone data.

it is set to expire june 1 if congress does not renew it. he says they should not gather data against innocent americans. >> i don't think we have to be that fearful of terrorism that we have to give up who we are in the process. >> ten senator froms both parties joined -- senators from both parties joined paul. it did bring attention to what some people think is high profile. the senate is set for some tricky maneuvering as it tries to resolve it before they head to break. tracie potts has a deeper look at paul's speech. right now a coastline in california is coated with oil. there's a state of emergency in santa barbara county where crude oil is pouring out of an underground pipeline that burst. take a look at the huge black mass that stretches across miles in the water. so far more than 100,000 gallons of oil have spilled from the pipe line. today more clean-up crews will

join hundreds of first responders working to fix the problem right now. maryland's governor expected to make a final decision on the purple line project in the next 24 hours. prince george's officials will meet with larry hogan -- they're ready for a transit battle too. they're hoping to recruit new businesses to the counties and one of the lines is that new line. and the city council voted unanimously in favor of what's known as the alternative plan for a metro station at potomac park. it clears the way for the next step in the design process. $268 million project would create 26,000 jobs and new housing, office and retail space. the station is expected to open late in 2018 or early 2019. the investigation continues into the deadly train derailment in philadelphia and this morning, we have learned congress is wasting no time

15 before the hour. breaking news d.c. police need your help finding a man suspected in the quadruple murder of a family of three and their housekeeper in the district. you see the picture of 34-year-old daron wint. he faces first degree murder charges. overnight, detectives searched wint's last known address in maryland. they say he killed the savopouloses and housekeeper veralicia figurera last thursday before burning down their home on woodland drive northwest. new developments in a terminal takedown caught on camera. a 21-year-old man breached security at l.a.x. airport in los angeles.

tsa tried to stop him, but he wasn't cooperative so police stepped in. he still resisted. a witness recorded this video. the man got to one of the gates here, pushed an officer and that's when police tased him. christian heinz was booked and charged with assaulting a police officer and trespassing. unclear why he did it. airport officials say he was a ticketed passenger. back to you. thank you. 14 now before the hour and the woman -- the name of the woman who accused jesse matthew of rape is no longer available to the public. yesterday morning, the circuit counter court published it on a website. six hours later it was gone. matthew is accused of brutally beating and raping the woman in 2005 in fairfax city. she was 26 years old at the time. the man accused of sexually assaulting a 12-year-old girl is waking up in jail this morning. police found isiah bogan in his

car. he was accused of attacking a young girl last week. we can learn whether police will hand down more charges against a little league umpire from fairfax county. don essex distributed child porn. according to court documents, he also told an undercover cop he was sexually active with his three grandchildren. he's not facing any charges for that claim right now. the president of the ft. hunt little league told us he's appalled. >> i read the charges. >> what's that like? >> i can't -- i couldn't finish reading them. i mean they're staggering. >> the little league president said essex just passed a mandatory background check back in march. and i want to thank the american people for considering the arguments and hopefully for helping us push this towards a reform where we all respect the

i drew attention to the issue. you ask what is next? it is up to the senate and the house have passed this usa freedom act that would leave our phone records in the hands of our phone companies and not the government. that's already passed the house and in fact they're planning to pack up and go home today. it's really up to the senate. their break is supposed to start on monday, so they do not have a lot of time to deal with this. if things go as planned, debate on that usa freedom act should start some time later today. >> tracie potts on capitol hill, thank you. this morning we are going to hear directly from rape survivors at a senate hearing on the nation's backlog of up tested rape kits. there are up to 400,000 untested kits in this country. it contains evidence that can identify suspects and link crimes. in 2014 a virginia law passed requiring police to account for untested kits. right now none are requiring the police to track the rape

kits. a handful of republican hopefuls will be left out of the first presidential debate and that is because fox news has decided to allow only ten participants. here's how it will work. candidates must place in the top ten of an average of fox approved polls around the time of the debate. around 18 people are either already running or are seriously considering it. the debate is august 16th in cleveland. 18. that's a lot. for the first time former virginia delegate joe morrissey is publicly admitting he fathered a son with a young former staffer that's according to our news partner wtop. he says, everybody knows that chase is my boy. he stepped down from the seat last year after it was discovered that he was sleeping with his staffer. she was a minor at the time. morrissey won his seat back and then lost it again when he moved from his district. japan's lobby is talking

about the takata air bag recall. it's leading to the biggest recall ever in u.s. history and the recall affects nearly 34 million cars here. more than 50 million around the world. today, the chairman of the japanese auto manufacturers association said he wants a report on the cause of the problem by the end of this year. after a cool and dry night, we're bracing for it. some rain. >> we complained about the heat and humidity a few days ago, tom, and now return to early spring. i won't call it -- >> it's march -- it's more like march in may. not going to warm that much as the day progresses. rain will begin to move in. storm team 4 radar is showing that moving area of green is only rain now coming into the mountains, from the west. so inf you're driving west, you're trying tone the rain from -- into the rain from west virginia. in the metro area a few

scattered sprinkles are trying to reach the ground here on the storm team 4 radar. east of washington around the bay and our northern suburbs, southern suburbs, and the metro area. pavement is still dry but the timing here hour by hour as of 8:00 a.m. the rain will begin to move in by then and by 9:00 to 10:00, most of northern virginia and maryland will be wet. then by noontime light rain and a few pockets of rain south of the metro area. then by the rest of the afternoon it gradually moves off and starts to taper off from west to the east but still wet in the metro area. 2:00 to 4:00 p.m. eastern suburbs, southern suburbs around the bay and the eastern shore though still wet. late afternoon and into the evening hours with a few showers there. a few moderate downpours around the atlantic beaches by late afternoon, but we'll dry out west to east for the rest of the evening and then by dawn tomorrow we'll have a mostly
