local d.c. reporter. >> needs to be remembered and the people who did this need to be held accountable. >> how she died covering the community she loved. >> and get ready for the bottleneck emergency safety restrictions on the way for a major commuter route. >> news 4 at 11:00 starts now. first up tonight, our first look at the man who was shot and killed right in the middle of the morning rush on i-295. >> pedro avalrado's family says he was driving to work with his brother-in-law when someone opened fire on their suv. this happened near the first exit on 295 in southwest d.c. at 48:45 this morning. the crime scene impacted traffic for hours. >> shomari stone talked to the victim's family tonight in an interview you'll see only on news 4. shomari? >> reporter: good evening. pedro avalrado's wife and son are absolutely devastated this evening. he was on his way to work. he said good-bye to them and

comes on 295 right over here nearby, and all of a sudden shots are fired. >> he didn't have enemies. he was always happeny. >>riguez can't understand why someone would kill her husband pedro avalrado in the middle of morning rush hour on 295. avalrado's son translates. >> excellente. >> he was excellent. >> reporter: maria says her husband and brother were driving into d.c. on northbound 295. d.c. police say a dark-colored car drove up next to avalrado's suv and opened fire. maria says her brother, who was the passenger, was shot near his ear. many of the bullets hit the driver's side door and shattered the window. crime scene investigators collected evidence. the chief kathy lannier believes the suv was targeted. >> what we believe is that there was another car that was

following this suv out in virginia before they even entered the district. >> reporter: avalrado was 50 years old. he moved to the u.s. from el salvador 15 years ago. he leaves behind six children. his son and wife want police to catch the killer. >> hope that they can find them and not like have trouble investigating. >> reporter: now hospital officials have not released the medical condition of avalrado's brother-in-law. meanwhile, police urge anyone with information, if you know who is responsible for this morning rush hour shooting give d.c. police a call. in southeast d.c. i'm shomari stone, news 4. >> an impassioned plea from d.c.'s mayor and police chief for witnesses to a murder of a local reporter. sharnise milton's parents say someone used their daughter as a human shield when gunfire broke out at good hope road and alabama avenue in southeast. milton was waiting for a bus.

jackie bensen is live in southeast with reaction from the community that milton covered. >> reporter: well wendy, it's important for you to understand she was one of us. i had the honor to work alongside her a few times. she was very very good at what she did, and she died doing her job. with a masters degree from syracuse university's prestigious newhouse school of journalism the 27-year-old covered the hill rag. >> it took citizen journalists like sharise that document what had was happening and who gave the true story because they are on the ground and live here. she couldn't write something and go somewhere else. she lives here. she lives on the block, ate and shopped with us worshipped with us. >> reporter: last night milton was on her way home from

covering an assignment at eastern market and a group of young men, some on dirt bikes, began shooting at another group. there are reports that someone grabbed milton and used her as a human shield. d.c. mayor muriel bowser. >> one of our residents was gunned down. she was a very active resident in the district of columbia a reporter. she lived east of the river, and she concentrated on issues focused east of the river. >> reporter: d.c. police chief lannier made an emotion-filled plea for help. >> this has taken a whole new spin. in this case a person on one of these dirt bikes has been identified potentially as a suspect in a homicide. >> reporter: news 4 has learned that police recovered two guns near the scene of a last night. it is hopeful that they provide evidence that will lead to the person or persons responsible for this depraved act that took

away someone who was absolutely the best the district of columbia has to offer. live in southeast washington jackie bensen news 4. >> jackie thank you. for the first time in nearly four decades, prince george's county homeowners could be handed a property tax increase. the county council tonight passed a budget that includes a 4% tax hike but it's far left than what the county executive baker asked for. baker originally wanted a 15% increase and then offered a compromise at 7% saying anything less would not rays enough money for county schools. the extra $34 million in school funding under the council's plan would only be enough to cover state-mandated teacher pensions. school system ceo kevin maxwell said tonight the council action quote, continues the tradition of chronic underfunding for our schools. he says it sends a message to all prince georgians that an investment in education is not a top priority. the county council still needs

to vote again before that budget can take effect. baker says he'll work diligently to review it. >> and you'll not be seeing controversial ads featuring the cartoon images of the profit muhammad on metro. metro's board of directors ordered all advertising space to be closed to issue-oriented ads until the end of the year and that includes political, religious and advocacy ads. this decision comes just days after the american freedom defense initiative applied for spaces to display cartoons of muhammad. the group is now claiming that metro is caving to terrorists. meantime funding is still on hold for more than 200 new metro rail cars. transportation reporter adam tuss learned earlier this week that there wasn't enough money to pay for some of the 7,000 series cars. today the metro board said it would make a decision next month. metro has already ordered about 520 of these new cars. if you take the memorial bridge to work you may want to

avoid it for the rest of the year. news 4's chris lawrence has more now on the big changes about to get under way. >> reporter: jim, repair work that was supposed to start in september will now start sometime in the next six hours. the memorial bridge connects columbia island with the far end of the mall and it's a major crossing point between virginia and d.c. before friday's rush hour crews will shut down the right lane in bolt directions and those lanes will remain closed for the next six to nine months. there's also a weight restriction which means nearly all the buses won't be able to cross it so you can see here there's normally three lanes going in each direction. about 55,000 cars and trucks cross the memorial bridge every day so squeezing it down to two lanes can have a big impact on a lot of commuters, and the construction will close the sidewalks as well so all the folks who walk or bike across the bridge they are not going to be able to. again, this was all supposed to

start at the end of summer but inspectors discovered the low-bearing beams are corroding a lot faster than they thought. and parts of the concrete deck are falling apart. the repairs are likely to push some commuters on alternate routes like the key bridge. again, no sidewalks or curbside lanes until december at the very earliest. it could be as long as march. wendy? >> and speaking of headaches, csx started major construction today on its virginia avenue tunnel project in the district. that work starts with the drilling of some 42-inch holes for the steel and the concrete pilings that are going to support a temporary retaining wall. construction will take place near second and h streets in southeast. this project has drawn protests from the people who live nearby but csx says it is committed to safety and respect for that neighborhood. new at 11:00, when marlin o'malley announced his presidential plans saturday he should expect some unwanted guests.

baltimore accountability activists say they will protest the former maryland governor's speech. one activist says baltimore police tactics and the death of freddie gray trace back to the zero tolerance policies when o'malley was mayor. o'malley has defended his record saying the city is safer now than it was when he was elected. still no answers tonight about who former house speaker dennis hastert is accused of paying to keep quiet or why. the former speaker was indicted today. he's accused of lying to the fbi and agreeing to pay $3.5 million to an unidentified person as hush money for some quote, prior misconduct that is not explained, but it could have occurred when hastert was a teacher outside of chicago. hastert was the speaker of the house from 1999 till 2007. next at 11:00, those fitness trackers that count your steps and calories news 4 consumer reporter erica gonzalez comparing some of the top name brands and what researchers say

professor greg welk and his team at iowa state university's department fof of kinesiology track the accuracy of the trackers themself >> he and his team tracked the fitbit flex and misif the shine which cost up to $1 lunn and the jawbone with a price of 130 and the nike band se which can cost as much as $200. 56 people participated in the study ages 18 to 65. each spent 20 minutes doing sedentary activities like working on a computer and then 25 minutes of aerobic exercise and 25 minutes using various weight machines. researchers compared the trackers to this mobile machine that measures oxygen consumption to determine calories burned. welk's result show all four trackers either overestimated or underestimated activity but overall he found the fitby the

blacks and jawbone up 24 and the nike fuelband se provided reasonably accurate estimates for calories burned. the fitbit flex and nike fuelband both tested off about 17%, the jawbone up 24. that one was of a 18% and the misfit shine off by 30%. that may seem like a lot, but let's say the tracker records 1,000 calories burned. if it's off say 18%, that's 180-calorie difference. >> so there's some serious technology inside the devices. >> reporter: as for aerobic activity the largest error came from the misif the shine, off 60%, and the biggest problem welk found resulted in resistance those weight machines. >> and you're lifting an object so your hand is moving fairly slow but you're doing a lot of work so it's not able to capture that. >> reporter: we contacted the manufacturers of the fitness trackers tested. misif the told us iowa state's study conflicts with its own scientific study and believes

there are problems with the university's methodology resulting in skewed data and questions the way the university recorded calories burnsor burned and misif the believes the tracker used in the study was damaged because participants in the study all used the same tracker. fitby the told us while there may be a small difference of a few calories or steps between tests, ultimately the success comes from empowering users to actually see their overall health fitness trends over time. the other companies did not respond in time for our story. so at the end of the day, does welk think fitness trackers are worth it? >> i think the key to the consumer is not as much if it's accurate or not, you know in terms of calories but whether it's motivational for them and keeps them accountable. >> reporter: as we received comments from the companies included in the study, we'll post them on our website. as for new trackers you know what i'm talking about on the market iowa state university has another round of testing this summer and it includes the

manassas up to one inch of rain and dealing with one little area of showers up towards the baltimore area annapolis or bowie or looking off to the west you may see lightning from time to time. not heat lightning, no such thing, always coming from a distant storm. a little bit of a boundary moving through the day today to help kick off some of the showers and storms. to the west big-time boundary. an area that they just cannot seem to get a break. look what's going on in texas. a huge line of storms. we've seen more flooding today in texas and in oklahoma. some areas picking up over five inches of rain during the afternoon. they need a break. they are not going to get it. for us we are going to get a break from the heat but it won't come very soon. won't come until after the weekend. future weather showing tomorrow morning just some cloud afternoon. tomorrow afternoon a couple storms developing and shower activity and maybe around the noon hour so you may need the umbrella as you step out for lunch. any of the showers and storms that do develop tomorrow could be on heavy side just like today, so if you see a storm, you could see very heavy

downpours and not a wide coverage here. only going 30% chance for those storms during the day tomorrow but, again, could be heavy. tomorrow evening just like tonight it's okay. going out on friday evening, going out to dinner no problem at all. 85 tomorrow in gaithersburg and 90 towards fredericksburg and annapolis right around 86 degrees. talking about some pretty good heat here and that heat continues. 90 on saturday and hot and humid for sure. isolated chance of a storm. i didn't even put it in though because most of us should stay dry. sunday is the day to watch. 88 degrees. chance for a shower or storm for sure. some strong and possibly severe with a cold front. that cold front moves through and look what it does to the numbers. 23-degree temperature drop. a high monday of only 69. on tuesday a high of only 65 degrees. it gets very cool and not just cool rather cloudy with a good chance of showers and we could be talking about some drizzle, too. a little bit of northeasterly wind and you know what happens
