shoulder is now stopped. all of the lanes are completely stopped by this accident. it's a fuel spill, hazmat is on the scene. we're look at 2 1/2 mile backups on the inner loop and that's going to build as this shoulder has been shut down here as well. here's a look at connecticut avenue at some of those backups. again at a stand still on the inner loop at the beltway approaching georgia avenue. elsewhere on the roadways we are not seeing any other problems. you're traveling in virginia on the blement. 95 north headed out of dale city volume only no accidents reported there. and then 66 in virginia as well headed inbound at route 50 is open with all lanes and no reports of incidents. >> you can see in the traffic camera starting off the thursday with some sunshine. partly to mostly sunny skies. temperatures in the 60s and 70s. 74 right now in washington. it's balmy and humid and another summer-like day. look at how our temperatures warm up through the morning and midday hours by 10:00 a.m. around 81 upper 80s by noon.

storm team 4 radar is dry but with the heat and the humidity we'll be tracking the scattered afternoon showers, thunderstorms, maybe a few downpours. eun, in ten minutes i'll be showing you future weather, tracking the rain in your neighborhood hour by hour. security breaches at the white house are leading to security changes. that includes one that starts today. news4's megan mcgrath is along pennsylvania avenue where crews are starting to work on the white house fence. megan? >> reporter: well eun, we have been told that the crews can show up as early as 6:00 this morning, but so far we haven't seen any sign of them. but they're expected to come later on this morning. they're going to be actually doing some of the prep work for the installation of the anti-climb fence. fence jumping incidents have focused the attention on the white house security and there are some changes as a result. they're going to be putting steel spikes on the top of the

fence to make it more difficult to climb. now, crews are going to start taking measurements later on this morning. any time now. we're told that work can take up to eight hours. so what this means is that some areas along the fence may be closed for a time while crews take their measurements. do some of that prep work. so if you are coming to visit the white house today, expect that there might be some changes in terms of where you're allowed to go. you might have to go down further on the fence. now in terms of those steel spikes that work isn't going to begin until july. back to you in the studio. >> megan mcgrath thank you. 6:02 now. and health officials are concerned for laboratory workers who handled live anthrax samples. the u.s. military accidentally shipped them to maryland and virginia and instead of sending inactive samples it shipped at least nine samples via fedex. live spores were found in one shipment and they suspect the others have the same spores.

the cdc has ordered that all anthrax shipments be locked down. students a montgomery county high school are being tested for tuberculosis. one person at rockville high school has tested positive. the person isn't at the school anymore. but anyone who was in class or took part in after school activities dating back to february can get a free blood test and if necessary an x-ray. they emphasize that tb is treatable. the death toll in texas and oklahoma from the barrage of storms and floods is rising this morning. 23 people are confirmed dead, nine are still missing in central texas. hundreds of people are being encouraged to leave their homes as the floodwaters continue to rise this morning. our storm team 4 meteorologist amelia segal says more severe weather is on the way for texas now. more rain is expected to fall through the weekend. breaking news in the

district the morning. we learned a woman died in a shooting in southeast d.c. someone shot that woman near the intersection of alabama avenue and good hope road. we're working to learn the woman's name at this point. as alexis davies has been reporting, naylor road and good hope road are closed right now. the shooting was one of four in southeast washington last night. they happened in the space of two hours. you can see the locations on the map here. police is not said whether any of these shootings are connected. today, a judge will decide whether to drop charges in the controversial arrest of a university of virginia student. martese johnson's lawyers says that state alcoholic beverage control officers did not have just cause to slam him to the ground outside a bar in march. it went viral online and prompted virginia governor terry mcauliffe to order that abc officers be retrained. today the court will decide whether to move forward on charging him with public

intoxication and obstruction of justice. 6:05. in loudoun county at least 100 students could have to retake the s.a.t. the college board has not received one of the county's shipments of exams. if the shipment isn't found, those students will have to take it again. news4's shomari stone spoke to one student affected by the situation. she said she studied for months. >> like hours and hours leading up to the test and then you have to take a break for a month. like all of that information that you were given you're not going to retain all of it. >> the makeup test date is june 20th. right around the same time the students have final exams. new developments right now in the growing corruption case involving fifa. vladimir putin's harsh message overnight as one of fifa's biggest sponsors applies -- rather tries to force more changes at the embattled soccer agency. keeping cyclists safe. how you can improve the city's

to clean up its act or it's pulling its sponsorship. visa is one of many companies pressuring fifa. in a statement, they said, we expect fifa to take swift and immediate steps to address the issues within the organization. this starts with rebuilding a culture with strong ethical practices in order to restore the reputation of the game for fans everywhere. visa extended the deal with fifa to 2022. the baltimore police officers charged in the death of freddie gray are asking a judge to move their case out of baltimore. attorneys told the judge it would be impossible to select an impartial jury and receive a fair trial in the city. the officers face charges ranging from assault to second degree depraved heart matter. the officers could opt to proceed with a jury trial or select a bench trial where the verdict would be determined by the judge. a man accused of killing an fbi police officer in stafford county will remain in custody. according to "the free lance-star" a bond request for

antoine johnson was denied yesterday. he is accused of shooting jeremy brown four times outside his house in april. he told them brown was his former lover. a man killed his former friend in cold blood. he'll spend the rest of his life behind bars. police say rahul gupta stabbed michael waugh to death in 2013. they say gupta admitted to killing his friend because he thought his girlfriend was cheating on him with waugh. waugh would have graduated from georgetown law school this week. >> murder was a sin, not just on his family but on the community as a whole. so much promise, so much opportunity. so much loss. >> montgomery county state's attorney john mccarthy believes gupta received the life sentence by repeatedly lying. a former loudoun county sheriff said he's going to make another run for office. steve simpson first became the

sheriff in 1996. he was unseated by republican sheriff mike chatman in 2011. according to the times mirror, he plans to run as an independent. he's starting to circulate a petition which is needed to run. simpson hopes to announce his candidacy some time next week. investigators say a group claiming to operate pain clinics in maryland and d.c. was actually running a pill mill. today, the u.s. attorney will announce indictments charging 16 people with drug conspiracy and other charges. the indictments say that the pill mills operated in greenbelt, oxon hill and maryland as well as in the district. charles county sheriff's deputy is being called a hero. he ran into the burning house to rescue a man trapped inside. sunday night ashley gawthorp's home went up in flames and she grabbed her 3-year-old daughter and thought her husband was right behind her. he wasn't. deputy vernon walker found the man lying on the floor because walker spotted the man's white socks.

>> there's never a ugtthought about not going in. just kick the door in and get him out. >> not many people would jump into burning house not knowing if they're coming back out to save somebody they barely know. >> leon gawthorp suffered serious burns, he is expected to fully recover. you can find a link to the go fund me page if you want to help them. walmart had reached a settlement actor tracy morgan. he was injured last june when a walmart tractor-trailer crashed into his limo on the new jersey turnpike. the actor and some associates filed lawsuits saying that the driver had exceeded federal safety limits when that crash happened. both sides issued statements saying they thought the settlement was fair. they're not disclosing the terms of the settlement though. morgan's friend james mcnair died in that crash. three southern california beaches remain closed this morning as crews work to clean up after a massive oil spill.

crews were sweeping up tar balls in santa barbara county. the pipeline owner started to dig up that pipe and trying to figure out why it broke. 101 gallons of oil leaked into the ocean and investigators say it could be weeks or even months before we learn what caused the accident. 6:20 now. amelia segal told us this morning she saw a rat on the way to work. well, today you can learn more about how you can play a role in reducing the rat population in the district. the d.c. department of public works will host a web chat. the rat chat takes place at noon. you can head to the district's website to join that chat and you can learn more about the rodent control program. there will be rodent experts on hand to answer your questions. i had to read that story like this. i don't want to see the rats. well, if you live in northern virginia be on the lookout for two black bears. they were sited yesterday morning. i don't like rats.

8th. the family says the driver did nothing to stop this and the school system doesn't do enough to stop bullies. the girl has not been back to school since that attack happened and the school district says it doesn't comment on pending litigation. today, two women charged in connection to a murder inside a d.c. hotel room. they have a hearing. jamyra gallmon stabbed lawyer david messerschmitt to death in february. gallmon admitted she intended to rob the victory after communicating through craigslist. a second woman dominique johnson is charged with conspiracy to commit robbery. they robbed him of $40 and his metro card. now 6:35. d.c. police believe they caught the man they suspect in a string of threats against metro rail, metrobuses and even the president.

something like this doesn't happen again at the white house. they're increasing security at the white house by making changes to the fence. news4's megan mcgrath live along pennsylvania avenue now where contractors could show up at any minute. megan, good morning. >> reporter: well, good morning, aaron. yeah, any time now we're expecting to to see those crews to begin this prep work. right now though you can see we have visitors who are coming up to the temporary fence taking pictures taking a look at the white house. this low fence was one of the measures that was taken in the wake of several fence jumping incidents. this is a temporary measure. more permanent measures are about to get underway later on this morning. crews will come to the white house fence and begin the prep work for the installation of an anti-climb fence. those fence jumping incidents focused attention on white house security and whether or not the fence here is adequate, so they'll make some changes. they're actually putting steel spikes on top of the fence to make it more difficult to climb. crews are going to start taking measurements doing some of that initialmorning.
