a couple days of pretty cool starts to our morning. it looks like summer is trying to move its way in. >> it's doing its very best. winds moved in yesterday and that was the beginning of the warm-up. eventually you'll notice the increasing levels of our summertime favorite humidity around here. that really starts to ramp up tomorrow. for now a mild start to this morning. temperatures are in the 60s. 63 at dulles airport and your morning planner, 64 at 7:00 a.m. probably 80 degrees by lunch time today. most of your afternoon plans, plan on temperatures in the mid 80s. breezy at times. those are south to southwesterly winds. as a result it will be warmer today than yesterday to the tune of five degrees or so. 82 yesterday in washington. i'm forecasting 87 today. 88 in fredericks burg.

the bay waters are only in the mid 60s, so near 80 today. we'll start to talk about the increasing rain chances with the look at the seven day coming up in a few more minutes. i'm kristin wright at the live desk. developing right now record rainfall in parts of the midwest. we have video in from well berly, texas. one of the areas hit by the massive flooding. a total of three people killed in texas and also oklahoma. thousands had to be evacuated from their homes here. about 400 homes are destroyed, many of them simply washed away. the severe weather has also brought tornados in that region. aaron, back to you. >> kristen, thank you. a prince george's county man is dead after stopping for gas. fire officials call the man a senior citizen and say he lit a

cigarette while he was pumping gas in riverdale yesterday afternoon. the flame may have sparked gas vapors and set him on fire. the man was badly burned. he die at the hospital. a holiday fishing trip turned deadly after a man died. santos santos was on the boat and it started to take on water and capsized. a bystander tried to perform cpr. santos died at the hospital. the uva student whose arrest led to the police investigation wants his charges thrown out. martese johnson is facing public intoxication and obstruction of justice charges. his attorney says alcoholic beverage control officers did not have reasonable suspicion to arrest him on st. patrick's day. this video caused virginia governor terry mcauliffe to order an investigation into the abc department. he's due in court later this

week. more than 70 people could be in court in cleveland today. police arrested them during civil rights protests and they poured into the streets after the jury acquitted a white police officer of killing a black man and black woman three years ago. officer brelo shot two after a chase after officers subdued him. >> i feel like he felt he was protecting the community and himself. >> i have grandchildren, great grandchildren, i do not want so see them laying on the street dead. >> according to the cleveland police chief, most of the protests were peaceful. the department of justice said it's reviewing the case. new protections for the gay and transgender communications in maryland are set to become law july 1, but that's likely to happen without governor larry hogan's signature. "the washington post" reporting hogan will not challenge but also will not sign two new bills. one bill gives same-sex couples equal access to fertility

treatments and the others allow transgender people to change their gender on the birth s certificates. 4:34 right now. it is memorial day today. and president obama will be at arlington national cemetery to lay a wreath at the tomb of the unknown soldier. he will also speak there. you're looking at video from last year's ceremony. today's event begins at 11:00 a.m. also the president is asking communities to unite in prayer. he said so at a proclamation last week and he also asked americans to observe a national moment of remembrance at 3:00 this afternoon. thousands will gather for the tenth annual national memorial day parade. they will represent the people who lost their lives in world war ii. it will mark 70 years since world war ii ended. the parade kicks off at 2:00 p.m. look at the map here.

you may want to take metro to get there. parking will be tricky due to road closures along and near the route. the parade heads down constitution avenue from 7th to 17th street. street closures start at 9:00 this morning. even though it's a weekend, metro is running on a different schedule today. metro parking lots are free and you will only pay off peak fare prices right now. plan on a sunday schedule for metrobuss as well. all access subscription trips are cancelled. it is a report just out you don't want to miss if you have a baby. in two minutes the study there could be a correlation between altitude and sudden infant death syndrome. caught on camera a daring and dangerous rescue in texas where floodwaters continue to ravage parts of that state. how this driver managed to escape. looking live outside it's pretty clear. chuck bell is back with a look at the rain chances.

in news4 for your health, a study says living at high altitudes can increase a baby's death. they said that infants living above 8,000 feet are more than twice as likely to die as babies who live in lower altitudes.

the researchers said it's incredibly unlikely a baby dies that way. oh, my god! stop stop stop. he needs to get out. >> well new dramatic video from the dangerous floods out in texas. take a look at this. you can see the car being swept away by that rushing water. this is just north of san antonio. now we're told that the driver tried to drive across the flooded road. amazingly some people were able to help him or her escape before the car flipped over in the water and was completely washed away. hearing a lot of firsthand accounts of scenes like this from people out that. some of the video posted online is unbelievable. that person is very lucky. coming up on 20 before the top of the hour. your weather and traffic on the 1s. no threatening weather for us to deal with today. chuck bell has your forecast. >> no. that video is so dramatic. we always tell you, turn around, don't drown. your think your car is big and

bad because it weighs 3,000 or 4,000 pounds but it's nothing compared to the power of moving water. breaks my heart to see video like that. temperatures outside for us quiet weather. no weather concerns for today. other than perhaps maybe a little bit of a sun burn if you're outside without your spf on. hourly temperatures will climb out of to the 60s, quickly into the 70s and near 80s by noontime. so it's indeed perfect outdoor weather, but there's humidity ahead and rain chances are starting to increase as well. we'll be dry today, but tomorrow rain chances start to ramp up a bit. really exceptionally low chances in the metro tomorrow. but a better chance that tuesday afternoon could be dealing with showers and maybe a rumble or two of thunder from hagerstown to martinsburg and again, metro rain chances are 20% or less tomorrow. here you go through the rest of the week. rain chances continuing to climb

before the murders. those four people detained last week have been released from jail. now, police are say not saying who those four people are. only they haven't been charged in the murders. court documents reveal it required the assistance of more than one person. investigators are still searching the crime scene. we know that speed had something to do with a motorcycle crash that killed a 7-year-old boy in prince george's county. the biker collided with a car saturday on east-west highway in hyattsville. the impact threw the driver off the bike. the crash killed alejandro santos and critically injured another child and hit a man standing with the kid. this morning a paramedic is waking up in jail. timothy ward was arrested on friday. the 31-year-old is accused of having inappropriate contact with a minor. ward is a lieutenant with the hamilton volunteer rescue squad.

he's being held at the loudoun county adult detention center without bond. iraqi forces just showed no will to fight. they were not outnumbered. but in fact they vastly outnumbered the opposing force. they hope to fight, they withdrew from the site. >> defense secretary ash carter blaming iraqi security forces for the fall of ramadi to isis. 27 air strikes were launched. it follows the takeover of two key cities and the u.s. needs to increase troop levels there. nbc's tracie potts live on capitol hill with details on who's calling for u.s. troops on the ground. good morning. >> reporter: good morning, aaron. john mccain certainly is. the senator and vietnam vet says not only is our strategy not working he says we don't really have a strategy. and that to defeat the islamic state we have got to get more boots on the ground. soldiers, special forces who can

go in and figure where we need to target those air strikes. defense secretary carter though says as you heard that the issue is not so much needing boots on the ground and they are not looking at doing that. but that the iraqis don't have the will to fight. they don't want to fight isis despite the training and equipment that we're providing. they have gained some ground after the islamic state took over ramadi, but what isis holds in syria and iraq right now is about the size of a small european country. complicating things the politics the sunnis who aren't fully incorporated into the iraq government and gravitating toward or not willing to fight against isis. making things that much harder. >> tracie potts on capitol hill thank you. this morning one protester remains chained to this ship belonging to the shell oil company. the ship is docked north of seattle. and another protester left yesterday. it will help shell search for oil, but the protesters want that exploration stopped.

they're concerned about oil spills in the arctic region and its effect on climate change. the navy is building a new submarine right now. the vessel name is now out. navy secretary ray mabus says it will be called the uss new jersey. colleagues reacting this morning to the sudden death of a math genius. john nash and his wife were killed saturday in a car crash on the new jersey turnpike. his life and career inspired the oscar award winning movie "a beautiful mind." a fellow mathematician called his death a blow to mathematics. >> i think had he lived another 30 years and the feeling is seem. what nash might have achieved had he continued to be able to do mathematics. >> the nashs are returning from norway where he had received an

we have been increasing our daily high temperatures by about five to seven degrees per day over the last few days and i think that trend continues later on this afternoon. 64 in rockville. 63 in ashburn. 56 in culpepper this morning. 64 degrees in stafford and spotsylvania. hourly temperatures a quick jump up this morning. we should all be 80 degrees or warmer by noontime today and most of the afternoon will be spent in the mid 80s. so plenty warm for sure. clouds are staying well to our north today. if you're traveling back up towards new york city or philadelphia more cloud cover there. but dry. for us, plenty of clear skies around here and relatively dry weather in the mid-atlantic. not the case if you're traveling outtoday. st. louis, memphis. down towards new orleans. that big plume of moisture is eventually going to find its way to the eastern seaboard. as a result our rain chances are going to start to increase a little bit tomorrow. but much better rain chances as you get to wednesday, thursday

and friday of this week. future weather through the course of the day today, sunny with that noticeable south to southwesterly breeze. weather slow downs nothing to worry about this afternoon. i think all green lights for tomorrow. by wednesday afternoon, showers and thunderstorm chances starting to metro. for tomorrow, a graduate increase in clouds an humidity by tomorrow afternoon. there's tomorrow at 4:00, a chance for showers or thundershowers primarily along the i-81 corridor. then that rain chance comes into the metro area as we get towards wednesday afternoon. keep that in mind that rain chances are going up each and every day through the course of the week starting with tomorrow. here's that seven-day forecast. 87 today. 88 tomorrow. that little chance for showers tomorrow and then metro rain chances ramping up wednesday and thursday of this week. friday i could have put a chance for rain every day. six out of the next seven. but i had to pick a couple.

think of memorial day and that's all the people i left behind. >> i think our greatest fear when we're fighting is that no one will know if we fall. like we'll be forgotten. >> reporter: clint bruce's mission is to change all that. >> when i came home, after losing a lot of friends, i saw the nation not remembering them well on the one weekend they were supposed to and i wasn't okay with it. i started walking on memorial day a few years ago and an older gentleman who i know was a world war ii veteran said who are you carrying? >> reporter: bruce a former navy s.e.a.l. launched carry the load. >> carry the load is a chance for people to ask and answer the question of who you're carrying. >>'m carrying the load for my grandpa who served in the vietnam war. >> i spent five years in the military so i'm carrying my wife who kind of put up with that. >> i'm carrying the load for my dad, my uncle and my great uncle. >> reporter: the national relay began at west point.

jack jacobs west point, new york. >> colonel jacobs, a vietnam veteran himself. we talked so much about the kickoff to summer and it will be a great weekend for hanging out and partying and hanging out and that stuff. but the reality is none of that is possible were it not for the sacrifices that were made by the men and women in uniforms. >> definitely a time to remember those who did not make it home. also important to note that carry the load this honors law enforcement, fire and rescue personnel as well. and the founder, he's navy s.e.a.l. he said that the reason why he did that, because a lot of people have asked, is because he knew he could go overseas and serve his country and know that his family and friends were protected back at home. >> the firefighters and the police officers. >> all the brave men and women. so that's why they're included as well. so what a trek what a tribute. >> absolutely. stay with us.
