you. >> megan mcgrath live on the memorial bridge thank you. your property tax bill may be going up soon. the county council has voted for a 4% tax hike. that amount is less than the county executive baker wanted. baker originally asked for a 15% increase to help fund schools. he offered a compromise at 7%. the extra $34 million in school funding under the council's plan would only be enough to cover state mandated teacher pengs. the county school ceo says the council action quote, conditions the condition of chronic underfunding for our schools. the council still needs to vote one more time before the budget takes effect. today a man will be sentenced for arson and shooting at sli's deputies in prince george county. david foley set fire to his house after a divorce settlement. he fired several shots at them from inside the house and police say he then set that house on

fire. a substitute teacher will be sentenced today for child sex abuse. jose peneda pleaded guilty to inappropriately touching four girls at three separate middle schools. the abuse dated back as far as 2004. it is 4:31. time to look at our weather and traffic on the 1s. we start with amelia siegel. more on this weather-like summer. >> on another hot and humid day, i'm tracking a small but impressive cell. some heavy rain falling right now in this lone shower just to the east of clinton, maryland. this is going to rain itself out just in the next few hours. but if you are in parts of prince gornlgs candidate between buoy and clinton and off to the east sunderland up through annapolis, you could be dealing with rain during these early morning hours. future weather picking up this feature until about 9:00 a.m.

otherwise, everybody else it's a dry start to the day. hazy sunshine throughout the day and some isolated afternoon and evening showers and thunderstorms in the forecast. it's one of those days where most of us remain dry. some of us will be dealing with a late day thunderstorm or some heavier rain. alexis how are the roads looking? looking good if you're traveling the beltway in maryland. no reports of significant delays or incidents in the area. we have a couple of work zones sticking around this morning. river road we have two left lanes blocked. and northbound 270 at wooten parkway, the right lane is blocked. here is a live look at 27 on the top of your screen there, you can see that work zone police activity on the scene keeping people safe in that area. the beltway at good luck road no reports of delays here. i'll be back in ten minutes with a live look at i-95 in virginia. only on news 4, this morning we're hearing from the family of a man shot to death on i-295.

d.c. police say someone targeted two men as they drove into the district from virginia. the shooting happened near the first exit on 295 and southwest d.c. around 8:45 in the morning. pedro alvarado and his brother were on their way to work when someone opened fire on their suv. alvarado died and his brother survived. the family says they can't imagine why someone would do this. >> he was always happy. >> the shooting happened in the middle of the morning rush hour so police want to speak to anybody who saw anything. i'm kristin wright at the live desk. a volcano eruption in japan. we want you to see the pictures. the blast happened on a remote southern island of the country. thick plumes of smoke you see billowing. about 140 people do live on this island. everyone is okay. a japanese coast guard boat is

coming to evacuate the island and japan has set up a disaster management office. by the way, this same volcano erupted just last summer. >> thank you, kristin. today, people in arizona will gather outside of ronick community center to draw cartoons of the prophet muhammad. earlier this month, two men started shooting at an event showcasing cartoons of the prophet muhammad. one place you will not see controversial ads featuring a cartoon of the prophet muhammad is on the metro here. that includes political, religious and advocacy ads. the decision comes just days after the american free domes initiative applies for spaces to display cartoons of muhammad. the group says metro caved to

terrorists. this is video of the tunnel in the district. construction is happening near second and h streets southeast. right now, crews are building supports for a retaining wall. that project has drawn protests from people who live nearby. csx says it's committed to safety and respect of the neighbor. fifa's president, sepp blatter is up for his fifth term. more indictments are on the way according to the united states authorities. sepp blatter is refusing to step down saying he had nothing to do with millions of dollars in bribes allegedly collected by his top lieutenant. >> we -- or i cannot monitor everyone all of the time. if people want to do wrong, they will also try to hide it.

>> russia has slammed the investigation saying the u.s. merely wants to steal the 2018 world cup. the u.s. denies that claim. sponsors are demanding fifa clean up its act. blatter has not been indicted. former first lake maureen mcdonnell's corruption conviction should be upheld. they say she has a fundamental misunderstanding of bribery law. mcdonnell were convicted of trading gifts. prosecutors say the judge handled the case properly. mcdonnell's reply is due june 11th. right now, a liefr look at the washington monument for you. we are working to find out whether the monument will open today. an electrical issue caused theel excavator not to work and the monument was closed. we'll send you a sig alert on the app as soon as we find out

right now, a manhunt to find the person who shot a mraurchb in oklahoma. the shooting start as a police chase near the kansas border. two officers were after the car that you see flipped here. unclear why they were chasing the car, but gunfire was exchanged. that is when the officer was hit. police did catch up with the vehicle and arrested two people in it. a third, though got away and is on the run this morning. the officer is in the hospital in stable condition at last check. aaron. >> that you can. it's 4:46 now. this weekend, the senate will tackle a bill that if passed would end the national security

agency's mass collection of phone records. the house passed the legislation. tracie potts joins us now. >> the obama administration says national security is at stake. the patriotic act runs out on sunday. lawmakers aren't here right now to do anything about that but they're coming back and they're coming back early. senate majority leader mitch mcconnell has called a rare sunday afternoon session to try to deal with this literally hours before the patriotic act runs out. we've been talking about the part of the patriotic act that deals with bulk collection of your phone data. however, there are other parts of the patriotic act that have tools that are used for national security. for example, being able to trace burner phones of suspected

terrorists. attorney general loretta lynch says that's a key tool and if the patriotic act runs out, they won't be able to do that. so they're worried about other things in this law that they use on a regular basis. lawmakers will be back on sunday trying to work this out. there's disagreement right now in the senate on whether or not to let the patriotic bill expire and whether or not to approve the freedom bill. it's 4:47. we'll find out tomorrow whether martin o'malley will challenge hillary clinton for the democratic nomination. the former governor of maryland has a big announcement planned tomorrow. he's in for a mixed reception. activists say they'll protest at his speech because of his record as baltimore mayor. they say o'malley's zero tolerance policy may have contributed to the kinds of police tactics that led to the death of freddie gray. o'malley has defended his record. baltimore is having its deadliest may in 13 years.

there have been 38 homicides so far in that city this month alone. yesterday, a woman and her son were shot to death, both shot in the head. meanwhile, arrests dropped sharply after freddie gray's death in april. gray died after being critically hurt in the back of a police transport van. we're now getting an idea of how the attorneys for the six officers may try and handle their cases. five of the six officers charged in gray's death voluntarily provided statements to prosecutors. meanwhile, the prosecutor is considering trying all cases together. >> they want one rite trial for six people. it's for the convenience of witnesses, for the convenience of jurors. it's much less expensive to do it one time. >> the officers will be arraigned july 2nd.

there are 145 officers on the police force as of december. 110 of them are while males. there are 10 black officers one asian officer and the remainder are officials in the district knew about the high levels of lead paint at d.c.'s largest homeless shelter. two young children at d.c. general tested positive for lead. the mayor ordered complete inspections of the building. high levels of lead were found throughout that building along with a report from 2014 showing dangerous lead levels in several rooms. >> the city was alerted a year ago about dangerous levels. where was the oversight when it comes to making sure that we got that information and took action upon it? clearly, we didn't. >> we'll told the bowser administration has now

morning. dew point talk bes the moisture. when the dew point is above 65 it's humid. so at 70 it is down right muggy outside. most of us are dry right now with fair skies. i'm tracking some lone showers east of washington. this system here may be impacting queen ann and caroline conditions overnight tonight, causing some flooding issues there. you can see it bringing rain to parts of did i ehl and there lone shower over 301. this is quickly fizzling. it's a non-issue by about 6:30 and it's so compact already for the most part a non-issue here. 7:00 a.m. temperatures around 72. low 80s by the mid day hours. upper 80s by 3:00 p.m. 7:00 p.m. 84. isolated thunderstorms in the forecast. most of us do look to be dry. you want to dine outside tonight al fresco you should be okay.

at 2:00 p.m. tomorrow there will be smaurs back over the blue ridge mountains. sunday though is the day we'll keep a close eye on. rain and thunderstorms are likely during the afternoon and evening hours as the front movers through. still need to refine the timing. but the biggest concern will be some heavy rain. sunday potentially a weather alert day. 91 for a high tomorrow. 88 on sunday. and then a massive temperature change as we start june. a high of only 69 degrees. that's right on monday with showers likely. the chance of a few lingering showers early tuesday, not much warmer. high around 70. mid to upper 70s next wednesday and thursday. alexis is tracking road conditions right now. >> looking at pretty good conditions this friday morning. 270 and middle brook road all lanes are open as you're heading inbound in the district. 66 finding volume building but no reports of incidents or delays.

one of us our residents, was gurned down. sharnese milton was very active resident in the district of columbia a reporter. she lived east of the river and she accountant concentrated on issues focused east of the river. >> d.c.'s mayor and the police chief need your help in finding a murder suspect in the death of a local reporter. sharnese milton was shot and killed on wednesday night. her parents say milton was used as a human shield when gunfire broke out at good hope road and alabama avenue southeast. milton's mother was waiting for a text message from her daughter but it never came. >> at 9:28 she texted me and said i'm on my way home. so i was waiting for her to text
