right now, flash flood watches and warnings remain in effect after torrential rains in seven states. the rain that has crippled parts of texas and oklahoma could expand to other areas, more than 30 million americans are in the crosshairs. so far, eight people have died in the storms. at least 12 people are still missing and thousands evac waited or are being asked to stay at home. schools in parts of texas are closed today, and after spending the whole night at the toyota center people are finally going home from last night's houston rockets game. let's go to angie government atff. >> breaking news a body found in a vehicle on a highway in houston. the county flood control district reporting this. bad news comes as we look at the terrible traffic situation out there. look at this incredible image of the cars still stranded on houston highways some have been reportedly stuck in dead stop traffic since last night.

tractor-trailer before 4:30. a second person at the scene may have been inside a vehicle there with the woman. it's not clear if that person was hurt. the driver of the tractor-trailer stayed on the scene. all lanes of the beltway reopened around 7:30 this morning. the charles county sheriff's department arrested a police officer in connection with a deadly shooting in maryland. the suspect, a police officer and nearby jurisdiction charged with murder related to last week's shooting in a mcdonald's in waldorf. we're expected to learn more in a half hour. last week prosecutors charged the 51-year-old caroline conway with murder and attempted murder. she aallegedly shot a man and his wife. the motive is onion going child custody dispute. the summer job program in the district expanding. moments ago, d.c. mayor signed a bill into law allowing young adults through age 24 to participate. megan mcgrate live on mlk jr.

avenue southeast where the conference wrapped up. >> reporter: good morning. barbara, when marion barry died there was a lot of talk of his legacy specifically the summer youth job program that he founded. many many people saying that that was how they got their very first job, it was just incredibly helpful for them to get that first bit of employment history. now, mayor murial bowser has expanded upon that program to include an older group of people people who are 22 to 24 years old. now, a little bit, she's going to be signing legislation making this happen starting this summer. we talked to lamont burton he's 22 and he says there's a lot of help out there for younger people but not so much help for people who are in their early 20s. and he says this program is a chance for people like himself to prove themselves and perhaps take a summer job and turn it into something permanent. >> i'm a hard worker i'm going

in iran "the washington post" reporter jason rezaian is on trial in iran. he's an american-iranian journalist held in the islamic republic for almost a year. rezaian is facing espionage and propaganda charges. proceedings last two hours before the judge adjourned the meeting. it's not clear when the trial will continue. u.s. officials have tried repeatedly to get rezaian released but so far have had no luck. a new jersey man died from the rare viral disease, the

augusta, maine, and miami, florida. the torch will pass through every state over the next several weeks. the world summer games begin on july 25th. in the district, kristin wright news4. the national weather service said it was a tornado that lifted a bounce house into the air injuring a number of children. take a look this happened yesterday in a ft. lauderdale beach. the three kids inside the bounce house are amazingly expected to be okay. a waterspout came on land making it a tornado. the winds of 65 to 85 miles per hour lifted that bounce house. you can see the inflatable floating above the trees there. police say it was lifted about 20 feet off the ground. the three kids who fell out of the inflatable hit the sand. nbc's jeff rossen will have tips how to make sure your kids stay safe later on this hour into new development in the amtrak derailment investigation. this just in. amtrak saying that they will

install video cameras inside the train cabs that will record the actions of train engineers. of course this follows that deadly derailment may 12th that killed 8, inure jdnedjured 200 others then another can't remember what happened. the ntsb has been making the recommendation in the cabs for last five years to the federal railroad administration. amtrak will finally make that change within the last hour. we kneeow that the amtrak train accelerated a minute before entering the curve before it flew off the tracks in philadelphia. the justice department has reached a settlement with the cleveland, city of cleveland, over civil rights violations. officials official with a negotiations say the announcement will happen today. officers fired 300 shoots

through the windshield killing an unarmed man and woman. the justice department issued a scathing report officers used stun gun on handcuff suspects and beat people with guns. before that a report came out a cleveland police officer shot and killed a 12-year-old boy playing with a toy gun. a father saying the legal system failed his 3-year-old son, james lee mourning his child's death. he fought for sole custody of his son but lost. the boy was found dead at a playground in charles county last friday. investigators say the boy's mother was pushing the dead child on a swing. days before that a judge deemed her a fit parent. >> women get slapped on the wrist, we get grind into dog meat. >> lee says the courts missed signs his son was not in a stable living environment. the boy's mother is undergoing a mental evaluation.

this just into the live desk. confirmation an airman was involved in a deadly shooting at a walmart in north dakota. we know that two people including the airman died. another person was hurt. this happened in grand forks, north dakota. this is near a military base. police are not releasing the victim's names. we are hearing from walmart, however, they issued a statement saying we are deeply saddened about this situation and our thoughts and prayers are with the victims and their families. right now, d.c. police are investigating the district's fourth shooting in less than two days. it happened last night near the kennedy recreation center in
